Name of Work: PROVN OF PREPAID SMART METERS AT MARRIED ACCN AT AFS HASIMARA

1Supply, installation , testing, commissioning, integration and maintaining the Advance Metering infrastructure (AMI) of smart meters of different makes having valid BIS certification mark with specific CM/L number (not more than 33% of particular make) to ensure interchangeability at later date using communication technology including GPRS/RF/Hybrid (RF + cellular) as per CEA/TRAI regulations in order to achieve overall economy in operation and maintenance . The AMI software and associated infrastructure should be capable of handling atleast 500 Nos of meters in the present phase of work of different makes having valid BIS licence with BIS:16444 with expansion capacity upto 1500 Nos of meters (during further phases of smart meters work)without any additional infrastructure and cost implication (except RF/GPRS meters, DCU and software as the case may be), including training and knowledge transfer, all expenditure incl periodic charges of telecom operator from installation till date of physical completion, obtaining audit of software for smart meters by CERT-India empanelled firms / CERT Auditor of Armed Forces, comprising all as specified having minimum parameters / specification as under:-
2Smart RF/Cellular/Hybrid (RF+Cellular) Single Phase AC Meter Tamper Proof, Static Meter of Class 1.0, 315 V, 50 Hz, 10 A-60 A having valid BIS licence of IS-16444 and relevant IEC standards with inbuilt Radio Frequency communication facilitywith self healing mesh network with default and on demand display, billing data generation facility, anti-tamper features, Microprocessor and LED/LCD based circuitry including SMC Meter Box of minimum size 250 X 250 X 160 mm or as suitable for 1 Phase meter with viewing glass, concealed hinge and earth bolt plugged complete all as specified and directed. Meter Should support sending the following data : 15/30 min instantaneous data for voltage, current, power factor, power, cumulative energy and frequency, monthly billing survey for Cumulative Energy and Max Demand to software Meter should have connect / disconnect functionality operable from mdm/billing software and prepaid features would be MDM / Billing end as per prevalent IS . The communication system shall support: (a) On demand energy transfer (b) Two way communication with DCU/HES (c) Clock Synchronisation facility with HES (Head End System) (d) Communication including different makes of meter shall be such that it should communicate with same DCU directly or via Mesh Network. (e) Meter Protocol shall be open interface system in accordance of transmission control protocol/internet protocol. (f) The cost of the meter would include 2 years recurring sim charges during the defect liability period.
3Contd from BOQ Item No. 1.01... Notes: (a) The contractor would be responsible from removing the existing meter, noting down the reading and depositing it with the MES. (b) It would be possible to run the meter in both prepaid and postpaid mode (c) The meters would carry 5 year warranty. (d) The OEM would need to share the Authentication / Encryption keys of the meters along with relevant protocol details with the department. The department would need complete support of the OEM to be able to integrate the meter with any software of the department choice.
4Supply / Planning / Setup/Tuning of RF/GPRS/Hybrid (RF+GPRS) Communication infrastructure including the Network Management and Headend for the project the IP-67 protection Data Concentrator Units (DCU) compatible for remote Automatic Metering Infrastructure (AMI) solution and capable of communicating with the smart energy Meter in the corresponding frequency band and with the data server through GPRS/Ethernet. It would have internal memory to store data of at least 200 modules. It would have inbuilt battery back-up. It would have IP-67 protection. It would support auto discovery of the meters and self healing mechanism for the breaks in the RF network.It would have the following minimum features: (1) It shall be able to configure the communication with underlying nodes / meters (2) It should be able to pull data at conifigurable frequency from the nodes / meters. It shall be able to prioritise control commands. (3) DCU would support on demand data from nodes. (4) DCU would support data transfer via cellular / optical fibre communication. In case of cellular communication, it would support dynamic IP sim from any telecom service provider (minimum 4G and fallback to 2G) working in the location. (5) DCU would be able to communicate to the nearest meters directly. For farther meters, it would allow communication through exisiting meters via mesh or other formation (repeater meters etc). (6) DCU would allow more than one make of meters for the communication. (7) Quoted rates deemed to include for hosting and GPRS charges/communication charges/broadband charges for minimum 2 years of defect liability period after completion.
5Contd from BOQ Item No. 1.03... One Lot of HES (Head End System) / Gateway as per design shall be capable of meter data acquisition at user selected period, mantain time synchronism with smart energy /water meter and mantain communication device status and will provide visual interface to view the data/events with following features: (a) Remote smart meter data reading at configurable intervals (upto 1500 meters) (b) Acquisition of meter data on demand. (c) Two way communication with meter/DCU/MDMS. (d) Command for connect and disconnect the smart meter. (e) Audit report and event alarm logging. (f) Encryption of data for source communication. (g) Mantain time sync with DCU/meter. (h) Store raw data for duration of one week. (j) Setting of smart meter configurable parameter. (k) Communication device status and history. (l) Critical and non critical meter event like temer/power failure etc.
6Supply and Installation of single phase meter as repeaters complete all as specified and as directed.
7Supply and Setup of Meter Data Management (MDM) system including supply and configuration of the Web based Software with following modules: (i) Meter Data Management Module The meter data management module would be deemed for collecting the data from the meter to DCU and server and vice versa, make the data available in bidirectional mode ton the currency recharge, online payment gateway, post paid billing modules, scheduling maintenance, low balance warning, quarter wise KVA allocation/tripping, tariff regulations, software customisations etc all as directed by the Engr-in-Charge. (ii) Secure Mobile App/PC Based/Swipe Machine/Online Payment Gateway for all users assigned by the BSO/GE. (a) 30 min instantenous data from all the meters for minimum seven parameters- Cumulative Energy, Power, Current, Voltage, Power Factor and Frequency. (b) Abstract Download for Monthly and quarterly billing survey data for cumulative energy and max demand and tampering features. (iii) Billing Module: The billing module capable to create data sheet for currency recharges, recharge history, maximum demand individually, user complaint registers, cheque/payment reconcillations, fixed charges, energy bill details etc. (iv) Occupation and Vacation Module: Provision to enter admin controls for transfers/vacations. The system would support occupation/ vacation based on the unit categories. The system would support automatic data capture on occupation and vacation events. (v) Customer Module: The system would include a customer portal for the resident /occupant to log in and view their own energy / billing data. There would be android and iOS mobile apps for the user to monitor its own data and balance on regular basis.
8Contd from BOQ Item No. 1.06... (vi) Energy Accounting Module The system would include features of energy accounting. The system would be able to account for total energy block wise, facility wise and would also allow calculations of unaccounted energy in case tally with incomer EB energy meter. (vii) Communication Module The system would provide communication of energy data and bills via print, email and sms methods. (viii) Meter Master Data: The system would support meter master data repository. The system would support meter replacement process. (ix) Excel Export:The system would support export of metering and billing data in excel format. (x)Customer Care Module - the software would include a customer care module where the user would be log in any complaints. The service provider would monitor the complaints and carry out the necessary activities for the complaints resolution. (xi) Meter Installation Module - The software would include an app based meter installation module where the meter installation or changes can be captured on the app itself and the readings may be demonstrated to the user if required on the app itself. (xii) Activities Communication - The software support communication of the various activities such as occupation, vacation, meter change. personal detail change etc. with the user as well as the department on email.

Notes: The additional functional requirements of MDMS are as follows: (a) Asset Management: i) Meter Location (Apartment, shop, industry/address etc). ii) Consumer Information (Name, Account, ID etc) iii) Meter details (Meter No. 1 phase/3 phase, with or without relay etc). iv) Meter Configuration (Demand integration period, load profile capture period etc). v) GIS information (connection, feeder/transformer/pole etc) b) Meter data: i) Accept meter data from HES process, store 1500 meter data at least for 6 month and analyze. ii) Schedule and on demand meter reads and pinging of meter. iii) Storage of all connected meter events and alarm. (storing of 5 years data or more via archiving) iv) Provide complete history and audit trail for all data for 30 days (configurable period) v) Handle net metering/meters at the same premises. vi) Manage at a minimum 15 mint interval data. (c) Data validation, Estimation and Editing (VEE): i) Registered Read Data: Daily Billiing Cycle, as well as derived billing determinants like TOU. ii) Interval Data: Variable intervals and variable units of measure. iii) Calculated Data: Derived or computed such as determinants billing and aggregated loads. iv) Event Data: Event and alarm data from meters, network equipment and MDMS itself.

(d) Billing Determinants: i) Configuration multiple TOU/TOD options by customer type, day type (Weekend, Weekdays, and holidays) and by season. ii) Processing of interval data into billing determinants. a) Total consumption b) Consumption in different time blocks for TOU billing. c) Maximum demand (KW and KVA) d) Number of tamper counts e) Average power factor f) Ability for check metering, sub metering prepaid metering and net metering (e) Exceptions: i) Capture and log data exceptions, problems and failures and send emails/SMS. Ii) Generate exceptions for a) Meter tamper alerts b) Communication module health alerts c) Communication is less/more than pre-defined average consumption d) Negative consumption e) Power Outage f) Demand/Load g) Renewable Energy/EV (f) Customer Services: i) Access to current and historical consumption and interval data, outage flags, voltage and power quality indications. ii) Email/SMS notification of configured alarms and events to selected users. iii) Web portal to provide the consumer near real time online views of Usage and Cost, Alerts and Notifications and Mobile App.

(g) Analysis: i) Consumption/load profiles. a) Configurable period (hours, day, month, year etc) b) Day type (Weekend, holiday , festival wise etc) c) Tariff, customer type, or any user specified collection of meters. ii) Peak and off peak load patterns by aggregating all loads of DT/Feeder/consumer group. iii) DT/feeder wise energy audit. iv) Load forecasting, load research. v) Ability to configure the system to effectively visualise consumption trends, identify unusual patterns, and visualise load analysis to understand which assets are being over utilised. (vi) Analysing tamper event data. (h) Reporting: i) Daily data collection report. ii) Usage exceptions iii) VEE validations failures. iv) Physical meter events (install, remove, connect, disconnect) and meter resent report. v) Meter flags. vi) Meter inventory. vii) Defective meters. viii) Interface exception reports between MDM and other subsystems eg. billing, outage etc.
12Desgign, testing, commissioning and integration of different devices of different makes/ equipment/software as per functional requirements including water charges, furiture charges and license fee.Software Note: (a) The software would be hosted either on GCC Server or on NIC Server. (b) The software would contain two year defect liability. (c)Rates deemed to include all operating expenses such as GPRS charges, hosting charges etc. (d) GE Bank account and one payment gateway would be provided by MES. The payment gateway would be integrated with the software in that situation.. (e) The software would be scalable and expandable for meters and system of different make complying with IS16444. The software would be able to consumer web services of the future projects if rrequired. (f) The software would enable the features of refund calculation in case of quarter vacation. (g) The software sample approval would be based in integration demontstraining of at least four makes of the meters (2 RF at least and 2 cellular at least) (h) The software would support other charges such as water charges, lices fee, furniture charges and other allied charges. (i) The software would allow supporting both prepaid and postpaid billing plans. Separate groups can be created for the same.
13Contd from BOQ Item No. 1.11... Note: i) Cyber Audit: Audit of Software for Smart Meters will be done by CERT-India Empanelled firm/CERT Auditor of Armed Forces. The cost of Audit shall be borne by the contractor. ii) Cyber Security: The following guidelines/strategies shall be taken care of by the AMISP/Contractor for making the entire AMI system including the service provider immune to Cyber Attacks: a) All the hardware, OD and application software shall be hardened. b) Application, scanning and hardware scanning tools shall be provided to identify vulnerability and security threats. c) Data shall be encrypted at system/device/technology level. d) While procuring cyber security items testing must be done and the system must be secure by design. e) Residual information risk shall be calculated by Contractor and same shall be submitted for perusal of Cyber Audit Teams. f) Penetration and vulnerability assesment test from Certified auditors during feild acceptance test (FAT) site acceptance test (SAT) and Operation and Maintenance period.
14Hosting the system to Government Community Cloud in place of server for hosting and management of Supplied Software application with stanby server comprising all as specified having minimum items / specification as under:-
15Hosting the web based software GCC location cloud Note: The GCC location would be as per the approved MEITY list. In case a CSP is removed from the panel, the contractor would migrate to a new supplier.
16Supply of vending station desktop with configuration of i5, 8 GB RAM, 1 TB Hard disk, 21.5 " monitor, Windows 10/11, MS office, wireless keyboard and mouse, CD ROM Read/Write, USB ports including video card, etc. Note (1) internet connection would be provided by the department
17Supply and fixing UPS with following specifications complete all as specified and directed by the Engr-in-Charge: (a) Capacity 1000/1200 VA without output voltage 230 V AC +10% of frequency 50 Hz + 1% (b) Min 30 min backup with full battery condition (c) Battery warranty of at least 2 years.
18Supply andf fixing of laser jet printer with single function black and white with USB connection with printing speed of min 18 pages per minute with resolution of 600 X 600 X 2DPI complete all as specified and directed by the Engr-in-Charge
19Provision of Sub Main Wiring with 2 runs of Single core 1100 volts grade, PVC insulated unsheathed, FRLS copper conductor cable of size 4.0 sqmm, drawn through and including surface PVC conduit of size 20 mm dia including conduit accessories including provision of 1 run of 4.0 sqmm PVC insulated, unsheathed, FRLS copper conductor cable as earth continuity conductor complete all as specified and directed.
20M&L for Earthing complete with galvanised steel earth plate electrode 600 mm X 600 mm X 6 mm thick electrode and 4 mm dia GI wire as earthing lead buried directly in ground vertically (earth pit not less than2.25 mtr deep below ground level) with top edge of the plate not less than 1.5 mtr below normal ground level, the earth plate surrounded by adequate quantity of charcoal dust and common salt to a packed thickness of 15 cm on all sides connected to GI wire 4.00 mm as earth lead by means of bolts, nuts, check nuts and washers (including welding) of galvanised iron or steel and connected to main switch board/panel/test point at the other including necessary earth work in any type of soil, returning filling in and removal of surplus soil, concrete pit in PCC (1:3:6) type C1, pre cast RCC 1:2:4 type B1 cover slab 54 cm X 54 cm X 5 cm reinforce with 8mm dia bar TMT @ 150 mm centre to centre both ways with one handle for lifting made out of 8mm dia MS bar with wire mesh funnel, 20 mm GI tubing medium grade for watering and 40 mm GI tubing light grade for protection, test point, testing on completion all as shown in Electrical Plate No. 3 of SSR Part I complete all as specifed and directed.
21General Note: Certain DO"s and DONT"s have to be strictly implemented to ensure Privacy and Security of Consumers for AMC of Smart Metering: DO"s: A) User ID must not reveal identity and loactions. B) User ID to be kept in confidentiality by Competent Authority mantaining the overall system. C) Any breach of information from Server/Cloud should Immidiately be reported to Local Military Authority. D) Sys Logs by Installing SIEM log collectors should be in place to mantain records. E) Regular Change of passwords in Imperative System driven periodic change of passwords to be ab-initio built into the application. DONT"s: A) No personal identifiable information (PIIs) to be used in the system. B) Tampering of Meter. C) Disclosure of information of consumer to anybody other than the consumer. D) Access to servers by only authorised person.
22(COMPREHENSIVE OPERATION WORK DURING DEFECTS LIABILITY PERIOD): Provision for comprehensive operation including routine maintenance including repairs/replacement of defective meters/DCU and other associated components (software/hardware) required to make the system alongwith all 658 Smart Meter functional at all times including periodic charges of telecom operator, smart meter billing from completion of work till the completion of defect liability period of 2 years.
