NAME OF WORK: SPECIAL REPAIR TO MTP AC PLANTAT NAVAL BASE KARWAR

1DISMANTLING & REMOVAL OF EXISTING EQUIPMENT Carefully dismantling all the parts and components of existing central AC plant of running capacity not less than 240 TR consisting of 3 x 120 TR Screw Chillers and following major components including relocation to the premises/storeyard as allocated by Engineer-in-charge. -Scroll chillers -Chilled Water Pumps -Cooling Water Pumps -Pipes and valves -Cooling Towers -Main Chiller Panel, cabling and wiring etc -AHUs, ducting, etc., Note: (i) Capacities mentioned above are approximate. (ii) After the dismantling process, if the plant room or any other building structure is damaged or disrupted, it shall be restored and prepared accordingly. This includes all necessary civil works required for the installation of new air conditioning plants and machinery, as per scope of work.
2CENTRAL AIR CONDITIONING SYSTEM Supply, Install, testing, balancing and commissioning of central air-conditioning plant and air conditioning sub systems for total runnning capacity of not less than 230 TR as per scope of work given in the following items and sub items of work to maintain the design temperature of 23 ± 2°C and humidity of 60 ± 5% at the given buildings and as shown on drgs and based on other conditions as given in the User Data sheet and all as required as per the standard code of practice in the given field. Note: Care has been taken to include all items as per below given scope of works, however in case any item of work civil or electrical or mechanical not specifically specified but essentially required for successful and efficient completion and commissioning of air conditioning system shall be procured and fitted in the system to achieve the targetted and optimum performance, the cost of which is deemed to be included in the quoted tender rates against each item and as a whole for the air conditioning of given building in this tender.
3CHILLERS (2W+1S) Water Cooled VFD type Screw Chiller Package Supply, Installation, Testing & Commissioning of VFD enabled water cooled Screw Chiller as per following capacity and specifications complete with Semi-hermetic Compressor, R-134A or R-407C refrigerant, Motor, Water Cooled Condenser, Insulated Chiller, Integral acoustic insulation for the entire chiller to reduce noise level, Differential pressure switch, Victaulic coupling, Electronic expansion valve, Flow switch at Chiller & Condenser, Power control and microprocessor based control system, Vibration Isolator, Integral Refrigerant piping & wiring, Accessories as required and called for Automatic safety Control mounted in central Console Panel, Necessary Cabling & Earthing Strip & All mounted on a Steel frame complete & Factory tested at test bed. Operating Voltage 415 V ± 15%, 50 c/s, 3 Phase, AC supply and in accordance with following :-

5Restrained Spring/Vibration Isolator: Supply, Installation, Testing & commissioning Restrained Spring/Vibration Isolator Of Approved Make Required For Following Equipment & Rating:- Spring elements shall have a lateral stiffness greater than 1.2 times the rated vertical stiffness and shall be designed to provide a minimum of 50% overload capacity. Non-welded spring elements shall be polyester powder coated, and shall have a 1000 hr rating when tested in accordance with ASTM B-117. Springs shall be designed for deflections as per operating design load of equipment.

12CHILLED WATER DISTRIBUTION SYSTEM (WITH INSULATION) Chilled Water Pumps (2W+1S) with the following parameters : Supply, Installation, Testing and Commissioning of Horizontal End suction back pull out type, IE-3 motor rating, Centrifugal pump sets with Cast Iron casing & bronze Impeller & Shaft seals with TEFC motor suitable for 3 Phase, 415 V ± 10 %, 50 c/s, AC Power supply, Necessary Cabling & Earthing Strip, mounted on inertia block with spring isolator etc. The pump shall be duly insulated, as per specifications. 13Chilled Water Piping: Supplying, laying/ fixing, testing and commissioning of following nominal sizes of chilled piping including flanges, gaskets and bends/tees or fittings as required inside the building (with necessary clamps, vibration isolators and fittings but excluding valves, strainers, gauges etc.) duly insulated with closed cell elastometric nitrile rubber of minimum 45 kg/cum density, material shall have flamabillity class V-0 as per UL 94, thermal conductivity 0.037 W/MK or better at 20 deg mean temperature class "O" insulation applied by suitable adhesive complete including repairing of damage to building etc. as per specifications and as required complete in all respect. Note:- The Pipes of sizes 150mm & below shall be M.S. "C" class as per IS:1239 and pipes size above 150mm shall be welded black steel pipe heavy class as per IS: 3589, from minimum 6.35mm thick M.S. Cost of above arrangements as may be applicable is deemed to have been included in quoted rates.
19Drain Piping: Supply, Installation, Testing & Commissioning for Drain of M.S. "B" class piping confirming to IS: 1239/3569 heavy class chilled water piping including all necessary fitting like anchor fasteners, pipe supporting frame structure, couplings, seamless bends, elbows, Tees, union, reducers, expander ASA 150 ISRF flanges, CAF gaskets, nuts & bolts etc. insulated with 13mm thickness Nitrile Rubber as per specifications.

293-Way Diverting ON/OFF Valve: Supply, installation, testing & commissioning of insulated 3 way ON/OFF valves of forged brass body in a single body, flow regulation cartridge assembly shall be precision ground, 304 SS and shall be available in three KPaD control range, minimum flow range shall be capable of being activated by minimum 10 KPa & shall be capable of controlling flow with in ± 5% of rated flow. The actuator shall be for ON/OFF operation of valve & shall be suitable for 230 ± 10% V & 50± 3% Hz. The valve shall be complete with thermostat control box for precise control of the supply air to achieve requisite temperature inside the given space fitted with sensors in return air and contactors/breakers as required & control wiring.

Capacity - 500 litres Note: The expansion tank shall be installed at highest level in the system by providing new MS support structure as per requirement cost of which is deemed to be included in the above quoted rates.
42Supply, installation, testing & commissioning of Chilled water Flow Switches Notes: All valves and fittings/ fixtures shall be suitable for PN 16 rating. All motorized valves (butterfly, three / two way and ball valves) actuators shall be "BMS" compatible. All chilled water shall be duly insulated.
43CONDENSOR WATER DISTRIBUTION SYSTEM Cooling Water Pumps with the following parameters : Supply, Installation, Testing and Commissioning of Horizontal End suction back pull out type, IE-3 motor rating, Cooling Water Centrifugal pump sets with Cast Iron casing & bronze Impeller & Shaft seals with TEFC motor suitable for 3 Phase, 415 V + 10 %, 50 c/s, AC Power supply, Necessary Cabling & Earthing Strip, mounted on common base frame etc. The pump shall be duly insulated, as per specifications. 44CONDENSER WATER PIPE: Supplying, fixing, testing and commissioning of condenser water pipes including flanges, gaskets and bends/tees or fittings as required of following sizes of MS "C" class along with necessary clamps, vibration isolators and fittings such as bends,tees etc.but excluding valves, strainers, gauges etc. adequately supported on rigid supports duly painted/buried in ground excavation and refilling etc. as per specification and as required complete in all respect. 58AIR HANDLING UNITS Supply, installation, testing & commissioning Of OUTDOOR Floor Mounted Horizontal Air handling units of following specifications: - Chilled Water Type AHU Frame Structure: It shall consist of 48mm Extruded Aluminium with thermal break profile Panel: 48 ± 2mm thick double skin sandwich panels with rockwool/PUF insulation of density not less than 40 kg/cum. The sheet thickness shall be minimum 0.8 mm for the outer skin and 0.6 mm thickness for the inner skin of GI. Mixing Box: shall be provided to enter return air in a closed loop with fresh air intake duct and damper Filtration Section: It shall be provided with 2 stage washable type of "G4" first stage and "F9" final stage (Combination Filters) Coil Section: Chilled Water Coil Multi row deep constructed with Aluminium/copper fins of minimum 0.11mm thickness and copper tubes of minimum 29 Gauge thickness. The coil section shall be equipped with factory fitted pressure independent control valves. The coil face velocity shall not exceed 2.5 m/s. Drain Pan: Condensate drain pan shall be fabricated from 18G SS 304 powder coated, insulated with 19 mm thick closed cell elastomeric insulation. Fan Section: Direct drive/Belt driven backward curved EC fan (Electronically commutated) with IP 55 protection and permanent magnet brushless DC motor for stepless variation of speed of fan based on temperature sensor inputs. The fan section shall be provided with limit switch/sensor controller for safety to shut off fan during opening of access door. Controller shall also have fire trip alarm to shut AHU in case of signal from fire panel. Quoted cost shall include control & starter panel, transformer for Energy valve, copper armoured cable from control panel to motor, copper earthing, copper armoured control cabling and hook up to its controller. 64DUCTING, GRILLS, DIFFUSER AND INSULATION Supply, installation, testing & commissioning of FACTORY / SITE FABRICATED rectangular sheet metal ducts, as per specifications detailed in tender, made of Class VIII GP sheet as per SMACNA Standard for medium pressure air flow with MS angle / TDF flanges, supports, anchor fasteners, food grade gaskets and RTV sealant in accordance with the approved shop drawings. It is mandatory to use factory fabricated ducts/fittings for minimum 75% of the ducting system. Use of Site fabricated ducts should be restricted to only "to suit" pieces. Cold rolled sheets continuous galvanized sheet steel with zinc coating as per class VIII confirming to IS:277-2018 (where ever specified) of LFQ (Lock Forming Quality) grade. Galvanizing shall be of 120gms/sqm. (Total coating on both sides) The fabrication of the ducting system for air-conditioning & Ventilation shall confirm to SMACNA-1995 standards ("HVAC Duct Construction Standards - Metal and Flexible - Second Edition - 1995"-SMACNA). 68Note: [i] Necessary opening in the walls shall be carried out for the installation of supply and return air ducts and all the opening shall be made good and sealed with water proofing mortar compound and matched with existing colour surface. [ii] The layout of the ducting system shall be approved by the Garrison Engineer before installation.
69Supply, installation, testing and commissioning of GI volume control duct damper complete with neoprene rubber gaskets, nuts, bolts, screws, linkages, flanges etc, as per specifications.
70Supplying, fixing, testing & commissioning of fire dampers in supply air duct/main branch and return air path as and where required of required sizes i/c control wiring, the damper shall be motorized and spring return so as to close the damper in the event of power failure automatically and open the same in case of power being restored. The spring return action shall be inbuilt mechanism and not externally mounted. The damper shall also be closed in the event of fire signal complete as required and as per specifications.

105Note: Supply & installation of Structural Steel & Other Civil Works The scope of work for air conditioning system also includes all kind of civil works and complete supply, transport, unloading, shifting & fabrication of steel sections and erection of MS base frames, MS angle channels, flat, anchor fasteners etc. for supporting various items of equipment such as various panels/switchgear, dummy panels, adaptor boxes addition support for proper cable termination, MS fabricated cable trays, push button stations, junction boxes, DB etc. The scope include welding, bolting, chipping, grouting etc., including applying one anti-rust coat of approved primer and two finished coats of approved paint with primer & paint, breaking and finishing of walls, floors etc. Contractor has to apply one coat of anti-rust paint (red-oxide) before installation. The scope is inclusive of minor civil work as required, supply of GI hardware materials, consumables, tools & tackles and necessary labour with supervision but not limited to, and complete as per approved drawings, specification and directions of the engineer-In charge. The scope also includes transportation of material from owner’s issue point to actual place of work by contractor"s own lifting and transporting arrangement. The cost of all the above is deemed to be included in the quoted price against each item and nothing extra shall be payable to contractor.
106COMPREHENSIVE MAINTENANCE OF AIR CONDITOINING
107Comprehensive maintenance comprising of routine, preventive & breakdown maintenance of chilled water type central AC plant of capacity 3 x 120 TR installed, comprising of all devices and accessories through out 12 months on all days including sundays & holidays for a period of 03 years after expiry of defects liability period (i.e. 24 months after completion of all Phase II tests) all as specified and directed and as shown below:-

111(a) The Contractor shall be resposbible for periodical maintenance, as per standard maintenance schedule as mandated by various regulations & recommendations and specified including renewal/replacement of parts, fittings/ fixtures filling of refrigent gas etc. required for smooth fucntioning of the plant as per manufactureres instructions. The inspection and servicing of chillers & AHUs shall be carried out by OEM only and reported monthly. Non submission of insprction report would invite panel charges @ ?25,000/- as may be deducted by GE.
112(b) All spares of minor/ major nature required to keep the plant in healthy functional state are considered to be included in the above mentioned annual maintenance. All defects shall be repaired promptly. Non-operation of plant due to any defect or inability to maintain the desired temperature and humidity inside the premises shall invite penal charges. The penalty applied will be @ ?1000/- per hour in case of repairs/rectification to achieve the requisite conditions are not completed within 12 hours of reporting by department. Not attending breakdowns which necessitates components/parts replacement shall be penalized as under :- i) Attending breakdown within 48 hours - ? Nil ii) Attending breakdown within 3 to 7 days - ? 5000/- per breakdown per day iii) Attending breakdown after 7 days - ? 10,000/- per breakdown per day Data loggers place at the premises will be referred in support of the functioning or non-functioning of the plant.
113(c) The contractor is required to enter into a MOU with the OEM of chiller plant as well as AHU for providing comprehensive AMC inclusive complete coverage of the maintenance liability of the chiller units. The MOU shall be finalized before completion of the project and it shall cover the complete period of 5 years (2 years DLP and 3 years as per above schedule).
114(d) The department reserves the right to keep an amount equivalent to total 16% of the chiller cost (@ 4% per annum AMC) as warranty money in case contractor fails to enter into MOU with the Chiller"s OEM. The department will be at liberty to enter into this kind of MOU directly with the OEM of chillers & AHUs and the liability so arising shall be adjusted against above mentioned reserve amount/payments due to contractor.
115MANNING AND OPERATION OF CENTRAL AC PLANTS
116Outsourcing of manning & operation services round the clock (consisting of three shifts) including sundays and holidays and operation of chilled water type central AC plants of capacity 3 x 120 TR including all connected electrical items such as main switch, starter, change over switch, MCCB, voltmeter, ammeter, panel board, cooling tower, condenser and water pump, valve system, controlling system, condenser, refrigerant line, adjusting valve, refrigerant valve, bypass valve, daily checking, leakage, checking noise, controlling temp. of plant, cleaning of plant and it"s surrounding area etc, by one Refrigeration Mechanic (Skilled) per shift for 03 shifts in a day each of 8 hours duration (0600 hrs to 1400 hrs; 1400 hrs to 2200 hrs & 2200 hrs to 0600 hrs) all as per manufacturer"s instructions and as specified and directed by the Engineer-in-charge.

123NOTE:- (a) Complete hourly log sheets and data records shall be maintained by the operating staff. The log sheets shall show a minimum of hourly details of - which Compressor/CHW pump/CDW Pump/Cooling tower is in operation, current drawn by various machines, voltage levels, condition in AHU room and in the air conditioned premises, state of DG set running/testing/oil position etc. The log sheets shall also show and record any defect in any plant/sub plant clearly in the remarks column. Log sheets of previous 30 days shall be always maintained at plant room.
124(b) The Contractor shall employ refrigeration mechanic having minimum ITI qualification from Govt Recognised institute with adequate knowledge & minimum 2 years experience in maintenance/operation of AC plants. The operator must be competent enough to carry out minor maintenance all as directed. (Total number of operators required per day are 03 nos.)
125(c) Contractor shall pay the wages to the employees through e-payment i.e Adhaar linked bank accounts (credit to their bank account). Engineer-in-charge shall ensure that e-payment made to employees and their wages shall not be less than minimum wages fixed by state Govt or Central Govt whichever is more. Monthly e-banking statement shall be furnished by the contractor to the Engineer-in-charge and the same shall be kept in record duly verified.
126(d) It is the responsibility of contractor to deposit the Employees Provident Fund (EPF) to the concerned authority as per the prevailing scales as laid down by Ministry of labour for all operator/helper (as applicable) and necessary proof to this regard shall be submitted to the Engineer-in-charge for verification & record. The quoted rates shall be deemed to included above provisions. In case contractor fails to produce the proof of EPF, the same shall be recovered from his dues as per the prevailing scale plus 15 percent by the department.
127(e) The contractor shall maintain all the registers under various Labour Laws, 2017 rules and shall be produced before Engineer-in-Charge as well as officers detailed by Central Labour Department. (f) Each shift duration shall be 8 hours & duty timing will be decided by Engineer-in-Charge. (g) The unit rates quoted shall be deemed to include for cost of labour for daily routine maintenance for trouble free functioning of installation.
128(h) In case of any abnormal noise/complaint, the plant should be put off and same should be brought to the notice of Engineer-in-charge. (j) The operator employed by the contractor shall be capable enough to carry out minor repair/ maintenance work & should have well experience in AC plants as applicable. (k) The quoted rate is deemed to be inclusive of cotton waste, cleaning material, etc. & the contractor will ensure general area cleanliness and upkeep of the installation on daily basis.
129(I) The quoted rate is deemed to be inclusive of tools & testing instruments required for operation & maintenance of AC plants. (m) The rate quoted shall be deemed to include all safety gear & required tools for minor maintenance. In case of failure to provide tools kit & safety kit (spanner sets, hand gloves), a penalty of ?3000/- will be recovered and levied from the contractor. (n) The contractor shall not employ same tradesman continuously for more than 11 months during the Contract period.
130(o) The contractor shall provide 02 uniforms to each operator and design of uniform should have been approved by the Engineer-in-charge. In case of failure, a penalty of?2,000/- per uniform will be levied and recovered from their dues. (p) In case of failure due to absence of operative staff, the contractor shall be liable to pay compensation at twice the cost of a day"s Manning & Operation derived from pro rate of Sch "A" quoted rates. (q) The Contractor shall maintain proper records of all kinds of daily, weekly, monthly, quarterly, half yearly and yearly or whatsoever maintenance is carried out during contract period in a binded book/register and shall obtain the signature of Engineer-in-Charge every fortnight.
131(r) The contractor shall provide board at proper location near each installation duly writing the name of operators and mobile numbers shift wise. (s) The contractor shall provide saferty gears to AC plant operator and cost shall be deemed to be included in quoted rates. (t) In case of absence of operator from place of duty, a penalty @ ?3,000/- per shift shall be levied. (u) In case of operator found without proper uniform, a penalty @ ? 2000/- per day per operator shall be levied.
