2CENTRAL AIR CONDITIONING SYSTEM Supply, Install, testing, balancing and commissioning of central air-conditioning plant as per scope of work given in the following items and sub items of work to maintain design temperature of 22 ± 2° C and humidity of 60 ± 5% at the given building and as shown on drgs in Karanja and based on other conditions as given in the User Data sheet and all as required as per the standard code of practice in the given field. Care has been taken to include all items as per below given detail however in case any item of work civi or electyrical or mechanical not specifically specified but essentially required for successful and efficient completion and commissioning of air conditioning system shall be procured and fitted in the system to achive the targetted and optimum performance, the cost of which is deemed included in the quoted tender rates against each item and as a whole of the system.
3WATER-COOLED INVERTER SCROLL TYPE CHILLER UNIT (1W + 1S)Supply, installation, testing and commissioning of ISEER complied & minimum 3 STAR rated, factory designed, pre-fabricated and floor-mounted hermetically sealed inverter scroll type water cooled chiller machine of at least 64 TR nominal capacity and complete with scroll compressors having independent refrigerant circuits & automatic stepless capacity control, water-cooled type condenser, horizontal flooded type evaporator with MS shell and seamless copper tubes with elastomeric insulation, suitable numbers of herrmatically sealed Inverter compressor/s, lubrication system as per manufacturer"s design required for smooth and trouble-free operation of the chiller package, common base frame, interconnected copper refrigerant piping along with elastomeric insulation, fittings, valves, expansion valves and accessories to interconnect compressor, condenser, chiller and expansion valve, microprocessor based control panel comprising of controls including sensors and equipped with a keyboard, LCD touchscreen min 7" access input system, protection and monitoring devices to perform control functions, wiring, vibration isolators, gauge panel, automatic safety controls, flow switch at evaporator and condenser and ozone friendly, CFC-free refrigerant R- 410A/R407A all complete as specified and directed by the engineer-in-charge and accessories complete to maintain inside condition as under : Temp - 22 ± 2°C, RH - 60 ± 10%, Air changes 1 /Hrs, operational period 24 Hrs, and comprising of the following :-
4-Restrained Spring Isolators Vibration Isolator Of Approved Make and specifications - Spring elements shall have a lateral stiffness greater than 1.2 times the rated vertical stiffness and shall be designed to provide a minimum of 50% overload capacity. Non-welded spring elements shall be polyester powder coated, and shall have a 1000 hr rating when tested in accordance with ASTM B-117. Springs shall be deflections as per operating load design of equipment. - Single Arch Rubber Bellow for Chillers as per requirement complete with Control Guide Assembly - Initial / first charge of refrigerant gas & compressor -Necessary civil work viz. foundation for placement of chillers, etc. shall be deemed to be included in the scope of work.
5The chiller shall conform to the following requirements / specifications: [i] Chilled water inlet/outlet temperature: 12/7 °C [ii] Evaporator fouling factor: 0.00010 °Fft²hr/Btu [iii] Condenser water inlet/outlet temperature: 32/37 °C [iv] Condenser fouling factor: 0.00025 °Fft²hr/Btu [v] Refrigerant (Ozone friendly type): R410A/R407C [vi] Test standard: In Accordance with ISEER NOTES: [i] Mapping shall be required for all critical points displayed on the chiller control panel. The chiller shall be BMS compatible and shall have RS485 / RS232 serial communication protocol. [ii] Chillers shall be integrated and connected with CPM (Chiller Plant Manager) specified elsewher in this tender document for complete auto operation and optimization of plant. [iii] The unit shall be suitable for 3- Phase, 415 V ± 10%, 50 Hz AC electric supply,with a built-in microprocessor based control panel.
6COOLING TOWER: Supply, Installation, Testing and Commissioning of Cooling Tower Induced Draught Counter flowCommon Basin Type (CTI Certified) with fan, fan motor working on 415 V 3-ph, 50 Hz Ac power supply as Per specification with following operating parameters :Cooling Capacity - 80 TR (1 W + 1 S/by)Flow Rate - 280 GPMEntering/Leaving Water Temp - 37°C/32°C Wet bulb temp - 28°C Make: Mihir / Paharpur / Polo / DeltaNOTE: [i] Necessary and sturdy civil work viz. foundation at a required height/elevation, supporting MS structure etc. for placement of cooling tower shall be deemed included in the scope of work.
7AIR DISTRIBUTION DOUBLE SKIN AIR HANDLING UNIT: Supply, installation, testing and commissioning of double-skin type horizontal, floor-mounted, top / side discharge air handling unit of the following capacity at 40/50 mm static pressure,Hollow profile , with air-tight casing using gaskets and self-adhesive tapes all as directed and as specified belowof Make: Carrier, Edgetech, Zeco, National, VYHAN, NUTECH, BTS, Delta. i) Capacity - not less than 19400 CFM ii) Type - Indooriii) Frame structure - 48-50 extruded aluminium with thermal braek profile. iv) Casing - Easily removable casing panels 50 mm nominal thickness with cast-in-situ CFC free PUF insulationof density 40kg/cum mounted on aluminium extruded siderail base frame and vibration isolators/rubber pads (minimum 1" thick) . Outer panel shall be pre-coated painted 0.6mm galvanized sheetsteel and inner panel can be unpainted 0.60 mm GI sheet. All panels shall be sealed against against a full perimeter with nitrile rubber gasket.
8v)Mixing box section - double walled with return and fresh air dampers, with hinged doors and viewport and marine light, Filter section - double walled with 50 mm pre filters. The return air shall be closed loop entry into the extended mixing box. vi) Chilled water coil section - with 6/8 row deep coils of 12.7 mm or 9.5 mm OD copper tubes having aluminium fins with belled collors. vii) Fan section- solid double walled with necessary base for installation of suitable capacity and size SISW backward curved plug fan, dynamically balanced and TEFC flame froof squirel cage motor working on 3-ph 415 Volts 50 Hz power as per performance requirement with viewport. viii) Heater section - complete with necessary fittings for heater installation, The electric heater element shall be constructed from 80/20 nickel chrome resistance wire which is connected to terminal pins and centered in SS304 stainless steel sheath tubes by compressed magnesium oxides. ix) Plenum or Access section - with viewport and hinged door. x) Drain pan -shall be single wall, 1.5mm thick galvanized (and powder painted) or SS304 stainless steel construction as specified. The drain pan depth shall be 40mm with 500mm width and insulated with 3mm PE closed cell insulation underneath to prevent condensation. Drain pan shall have a side drainage design with MPT connection (43mm OD) for side discharge and trapping.

11CHILLED WATER PIPING MS ERW CLASS- C PIPE WITH INSULATION- Supply, laying / fixing, testing and commissioning of chilled water circulation piping including necessary fittings viz. bends, tees, reducers, flanges, air purge valves, drain valves, structural support, necessary clamps, vibration isolators, etc. including painting and supporting / fixing the pipe in excavated trenches or on floor / wall / ceiling with clamps, hangers, angles, channels (using anchor fastners) with necessary accessories duly insulated with FM approved highly- flexible, closed-cell thermal insulation of elastomeric foam based on synthetic rubber (NBR) of 25mm thickness laminated with 12 micron aluminium foil facing with reinforced glass scrim along with adhesives and other necessary accessories complete all as specified and directed by engineer-incharge. 16Motorised Butterfly Valve: Supplying, fixing, testing and commissioning of Motorized Butterfly Valve for 100mm dia pipe with CI Body, SS Disc,O - ring and minimum PN-16 pressure rating, conforming to BS 5155, IS 13095, with IP-55 actuator, capable of accepting upto 10V DC, and upto 20mA electric signal and providing similar transduced feedback output to control system as required. - Control Optimization of the valves to be linked with CPM incl all wiring/cabling as required.
17Ball valves for Drain: Supply, installation, testing & commissioning of heavy duty valves for 25mm dia pipes, PN-16 rated for all valves, except for AHU valve station which shall be with PN-10 Rating valves as specified and shown on the drawing complete with Insulation As per Specification and including Additional supports, Nuts, bolts, gaskets etc.
183 -Way Diverting ON/OFF Motorised Valve: Supply, installation, testing & commissioning of insulated 3 way ON/OFF valves for 100mm dia pipes of forged brass body in a single body, flow regulation cartridge assembly shall be precision ground, 304 SS and shall be available in three KPaD control range, minimum flow range shall be capable of being activated by minimum 10 KPa & shall be capable of controlling flow with in ± 5% of rated flow. The actuator shall be for ON/OFF operation of valve & shall be suitable for 230 ± 10% V & 50 ± 3% Hz. The valves shall be complete with thermostat control box with sensor in return air duct, contactors/breakers as required & control wiring.

26OPEN EXPANSION TANK : Supply, installation, testing & commissioning of open expansion tank and with Insulation As per Specification complete with pressure switches, isolation, check valves, accessories & insulation with nitrile rubber as per specs. Capacity - 300 Ltrs. Note: The expansion tank shall be placed at the highest elevation in the plant using a sturdy painted MS frame structure with foundation, cost of which is deemed included in the qouted rates.Notes: FOR CHILLED WATER PIPES, EQUIPMENTS AND FITTINGS [i] All valves and fittings/ fixtures shall be suitable for PN 16 rating.[ii] All motorized valves (butterfly, three / two way and ball valves) actuators shall be "BMS" compatible (should have potential free contacts) and connected to CPM[iii All fittings and instruments equipments shall be fitted with all requisite fitments, fixtures and including all minor works and materials as may be required.

28CONDENSOR WATER PUMP (1W + 1S) Supply, installation, testing and commissioning of monobloc, self-priming, single-stage centrifugal pump having cast iron casing, enclosed type dynamically balanced bronze impeller, carbon steel pump shaft, gland packed sealing, deep groove ball bearings, etc. with TEFC squirrel cage induction motor having class "B" insulation, IE3 efficiency, conforming to IS 12615: 2018 and suitable for operation on 3-Ph, 415 V±10%, 50 Hz AC supply, base plate, mounting channel frame, accessories and fittings, viz. pressure gauges, thermometers, drains, coupling, coupling guard, vibration isolation arrangement by means of spring / rubber type mounting complete all as specified and directed by engineer-in-charge. 54Chiller Plant Manager Supply, Installation, Testing and Commissioning of intelligent chiller plant manager including LCD display, PLC controller with all instrument, sensors, accessories and interconnecting control and power cabling etc ,supporting and controlling the water cooled chiller plant. The programmable logic controller shall be specifically designed to control 2 water cooled chillers, 2 x cooling towers, 2 x condenser pumps, 2 x chiller pumps, zone demand sensor (DP or temp sensor) and Water level switches in cooling towers. The CPM controller should be capable of sequencing, staging, scheduling, load sharing between chillers and optimization. The controller shall be able to communicate to BMS with Modbus/BACnet/ lonworks protocol. The quoted rates shall include all the features mentioned above and 4 nos. water temperature sensors and 1 no. outside air temperature sensor. Note : Rate for Field Instruments and cabling of the same deemed to be included in the quoted rate
55Automatic Condenser Cleaning System Supply, Installation, Testing & Commissioning of Automatic Brush Ball Online tube cleaning system equipped with computer control panel, ball re-circulation device, ball entrapment module, ball diverter module, ball injection module requiring cleaning balls for cleaning condenser tube system for each chiller. The cleaning devices shall comprise different types of elastomeric balls of various sizes and different specific gravities to effect the tube cleaning process at predetermined time while the condenser is online.
56The automatic tube cleaning system shall be equipped with a master programmable logic controller with user definable features to adjust cleaning cycle frequency, injection timing, retrieval timing and rest cycle timing to suit operational parameters of condenser, ball injection module, ball retrieval module and related piping configuration comprising the master mechanical components control system to be installed for each chiller condenser. The automatic tube cleaning system shall utilize cleaning balls with spikes configured to reach and clean grooves of enhanced tubes. The automatic ball tube cleaning system shall utilise cleaning balls with diameter smaller than the diameter of the tubes. The automatic tube cleaning system shall utilize eccentrically weighted cleaning balls to enhance dynamic zig-zag impact cleaning mechanism capable of cleaning grooves of enhanced tubes. 171Comprehensive maintenance comprising of routine, preventive & breakdown maintenance of chilled water type central air conditioning plant of capacity 64 TRx2 (1W+1S)installed, comprising of all devices and accessories through out 12 months on all days including Sundays & holidays for a period of 03 years after expiry of defects liability period (i.e. 24 months after completion of all Phase II tests) all as specified and directed and as shown below:-

175Notes: 1. The contractor shall be responsible for periodical maintenance, as per maintenance schedule attached and specified including renewal / replacement of parts, fittings / fixtures filling of refrigerant gas etc required for smooth functioning of the plant as permanufacturers instructions. The inspection and servicing of chillers & AHUs shall be carried out by OEM only, and reported monthly. Non-submission of inspection report would invite panel charges @ ?25,000/- as may be deducted by GE.
1762. All spares of minor/ major nature required to keep the plant in healthy functional state are considered to be included in the above mentioned annual maintenance. All defects shall be repaired promptly. Non-operation of plant due to any defect or inability to maintain the desired temperature and humidity inside the premises shall invite penal charges. The penalty applied will be @ Rs 1000 per hour in case of repairs/rectification to achieve the requisite conditions are not completed with in 6 hours of reporting by department. Not attending breakdowns which necessitates components/parts replacement shall be penelized as under :- (a) Attending breakdown within 48 hours - ? Nil (b) Attending breakdown within 3 to 7 days - ? 5000/- per breakdown per day (c) Attending breakdown after7 days - ? 10,000/- per breakdown per day Data loggers place at the premises will be referred in support of the functioning or non-functioning of the plant.
1773. The contractor is required to enter into a MOU with the OEM of chiller plant as well as AHU for providing comprehensive AMC inclusive complete coverage of the maintenance liability of the chiller units. The MOU shall be finalized before completion of the project and it shall cover the complete period of five years (2 years DLP and 3 years as per above schedule)
1784.The department reserves the right to keep an amount of amount equivalent to total 16% of the chiller cost (@ 4% per annum AMC) as warranty money in case contractor fails to enter into MOU with the Chiller"s OEM. The department will be at liberty to enter into this kind of MOU directly with the OEM of chillers and the liability so arising shall be adjusted against above mentioned reserve amount/payments due to contractor.
179MANNING AND OPERATION OF CENTRAL AC PLANTS
180Outsourcing of services round the clock ( consisting of three shifts) including Sundays and holidays and operation of Central type air conditioning plant of capacity 2 x 64 TR ( One plant each to be run at a time and one will be keptas stand by) including all connected electrical items such as main switch, starter, change over switch, MCCB, voltmeter, ammeter, panel board etc, cooling tower, condenser or water pump ,valve system, controlling system, condenser, refrigerant line, adjusting valve, refrigerant valve,bypass valve, daily checking, leakage, checking noise, controlling temp. of plant, cleaning of plant and it"s surrounding area etc, by one Ref Mech (Skilled) per shift for 03 shifts in a day all as per manufacturers instructions and as specified and directed by Engr-in-charge.

187NOTE:- (a) Complete hourly log sheets and data records shall be maintained by the operating staff. The log sheets shall show a minimum of hourly details of - which Compressor/CHW pump/CDW Pump/Cooling tower is in operation, current drawn by various machines, voltage levels, condition in AHU room and in the air conditioned premises, state of DG set running/testing/oil position etc. The log sheets shall also show and record any defect in any plant/sub plant clearly in the remarks column. Log sheets of previous 30 days shall be always maintained at plant room.
188(b) The Contractor shall Employ Refrigeration mechanic having minimum ITI qualification from Govt Recognised institute with adequate knowledge & minimum 2 years experience in maint/operation of AC plants.The operator must competent to carry out the minor maint all as directed. (TOTAL number of operators required per day are 03 nos.)
189(c) Contractor shall pay the wages to the employees through e-payment i.e Adhaar linked bank accounts (credit to their bank account). Engineer-in-charge shall ensure that e-payment made to employees and their wages shall not be less than minimum wages fixed by state Govt or Central Govt whichever is more. Monthly e-banking statement shall be furnished by the contractor to the Engr-in-charge and the same shall be kept in record duly verified.
190(d) It is the responsibility of contractor to deposit the employees provident fund (EPF) to the concerned authority as per the prevailing scales as laid down by Ministry of labour for all operator/helper (as appliable) and necessary proof to this regard shall be submitted to the Engineer-in-charge for verification & record.The quoted rates shall be deemed to be included of above provisions.In case contractor fails to produce the proof of EPF, the same shall be recovered from his dues as per the prevailing scale plus 15 percent. department.
191(e) The contractor shall maintain all the registers under various labour law rules, 2017 and shall be produced to the Engineer-in-Charge as well as officers detailed by central labour department.
192(f) Each shift duration shall be 8 hours & duty timing will be decided by Engr-in-Charge.
193(g) The unit rate quoted shall deemed to be included for cost of labour for daily routine maintenance for trouble free functioning of installation.
194(h) In case of any abnormal noise/ complaint the plant should be put off and same should be brought to the notice of Engr-in-charge.
195(j)The operator employed by the contractor shall be capable of carrying out minor repair/ maintenance & should have well experience in AC plants as applicable.
196(k)The quoted rate is deemed to be inclusive of cotton waste, cleaning material etc & Contractorwill ensure general area cleanliness and upkeep of the installation on daily basis.
197(l) The quoted rate is deemed to be inclusive of tools & testing instruments required for operation & maintenance of AC plants.
198(m)The rate quoted shall deemed to be inclusive of safety gear & required tools for minor maintenance.In case of failure to provide tools kit & safety kit (spanner sets, hand gloves
199(n)The Contractor shall not employ same tradesman continuously for more than 11 months during the Contract period.
200(o) The contractor shall provide 02 uniforms to each operatorand design of uniform shall be got approved.In case of failure, a penalty of Rs 2000/- per uniform will be levied and recovered from their dues.
201(p) In case of failure due to absence of operative staff, the contractor shall be liable to pay compensation at twice the cost of a day’s Manning & Operation derived from pro rate ofSch ‘A’ quoted rates.
202(q) The Contractor shall maintain proper records of all kinds of daily, weekly, monthly, quarterly, half yearly and yearly or whatsoever maintenance is carried out during contract period in a binded book / register and shall obtain the signature of Engineer-in-Charge every fortnightly.
203(r) The contractor shall provide board at proper location near each installations duly writing the name of operators and Mobile Numbers shift wise.
204(s) The contractor shall provide saferty gears to AC plant operator and cost shall be deemed to be included in quoted rates .
205(t) In case of absence of operator from place of duty, a penalty @ ? 3000/- per shift shall be levied.
206(u) In case of operator found without proper uniform, a penalty @ ? 2000/- per day per operator shall be levied.
