Tender For Application Of Polymer Modified Emulsion (Pme) On Runway Surface At Af Stn Bhuj; 1 M & L for Preparing of old black top surface with brushing for removing caked mud etc. sweeping with brooms and finally fanning the cleaned surface with gunny bags to remove all loose dirt etc filling of voids with specially designed paste as per manufacturers instructions all as directed and applying Polymer Modified Emulsion (PME) - Rejuvenator mopping of total cold liquid PME 1 Litre per Sqm (Undiluted) in two coats with minerals (1/8 Part of PME by weight) as recommended by manufacture of PME (after diluting with water) each coat diluted in the ratio (1:1) (PME: Water) and ensure uniform finish of runway complete all as per manufactures instructions and all as specified and as directed by Engineer-in-Charge. Note:- The tenderer shall consider the following points/ details while quoting the rate for the item:-(a) Applicator: - The work shall be carried out through authorized and qualified applicator of the manufacture only. In Case of non-availability of applicators, the approval will be obtained from E-in-Cs Branch. PME Shall be manufactured by M/s L N Petro Chem Private limited (EMULCOTE), M/s Hindustan Colas Pvt Ltd (HINMAT PLUS-PME) or M/s Ooms Polymer Modified Bitumen Pvt Ltd or any other make approved by E-in-Cs Branch. 2 (b) Mechanical Spraying Application of PME: - PME should be carried out mechanically to ensure homogenous mixture of PME and mineral filler and uniform application. (c) Warranty:- Two years warranty of material performance and application performance to be obtained from authorized manufacturer of PME. Warranty will include the fact that structure remains water tight and no further cracks will be formed, excluding damaged caused by natural calamities. A performance certificate for two years shall be submitted by contractor to GE on completion of work as specified. Warranty from manufacturer does not absolve tenderer from his own warranty for the executed work. Tenderer shall be bound to get the warranty executed. (d) Time Schedule:- The work is to be carried out on the runway occupied by the users. Runway will not be available for execution of work, continuously for entire period of work, but will be available as and while decided by the users and as directed by the Engineer-in-Charge. Quoted rates are deemed to include for this aspect. The commencement and completion of work shall be within the period as per site availability and users directives and the Contractor shall adhere strictly to the time lines by complying for all emergency requirements as per directions of users and complete the work satisfactorily in all respects within the specified period.(e) Price Adjustment:- No price adjustment shall be applicable if excess/wastage quantity of polymer modified emulsion (PME) than that mentioned above is used depending upon condition of the surface to be treated.(f) Covering old Runway Marking:- To cover/prevent the old Runway Marking while applying PME Application.(g) Trial Patch:- Any number of trial patches of dimension 15m x 15m at selected places for application of PME, as directed by GE, will be undertaken before commencement of treatment and cost for the same deemed to be included in rates quoted for above item. On approval of trial patch the contractor shall immediately procure the total qty of material required and also submit PVs and test reports before commencement of work. (h) Penetration value and Setting Time-PME must have penetration value 10-20 mm and Initial setting time four to five hours but not more than eight hours.(j) Friction Test:-Contractor will make necessary arrangement for procurement of Portable Skid Resistance tester (PSTR) and carry out necessary friction parameter on site of work as directed without any extra cost to the department. Friction parameter shall be between 0.35 to 0.60 after application of PME.(k) Filling Cracks:-Care shall be taken to fill gaps/cracks upto 5mm size with mineral filer as per manufacturers instructions. 3 M & L for preparation of old bitumen surfaces on flexible portion of Runway by brushing, washing, rubbing by gunny bags, cleaning with scrappers or scrapping papers, brooming & fanning over 10cm width or girth of any description and applying two coat of Acrylic water based road marking paint of any tint or colour (white/ Golden yellow etc.) on lines, dashes arrows, letters etc complete all as directed by Engr-in-Charge.
