This template shall be used by bidders for submission of their commercial quotation. Bidders shall not delete, insert or modify any row, column, worksheet, formula or cell format unless specifically permitted by ONGC. Any unauthorized modification may render the bid liable for rejection.'
Commercial evaluation shall consider a contract horizon of sixty-three (63) months, comprising twenty-four (24) months of implementation/build period, three (3) months of hypercare, and thirty-six (36) months of AMC/O&M support.
The on-premises and cloud infrastructure quantities provided in the pricing template have been indicatively derived based on prevailing industry benchmarks and expected workload distribution for commercial evaluation purposes. However, the final deployment model, capacity allocation and on-premises-to-cloud ratio shall be determined by ONGC based on business, technical, security, operational and commercial considerations during the contract period.
All infrastructure components, and not only storage, shall be quoted for the complete contract duration of sixty-three (63) months, as compute, network, security, load balancing, connectivity and on-premises infrastructure components are required to support the EDP throughout the defined 5 PB baseline capacity envelope. Prices shall include provisioning, applicable OEM/vendor support, required software/subscription entitlements, replacement/refresh (where applicable) and all infrastructure components necessary to make the quoted capacity available for use. No additional claim shall be admissible for supporting the defined 5 PB baseline capacity envelope unless formally approved through ONGC change control.
Only Solution Enhancement remains as a controlled optional effort drawdown. Utilization shall be permitted only upon prior written approval from ONGC, against an approved scope of work, defined deliverables, agreed man-day rates, supporting timesheets and acceptance of the completed deliverables. No automatic utilization or drawdown shall be permitted.
If the Bidder is unable to provide the specified infrastructure configuration, the Bidder shall provide an equivalent or superior configuration that meets or exceeds the baseline capacity, performance, availability and scalability requirements, at no additional cost to ONGC. The determination of equivalence or superiority shall rest solely with ONGC.
For bid evaluation and commercial balancing purposes, the total price quoted by the Bidder for AMC/O&M Support for the thirty-six (36) month period under Sl. No. 4 shall not be less than twenty-five percent (25%) of the total price quoted under Sl. No. 3 for Implementation Services. In the event the AMC/O&M price quoted by the Bidder is lower than the prescribed threshold, the differential amount required to meet the minimum twenty-five percent (25%) threshold shall be proportionately withheld from the payments due under Implementation Services and shall be released to the Bidder along with last periodical AMC/O&M payments during the AMC/O&M period. Such adjustment shall be carried out solely for payment balancing purposes and shall not affect the Total Contract Value (TCV) quoted by the Bidder.
Against each cost element specified in the pricing schedule, the cost type has been defined as Variable, Fixed, or Optional, as described below:a. Variable Costs: Quantities for cost elements classified as Variable may vary during the contract period. The baseline quantities/configurations provided in the pricing template are for commercial evaluation and price discovery purposes only. Payment for Variable items shall be based on actual approved consumption, deployment, subscription, activated capacity or usage, as applicable, and the corresponding quoted unit rates in accordance with the Contract.b. Fixed Costs: Costs classified as Fixed represent the total price for execution of the complete approved scope under the respective cost element and shall remain firm and not subject to variation, except where a change is approved through the applicable change control mechanism. c. Optional Costs: Costs classified as Optional are provided for bid evaluation and rate discovery purposes only. ONGC may, at its sole discretion, utilize or not utilize such optional items during the contract period based on project requirements, without any obligation to procure the same.
If any cloud-related service required for execution of the approved project scope and solution architecture is not explicitly included in the pricing format, the same shall nevertheless be provided by the Bidder. The applicable rates for such additional services shall be determined as follows: a. Additional Services falling under an existing cost category: The rate for the service shall be derived by applying the corresponding cost category discount on the CSP’s publicly available pricing for that service. The cost category discount shall be calculated as a weighted average, as illustrated below:Example:Cost Category: Storage (All quantities to be considered as per the quoted pricing model)Category Discount = ((Discount%\\" on Hot Storage\\" ×\\"Hot Storage Quantity\\" )+(Discount%\\" on Cold Storage\\" ×\\"Cold Storage Quantity\\" )+(Discount%\\" on Archival Storage\\" ×\\"Archival Storage Quantity\\" ))/\\"Total Storage Quantity\\" b. Additional Services not falling under any existing cost category:The rate for the service shall be derived by applying a discount on the publicly available pricing of the cloud service provider. The applicable discount shall be calculated using the weighted average discount of all cloud services quoted in the pricing model, determined on principles similar to those described above. The pricing methodology defined above shall apply only for cloud services required within the approved project scope and shall not be construed as authorization for automatic consumption or procurement. Any such service shall remain subject to ONGC approval and applicable governance mechanisms.
The quantities and cost calculations provided in the pricing template are intended solely for commercial evaluation, bid comparison and price discovery purposes based on the indicative deployment and consumption profile defined in the RFP.2 3The unit rates, discounts and other commercial terms quoted by the Bidder shall remain valid throughout the contract period, including the implementation, hypercare and AMC/O&M phases. Payments shall be made in accordance with the applicable pricing mechanism defined for each cost element, including fixed, variable and approved change-controlled capacity requirements, as specified in the Contract.
The applicable rate payable for each cloud-related cost element shall be the lower of:a. The unit price quoted by the Bidder in the pricing model, after applying the discount quoted by the Bidder; orb. The publicly available list price of the corresponding cloud service, applicable in India (or the contracted cloud region), published by the respective Cloud Service Provider at the time the service is availed, after applying the discount quoted by the Bidder in the pricing model.c) If the discount rate quoted is lower than the discount rate offered by the bidder at the time of empanelment, the discount rate offered during empanelment shall prevail for the purpose of award & payment. Conversely, if the discount rate quoted in this tender is higher than the discount rate offered during empanelment, the discount rate quoted in this tender shall be considered for the purpose of award and payment. Further, bidder may refer to SCC Clause 3.In both above cases, price evaluation shall be done based on discount rate quoted by bidder in price bid.For avoidance of doubt, any promotional, temporary, spot-market, reserved-instance, enterprise-agreement or one-time discounted pricing not generally available to ONGC shall not be considered for determination of the applicable payable rate.
The final determination of equivalence or superiority of any proposed configuration shall rest solely with ONGC
All infrastructure, software, platform and managed service pricing shall be estimated considering the capacity ramp-up assumptions defined in the RFP for commercial evaluation purposes. For Variable cost elements, actual payments shall be based on actual approved consumption, deployment, subscription, capacity utilization or usage, as applicable, in accordance with the Contract.
The unit rates quoted by the Bidder shall be used as the basis for pricing approved capacity additions, reductions or modifications on a pro-rata basis for the applicable contract year.
Any assumptions if required to be taken by the bidder should be clarified in the pre-bid conference rather than indicated in the Pricing document
