hiring of civil transport vehicle for garrison engineer ( p ) central aas per nit , note: the prepriced rate indicated as 0 . 00 under col . 6 and as 0 . 000 indiacted under col no 14 to 20 signifies this fact only . bidder shall insert their rates in green filed under col-6 . and other charges like taxes , ed , freight etc are shall filed in the respective col , hiring of vehicle maruti sx4/ciaz , hyundai verna , tata indigo/ similar vehicle of size , cost , power & boot space for 08 hrs /60 km per day official use of ge ( p ) central port blair . the general term and condition for hiring of vehicle are as under:-1 . quality control ( a ) quality of vehicle: ( i ) the vehicle ( sedan ) alongwith driver ( in white uniform ) should be available in office complex of ge ( p ) central port blair by 0800 hrs for the duty of 10 hrs / 60km every day . in case vehicle is required at a different time , the intimation regarding the same shall be notified 12 hrs in advance and duty shall be performed accordingly . nothing extra shall be payable on this account . ( ii ) vehicle should be in a good mechanical condition . ( iii ) the vehicle should be clean from inside and outside and the outer colour of the vehicle should be either white or black only . ( ( iv ) the vehicle must be in possession of valid rc books along with proof of registration and should have valid operating permit from the registered transport office . letter from rto regarding change of ownership of vehicle or similar documents will not be accepted as rc books . vehicle should be registered with the relevant rto and the vehicle hired for ge ( p ) central should not be under litigation and should have comprehensive valid insurance and taxes paid to rto . vehicle not possessing the same would be de-hired at cost of the firm and the firm shall be liable to replace the same with alternative vehicle . ( v ) the vehicle should have provision for name board in front & rear side of vehicle and flag rod alongwith cover for these items . ( vi ) adequate petrol , diesel must be carried in the fuel tank to cater for the entire duty as well as additional tasks . ( vii ) tyre pressure should be accurate and tyres are in good condition . ( viii ) vehicle must possess valid pollution control certification and should not emit excessive smoke . ( ix ) vehicle must have fully serviceable brakes , indicators , head lights and horn and safety equipment as per the rules of the land and must possess a certificate of having been serviced by an authorized service agency in the preceding one year . ( x ) vehicle should not be older than 07 years as on 01 apr of the financial year . ( xi ) vehicle should be road worthy in all respect as assessed by the authorized officer . ( xii ) one serviceable spare wheel , necessary spares and tools for repairs should be always available in vehicle . xiii ) the driver will not be permitted to carry any other stores except spare tyre , tubes , wheel , tools for repair and spare cans for fuel and water . ( xiv ) the vehicle should have non air conditioning facility . ( xv ) in case the vehicle is not required for any particular day due to any reason , the same shall be intimated 12 hrs prior . ( xvi ) no vehicle with unlawful cng/lpg fitting will be provided by the contractor . ( b ) standard of drivers: contractors will be required to ensure the following in respect of drivers:- ( i ) the driver must possess valid driving license , other required documents of vehicle and mobile phone for communication with adequate knowledge of port blair and surrounding . ( ( ii ) police verification: the contractor is responsible to check the antecedent of the drivers provided by him . no individuals with police records , unverified backgrounds will be employed by the contractor . the hiring of such driver will be deemed as failure of service and contract could be terminated . the contractors and drivers shall be subjected to the official secrets acts . 2 mode of measurement and terms of payment: ( a ) kms and hrs will be counted from time vehicle reports to ge ( p ) central ( pb ) /designated place . the end km/hrs will be counted from time vehicle is released . the kms from the ge ( p ) central ( pb ) / designated place by contract operating agency to the vendors premises after de-hiring will not be paid . for this a suitable vehicle diary shall be maintained and signed on daily basis by both the parties . ( ( b ) administrative needs of the driver/vehicle ( food , rest , fuel fills and repairs ) will not be attributed to hrs/km used . ( c ) the days mentioned ( 150 days ) is tentative and may be reduced if required . contractor shall not have any right to claim any amount for the balance of the days . ( d ) the payment shall be based on number of days the vehicle is actually used and not for off days . the contractor can claim/forward the part bills after the completion of 30 service days of job order periodically . ( e ) this job order shall remain operative for six months from the date of commencement or when the actual number of days of performance of duty is 150 whichever is later . ( f ) duty for a particular day shall be deemed to be complete if either 08 hrs are complete or 60 km distance has been covered on the particular day . however , the vehicle shall remain available for complete duration of 10 hrs during the day irrespective of the fact that 60 km distance may have been covered on the particular day and extra km if travelled will be adjusted in next working days . 3 failure of service and premature termination of contract : the following will be considered failure and contract would be terminated prematurely:- ( a ) in case the firm fails to supply the vehicle on any day during the contract period , the operating authority will be free to hire vehicle from any other source at the prevailing market rates at the risk and expense of the contractor/firm . ( b ) in case of breakdown of vehicle while on duty , the firm / owner shall be responsible to provide substitute vehicle within 30 minutes of reporting of the break down to him . in case replacement of vehicle is not provided , no billing of broken down vehicle will be done and risk purchase at cost of contractor can be done . ( c ) frequent breakdown , poor turnout , dirty vehicle , poor mechanical condition , undisciplined driver , delay in reporting for duty or other problems which affect the use will lead to premature termination of contract after three warnings or three risk purchases , however , three such warnings will be treated as one day failure in providing service and will be deducted in total count of days i . e . days of service provided . ( d ) this office will terminate the job order at any time at short notice in case of violation of any of the terms and conditions . 4 the contract operating officer may reject the vehicle in case the vehicle tendered is not considered fit / suitable for use of officer . 5 vehicle tendered will be registered / approved by the concerned rto/rta as public transport and all taxes paid on due date . 6 the vehicle will have valid comprehensive insurance . 7 air port parking charges , if any , for the vehicles tendered will be borne by the contractor . 8 in case of accident , mechanical failure or due to any fault of the driver or contractor and vehicle is on duty , any type of payment including night halt and day halt will not be applicable . 9 the contractor have to submit a certificate as under prior to commence hiring / agreement:- ( a ) that vehicle employed by me / us under this agreement have been complied with all the government instructions and dues in all respects by govt authorities .
