| 1 | Design, Supply, Installation, Testing & Commissioning of Interoperable Signalling System for Lajpat Nagar – Saket G-Block Corridor (Line-11) of Delhi Metro Phase-IV MRTS Preamble (1) The Bill of Quantity (BOQ) shall be read in conjunction with Instructions to Tenderer (ITT), General condition of contract, Special Condition of contract, and Employer’s Requirements (General Specifications & Particular Specifications). 2) Bidder shall note that prices shall be quoted against each item in the Bill of Quantity (BOQ). The contract price i.e. ‘Tender Total Lumpsum Price’ shall be inclusive of all central/State/Local Taxes, GST, IGST on Reverse Charge Mechanism(RCM), tax under reverse charge mechanism, Custom duty, Duties, Levies, Cess and all other incidental charges required to fulfil the tender conditions including statutory deductions viz., TDS towards Income Tax/GST/Labour Cess and any other taxes etc. For further details , bidder is required to take note of Clause 34 of Special Condition of contract (SCC). The bidders are advised to quote the price inclusive of all central/state/local taxes (except GST), duties, levies, cess and all other incidental charges required to fulfil the tender conditions including statutory deduction viz., TDS towards Income Tax / GST/ Labour cess etc. after considering clause C2.4, C2.5 & C2.6 of ITT. The GST amount as per the applicable GST rate quoted will be added in the quoted Price to arrive at the total Contract price inclusive of GST. 3) Errors will be corrected by the employer for any arithmetic errors in computation or summation as per contract conditions. 4) Bidder shall note that total price mentioned in Bid Total of Appendix-A of Pricing Document and BOQ total price must be equal. In case of discrepancies, Lump-Sum Price stated in BOQ Sheet in Figures shall prevail. 5) The rates and prices to be quoted in the Pricing Document are for completed and finished items of work and complete in all respect. It will be deemed to include cost of all plants, labour, supervision, materials, transport, all temporary works, erection, maintenance, contractor’s profit and establishment/overheads, all general risks, insurance liabilities, compliance of labour laws and obligations set out or implied in the contracts. 6) In accordance with SCC clause 52(para no. 2), The bidder shall submit unpriced list of spares for maintenance of supplied system in the format as per Appendix-32 of FOT in Technical Bid and priced list for the same in the Price Bid. The Employer may, during a period of ten years from the date of taking over of the whole works, purchase as many spare parts as required by him, at the rates indicated in ‘Format as per Appendix-32 of FOT’ submitted with the price bid. However, due to any reason(s), if the bidder is not able to submit unpriced list of spares for maintenance of supplied system in the format as per Appendix-32 of FOT in Technical Bid and priced list for the same in the Price Bid, tenderer shall submit an undertaking as per Appendix 33 that the list of spares for Ten (10) years of system operation will be submitted within 180 days from the date of issue of Letter of Acceptance (LOA) (both days inclusive i.e. the date of submission of List of spares for 10 years of operation and the date of issue of LOA). The rates of these spares (Appendix-32 of FOT) will not be considered for Bid evaluation while assessing the L1 bidder. For detailed information Additional clause 1 of SCC 52(para 2) may be referred. The bidder shall also submit list of interoperable/interchangable spares/hardware list in accordance with SCC clause 52(para 1) and as per employer requirement- Particular specification. 7) Minor Deviation- Price of Minor Deviation if any shall be submitted in format as per Appendix-13 & 13A of FOT or Appendix-N of Price Bid. This price should neither be added nor subtracted in the offer of Bidder for evaluation. This shall be dealt with as per ITT clause C15. The number of man days of experts shall, however, not exceed 200 days. Payment for this Cost Centre will be made on man-days basis.
