5 3 Provision of services for routine maintenance and operation of the central type air conditioning plant of capacity 3x20 TR (two plants to be run at a time and one will be kept as stand by) at Tachnical Area including connected electrical items such as main switch starter, change over switch, MCCB, Voltmeter, Ammeter, Panel board etc AIr handling unit, cooling tower, condenser water pump, valve system, controlling condenser, refrigerent line, adjusting valve, refrigerent valve, bypass valve, daily checking leakage, checking noise, controlling temprature of plant, cleaning etc all as per manufacturer's instruction including attending telephonic complaint, maintain necessary record and documents, for smooth functioning of the AC Plant , and other mentioned in particular specification & Sch 'A' Notes as a scope of work at Technical Area of Coast Guard, Goa in any shifts of 08 hrs including Sunday and holidays by employing man power as given below complete all as specified and directed. 11 6 Notes for Item No-1 ,2\n1.Daily maintenance all as per manufacturer's instruction including minor repairs, greasing, lubrications, replacement of gland ropes etc, including area cleaning, cutting of grass from the roots and keeping the premises in hygeine condition shall be included in the rate quoted. The unit rate quoted against item shall deemed to inclusive of the cost of items (cottons, soaps etc) required for daily maintenance of minor nature and any repair to the foot valve system by replacing the leather flap, rubber insertion, nut & bolts etc. Operator shall maintain maintenance register for each installation showing all day to day maintenance / activities carried out daily \n2. Log sheet showing daily running hours and maintenance carried out ie consumption of grease, chlorine chemical granules, lubricants, DHPP etc shall be maintained by the contractor in their installations and same will be checked by the Engr-in-charge periodically and daily by JE. All log sheets / maintaince register duly signed by operator and contractor shall be produced for verificatio\n3. Consumption of DHPP will be regulated by the dept under Sch "B". However contractor has to make his own arrangements to collect the DHPP from MES yard or as directed by Engineer-in-Charge and good quality of empty vessel (barrel) shall be arranged by the Contractor.\n4. The rate quoted shall deemed to be inclusive of topping up of battery electrolyte, cleaning/replacement of battery terminals, charging of batteries and fuel cap if required etc all as directed. \n(e) Pumps and DG sets shall be operated and operated by the same operator as required and directed.\n5. Water testing solution ie orthotolidine reagent shall be provided and maintained at all time in each installation.
12 7 Notes for Item No-4,5 \n1. Unit rate quoted shall be deemed to included all following activities of day to day maintenance and attending/rectiying the break down at the instllations and also the operator has to maintain the register of Internal break down register,duty roster, attendance register, maintenance register, Log sheets including power factor. 11 KV HT supply is received from main power house . The electrician has to be in constant touch with Incoming auth for the status of 11 KV electric supply from where it is fed .All safety precautions such as Hand Gloves, Helmets, Discharge rod and required T&P have to be provided by the contractor and the same are deemed to be included in the unit rate quoted. Work of HT will be executed under the supervision electric license holder issued by competent authority.\n2. Daily maintenance all as per manufacturer's instructions for Transformer including replacing silica gel, breather , greasing/petroleum jelly for GODs contacts, removing grass and bushes growing in the entire area of electric installation and cutting tree branches and keep the installation neat and clean throughout the period of contract all as directed. \n
13 8 Notes for Item No-1 2,3,4 & 5 \n1.Skilled : The operating staff employed should possess the qualification of ITI or higher with three year experience in their respective trades. The Electrician should be through in electrical work and should have knowledge about motor, starter, controlling panel. VCB, ACB, FPB, Cable joint, GOD repairs,Transformer,APFC Panel,etc.TheAC Mechanic should be through in Central AC Plant work and should have knowledge about minor repair of refrigerator work etc, while the FGM should posses basic knowledge of Water Supply who can perform the running the DG Set, pumps & starter and minor repair of same & knowledge about operating pumps or or operating valves or chlorination of water etc.\n2. In case any staff found absent during the surprise check the recovery of the contractor will be made double of the quoted rate of each shift in addition to disallowing payment for the period of absent. \n3.The rates quoted is inclusive for attending all complaints of internal / External electrification and water supply break downs including Liaison with state Electricity and water supply (PHD) department to restore supply incase of break down /failure of supply.\n4.Any other minor work to restore the electric supply as directed by the Engineer-in-charge.\n5.The rate quoted is deemed to include the cost towards uniform for the staff employed for wearing during the working hours . The uniform shall be Pants, shirts & shoes and the pattern of the uniform shall be decided by Engineer-in-charge.\n6.The rate quoted is deemed to be inclusive of supply and maintenance of document such as log sheet of DG sets, pump set, complaints register, earth test register, attendance register, plant log sheet etc all as directed and plant maintenance record book and daily log sheet to be submitted to concerned JE otherwise absent report will be initiated for those shift for which log sheet are not submitted.\n7.The rate quoted is deemed to be inclusive of cost towards keeping the substation and pump house surrounding area neat clean during the contract period \n
14 9 8.The rate quoted is deemed to be inclusive to tools and safety equipment, CRC SPARY, minor consumables such as PVC insulation tape, screws, fuse wire, clips,ferrul,locks,First Aid Box required for running and maintenance of plants.\n9.The contractors shall be fully responsible for making payment to trades men /helper as per the minimum wages act of the Regional/Central Labour Commissioner & (whichever is higher) alongwith EPF, ESI and Bonus etc\n10.The contractor shall be fully responsible for the insurance, accidental cover if any labour welfare for the tradesman engaged in this maintenance and operation contract as per mentioned in Indian labour Act. No extra claim on this account is admissible from the department. \n11.Checking of presence of chlorine on daily basis and PH testing as directed by Engineer-in-charge and to maintain record of the same is to be carried out .
15 10 12. Duty roster for each month to be prepare in advance and display in each pump house showing the person on duty in each shift including the reliver for off duty as per Labour Act. \n13.Diesel will be issued under Sch 'B' free for filling only to run the DG set at MES Store and contractor shall make his own arrangements to collect the fuel from MES store. The unit rate quoted shall deemed to include this aspect.\n14.Necessary inventory for the items installed at site to be prepared jointly for handy taking over of assets between Department and contractor any deficiencies in items notices during the period of contract, the contractor shall be liable to make good to the items with the items original specifications as received at the time of Taking Over.\n15.It will be contractor's responsibility to submit all the documents as asked by Security Department of concerned area to obtain necessary Entry passes to the working area and copy of the same should be submitted to the Engineer-in-charge.All operator shall be qualified certificates produced within 7 days for the issue of work order otherwise the operator should remove from duty\n16.All the plants to be kept in serviceable condition with minor Repairs and Replacements Any Major Faults occurred to be intimated to concerned JE / Engineer-in-charge so that the same can be immediately\n17.If any Person found absent from the duty, recovery will be made at the double rate derived from contractor's quoted rate per shift per person.\n18.Spares required for urgent repairs of E/M equipment’s will be issued as and required basis at MES Store yard subject to availability of the stores. Cost for fixing of the items is deemed to be included in item No 1 to 5 above
16 11 19.The payment shall be made to the employees by the contractor through AADHAAR linked bank account and proof of payment shall be produced for each payment made.\n20. RAR PAYMENT. Contractor shall submit payment proof of wages through Aadhar link bank account alongwith proof of payment of EPF & ESI (both employees & employers part) for claiming the RAR from dept.\n21. For claiming the payment of RAR/Final bill following documents shall be submitted alongwith RAR/Final bill :-\n (a) Payment proof of wages to employees A/c employed by the contractor to this work (through his \n bank account).\n (b) Payment proof towards EPF payment to employees employed in the work.\n (c) Payment proof towards ESI payment to employees employed in the work.\nNote that no payment will be disbursed to the contractor if he failed to submit the aforesaid document. Payment will be disbursed to contractor as and when the payment was disbursed by contractor to all employees instead of part payment to some employees. No claim whatsoever for this account will be entertained by dept. Continuous negligence regarding payment to employees engaged by contractor may invite to ban on tender on Outsoursing issue of tender\n22. The lowest tenderer does not absolve the right to claim that the tender is to be awarded in favour of him considering of minimum fare wages, EPF, ESI Acts and other relevant Govt taxes prevailing at that time.\n23. The contractor will adhere to pay monthly payment cycle to the employees irrespective of RAR/funds availability with department to avoid embrassing situations to the principle employer and failing which will be liable to pay 5% penalty of monthly quoted rates as per CA in the next RAR.
