The compressor motor shall be refrigerant gas cooled, high torque, hermetic induction type, two pole, with inherent thermal protection on all three phases and shall be mounted on RIS vibration isolator pads. The compressors shall be equipped with an internal module providing compressor protection and communication capability. (b) Evaporator[i] The evaporator shall be a compact, high efficiency,single circuit, brazed plate-to-plate type heat exchanger consisting of parallel stainless steel plates. [ii] The evaporator shall be protected with an external,electric resistance heater plate. The evaporator shall be insulated with 3/4” (19 mm) thick CFC and HCFC free closed-cell flexible elastomeric foam insulation material with 100% adhesive coverage. The insulation shall have an additional outer protective layer of 3 mm thick PE embossed film to provide superior damage resistance. Insulation without the protective outer film shall not be acceptable. UV resistance level shall meet or exceed a rating of ‘Good’ in accordance with the UNI ISO 4892 - 2/94 testing method. This combination of a heater plate and insulation shall provide freeze protection down to -20°F (-29°C) ambient air temperature. [iii] The water-side working pressure shall be a minimumof 650 psig (4482 kPa). Vent and drain connections shall be provided in the inlet and outlet chilled water piping by the installing contractor. Evaporators shall be designed and constructed according to, and listed by, Underwriter Laboratories (UL). 17 (c) Condenser[i] Condenser fans shall be propeller type arranged for vertical air discharge and individually driven by direct drive fan motors. The fans shall be equipped with a heavy-gauge vinyl-coated fan guard. Fan motors shall be TEAO type with permanently lubricated ball bearings, inherent overload protection, three-phase, direct-drive, 1140 rpm. Each fan section shall be partitioned to avoid cross circulation. [ii ) Standard Micro channel] Coil shall be all aluminum alloy micro channel design and shall have a series of flat tubes containing multiple, parallel flow microchannels layered between the refrigerant manifolds. Tubes shall be 9153 aluminum alloy.Tubes made of 3102 alloy or other alloys of lower corrosion resistance shall not be accepted. Coils shall consist of a two-pass arrangement. Each condenser coil shall be factory leak tested with high-pressure air under water. Coils shall withstand 1000+ hour acidified synthetic sea water fog (SWAAT) test (ASTM G-85-02) at 120°F (49°C) with 0% fin loss and develop no leaks. (d) Refrigerant Circuit[i]The refrigerant circuit shall include a refrigerant filter drier, sight glass with moisture indicator, liquid line solenoid valve (no exceptions), expansion valve, and insulated suction line with option for shut-off valves.(e) Construction [i] Unit formed sheet metal components shall be painted using a corrosion resistant paint system, for aesthetics and long-term durability. Paint system will include a base primer with a high-quality polyester resin topcoat. Painted galvanized parts shall be G-60 or greater and finished, unabraded panel surfaces shall be capable to be exposed to an ASTM B-117 salt spray environment and exhibit no visible red rust at a minimum of 3,000 hours exposure. Finished, abraded surfaces shall be tested per ASTM D1654, having a mean scribe creepage not exceeding 1/16” at 1,000 hours minimum exposure to an ASTM B-117 salt spray environment. 18 (f) Control System [i] A centrally located weatherproof control panel shallcontain the field power connection points, control interlock terminals, and control system. Box shall be designed in accordance with NEMA 3R rating. Power and starting components shall include factory circuit breaker for fan motors and control circuit, individual contactors for each fan motor, solid-state compressor three-phase motor overload protection, inherent fan motor overload protection and one power block for connection to remote, contractor supplied disconnect switches. Hinged access doors shall be lockable. Barrier panels or separate enclosures are required to protect against accidental contact with line voltage when accessing the control system. (g)An advanced DDC microprocessor unit controller with a 5-line by 22-character liquid crystal display provides the operating and protection functions. The controller shall take preemptive limiting action in case of high discharge pressure or low evaporator pressure. The controller shall contain the following features as a minimum:(h) Building Automation System (BAS) Interface[i] Factory mounted DDC controller(s) shall support operation on a BACnet®, Modbus® or LonMark® network via one of the data link /physical layers as specified by the successful Building Automation System (BAS) supplier.The chiller shall conform to the following requirements / specifications:-[i] Chilled water inlet / outlet temperature: 12 / 7 °C [ii] Evaporator fouling factor: 0.0000180 M2. K/W[iii] Evaporator side pressure drop: 16 Feet of H2O (maximum)[iv] Minimum COP @ 100% load: 2.8 at AHRI condition [v] IKW/TR at design condition: 1.14 IKW/TR[vi] Ambient Temperature: 42 Deg C [vii] Refrigerant (Ozone friendly type): R-407C or R-410A[viii] Power Supply: 415V, 3-Phase, 50 Hz AC [ix] Test standard: ARI 550 / 590 19 NOTES:[i] Chiller shall have Victaulic coupling/Flange connection and capable of integration with (Modbus / BACnet) output to BMS for critical parameters.[ii] The make of chiller and compressor shall be same for trouble free maintenance.[iii] Mapping shall be required for all critical points displayed on the chiller control panel. The chiller shall be BMS compatible and shall have RS485 / RS232 serial ommunication protocol.[iv] Initial / first charge of refrigerant gas & lubrication oil shall be deemed included in the quoted rate.[v] Necessary civil work viz. foundation for placement of chillers, etc. shall be deemed included in the scope of work. 20 CHILLED WATER CIRCULATION PUMP (1W + 1S)Supply, installation, testing and commissioning of self-priming, single-stage, centrifugal, monoset pump (chilled water circulation pump) suitable for 12.36 litres discharge @ 20 mWC head, conforming to IS 9079: 2018 & tested as per IS 5120: 1977 having cast iron casing, enclosed type dynamically balanced cast iron impeller, carbon steel pump shaft, gland packed sealing, deep groove ball bearings, etc. withenergy efficient (IE4) TEFC (severe duty rated) squirrel cage induction motor, conforming to IS 12615: 2018, and suitable for operation on 3 Phase, 415 V±10%, 50 Hz AC supply, base plate, mounting channel frame, accessories and fittings, viz. pressure gauges, thermometers, drains, coupling, coupling guard, vibration isolation arrangement by means of spring / rubber type mounting duly insulated with FM approved highly- flexible, closed-cell thermal insulation of elastomeric foam based on synthetic rubber (NBR) of appropriate thickness laminated with 12 micron aluminium foil facing with reinforced glass scrim along with adhesives and other necessary accessories complete all as specified and directed by the engineer-in-charge. NOTES:[i] Necessary civil work viz. foundation for placement of pump and pump accessories shall be covered in the scope of work. [ii] Pressure gauges, thermometers and drains shall be measured and paid for separately. 21 EXPANSION TANK FOR CHILLED WATER/ HOT WATER CIRCUIT Supply & Fixing of ASME pre-charged vertical closed bladder expansion tank 100 Litres(Chilled Water circulation), stamped for 125 psi (862 kPa) working pressure having carbon steel shell, conforming to IS 2825: 1969, coated (inside & outside) with anti-corrosion paint with a heavy-duty but replaceable bladder, ring base, lifting rings, and 20 mm NPT piping connection protected by strainer at the water inlet, air charging valve connection to facilitate adjusting pre-charge pressure to meet actual system conditions complete with pressurization unit (pumps, etc.) accessories as specified and directed by the engineer-in-charge. 22 HVAC PANEL Supply, installation, testing and commissioning of factory made, CPRI / ERDA type tested, fully compartmentalized bolted type HVAC Panel (design verified assembly- DVA) of suitable size conforming to IEC 61439-1 & 2 and IEC 61641 and having modular extensible design suitable for outdoor mounting, internal arc compliance of minimum 70 kA for 0.5 s, made out of 3.15 mm thick mild steel CRCA sheet, having both sides openable with hinged doors and locking arrangement, IP 65 & IK 10 protection, supported and fixed on structural frame of angle iron of suitable size, including earthing stud, labelling, painting to all internal & external exposed steel surfaces with powder coating paint (7 tank process), duly fixed in ground with PCC foundation (1:2:4) type B1, with danger notice plate of 1.6 mm thick mild steel vitreous enamelled (white) with letters, figures and conventional skull and bones in signal red colour suitable for 3-Phase, 4-Wire system, 500 V grade with necessary wiring, PVC sheathed stranded copper conductor of appropriate length and size, including fixing lugs, bolts, screws, etc. complete all as specified and directed by the engineer-in-charge. The HVAC Panel shall comprise of the following:-(a) BUSBAR CHAMBER[i] 01 Set (3L + N) of Aluminum busbar of rated capacity 320 A, 36 kA covered with PVC insulated sleeves including insulator, nuts, bolts, etc. with complete connection. (b) INCOMING(i) Circuit Breaker (a) 320 A, 415 V, Ics = 100% Icu = Icw (1 sec for total selectivity) = 36 kA, 50 Hz 4P MCCB, conforming to IEC 60947-2:2016, having microprocessor based trip unit, adjustable overload setting, adjustable short-circuit setting, adjustable neutral protection, electrical interlocking, front indication LEDs etc. [ii] Instrumentation & Measurement(a) Cl 1.0 multi-function meter capable of measuring V, A, F, PF, W/VA, Wh/VAh, Run hrs. [for CHWP][ii] Motor Starter / Drive(a) Variable Frequency Drive (VFD) of 5.5 kW rating with IP 55 enclosures and mains disconnect switch and comprising of the following complete with accessories - 03 Nos.The VFD shall conform to the following specification.(a) built-in dual 5% impedance DC link reactor (harmonic filters) on the positive and negative rails of the DC bus of the variable frequency drive (VFD).(b) built-in EMC filters (electro magnetic compatibility filters) for restriction of conducted emissions to comply with IEC61800: 3 (unrestricted distribution): 2004 category C 1 (50 meter) (c) three feedback PID controller having capability to simultaneously accept 3 feedback signals from temperature sensors or pressure sensors for process optimization and accordingly control the speed of pumps. (d) integral graphical keypad. 24 [iii] Indication & Annunciation (a) LED status indicators (ON, OFF, TRIP)- 09 Set NOTES: [i] ACBs shall have separately powered, individual fault trip indication LEDs (For overload, short circuit, earth fault and trip-unit failure) shall be available on the trip unit which shall function even in the absence of external power supply to the breaker.ACB shall be suitable for ZSI. Trip units shall have thermal memeory as standard. [ii] All the MCCBs up to 250 A shall be with thermal magnetic trip unit & above 250A shall bewith microprocessor trip units. To ensure fail safe emergency tripping of the breakers (ACBs & MCCBs), it shall be supplied with continuous rated shunt trip coils.[iii] Necessary control and switching devices to execute the switching and control logic shall be deemed inclusive of the scope of supply irrespective of them being specified / not specified above or in the SLD. A reservoir of 50% of radiator capacity to replenish coolant by gravity (as and when required) is also to be provided. 78 (f) Lubricating System: Should comprise of lubricating oil sump mounted on engine, gear driven lub oil pump mounted on engine, lubricating oil cooler-fresh water cooled integral with engine cool out circuit mounted on engine, oil filter lubricating with cap and lubricating oil dip stick for oil level check mounted on engine. The system should be capable of feeding lube oil to the main end& large end bearings, cam shaft, valve rocker gear and all moving parts.(g) Starting System: Should comprise of suitable voltage DC electrical starter mounted on engine, with suitablemaintenance free batteries -2 Nos of capacity 12 V DC with suitable AH to be mounted in trays (having rubber insulation) on the main frame. It should have the provision to charge the battery from external sources during static condition and while running of the generator.(h)AC Generator :The generator shall be horizontal and foot mounted, 200 KVA, 415 Volts, 3 phase, 4 wire, 0.8 PF, 50 HZ, self excited, self regulated, brushless AC generator, suitable for an ambient temperature of 50° C with IP-23 enclosure class H insulation and temperature rise limited to class H as per following technical details(i) Type, Brush less AC Generators(ii) Output rating 200 KVA(iii) Output Voltage: 415 ± 1% under all loading conditions.(iv) Output frequency 50Hz ±0.5% up to 0.8 lagging.(v) No of Phases: 3 phase with 01 Neutral (4 wire)(vi) Mounting : Horizontal foot mounted.(vii) Enclosure :Minimum IP-23 / Drip proof and screen protected.(viii) Automatic voltage regulator.(ix) Class of insulation-H 79 NOTE : Following shall be deemed to be included in rate quoted by contractor :-(i) Suitable size RCC cement concrete foundation platform forDG set canopy base with height as required at site to mount the generator as per manufacturers instructions/ recommendations. The cost of foundation bed incl earth work etc is deemed to be included in the quoted rate.(ii) Connecting existing cables, from existing panels and connecting cables , cables glands, cable lugs to new panel complete with all necessary accessories.(iii) Install on the foundation, connecting fuel lines, cable etc.(iv) Test and commissioning complete(v) The cost of control cables from engine Control panel to AMF panel shall be deemed to be included in the cost quoted.(j) BASE FRAME: Shall be stand by and fabricated with CRCA sheet metal which shall be suitable to mount the engine, alternator and radiator, channel width of base frame shall be adequate to accommodate anti-vibration pads. 80 Construction of transformer platform for 200 KVA capacity as per CEPZ TD drawing No.CEPZ/C-TD/002/13 complete all as specified and directed by Engr-in-Charge. 81 Supply and fixing 3 runs PVC insulated FRLSH copper conductor cable using (2 x 1.5 Sqmm + 1 x 1 Sqmm) single core wire for connection of street light fittingfrom junction box to street light and drawn in 15 mm dia GI pipe light grade conduitfixed on polewith the help of Irom clampsall as specified and directed by Engr-in-Charge. 82 Supply & fixing LED street light fittings comprising of epoxy powder coated housing, enclosed with glass cover in frameLED type (with total lumen output not less than 11000 lumens and suitable wattage for efficiency not less than 110 lumens/Watt) min wattage 45 watt,with ingress protection IP 66 and surge protection device of 10 KV capacity etc incl necessary, angle iron supports , clamps etc completeand testing on completion all as specified and as directed 83 Supply and fixing thermoplastic polystyrene /polycarbonate enclosurebus bar chamber , shock proof , vermin proof and dust proof complete with terminals for up to3 phase cable of size25 Sq mm 4 core and 01 No MCB SP 10/5 amps including non metalic clapms and GI nut bolts and washers of suitable size and fixed on pole / wall complete all as specified and directed. 84 Supply, installing, testing and commissioning of LT feeder pillar box factory made oudoor type, double door, slopy canopy, fabricated out of 3.15mm thick CRCA sheet with angle iron base frame made of 65 mm x 65 mm x 6 mm ,45 cm height, dust and vermine proof, suitable for voltage 415 V 3 Phase 4 wire weather proof, with IP-54 protection, with separate hinge door for each compartment for incoming and outgoing MCCB etc with locking arrangement, with back door openable (Screwed), legs groutedin PCCincluding paintingwith two coats of epoxy powder paint over a coat of primer after under going a rigorous metal treatment process involving alkaline degreasing, descaling in dilute sulphuric acid or any other acid and phosphate and with aluminium busbar (TPN), suitable double compression copper cable glands complete in all respect for Dg set main Panel and includingprovn of the following:-Note: The panel shall be as per CPRI certificate. NOTES :- (i) The cost of routine maintenance, all type of spares reqiured to run the plant satisfactory round clock shall be deemed to be included in rates quoted by contractor. (ii) Skilled Ref Mech with relevant experience in same fields shall be deployed to run the plant in three shifts (each shift of 08 Hours) per day including Sundays and Holidays. (iii)Contractor shall be fully responsible to run the plant round the clock. He should have reuisite spares and skilled mechanic to repair the plant immediately during and failure.(iv) recovery during non functioning of AC plant 3000/hr shall be imposed on contractor.(v) POL for running of DG set shall be issued by the Department.(vi) Runing of DG set be deemed to be included in rates quoted by the contractor. 93 Operation and comperhensive maintance of Central Air Conditional plant (Air Cooled) of capacity 24x4 TRduring Phase -V including all their connected equipment like Chiller units, pumps sets, AHU, Air ducts, Panel boards, alongwith other connected accessories. NOTE:- (i) The cost of routine maintenance, all type of spares reqiured to run the plant satisfactory round clock shall be deemed to be included in rates quoted by contractor.
