| 4 | SCOPE OF WORK FOR ANNUAL MAINTENANCE OF ELECTRICAL INSTALLATION WORKS1. Purpose of MaintenanceThe objective of preventive and corrective maintenance is to minimize electrical faults/breakdowns, prevent fire hazards due to electrical short circuits, and reduce downtime. Any incident such as fire due to electrical fault, falling of ceiling fans, luminaries, etc. because of lack of maintenance will be treated as serious negligence, and the agency will be held responsible.2. Scope of Electrical MaintenanceThe agency shall undertake routine, preventive, and corrective maintenance of all electrical installations within the premises, including but not limited to:• LT Switchgear, LT cables, transformer (if any), main distribution panel, sub-panels, wiring, and distribution cables.• Power outlets for all air-conditioning systems.• Operation, configuration, repair/replacement of AC timers, compound light timers, glow signs, metal sign boards.• Electrical installation/distribution up to switchboard/panel of lift machine room, pump room/kiosk of water supply system.• Compound lighting, earthing attachments, and fixtures for the entire campus. |
| 5 | 3. Manpower Deployment• Agency must deploy semi-skilled Lift Operator (valid Works Permit-I(b) & II, DOE WB with Lift attendentent certificate) and skilled electrician (with valid Electrical/Workman Permit Part-I(b), II, III, ITI/equivalent certificate.• All staff must be permanent residents of West Bengal with voter IDs.• All staff must wear uniforms (navy blue trouser + sky blue shirt with PWD logo) and carry photo identity cards issued by the agency.• No maintenance staff shall work in more than two consecutive shifts.4. Inspection, Cleaning & Upkeep• Regular cleaning/checking of all fittings, fixtures, panels, TPN/SPN DBs, SFUs, compound lights, etc., as directed by EIC.• Cleaning and minor repairs of light fittings, ceiling fans, exhaust fans, etc., except rewinding.• Mandatory inspection of ceiling fans once every three months for split pin, jam nut, etc.• Split pins once removed must not be reused. Agency must supply split pins and jam nuts at own cost.• Building Fan Register to be maintained with signatures of attending electrician, JE, and AE. |

Measurement and TestingMonthly testing and recording in logbooks for:• Current, voltage, temperature (using infrared thermometer).• Insulation resistance, earth resistance, etc.• Thermal image printouts (with date & time) must be submitted to JE/AE.• Abnormal readings must be rectified immediately and re-measured.6. Operation Responsibilities• Switching ON/OFF of corridor, staircase, compound lighting, AC machines, lights, fans, etc.• Cleaning of sub-station rooms, LT panel rooms, LT panels, switches, DBs.• Operation of HT switchgear and resetting of protective relays.• Lift rescue operations and all AC operations during duty hours. |
| 7 | 7. Attendance & Supervision• Agency responsible for supervision, maintenance of logbooks, and attendance monitoring.• Attendance register to be maintained shift-wise and verified by JE.• Duty roster to be submitted monthly.• One dedicated smartphone must be provided by agency for the call centre.8. Staff Availability• Absence of staff must be replaced within 1 hour, failing which pro-rata deduction will be made.• Staff must respond promptly to phone calls.• Any staff found irregular/unfit must be withdrawn.9. Tools & TacklesAgency must provide at its own cost:• 500V/1kV Megger, Digital Multimeter, Earth Tester.• Crimping machine, screwdrivers, pliers, socket sets, line tester, insulating tape, fuse wire, nuts/bolts, washers, cleaning materials, split pins, etc.• Staff must be trained to operate thermal imaging scanner. |
| 8 | 10. Safety & Vigilance• Continuous monitoring for heating, sparking, discoloration, burning smell, overload, loose termination, unbalanced loads, etc.• In case of power failure, coordinate with WBSEDCL and operate internal switching arrangement to maintain supply at critical points.11. Preventive & Corrective Maintenance• Routine checking must be performed and recorded, signed by JE/AE.• Materials such as lamps, SFUs, DBs, cables, switches, fuses will be supplied by the Department against proper requisition.• Auxiliary items (fuse wires, screws, split pins, tapes, dusters, etc.) must be supplied by agency.• Dismantled/unserviceable materials must be deposited to the Section Office; no materials to be removed without challan.12. Emergency and Breakdown Response• All faults must be detected, attended, and rectified immediately.• Temporary restoration arrangements must be made at agency’s cost if required.• All breakdown details must be recorded in the logbook.• Major faults must be communicated to JE/AE immediately (written + phone). |
| 9 | 13. Damage Liability• Agency is responsible for damages due to mishandling/operational error by its staff.• Repair/replacement must be completed within EIC-specified timeframe, failing which cost will be recovered from agency bills.14. Documentation• Logbooks (Preventive, Corrective, Fan Register) must be updated daily and available at call centre.• Photocopies of logbooks and attendance must accompany bills.15. Wages & Statutory Compliance• Minimum wages (as per Labour Act) including PF, ESI must be paid.• Monthly PF/ESI payment receipts must accompany the bill.• Bills may be withheld if statutory compliance is not proved.16. Billing & Payment Procedure• Bills to be submitted quarterly with JE/AE certification.• GST & LWC will be deducted as per rules.• Pre-receipted monthly bills with ESI, EPF, P Tax challans and returns must be submitted. |
| 10 | 17. Conduct, Discipline & Safety• Staff must be polite; unruly behaviour will result in removal/legal action.• Fire-fighting readiness is mandatory for all staff.• Agency responsible for safety gear (shoes, helmet, raincoat, torch, umbrella, gumboots, etc.).• Agency not responsible for damage due to natural calamities (fire, earthquake, flood, etc.) if not caused by negligence.18. Special Conditions• High alertness required during Puja vacation; staff must be available on mobile.• Any on-going/upcoming project within campus will fall under this maintenance contract.• EIC may modify/alter terms in the interest of public service.• DG set operation may be required without extra payment.19. Termination• Contract may be terminated with 1-month notice from either side.• Non-compliance may lead to penalty, deduction, or immediate termination without notice. |
| 11 | Terms and Conditions : -1. Maintenance & up-keeping of the above electrical installation in safe and proper working condition.2. All the fitting, fixture, panel board, PBDB, SPNDB, Main-switches & other Electrical Installation inside all the floor as well as for compound lighting installation must be kept in a tiptop condition by cleaning of all the said electrical equipments, dusting off accumulated dirt, cobweb etc. and all the cleaning materials like detergent etc. are to be supplied by the agency free of cost.3. Checking & maintenance of tumbler switch/piano key switch, fans, light fittings etc. complete for their safe and proper functioning. Maintenance work in respect of the above-said electrical installation requires free supply of pretty materials like fuse wire, insulating tapes, screw, washers, small nuts & bolts etc. to ensure the smooth running of the installation as per instruction of concerned Executive Engineer, Assistant Engineer, Junior Engineer. The agency staffs are responsibility for dousing fire with the help of portable fire extinguishers and report to the authority / PWD department for any such incident occored within the compound of Children Home for girls inclu. sicurity room and panel room. |
| 12 | 4. To keep close watch on overall condition of the E.I. and performance of different accessories & submission of periodical report to the Junior Engineer concerned.5. Maintenance materials viz. Incandescent lamps, Main switches , Power DB, SPN BDB, Main & Sub-main cables, fluorescent tubes, Chokes, Ignitors, Condensers etc. will be supplied by the Department and the dismantled unserviceable materials are to be deposited to the concerned Junior Engineer, against which fresh materials are supplied by the Department.6. The agency has to depute One no. of Highly skilled, Two no. of skilled and Two no. of semi-skilled Electrician over 24 hours distributing each shift as directed by the E.I.C for carrying out the maintenance work smoothly round the clock in all working days/ saturday/ sunday/ holidays with due regard to the safety of the maintenance staff. |
| 13 | 7. The on-duty Maintenance Staff must wear specially designated fluorescent coated outfit denoting PWD( Elect) clearly provided by the agency. 8. The Agency should depute his Supervisor to supervise the whole electrical components in the whole campus as per scope of the works. 9. The agency will take care to prepare the requisition of materials required for the maintenance within his jurisdiction well in advance and submit the same to the concerned Junior Engineer so that no delay in repair / replacement cause trouble in the system & hampering of the Hospital service thereof. |
| 14 | 10. The Agency must have a routine check-up of the entire system to prevent any damage / fire hazard due to loose contact in the Elecl. Installation.11. Insulation test with the help of Megger for the entire Electrical Installation as well as earth resistance of the earthing installation are to be carried out in the presence of concerned Assistant Engineer/Junior Engineer and the result thereof is to be furnished by the Engineer-In-Charge.12. Failing of compliance of any of the above-mentioned points, this Department possesses the right to deduct the cost from the bills of the agency on prorate basis determined by the Engineer –in-charge.13. Space for accommodation of staff of the agency will be provided by the competent authority.14. The Agency is required to submit a copy of Challan for permission of the Junior Engineer before taking any material out of the premises. |
| 15 | 15. The agency should be responsible for any damage in the installation due to mishandling / mal-operation done by his staff and shall be liable for the compensation for the same which would be recovered from the bill as per direction of E.I.C. and the accused staff should be replaced immediately.16. The agency must maintain a Log Book for recording therein the nature of work done, materials replaced etc. as per direction of the Engineer –in charge. The Log Book must be signed by the concerned Junior Engineer on each day. The log book should be sent to the Executive Engineer concerned through proper channel at the time of submission of bills. 17. Bills should be submitted at the end of every three months with the certification of concerned Engineers on satisfactory completion.18. The agency should must submit P.F and E.S.I 's challan and payment acknodledgement document of the respective labours during submission of bill. |
| 16 | 19. Valid workman permits to be furnished for the workman engaged by the agency along with the name & contact phone no. of the persons. 20. Required tools and takles (Such as Thermal Imager, insulation(1 Kv & 5 KV) and Earther Megger, differnt size cable crimping machine, misc. tools like screw driver, Allen key, wrench, piller set etc. should be supplied by the concern agency to the staff & worker for smothly maintenance work .21.The contract may be terminated with one month’s notice from either side.22.Total Safty & Security of the Staffs' concerned liable to the agency.23. The rates should be quoted both in words and figures on monthly basis. No. quotation with price variation clause will be accepted. Rates offered should be stable for the entire period of maintenance24. The agency have to obey the labour department rules strictly. |
