| 1 | HVAC WORKContractor shall submit Design and Drawings of Central Air-Conditioning System suitable for 24 Hrs hospital operation complete comprising of heat load calculations, size of pipe, size of AC duct, AHU, LT Panel, control cable, LT switch gear etc and of all the items as catered under serial Item no 2 to 101 here -in-after, which shall be dully vetted by IIT/NIT by the contractor before the same is approved by the Accepting Officer. All the AHUs installed shall be either floor mounted or ceiling suspended as applicable. Contractor will be responsible for performance guarantee of complete AC plant. AHRI Certified selection sheet for both AHRI Conditions & below mentioned parameters shall be submitted by the contractor duly vetted by the OEM. Design Parameters shall be as under:-(a) Inside room Temperature - 21°C ± 3°C(b) Relative Humidity - 55% (±5%). (c) ACH not less than 25 - For OTs only & ACH not less than 12 for balance area(d) Minimum positive pressure to be maintained 2.5 Pascal. - For OTs only(k) Time required to achieve design condition after switching on plant shall not exceed 45 minutes.(l) Air conditioning zoning of complete area shall be as per corresponding zonal requirement as per designThe design and drawings of central air-conditioning system should be energy-efficient and economically viable as per the site conditions and cooling/heating requirements as elaborated. The contractor shall consider the following while submitting the design. A. Preliminary survey and data collection: (i) Visit site and study architectural, structural and electrical drawings. (ii) Assess building usage, occupancy, internal loads and ambient conditions. (iii) Identify constraints for routing refrigerant pipes, drain pipes, fresh air ducts and electrical cables. B Heat Load Calculations:- (i) Perform room-wise and system-level heat load calculations as per ISHRAE/ASHRE/NABH/NBC/ECBC ( In case of overlapping parameters among various codes, superior parameter shall be adopted) (ii) Consider building envelope, solar load, internal loads, fresh air load. (iii) Provide cooling and heating load calculations for each zone. C. System Design & Equipment Selection (i) Design the entire central air-conditioning system with following components- (a) Chilled water system (b) Hot water generator (c) Plant automization and optimization controller (d) Cooling tower (e) Condenser water pump, Primary chilled water pump, secondary chilled water pump & Hot water pump (f) Air handling unit & FCU |

Refrigerant piping & Drainage Design (i) Prepare complete refrigerant piping layout with pipes sizes, line lengths ,height difference etc (ii) Ensure compliance with manufacturer limits (iii) Prepare drain piping layout with slope gravity/pumped system, insulation details E. Fresh Air & Ventilation System Design (i) Calculate fresh air requirement as per ISHRAE/ASHRE/NABH/SOA Armed forces Hospital (2003)/NBC/ECBC . (ii) Design treated fresh Air Unit (TFA)/ERV/HRV as required. (iii) Provide duct routing, sizing, filtration specs and integration details with central air-conditioning system.F. Electrical System Design (i) Estimate connected load and operating load. (ii) Prepare SLDs, wiring diagrams for power & control cables. (iii) Specify breaker ratings, DB sizes, cable sizes and earthing requirement. G. Control System & BMS Integration (i) Recommend central controller architecture. (ii) Provide BMS integration protocol (Modbus/BACnet) (iii) prepare control diagrams and point lists. H. The contractor shall submit the following drawings & Documentation:- (i) Heat load summary (ii) Indoor-outdoor piping layout. (iii) Schematic diagrams. (iv) Fresh air duct layouts (v) Electrical SLD and control diagrams. (vi) Equipment layout drawings. (vii) Provide drawings in AutoCAD/Revit format. j. Standards & Codes : All design shall comply with the following: (i) ISHRAE Guidelines (ii) ASHRAE Standards (iii) National Buildings Code of India NBC 2016 (amended upto date). (iv) Relevant IS codes for electrical, insulation, refrigerant safety. (v) OEM-specific central air-conditioning system design guidelines.(vi) SOA Armed forces Hospital (2003) (vii)National electrical code 2023(viii) Energy conservation building code (ECBC) 2017 |

| 4 | (m) Refrigerant piping fittings, valves, level sensing electronic expansion valves and accessories to inter connect compressor, condenser, chiller and electronic expansion valve.(n) Microprocessor based control panel comprising of Controls including sensors, factory manufactured and tested. All Control function including start up and shut down leaving chilled water temperature Control, Compressor and Electronic Expansion Valve modulation, anti recycle logic automatic Compressor and load limiting. It shall also be equipped with the following protection and monitoring devices.(i) High (Condenser) & Low (Evaporator) pressure protection.(ii) Low oil level & pressure protection.(iii) Chilled/Condenser Water flow loss.(iv) Chiller Water Freeze protection.(v) Sensor error protection.(vi) Motor load control and overload.(vii) High motor temperature protection.(viii) High oil temperature protection.(ix) Chiller inlet and outlet Water temperature.(x) Condenser inlet / Outlet water temperature.(xi) Suction and discharge Compressor pressure.(x) Microprocessor based control panel shall have suitable hardware & software as per OEM so that it can be integrated directly with standard communication open protocol using backnet / Modbus as well as open IP. (xi) DP switches at inlet and outlet of condenser & chiller, water drain & air purge valves, cable termination box, as required.(xii) suction line and chiller insulation with minimum 19 mm thick polyvinyl nitrile rubber insulation.(xiii) frame work for mounting the above condenser, chiller, compressor and motor with base plate complete with antivibration pads/ springs as per OEM design.(xiv) Initial/ first charge of refrigerant gas & compressor oil duly charged at factory.(xv) RCC/Cement concrete foundation for equipment as per OEM design. SCHEDULE OF CREDIT Notes:-(a) The items and quantities given under in the respective columns are provisional; however, the rates inserted for credit are firm. The recovery for the credit shall be made for the actual quantities ordered and retrieved from the demolition/dismantling /taking down under respective items of BOQ. Contractor shall be permitted to remove the materials indicated in this credit schedule only after affecting the recovery for the same from the RAR/Final bill as applicable and after written permission is obtained by the contractor from the Engineer-in-Charge. (b) Tenderers are advised to visit the site to ascertain the worth value, prevailing conditions of the existing materials for which credit is to be afforded. No claim whatsoever on account of above shall however be entertained at any stage whether the contractor (s) inspected the site or not. (c) The old materials obtained will not be allowed to be re-used in the work unless it is specifically mentioned in the description of relevant items of BOQ. All other serviceable/ salvage value materials obtained from the site other than those considered in this schedule shall be Govt. property and contrator’s quoted rates shall be deemed inclusive of removing such material to MES store yard of the Engineer-in-Charge, who will take such material on charge. In case of the dispute related to the interpretation of the provision with regard to the credit schedule, the decision of the Accepting Officer shall be final & binding.
