| 87 | Note: (a) The contractor shall employ lift operators with a minimum qualification of SSC pass (10th standard) from a Government-recognized institute/college. The operators must have adequate knowledge and a minimum of two (2) years of experience in lift operation. They shall be responsible for keeping the lift clean on a regular basis, all as directed.A total of five (05) operators are required per day. (b) The contractor shall pay wages to the employees through e-payment (Aadhaar-linked bank account). The credited amount to their bank accounts shall not be less than the minimum wages prescribed. The GE (Principal Employer) shall ensure that wages paid to the employees are not less than the rates fixed by the State Government or Central Government, whichever is higher. A monthly e-banking statement shall be furnished by the contractor to the GE (Principal Employer) and kept on record duly defaced.(c) It shall be the responsibility of the contractor to deposit the Employees Provident Fund (EPF) with the concerned authority as per prevailing rules. Proof of such deposits shall be submitted to the GE (Principal Employer) for verification and record. The quoted rates shall be deemed to include compliance with these provisions. In case the contractor fails to produce proof of EPF deposit, the same shall be recovered from his dues.(d) The contractor shall maintain all necessary registers as required under various Labour Law Rules, 2017. These registers shall be produced to the GE (Principal Employer) and to any officer deputed by the Central Labour Department for inspection.(e) In case of any abnormal noise or complaint, the lift shall be immediately switched off and the issue shall be reported to the Engineer-in-Charge.(f) The contractor shall not employ the same tradesmen continuously for more than eleven (11) months during the contract period.(g) The contractor shall provide two (02) sets of uniforms, one (01) pair of black shoes, and one (01) nameplate (to be worn on the chest) to each operator. The design of the uniform shall be approved. In case of failure, a penalty of ₹2,000/- per uniform shall be levied and recovered from the contractor\"s dues.(h) In case of failure due to absence of operating staff, the contractor shall be liable to pay compensation at twice the cost of a day\"s Manning & Operation, derived on a pro-rata basis from Sch ‘A’ quoted rates.(i) The contractor shall provide a board at a proper location near each building wing, clearly displaying the name of operators, name of the supervisor, and their mobile numbers (shift-wise).(j) The works covered under Schedule \"A\" shall be ordered on the contractor by the respective Garrison Engineer on a yearly basis. |

| 93 | Comprehensive Maintenance of lifts installed under this EPC contract including carrying out daily check and periodical services of fully automatic electrical lift with power operated door, with repair/maintenance of unserviceable damaged parts such as bearings, bushes, all type of guide shoes, headers, hangers, door ropes, door cards,car door sills, landing door sills, door locks, control cards, and its contacts, hall push buttons and its spares, connector/liks, welding of crack/broken and MS parts, Landing operating Panel of any size and capacity, repairs /maint of u/s damaged door safety edge and sensor mechanical safety lock, magnetic lock or contact, car position indicator, and all connected accessories, necessary wiring of hall push button assembly, repair/maintenance of broken COP/LOP buttons and display, including cover,\" Fire alarm, Firemen button glass, Intercom, alarm/hooters, Maintenance of damaged hand rail, Shaft, light/switches, complete wvith iluminated push button and direction indicator with LED display with LPT/LPC card of stainless steel inclusive of harness wiring for laminating of push button of each floors and cutting wall making good disturbed surface with masonry work to make with existing surface & cable as per requirement for safe operation of lifts , iing of loose ralil bracket with necessary masonry work , cabin, minor repair of cabin light and minor repair of cabin fan, ensure safe and smooth functioning of lift and complete maint of car top, binding of loose wire at control panel and rust painting at car top and door and allied parts with testing, two coats of Painting of Gear motor, Traction motor and ll mechanical parts which required painting all MS channels and Control panels using spray gun complete, dewatering of lift wells in case of any emergency arise complete for 4 Nos. | 97 | Note: (i) Rates quoted under Sch A shall be for both materials and labour complete unless mentioned otherwise.(ii) After the expiry of the Defects Liability Period of 24 months from the certified date of completion of work, the Government reserves the right to instruct the contractor to carry out Comprehensive Maintenance Services of the lift (provided by him under Schedule \"A\") in accordance with the terms and conditions detailed in Schedule \"A\" and the enclosed specifications.In the event the Government exercises the above right, the Comprehensive Maintenance Service Contract (CMSC) shall be for a period of three (03) years starting from the date of expiry of the Defects Liability Period.(iii) The contractor shall enter into a Memorandum of Understanding (MoU) with the Original Equipment Manufacturer (OEM) for provision of the lift and its post-warranty/post-Defects Liability Period maintenance. This MoU shall be submitted at least six (06) months prior to the issue of the Completion Certificate of the main contract.(iv) The rates quoted under this Schedule \"A\" shall be deemed to include all materials and labour required for comprehensive maintenance, including all repairs and replacements.(v) This contract shall be operative for a period of three (03) years after the expiry of the Defects Liability Period, solely for the purpose of comprehensive maintenance of the lift.(vi) A qualified mechanic shall be available at the Lift Complaint Cell at all times to ensure the safe and smooth functioning of the lift.(vii) Rewinding of the motor, if required, shall be carried out by the contractor at no additional cost to the department.(viii) The detailed duty mechanic of the firm shall report daily to the Junior Engineer (JE) concerned at the Lift Complaint Cell, Navy Nagar, including on Sundays and holidays.(ix) In case the contractor fails to carry out minor repairs or replacements to keep the lift in running condition within 4 hours, the following penalty charges shall be applicable:Up to 12 hours – ₹1500/-Above 12 hours and up to 24 hours – ₹3000/-Above 24 hours – ₹4500/- per dayThe decision of the Garrison Engineer (GE) regarding whether a repair is minor or major shall be final, conclusive, and binding. |
