| 1 | Road Marking with Hot Applied Thermoplastic Compound with Reflectorising Glass Beads on Bituminous Surface Providing and laying of hot applied thermoplastic compound 2.5 mm thick including Reflectorising glass beads @ 250 gms per sqm area, thickness of 2.5 mm is exclusive of surface applied glass beads as per IRC:35. The finished surface to be level, uniform and free from streaks and holes.NOTE:-A. Requirement of material1. Material Compliance and StandardsThe thermoplastic material shall strictly conform to the Ministry of Road Transport and Highways (MoRTH) Specifications for Road and Bridge Works (5th Revision), specifically Clause 803.4.a) Composition: The material shall be a reflectorized thermoplastic compound comprising aggregate, pigment, resins, and glass beads.b) Glass Beads Content: The material must contain a minimum of 30% glass beads (by weight) as per BS 6088 (Class A) or AASHTO M247.c) Retro-reflectivity: The marking shall provide an initial retro-reflectivity of not less than 300 mcd/lux/sq.m for white and 200 mcd/lux/sq.m for yellow markings.2. Additional notes for Field Quality Control (FQC)a) Batch Tracking: All bags delivered to the site must clearly show the Batch Number, Date of Manufacture, and Expiry Date.b) Site Sampling: The Department Engineer-in-Charge reserves the right to draw random samples from the contractor’s stock at the site and send them to a government-approved lab for testing. The cost of such tests shall be borne entirely by the contractor.c) Application Standards: Application must be carried out using a self-propelled or manually operated machine as per IRC:35-2015 guidelines.B. Mandatory Quality CertificationsThe bidder must submit the following documents as part of the Technical Bid. Failure to provide any of these will lead to the rejection of the bid:a) Test Report: An original or attested copy of a comprehensive test report from the National Test House (NTH) or an NABL-accredited laboratory. The report must be dated within the last six (6) months and certify compliance with MoRTH 803.4.b) ISO Certification: Valid ISO 9001:2015 (Quality Management System) certification for the manufacturing facility.c) IRC Accreditation: Proof of valid IRC Accreditation for the specific product/technology being offered.d) MSME/Udyam Registration: For bidders seeking benefits under the Public Procurement Policy for Micro and Small Enterprises, a valid Udyam Registration Certificate must be provided.e) Product Data Sheet (PDS): A detailed technical data sheet must be provided, including the brand name, manufacturer’s name, application temperature range (180°C to 210°C), and shelf life.f) Specification Chart: A complete chemical and physical property chart (Softening point, Luminance, skidding resistance, and Density) must be submitted on the manufacturer’s letterhead.g) Experience: The bidder must provide proof of supply/application of thermoplastic paint to renowned government departments (e.g., NHAI, BRO, State PWD, or CPWD) as per requirement specified in the bidding document.
