Bidder shall provide the quantities of resources/infrastructure required in Annexure D (technical bid).2. For calculating the amount to be filled against BoQ Item 7, Bidder shall fill the sheet “2. Infrastructure Component Calculation”.3. Indicative resources and AWS benchmark rates are already listed. Bidder shall enter only the Qty column. If any additional resource required for the offered solution is not listed but rates are available on AWS, Bidder may add rows. | 15 | Section Topic Requirement E.1 Evaluation basis Item 7 shall be calculated from Annexure D quantities provided by the bidder using a common AWS benchmark solely for L1/TCO comparison. It is not payable to the Vendor. E.2 Common Evaluation Parameters NTPC shall specify in the IFB/BDS, Financial Bid format or a pre-bid corrigendum the common AWS region, pricing model, usage-hours convention, currency and conversion basis, applicable price date, tax treatment and any other assumptions required for uniform calculation of Item 7. All Bidders shall calculate Item 7 strictly using these common parameters. No Bidder-specific discount, enterprise agreement, promotional credit, private quotation or negotiated rate shall be used unless expressly permitted by NTPC. E.2A Calculation Schedule The Bidder shall submit an itemised Item 7 calculation schedule mapping every Annexure D resource to the corresponding AWS-equivalent service, quantity, usage basis, benchmark unit price, monthly evaluated cost and Evaluation-Month cost. The total of this schedule shall constitute the Item 7 Infrastructure Cost Component included in the Total Bid Price solely for L1/TCO evaluation. E.3 Actual deployment NTPC may deploy on the CSP selected under its applicable Rate Contract. Selection of a CSP different from the evaluation benchmark does not alter the Vendor’s obligations. E.4 Exclusions LLM/GenAI and specialised AI services remain Vendor cost under Section 4.5 unless expressly included by NTPC. E.5 Revision Any change to the common evaluation basis before bid submission shall be notified by NTPC through the bidding documents or corrigendum. E.6 Indicative Cloud Sizing Reference (Non-Binding) An indicative AWS-equivalent cloud sizing and cost reference workbook is provided solely to support uniform L1/TCO evaluation under this Annexure E. The workbook is typical and non-binding. It does not constitute the contractual price, the accepted sizing, or any commitment on the actual CSP or quantities to be provisioned.Bidders shall submit their own complete Infrastructure Resource Requirements Specification in the prescribed Annexure D format with the technical bid. NTPC will provision cloud resources in accordance with the accepted Annexure D through its applicable Rate Contract. The Vendor remains fully responsible for sizing, portability, configuration, tuning and performance so that all contractual requirements (including Annexure C thresholds, Section 9.4 peak-load, HA/DR, RTO/RPO and headroom) are met; any under-sizing attributable to the Vendor shall be governed by Section 4.6.AI/ML, LLM, GenAI, OCR/IDR, embedding, vector-store, model-hosting and specialised AI compute resources and consumption are exclusively the Vendor’s responsibility and cost under Section 4.5 and shall be priced into BoQ Items 1 to 6. They shall not be included in the cloud resources provisioned by NTPC under its Rate Contract.Any hardware/compute, software (including operating systems, RDBMS, middleware, connectors and licences), tools and tackles required to fulfil the contractual scope remain the Bidder’s responsibility and are included in the quoted prices of BoQ Items 1 to 6.For the purpose of any internal recalculation of the indicative Item 7 Infrastructure Cost Component, the USD/INR conversion rate and the AWS public benchmark rates (ap-south-1 or the then-applicable evaluation region) shall be those published one (1) week before the Bid Opening Date.
