Tender for Development Of Bulk Cement Handling Terminal (Bcht) At Udvada Railway Land/Partially On Railway Land , - 1.There Will Be A Benchmark Mgfr And Any Bid Below The Benchmark Will Not Be Entertained. The Benchmark Shall Not Be Less Than The Freight (Excluding Terminal Charge And Bss) Estimated For Carrying 0.5 Mmtpa Of Cement For 250 Km Or As Amended Time To Time. 2. The Development Of Bcht For Handling Bulk Cement. The H-1 Bidder Shall Be Designated As Gcto, Subject To Fulfilment Of The Prescribed Technical And Financial Eligibility Criteria.3. Annual Quoted Mgfr Will Be Calculated For A Total Period Of 03-Years. Short Fall Of Actual Freight Revenue Against Mgfr For The 03-Year Block Shall Be Paid By The Gcto Within 30 Days Of Expiry Of 03-Year Cycle. Illustration Is Given In Annexure A In The Bcht Policy. 4. In Case Of Default Of The Payment To Railway On Account Of Shortfall Of Mgfr After Completion Of Three-Year Cycle, The Contract Will Be Terminated, And Action Will Be Taken As Per The Provisions Of The Contract Agreements And As Per Bcht & Gct Policy. 5. The Mgv/ Mgfr Will Become Applicable 24 Months After Allocation Of Railway Land To The Successful Bidder. 6. Irrespective Of Mgfr Criteria Being Met Or Otherwise, The Shortfall In Mgv Shall Also Be Chargeable To The Developer For Average Lead Of 250 Kms On The Prevailing Tariff Rate For Bulk Cement. Illustration Is Given In Annexure A In The Bcht Policy.
