| 10 | Special Conditions:1. The agency shall execute all items strictly in accordance with the directions of the Engineer-in-Charge and the actual site requirements. In case any item is not executed as directed. 2. The agency shall submit a fortnightly labour deployment report to the Engineer-in-Charge, indicating the manpower deployed during the relevant period. 3. The requirement of labour, equipment and machinery shall be communicated to the agency at least three days in advance, wherever practicable. The agency shall be solely responsible for arranging the required manpower, equipment, machinery, tools and tackles within the stipulated time. 4. No labourer or staff member under the influence of alcohol or any other intoxicating substance shall be permitted to enter the demolition premises or participate in the demolition work. 5. The agency shall deploy a well-qualified and suitably experienced supervisor, preferably a graduate, who shall be capable of understanding and analysing drawings and related documents and of effectively coordinating with the deployed labour and machinery for systematic execution of the demolition programme. 6. The agency shall be solely responsible for the safe and successful execution of the demolition-cum-dismantling programme in accordance with the directions of the concerned officer/Engineer-in-Charge and the drawings/documents provided for the purpose. No officer or field staff of DDA shall be responsible for or engaged in carrying out the demolition work on behalf of the agency. 7. The agency shall provide all necessary safety gear and Personal Protective Equipment (PPE), including safety helmets, reflective/safety jackets, gloves, safety shoes, ropes, safety belts/harnesses and other requisite safety equipment, as per site requirements. The agency shall be solely responsible for maintaining safe working conditions at the demolition site. No officer or field staff of DDA shall be held responsible for any accident, injury, loss or incident occurring at the site during execution of the demolition programme. 8. The agency shall be solely responsible for any damage caused to the building, adjoining properties, belongings of neighbours or any authorised portion of the building during execution of the demolition work. Any such damage shall be made good by the agency at its own cost, and the necessary recovery, wherever applicable, shall be made from the agency. |

Before commencement of demolition work, the agency shall inspect the structure, adjoining structures and surrounding area and shall submit a suitable demolition methodology/method statement, including the proposed sequence of demolition, wherever required by the Engineer-in-Charge. The demolition work shall be carried out strictly in accordance with the approved methodology and sequence. 10. The agency shall ensure, in coordination with the concerned authorities/DDA, that electrical, water, sewerage, gas and other utility connections, wherever applicable, are properly isolated/disconnected before commencement of demolition. No demolition activity shall be undertaken until the site is made safe in this regard. 11. The demolition area shall be properly barricaded and cordoned off before commencement of work. Adequate caution boards, warning signs and restricted-entry notices shall be displayed at suitable locations. Unauthorised persons shall not be permitted to enter the demolition zone. 12. Demolition shall be carried out systematically and in a controlled manner, generally from top to bottom and in accordance with the approved sequence, unless otherwise directed by the Engineer-in-Charge. No structural member shall be removed in such a manner as may endanger the stability of the remaining structure or adjoining structures. 13. Adequate measures shall be taken by the agency to protect adjoining buildings, roads, pathways, public property, utilities and other structures from damage due to falling debris, vibration, dust or any other activity connected with the demolition work. 14. The agency shall ensure that no uncontrolled collapse of the structure or any portion thereof takes place. Mechanical equipment, wherever used, shall be operated only by trained and competent personnel and strictly with due regard to the site conditions and safety requirements. 15. The agency shall take adequate measures for suppression and control of dust during demolition, handling, loading and transportation of debris. Water sprinkling or any other suitable dust-control measures shall be adopted as required. Burning of demolition debris or waste at site shall not be permitted. 16. All demolished material, debris, rubbish and waste generated during execution of the work shall be regularly removed from the site and disposed of at an authorised location in accordance with applicable rules and the directions of the Engineer-in-Charge. The demolition site shall be maintained in a clean and orderly condition throughout the execution of the work. 17. Any material identified as salvageable or belonging to DDA shall be carefully dismantled, segregated, stacked and handed over at the location as directed by the Engineer-in-Charge. No DDA-owned or salvageable material shall be removed from the site, sold, disposed of or otherwise dealt with by the agency without prior permission of the Engineer-in-Charge. 18. Where the demolition activity is adjacent to public roads, pathways or other areas accessible to the public, the agency shall make adequate arrangements for the safe movement of pedestrians and vehicles, including barricading, warning signs, safety lighting and deployment of necessary personnel, as required.
