The Navi Mumbai Municipal Corporation (NMMC) will float fresh tenders to appoint an agency for conducting tree census in its jurisdiction, spanning over 100 sq km. <p style="margin-top:0in;margin-right:0in;margin-bottom:11.25pt;margin-left: 0in;line-height:15.0pt;background:white;orphans: auto;text-align:start; widows: auto;-webkit-text-stroke-width: 0px;word-spacing:0px">The last tender, issued around two months ago, was recalled "as the cost estimate was rather high", according to a source from the civic body. "The technology used will be the same - a combination of GPS and manual surveying - as all images and thickness of tree trunks cannot be mapped properly," the source added. But there is still no consensus on the mode of conducting the census. The NMMC had floated a tender in 2011, but the budgetary provision of Rs 50 lakh was found to be inadequate for using satellite imaging. It was then decided to use manual mapping. The civic body once again floated a tender around October 2012, but even then they didn't appoint any agency. The survey is carried out every five years under the Maharashtra (Urban Areas) Protection And Preservation Of Trees Act, 1975. The last survey was done in 2006, which was also the first for the civic body, since it was formed in 1992. The next census should have taken place in 2011, but was delayed for administrative reasons. The human to tree count in the civic body area works out to one tree for every two persons. The 2006 census details a total of 4,79,120 trees. However, several activists and environmentalists feel that the civic body is to blame for the delay in conducting the census. "There have been massive hacking for various infrastructure projects. At the tree belt along Thane-Belapur Road, at least 300 trees have been cut to build a service road. Similarly, on Sion-Panvel road and Aamra Road at Uran Phata many trees have been destroyed," said RTI activist Rajeev Mishra. D Stalin of the NGO Vanashakti said, "If private parties are charging high rates to carry out the census, it's better to involve like-minded citizens and NGOs for counting the trees along with the civic body. Citizens can also do mobile tagging of the trees using GPS- enabled cell phones." <span style="font-size:11.5pt;font-family:"Georgia","serif";mso-fareast-font-family: Calibri;mso-fareast-theme-font:minor-latin;mso-bidi-font-family:"Times New Roman"; mso-bidi-theme-font:minor-bidi;color:#3F3F3F;mso-ansi-language:EN-US; mso-fareast-language:EN-US;mso-bidi-language:AR-SA">Every year, a budgetary allocation is made for the tree census by the Tree Authority. However, the latest tendering bids had quoted high ratesfor the census, with the aid of satellite mapping and GPS technology among others. So we have called for re-tendering to reduce the costs this year.
