32Terms & Condition of AMC of EI Work:Objective:-The guiding philosophy of this contract shall be “Public Interest”, and all activities shall be carried out accordingly. The objective of preventive and corrective maintenance is: • To prevent fire hazards due to electrical short circuits or faults • To ensure safety of occupants and the general public • To minimize electrical breakdowns and associated downtimeAny incident such as fire hazards, falling of ceiling fans/luminaries & suspended/pendent Electrical fittings, or similar occurrences due to lack of maintenance shall be viewed seriously, and the agency shall be held responsible.
33A. Scope of WorkThe scope includes routine, preventive, corrective and Breakdown maintenance of the entire electrical installation within the premises, including but not limited to: i. Distribution Substations including HT gear, Transformers (performing different safety and performance tests and overhauling of substation equipments as detailed under A.2. ii. LT distribution networks and panels including Power and control cables iii. Electrical wiring for all buildings (residential and non-residential) iv. Distribution Boards (DBs), LT panels, feeder pillars, AMF panels v. Switchboards, sockets, Computer Points, Fittings & Fixtures vi. Electrical Power outlets for air-conditioning systems, sound systems, PA systems, etc. vii. Compound lighting including high mast viii. All type of signboards e.g. Glow-sign, Metal Signage, LED signage ix. Electrical installations up to switchboards/panels for lift machine rooms & pump rooms x. Timers for AC, Air-Curtain & compound lighting (operation, configuration, repair/replacement where supplied departmentally) xi. Fire detection system resetting/switching off as and when directed by EIC / AE / JE xii. Lightning Conductor Installations including it’s Earthings xiii. Operation of DG sets
34A.1 General RequirementsThe agency shall: A.1.1 Materials & ConsumablesProvide all consumables required for maintenance, including: • Cotton waste, insulation tape, grease, battery water, fuse wires, CTC and other cleaning agents, Soaps etc. • Cable Tie, Split pin and Jam Nuts of Ceiling Fans in sufficient quantity, nuts/bolts, Ferrules & lugs and other minor accessories • All Logbooks and/ or Register as mentioned in this document. A.1.2 Tools & InstrumentsProvide and maintain calibrated tools and instruments, including: • Digital multimeter, Digital clamp on Ammeter, Megger (500V & 5000V) • Continuity Tester, Earth tester • Complete set of screwdrivers (flat, star, insulated) and Line Tester • Combination pliers& Long Nose Pliers, Wire stripper • Pipe wrench, Ring and open-end spanner set and Socket wrench set • Electric Drill machine, Double Test Lamp, Hackshaw & Hammer, Torch • Crimping tools upto 400 Sq.mm, Sockets of some common sizes • Insulated ladder etc.
35A.1.3 Safety & Equipment • Provide caution boards such as “Men on Line”, “Don’t Switch On”, etc. • Ensure all staff use proper uniforms • Follow all provisions of the Central Electricity Authority Safety Regulations (2023) and ensure any non-compliant installations are corrected immediately. • Adhere strictly to BIS Code 5216:1982 for electrical safety practices. • Keep electrical areas (substations, switch rooms, DG rooms, cable shafts) clean and free from storage or waste. • Store inflammable materials only in designated rooms built as per legal requirements. • Provide proper safety gear (gloves, earthing rods, belts, resuscitation equipment) to staff. • Maintain accessible first-aid boxes with standard supplies. • Before electrical work: disconnect power, display warning signs, secure fuses, and obtain a “Permit to Work.” Ensure high-tension lines are fully discharged and earthed. • After work: remove tools, ensure no personnel remain inside, restore normal connections, and officially close the permit before re-energizing. • In case of electrical accidents: immediately switch off power, safely remove the victim using non-conductive materials, move them to safety, and provide continuous artificial respiration.
36A.1.4 Uniform and Safety GearProvide at least two sets of uniforms and safety gear (helmet, Insulated hand gloves,Umbrella, raincoat, gumboots, etc.) to each staff member.The color end embossing should be as per direction of EIC. A.1.5 Surveillance SystemTo be installed at the Call Center or at any other location where sitting arrangement would be provided for agency deployed staffs, as per direction of EIC • Provide SIM-based, Standalone, IP surveillance camera (at least 2 MP) system with recording facility in Memory Card and should be capable of monitoring through multiple mobile phones, as decided by E.I.C. • Provide at least 2 Memory Card for the Camera each of capacity sufficient for holding at least 1 month footage. • Provide External Harddisk/ SSD for taking backup from Memory Card to ensure at least 1 year footage is available with the department. • Maintain and back up footage as required • Submit footage to AE at contract completion (precondition towards releasing Final Bill).N.B. - The Camera including accessories would be handed over to the agency after expiry of contract. A.1.6 Attendance & Monitoring • Provide biometric attendance system for agency deployed staffs • Maintain and monitor attendance records • Maintain Registers and logbooks A.1.7 SecurityEnsure watch and ward of all installations
37A.2 Preventive MaintenanceThe agency shall carry out the following: • Periodic Checking of all electrical installations as mentioned under A.i to A.xi • Setting/ Resetting of Relays and Meters of H.T./ L.T panel – Yearly once • Performing all relevant Electrical safety and Performance test e.g. BDV Test (for both Vegetable and Mineral Oil type), IR value of Transformer and submitting report – Yearly Once • Servicing and overhauling of complete HT & LT Panels • Tightening of termination screws of all electrical equipments and LT Panels, DBs etc – Bi-annually • Cleaning of installations at least once every three months • Cleaning and Housekeeping of substations, DG Room, panel rooms, Electrical shafts, etc. once in 3 months and ensuring that inflammable substances are not stored in them. • Cleaning of H.T. and L.T. switchgear contacts, Starter and Relay contacts using appropriate materials • Checking of Exhaust Fans, Ceiling fans (especially split pins and Jam Nut), Light Fittings and other hanging Electrical Items every 3 months to prevent unwanted falling of Ceiling Fans, failing which responsibility will be fixed up upon the agency.New Split Pins must be used once existing Split Pin is removed. • Conduct Earth Testing and Insulation Resistance Testing annually and submit Test Report • Measure electrical parameters (current, voltage, temperature) as follows: o Panels/transformers: Daily or as per direction of EIC / AE / JE o DBs: Weekly • Use thermal imaging for detecting abnormalities, submit reports with image and preserve indexed image. • Checking of all Lightning Conductor systems once a year – preferably before onset of Monsoon and submit report. • Operate lighting and electrical systems as per direction of A.E. to prevent unnecessary usage beyond working hours • DG set operation including checking of fuel level of DG Set, carrying & pouring of Fuel if necessary • Monthly test runs, as per direction of EIC / AE / JE and recording details in respective Log Book • Periodic Operation of Switch Gears, Starters etc. as per direction of AE • Maintain all required logbooks and registers keeping records of all aforementioned activities.
38A.3 Corrective / Breakdown MaintenanceThe agency shall: • Attend and rectify all electrical faults within the scope of work with absolute promptness. • Rectification of any abnormality noticed during Preventive maintenance. • Repair all types of light fittings and fixtures, all types of fans (excluding rewinding) • Replace defective Fans, Fittings & Fixtures and any other Electrical/ Electro-mechanical Items using department-supplied materialsincluding dismantling/ taking down and re-fixing of the same. • Replacement of materials either consumable or non-consumable such as fluorescent tubes, lamps, chokes, starters, holders, HRC fuse links, MCB's, isolators, switches, sockets, cable connections & terminations etc. • All minors repairs, adjustment of relays, timer etc. • Restore power supply in case of breakdowns using available or temporary arrangements, till completion of restoration work. • Maintain records of faults, repairs, and restoration time • Respond promptly to all complaints and instructions from EIC / AE / JE
39B. Manpower Requirements B.1 Personnel CategoriesThe agency shall deploy manpower as per following chart Sl. No. Category of Maintenance Personnel Mandatory Requirement 1. Electrical Supervisor Having SCC as mentioned in the NIT 2. Skilled Electrician Having Electrical/ Workman Permit i(b), ii, iii & iv issued by Directorate of Electricity, West Bengal, preferably ITI / Equivalent Certificate Holder. 3. Semi-Skilled Electrician Workman Permit i(b) and (ii) issued by Directorate of Electricity, West Bengal. 4. Un-skilled Personnel/ Helper Basic knowledge of Electrical works.
40B.2 General Conditions for Manpower • Personnel should have valid ID (Aadhar Card) and should fulfill Mandatory Requirement as shown in above chart. • Staff shall carry Photo identity cards at all times, issued by the agency. One copy of said card should be submitted to JE for record. • Suitable manpower should be deputed at the Call center provided by the agency, during the entire period under scope of maintenance, who will be responsible for recording maintenance/ breakdown calls from authorities as well as departmental officers in call register manually or in Software Database through PC, if any, and forward the calls to respective maintenance staffs (including AC,Lift and all type of utility), duly recorded in Soft/ Hard Register. He should also be responsible for maintaining liaison among Supervisor of the agency & maintenance staffs and departmental officers as well. • For DG Sets, Operator should be experienced and skilled, who will be responsible for Test Run of DG, manual operation of DG when and wherever required, maintenance of Log Book and all DG related jobs. B.3 SupervisionThe Electrical Supervisor shall: • Oversee all maintenance activities • Maintain, verify and authenticate logbooks by signing • Monitor staff attendance and performance
41C. Workforce ManagementThe agency shall • Submit mandatorily the list of staffs mentioning their Name, contact Mobile No., category, along with photo copy of Valid Workman Permit, proper identity and address proof valid Aadhaar Card. etc, attested by him, in writing to the concerned JE &AE before commencing the work and in case of mid-term replacement. • Not be permitted for frequent changing of Maintenance personnel, deputed at site. If changing of manpower is inevitable, such replacement should be informed to the A.E well in advance after depositing the I. Card of the outgoing Person. • Prepare a Duty Roster of the Maintenance Staffs at the end of preceding month or prior to commencement of work, as the case may be, or as directed from time to time. A copy of the said Duty Roster, duly signed by all staffs, should be submitted to the concerned JE and one copy should be available at the call center. • maintain shift wise attendance register at call center/ any other location as decided by The A.E, to record the attendance of the staffs on duty, besides digitally in Biometric Attendance system. • not depute any maintenance staff in more than one consecutive shifts. • Provide suitable replacement staff within one hour in case of absence of any Maintenance Staffs, with intimation to JE, failing which, the charges for that day will be deducted from the bill of the agency on pro-rata basis. • arrange adequate relief staff for weekly rest days and holidays at no extra cost. • provide one dedicated GPS activated smart phone to the call center for attending phone calls by attending call center attendant, on duty. The cost of the handset and running cost i.e. phone bills have to be borne by the agency. • Provide Mobile Nos. of authorized Supervisor and all the electricians deputed at worksite and such numbers should be intimated to the A.E. &J.E concerned, in writing. The telephone call should be responded without delay.
42D. Material Management. • Materials required as replacement during maintenance of electrical installations e.g. Lamps, SFUs, SPNDB, TPNDB, Wires, Cables etc. will be supplied by the Department for which requisition of Materials, signed by the Supervisor/ authorized representative of the agency, should be submitted to the concerned JE (Electrical) well in advance. • A separate material stock register should be maintained by the agency where entries related to Issue, Consumption & present stock position of Materials should be made. • Consumable and petty materials shall be supplied by Agency as mentioned in A 1.1 • The agency shall have to deposit Defective/ partly defective, dismantled materials such as fused lamps, defective condensers, starters, and timers, MCBs etc. to the concerned Section Office or any other locations within worksite premises by its own laborers / arrangements / tools and tackles as per the direction of the Assistant Engineer/ JE concerned. Fresh materials will be issued againstrespective defective materials. • No materials should be taken out of the maintenance site without the permission and necessary challan of the site-in-charge/JE. • Sufficient frequently used Tools & Tackles must be available at site.
43E. Operations & CoordinationThe agency shall • himself or his supervisor/ Engineer/ authorized representative shall Coordinate with WBSEDCL authority, as the case may be, during outages. • Operate interconnections and load management systems as required in consultation with concerned Junior Engineers & Assistant Engineer during such outage and as and when required. • Maintain communication with EIC / AE / JE at all times • Cooperate with other agencies working at site.
44F. Safety & ComplianceThe agency shall • Follow all electrical safety regulations and take required safety precautions while doing work on the equipments. • observe Local security rules including his staffs. • have proper & constant vigilance and check that, there is no sign of heating-up, burning smell, discoloration or sparking at any of BDBs, panel boards, rising main etc. due to overloading or loose termination. Care should be taken to check any highly unbalance in loading at any point. • Maintain vigilance for faults or hazards • Comply with labor laws • Minimum wages as per existing Labor Act should be paid to the Electrician(s) and Helper(s) and documentary evidence for the same should be submitted to the concerned JE/ AE.
45G. Liability & ResponsibilityThe agency shall be responsible for: • any damage in the installation due to negligence, mishandling or mal-operation by its staffs and shall be liable for rectification / replacement, as the case may be, of the damaged installation/ equipment within time frame to be fixed by concerned A.E. and at own cost, failing which the said rectification/ replacement of affected equipment/ installation would be executed by external agency and the cost thereof would be recovered from the bill/ Security Deposit. • conduct and behavior of the Staff engaged / appointed by him. In case any report or complaint of irregularities and/ or misbehaviors against any staff(s), he/ they should be withdrawn. The Department shall be within its right to forbid the entry of such staffs at the site. However, in normal cases, frequent change of Maintenance Staffs will not be allowed. • In case of any Accident and or physical illness of the staffs of the agency, while on duty, no claim will be entertained by this department and all responsibilities thereof should be shouldered by the agency only. • any loss due to theft / pilferage and/or damage to the Govt. property and when such incidence is, in the opinion of the EIC, caused due to negligence, carelessness or any fault on the part of the Contractor or his Workmen / employees engaged for the services. The contractor shall ensure that the character and antecedents of the personnel engaged by him are duly verified before such engagement. • In case of any accident during the operation and/or maintenance of the Electrical Installations, leading to injuries / damages to human beings / equipment, the agency will settle all claims and indemnify the department against any claims arising out of such accident, consequent damages to other system will however be not recoverable from the agency. • The liability of the agency, if any, under various laws is emphasized, in case the Department suffers in any manner due to non-compliance of any law on the part of the agency, the agency shall indemnify the Department in all respects.
46H. Documentation & Reporting • Building wise registers / log books (For Fans, DBs, UPSs, Timers, Daily Breakdown records, Sub Station Records, Power Monitoring Records, LPS test record, Call entry records, attendance register, shift wise manpower allocation duty roaster, DG Operation Logbook (containing Time of Start, Time of Stop, Current, Voltage, Frequency, Fuel level at the time of start and stop,Fuel issue and consumption record etc.), Fan register are to be maintained. Format of Logbooks/ Registers shall be provided by the Department. • all records in the Logbooks/ Registers must be entered in real time and signed by respective staffs (each record) authenticated by Supervisor/ Engineer and verified by JE / AE (periodically). • Bi-Annual/ Annual, as the case may be, Test Certificate of Electrical Installations, including LC, issued by Supervisor and authenticated by the agency must be submitted to EIC/AE/JE. Such Test certificates may also required to be submitted as and when required. • Footage of Surveillance Camera should be submitted to concerned JE and AE monthly, who will check the footage and acknowledgement of receipt should be obtained. • All data-filled Log-books shall be property of the Government. As such all the Logbooks should be handed over to concerned A.E. on the expiry of the contract
47I. Payment Terms • Cost towards providing and/or execution of all items, mentioned above under ‘Scope of Work” shall be borne by the Bidder at his own cost and responsibilities. No additional claim whatsoever shall be entertained in this regard. • Bills should be submitted quarterly with the certification of satisfactory performance of the concerned JE and AE. Photocopy of Logbook and Attendance Register should also accompany the Bill, if asked for by the EIC. • Bills should accompany Payment acquittance of staffs, along with system generated EPF and ESI Contribution statement of staffs, working at site, up to date of last accounting month and such Contribution amount must be at par with the prevailing Wages. • No claim of payment against any telephone bill (Voice and/or Data) towards usage of agency staff, Call Center Mobile, SIM used in Surveillance Camera will be entertained by this department. • Final Bill shall be drawn subject to: o Completion of annual activities eg. Annual Tests and submission of report e.g. Comprehensive Test reports of Transformers including IR value, BDV test report (if applicable), Reports on overhauling and maintenance of HT & LT Panel and all relevant Electrical Safety and Performance test reports as per applicable Standards and regulation etc. o Submission of surveillance footage during his entire period of contract.
48J. Penalties & Deductions • frequent absence and subsequent failure to provide reliever may attract penalty, the amount to be fixed up by EIC • If any kind of incapability & negligence are noticed in observing all the aforesaid terms & conditions causing inconveniences to public service, is subject to unilateral penalty, be it detected on the spot or thereafter (even after payment). This Department also reserves the right to deduct the cost from the bills of the contractor on pro-rate basis as determined by the Engineer –InCharge for any shortfall in observing above T&C. In that case, the above-said contract may be terminated without issuing any notice and Stringent & punishable action may be taken against the contractor. • The TIA reserves the right to terminate the contract in case of repeated failure to abide by the Terms and conditions and to comply scope of Work, without showing further reason.
49K. General Conditions • Agency shall indemnify the department against legal liabilities • Himself/ his Engineer visit the site / office once in a week and also as and when required. • No residential accommodation shall be provided by the Department. However, The space for sitting accommodation for the staffs of the agency inside worksite premises shall be provided. • Weekly site inspection by Agency and/or his Engineer are mandatory. • New or ongoing projects completed during contract period shall be included in scope • The contract may be terminated with One month prior notice.
50Terms & Condition of AMC of AC Machine:
51ObjectiveThe guiding philosophy of this contract shall be “Public Interest”, and all activities shall be carried out accordingly. The objective of Comprehensive preventive and corrective maintenance is: • To prevent fire hazards arising from RAC installations • To ensure safety of occupants and the general public • To minimize breakdowns and associated downtime and to ensure performance at desired efficiency.Any incident due to poor maintenance, especially fire hazards, shall be viewed seriously and the contractor shall be held fully responsible.
52A. Scope of WorkThe scope includes routine, preventive, corrective and Breakdown maintenance of the all Window, Split, Concealed Split, cassette, ductable, Tower & Package type AC machines, starting from Power supply point (Timer/Starter) to complete AC unit, within the premises, including but not limited to Supply, repair, and replacement of all spare parts and components.A.1 General Requirement 1.1 Spare Parts & Components and activities CoveredThe contract includes repair/replacement of: • Compressor • Blower motor / fan motor • Condenser & evaporator coils • P.C.B. and Power Supply Card, wherever applicable. • Copper tubing and piping • Capacitors (mandatory P2/S2 type, IEC 60252-1 compliant) • Relays, thermostats, contactors • Remotes • Air filters • Electrical wiring and controls related to A.C. machines • Sheet metal body parts • Nitrile Rubber Insulation of different sizes • Minor Duct repair including G.I. Sheet, Thermal and Acoustic Insulation, mason covering for outside ducts etc. • Refrigerant gas • Drain PumpAll replaced materials must be: • New and OEM approved quality • Approved by Engineer-in-Charge (EIC) prior to installation
53The agency shall: 1.2 Materials & ConsumablesProvide all consumables required for maintenance, including: • Cotton waste, insulation tape, Ferrules and lugs, Lubricants &grease, cleaning agents, Soapsetc. • Fasteners, nuts& bolts, Drain pipe fittings, Copper pipe insulation, Contact cleaner spray • Belts for AHU / ductable blowers, Refrigerant • All Logbooks and/ or Register as mentioned in this document.

551.4 Uniform and Safety Gear (Applicable only when dedicated manpower is included in BOQ)Ensure all staff use proper uniforms. Provide at least two sets of uniforms and safety gear (helmet, Umbrella, raincoat, gumboots, etc.) to each staff member. 56A.2 Preventive MaintenanceThe agency shall carry out the following preventive maintenance activities with minimum frequency indicated against each activity: A.2.1 Monthly Activities • Checking of Grill Temperature and Room Temperature • Measuring Supply Voltage and current drawn by the machine • Checking of Blower and Swing Motor, wherever applicable. • Checking of Thermostat for proper functioning • Cleaning of filters, coils, blowers • Checking refrigerant levels/ pressures and leakage of gas • Checking of all power and signal terminations • Checking wiring between indoor and outdoor units • Cleaning of cooling and condensing coils • Checking condition of Capacitor • Checking of Sound Level • Performance testing • Checking of any unwanted leakage current at the Indoor and outdoor units • Checking the set point of Air-condition machines and if any abnormal temperature setting is noticed, that should be reset and specifically be noted in the log book.
57A.2.2Half yearly Activities • Tightening electrical connectionsA.2.3Annual Activities • Thorough overhauling • Painting of sheet metal/ support/ wooden frame of RAC/SRC at siteA service report shall be submitted after each above activities, duly signed by the maintenance personnel and countersigned by the Agency/ Supervisor of the agency. Each and every activity and measurement value must also be entered in Log book in detail mentioning machine number, location, date & time.
58A.3 Corrective / Breakdown MaintenanceThe agency shall: • Attend and rectify all faults within the scope of work with absolute promptness. • Rectification of any abnormality noticed during Preventive maintenance. • Refrigerant gas charging as and when required • Insulation of refrigerant lines in case of damaged insulation • Repairing and replacement of air filter, cabinet knob cover, blower motor, condenser housing, cooling coil thermostat switch, running and or starting capacitors, overload relay, selector switch, base-tray, internal wiring of Air-condition units etc., which may be necessary as a result of wear & tear. • Replacement of the inter-connection wire between IDU & ODU to ensure that it should have no joint. • Respond promptly to all complaints and instructions from EIC / AE / JE
59A.4. Asset Identification, Tagging & RegisterA.4.1 Asset Tagging/ NumberingThe agency shall ensure that all AC machines covered under the contract are uniquely identified. • Each AC unit shall be assigned a unique, meaningful identification number (Asset ID) if not already available. • The Asset ID shall be: o Physically marked on the unit using durable, non-fading labels/plates o Clearly visible and permanently affixed • Existing numbering system (if any) shall be verified, standardized, and continued with approval of the Engineer-in-Charge (EIC)
60A.4.2 Preparation of Asset RegisterThe agency shall prepare and maintain a comprehensive Asset Register covering all RAC machines under AMC.The register shall include, but not be limited to, the following details: • Asset ID / Machine Number • Type of AC (e.g. Window / Split / Cassette / Ductable) • Capacity (TR / BTU) • Make & Model • Year of Manufacturing / Approximate Age • Serial No • Location (Building / Floor / Room) • Date of Installation (if available) • Condition of Machine • History of Major Repairs (if applicable)The register should be verified by the concerned JE, under his signature and available at site for inspection. A soft copy of register in Excel format shall also be prepared and submitted to concerned J.E.
61A.4.3 Updating of Asset RecordsIf an equipment register already exists, the agency shall : • Verify, correct, and update the register • Fill in missing details • Ensure consistency with actual site conditionsA.4.4Inclusion of New MachinesUpon expiry of Defect Liability period of a newly installed A.C. Machine, the said machine shall automatically come under scope of this contract without any extra cost (maximum 10% of A.C. machines under AMC at the time of commencement). In that case, such machine(s) should be: • Assigned a new unique Asset ID • Entered into the Asset Register (both Hard and Soft Copies)
62B. Manpower RequirementsB.1.1 General Conditions for Manpower • A.C. Technicians should be skilled enough to handle all types of Machines under contract preferably having Workman permit in requisite part, issued by Licensing Board, Directorate of Electricity and having minimum 3 years of Experience in this field. • Personnel should preferably be residents of India with valid ID (Aadhar Card). • Staff shall carry Photo identity cards at all times, issued by the agency. One copy of said card should be submitted to JE for record. • Suitable manpower, should be deputed at the Call center provided by the agency, during the entire period under scope of maintenance, who will be responsible for recording maintenance/ breakdown calls from authorities as well as departmental officers in call register manually He should also be responsible for maintaining liaison among Supervisor of the agency/ Agency & maintenance staffsand departmental officers as well [Applicable only when dedicated manpower is included in BOQ].
63B.1.2 Personnel CategoriesThe agency shall deploy manpower as per following chartSl. No. Category of Maintenance Personnel Mandatory Requirement 1. Supervisor Preferably ITI / Equivalent Certificate Holder. 2. A.C. Technician Having sufficient knowledge, Skill and experience in AirConditioning system 3. Un-skilled Personnel/ Helper Basic knowledge of AC works.
64B.1.3 SupervisionThe Supervisor shall: • Oversee all maintenance activities • Maintain, verify and authenticate logbooks by signing • Monitor staff attendance and performance
65C. Workforce ManagementC.1 If dedicated manpower is not provisioned in BOQThe agency shallC.1.i. Submit mandatorily the list of staffs mentioning their Name, contact Mobile No., category, along with photo copy of proper identity and address proof, valid Aadhaar Card. etc, attested by him, in writing to the concerned JE &AE before commencing thework.C.1.ii. Provide Mobile Nos. of authorized Supervisor and all the Technicians deputed at worksite and such numbers should be intimated to the A.E. &J.E concerned, in writing. The telephone call should be responded without delay.
66C.2 If dedicated manpower is provisioned in BOQ The agency shallC.2.i. Submit all documents as mentioned in C.1 aboveC.2.ii. Submit documents as mentioned in C.1.i in case of mid-term replacement.C.2.iii. Not be permitted for frequent changing of Maintenance personnel, deputed at site. If changing of manpower is inevitable, such replacement should be informed to the A.E well in advance after depositing the I.Card of the outgoing Person. C.2.iv. Prepare a Duty Roster of the Maintenance Staffs at the end of preceding month or prior to commencement of work, as the case may be, or as directed from time to time. A copy of the said Duty Roster, duly signed by all staffs, should be submitted to the concerned JE and one copy should be available at the call center.C.2.v. maintain shift wise attendance register at call center/ any other location as decided by The A.E, to record the attendance of the staffs on duty, besides digitally in Biometric Attendance system.C.2.vi. not depute any maintenance staff in more than one consecutive shifts.C.2.vii. Provide suitable replacement staff within one hour in case of absence of any Maintenance Staffs failing which, the charges for that day will be deducted from the bill of the agency on pro-rata basis.C.2.viii. arrange adequate relief staff for weekly rest days and holidays at no extra cost.C.2.ix. provide one dedicated GPS activated smart phone to the call center during entire time of day of Maintenance for attending phone calls by attending call center attendant, on duty. The cost of the handset and running cost i.e. phone bills have to be borne by the agency.
67D. Material Management • The agency shall have to maintain sufficient stock of spares and consumables, as mentioned in A.1.1 and A.1.2. The site should never hamper for the want of spares/ consumables under scope of supply of the agency. • No materials should be taken out of the maintenance site without the permission and necessary challan of the site-in-charge/JE. • Sufficient frequently used Tools & Tackles must be available at site.
68E. Operations & CoordinationThe agency shall • Maintain A.C. machines in such a manner that Grill temperature is maintained within 13℃ - 16℃ (wherever applicable). • Shall not leave any A.C. machine unattended and/ or unmaintained on the pretext of old age and/or present condition. • Maintain communication with EIC / AE / JE at all times • Cooperate with other agencies working at site.
69F. Safety & Compliancehe agency shall • Follow all electrical safety regulations and take required safety precautions while doing work on the equipments. • observe Local security rules including his staffs. • Maintain vigilance for faults or hazards • Comply with labor laws • Minimum wages as per existing Labor Act should be paid to the Technician(s) and Helper(s) and documentary evidence for the same should be submitted to the concerned JE/ AE. [Applicable only when dedicated manpower is included in BOQ]
70G. Liability & ResponsibilityThe agency shall be responsible for: • any loss or damage to any of the A.C. machines or it’s components due to negligence, mishandling or mal-operation by its staffs and shall be liable for rectification / replacement, as the case may be, of the damaged installation/ equipment within time frame to be fixed by concerned A.E. and at own cost, failing which the said rectification/ replacement of affected equipment/ installation would be executed by external agency and the cost thereof would be recovered from the bill/Security Deposit. • conduct and behavior of the Staff engaged / appointed by him. In case any report or complaint of irregularities and/ or misbehaviors against any staff(s), he/ they should be withdrawn. The Department shall be within its right to forbid the entry of such staffs at the site. However, in normal cases, frequent change of Maintenance Staffs will not be allowed. • In case of any Accident and or physical illness of the staffs of the agency, while on duty, no claim will be entertained by this department and all responsibilities thereof should be shouldered by the agency only. • any loss due to theft / pilferage and/or damage to the Govt. property and when such incidence is, in the opinion of the EIC, caused due to negligence, carelessness or any fault on the part of the Contractor or his Workmen / employees engaged for the services. The contractor shall ensure that the character and antecedents of the personnel engaged by him are duly verified before such engagement. • In case of any accident during the operation and/or maintenance of the Electrical Installations, leading to injuries / damages to human beings / equipment, the agency will settle all claims and indemnify the department against any claims arising out of such accident consequent damages to other system will however be not recoverable from the agency. • The liability of the agency, if any, under various laws is emphasized, in case the Department suffers in any manner due to non-compliance of any law on the part of the agency, the agency shall indemnify the Department in all respects.
71H. Documentation & Reporting • Building wise registers / log books are to be maintained separately for Preventive maintenance and Corrective Maintenance. Format of Logbooks/ Registers shall be provided by the Department. • all records in the Logbooks/ Registers must be entered in real time and signed by respective A.C. Technician (each record) authenticated by Supervisor/ Engineer and verified by JE / AE (periodically). The records should contain all activities performed in respect of Preventive Maintenance, Daily Breakdown records, Call entry records, Breakdown & Restoration details (date and time of breakdown, date and time of attending breakdown, date and time of restoration, probable cause of breakdown, details of spares repaired and/or replaced),Date and Time of Overhauling and Painting, Details of spares repaired and/or replace due to normal wear & tear etc., as per prescribe proforma. • Footage of Surveillance Camera should be submitted to concerned JE and AE monthly, who will check the footage and acknowledgement of receipt should be obtained. • All data-filled Log-books shall be property of the Government. As such all the Logbooks should be handed over to concerned A.E. on the expiry of the contract.
72I. Payment Terms • Cost towards providing and/or execution of all items, mentioned above shall be borne by the Bidder at his own cost and responsibilities. No additional claim whatsoever shall be entertained in this regard. • Bills should be submitted quarterly with the certification of satisfactory performance of the concerned JE and AE. Photocopy of Logbook/ Service Challans and Attendance Register should also accompany the Bill, if asked for by the EIC. • Bills should accompany Payment aquittance of staffs, along with system generated EPF and ESI Contribution statement of staffs, working at site, up to date of last accounting month and such Contribution amount must be at par with the prevailing Wages[Applicable only when dedicated manpower is included in BOQ]. • No claim of payment against any telephone bill (Voice and/or Data) towards usage of agency staff, Call Center Mobile, will be entertained by this department and shall be borne by the Agency. • Final Bill shall be drawn subject toCompletion of annual activities eg. Annual Tests and submission of report
73J. Penalties & Deductions • In case of breakdown of Air-condition machines the restoration will have to be done within 24 hours from the time of breakdown. If the machines is required to be removed/shifted to workshop and retained for more than 24 hours, ‘Loan machine’ have to be provided as replacement free of cost (applicable only for WAC & SAC). If ‘Loan machine’ is not provided timely by the agency a penal amount @ Rs 500/- (Rupees Five Hundred) only per day will be deducted from the Contractor’s bill till re-installation of Air-condition machine or as per the discretion of E.I.C. Every effort should be taken to stop Fire hazard. • frequent absence and subsequent failure to provide reliever may attract penalty, the amount to be fixed up by EIC • If any kind of incapability & negligence are noticed in observing all the aforesaid terms & conditions causing inconveniences to public service, is subject to unilateral penalty, be it detected on the spot or thereafter (even after payment). This Department also reserves the right to deduct the cost from the bills of the contractor on pro-rate basis as determined by the Engineer –InCharge for any shortfall in observing above T&C. In that case, the above-said contract may be terminated without issuing any notice and Stringent & punishable action may be taken against the contractor. • The TIA reserves the right to terminate the contract in case of repeated failure to abide by the Terms and conditions and to comply scope of Work, without showing further reason.
74K. General Conditions • Agency shall ensure minimum 98% Uptime per AC unit per quarter. • Agency shall indemnify the department against legal liabilities • Himself/ his Engineer visit the site / office once in a week and also as and when required. • No residential accommodation shall be provided by the Department. However, The space for sitting accommodation for the staffs of the agency inside worksite premises shall be provided. • Site inspection by Agency and/or his engineer weekly during summer and monthly during winter and is mandatory. • New or ongoing projects completed during contract period shall be included in scope • Transportation charges for carrying Air-condition machines spares from the site to workshop/ workshop to site or as required will not paid extra. • The contract may be terminated with One month prior notice.

Checking for proper condition of vacuum Indicator. 3.4. Checking of any Exhaust leakages. 3.5. Checking visually the exhaust smoke (Level/color). 3.6. Checking of Rain Caps.4. Cooling System 4.1. Checking and adjustment of belt tension - fan and water pump belt. 4.2. Checking of coolant concentration and top up if required at own cost. 4.3. Checking of radiator cap/Raw Water Strainer Where Provision is available. 4.4. Checking the condition of Hoses and Clamps. 4.5. Checking for the proper functioning of sensors and safety controls by checking the connections and terminals and visual inspection. 4.6. Any visible coolant leakages to be arrested - the hoses/clamps/any part are required/Repair by the Agency.

809. Control Panel: 9.1. Check if of all Terminals are secured 9.2. Check all the Meters in the panel for correctness. 9.3. Check for all indicating lamps, fuses, selector switches for proper functioning. 9.4. Check for neutral & body earthing connection.10. Service Engineers will check the health of the Alternator once in the period of the Contract where the following jobs will be carried out. 10.1. Checking of Insulation resistance of all windings of the Alternator. 10.2. Conducting a load trial at max. available load. 10.3. Bearing greasing. 10.4. Alignment checking between Engine & Alternator. 10.5. Check and calibrate the Controller with necessary software (wherever applicable). 10.6. Replacement of consumabile items (like air filter, oil filter, coolent, engine oil etc) (Except fuel) will be supplied by the agency agency own cost.
81B) TERMS AND CONDITIONS:-1. The rates for the maintenance of Electrical Installation should be quoted in figure and words inclusive of all taxes & duties.2. Service Engineer will visit D.G. Set site -for checking Engine 12 times in year commencing from the date of Service Contract. The visit of the Service Engineer will be at an interval of 30 days with a permissible variance of +/- 7 days from the date of previous visit and check Alternator 04 times in a year commencing from the date of Service Contract.3. During each visit Service Engineer shall inspect the said DG set and when due will supervise the maintenance of the engine as per the manufacturer's guideline.4. Carry out health check, including oil and vibration analysis, of the Engine once during the period of contract with special tools as needed to ascertain the health of the engine/DG set.5. service Engineer will be recored total spare parts list on lock book at the time of visit.6. the service engineer must be submit the service report at the time of servicing and counter signe by the Assistant Enginer/ Junior Engineer.7. Maintenance supervision, correction and replacement of peripheral parts of the DG set and tappet setting is in the scope of the contract. 8. Emergency visit will be adjusted against schedule visit mentioned in clause 2.
8211. The agency shall be provited all types of tools and takels at the time of DG set maintanance.12. The bill of maintenance charge may produce half yearly/ quarterly through concerned Junior Engineer, PWD (Electrical)and Asstt. Engineer, PWD (Electrical).13. In case of gross irregularity, the contract maybe terminated with 7(seven) days notice and no responsibility will be borne by this department to consider any loss for termination of contract.14. Contractor will have to maintain call book regularly mentioning the type of work executed and the log book to be produced with the bill and duly signed by the concerned Sub-Asstt. Engineer/ (El)/Assistant Engineer(El), PWD Electrical.failure in complance of any of the above mention terms, this department will have to right to deduct cost from the bills of agency on pro data basis to be determined by the accdepting authority/EIC15. The Agency shall have to discuss or inform if major failure or repairing have to be done with the Executive Engineer/Asstt. Engineer/Junior Engineer.
83Terms & Conditions (Lift Operation)
84ObjectiveThe guiding philosophy of this contract shall be “Public Interest”, and all activities shall be carried out accordingly. The basic objective of this contract is to ensure safe, reliable, and efficient operation of lifts, including prompt and effective rescue operations in case of lift entrapment or malfunction.
85A.1 Deployment of Lift AttendantsTwo categories of Lift Attendants shall be deployed depending on site requirements:A.1.1. Common Lift Attendant (Multiple Lift Monitoring): • One attendant may be assigned for 2–3 lifts located side-by-side. • The attendant shall be stationed outside the lift in a designated area. • Responsibilities include: o Monitoring lift movement and usage. o Responding to alarms, faults, or irregularities. o Rescue passengers when required. o Coordinating with Lift Maintenance Team, J.E./A.E. and Occupying authorities o Maintaining discipline and orderly use of lifts. o Operating Lift(s) at least once in each Shift Monitoring unusual sounds, jerks, or malfunctions.
86A.1.2. Dedicated Lift Operator (Inside Lift Car): • One attendant shall be positioned inside the lift car. • Responsible for: o Operating the lift manually where required. o Assisting passengers (especially elderly, disabled, or during peak hours). o Ensuring safe entry and exit of passengers. o Monitoring unusual sounds, jerks, or malfunctions. o Rescue passengers when required. o Coordinating with Lift Maintenance Team, J.E./A.E. and Occupying authoritiesA.1.3. Reliever Lift Operator (Inside Lift Car):Perform all activities as mentioned in A.1.2 as reliever of Dedicated Lift OperatorNote: The role of the Lift Attendant—whether as a monitoring attendant or lift operator(Liftman) —shall be decided by the Occupying Authority based on operational requirements.
87A.2 General Responsibilities • Ensure smooth and safe lift operations at all times. • Prevent overloading of lifts. • Maintain cleanliness and basic hygiene inside lift cars. • Report any technical fault immediately to Company’s Supervisor and concerned JE. • Mandatorily Participate in Refreshment Training organized by Department • Maintain a logbook of incidents, faults, and inspections as per proforma provided by the Department. • Check Functioning of ARD at the time of Maintenance by maintenance personnel and report to concerned JE in case ARD is found to be out of order/ malfunctioning. • Ensure free passage through all landing doors of the Lift and if any sorts of obstacles are noticed in front of any landing door, that should be brought into notice of the Co’s Supervisor and JE/AE.
88A.3 Rescue Operation (Critical Component)In case of lift breakdown or passenger entrapment, the following procedures shall be strictly followed:A.3.1 Immediate Response • Respond to alarm or emergency call immediately. • Establish communication with trapped passengers and reassure them. • Inform Company’s Supervisor and concerned JE/ AE and designated authority immediately. • Evacuate all passengers safely.A.3.2 Post-Rescue Actions • Record the incident in the logbook. • Report detailed incident to the concerned JE/AE. • Ensure lift is not restarted until certified safe by maintenance personnel.
89A.4 Response &Rescue Timelines (Critical Component) • Alarm Response : Within 1 minute • Rescue Initiation : within 2 minutes • Evacuation : At the earliest opportunityA.5 Emergency Preparedness • Attendants must be trained in: o Basic rescue procedures o Emergency communication o Passenger handling during distress • Mock drills should be conducted Quarterly in presence of AE/JE and OEM/ Maintenance agency.
90A.6 Cleaning & HousekeepingThe lift enclosure, Lift Machine Room & lift Pit to be kept neat & clean regularly by the operator as or any of company staff atno extra cost per direction of EIC. A Logbook should be maintained wherein details of such cleaning activities should be recorded as per proforma provided by the Department.A.7 Materials & ConsumablesThe agency shallProvide all consumables required for Lift operation & cleaning, including: • Duster, cleaning agents, Soaps etc. • All Logbooks and/ or Register as mentioned in this document.

93The register should be authenticated by concerned Assistant Engineer and ensure availability at site for inspection. 94B. Manpower RequirementsB.1.1 General Conditions for Manpower • Lift Attendants should possess Lift Attendants License issued by Licensing Board, Directorate of Electricity, Govt. of West Bengal • Personnel should preferably be residents of West Bengal with valid ID (Aadhar Card). • Staff shall carry Photo identity cards at all times, issued by the agency. One copy of said card should be submitted to JE for record. • All attendants must be physically fit, trained, and in proper uniform. • Lift Attendantsmust be trained in o Basic Rescue procedure o Emergency Communication o Fire safety training o Passenger handling during distress
95B.1.2SupervisionThe Supervisor shall: • Oversee all activities under scope of this contract. • Maintain, verify and authenticate logbooks by signing • Monitor staff attendance and performance • Keep constant Liaison with JE, AE and with occupying authorities, if required.
96C. Workforce ManagementThe agency shallC.1. Submit mandatorily the list of staffs mentioning their Name, contact Mobile No., category, along with photo copy of proper identity and address proof, valid Aadhaar Card. etc, attested by him, in writing to the concerned JE &AE before commencing the workand in case of mid-term replacement.C.2. Provide Mobile Nos. of authorized Supervisor and all the Attendants deputed at worksite and such numbers should be intimated to the A.E. &J.E concerned, in writing. The telephone call should be responded without delay.C.3. Not be permitted for frequent changing of Attendants, deputed at site. If changing of manpower is inevitable, such replacement should be informed to the A.E well in advance after depositing the I.Card of the outgoing Person.
97C.4. Prepare a Duty Roster of the Attendantsat the end of preceding month or prior to commencement of work, as the case may be, or as directed from time to time. A copy of the said Duty Roster, duly signed by all attendants, should be submitted to the concerned JE and one copy should be available at the call center.C.5. maintain shift wise attendance register at call center/ any other location as decided by The A.E, to record the attendance of the attendants on duty, besides digitally in Biometric Attendance system (wherever applicable).C.6. not depute any Attendant(s)in more than one consecutive shift.C.7. Provide suitable replacement attendant within one hour in case of absence of any attendant with intimation to concerned J.E./A.E. failing which, the charges for that day will be deducted from the bill of the agency on pro-rata basis.C.8. arrange adequate relief staff for weekly rest days and holidays, where necessary, at no extra cost.
98D. Safety & ComplianceThe agency shall • Follow all electrical safety regulations and take required safety precautions while doing work. • Obey Institutional security rules including his staffs. • Maintain vigilance for faults or hazards • Comply with labor laws • Minimum wages as per existing Labor Act should be paid to the Technician(s) and Helper(s) and documentary evidence for the same should be submitted to the concerned JE/ AE.This contract shall also comply with The West Bengal Lift, Escalator and Travelator Rules, 2022.
99E. Liability & ResponsibilityThe agency shall be responsible for: • Any loss or damage to the Lift or its accessories, caused due to improper and or careless handling or negligence of the Lift Attendant and any of staffs of agency, will be recovered from the Bill/Security Deposit of the Agency, as the case may be. • Conduct and behavior of the Staff engaged / appointed by him- In case any report or complaint of irregularities and/ or misbehaviors against any staff(s), he/ they should be withdrawn. The Department shall be within its right to forbid the entry of such staffs at the site. However, in normal cases, frequent change of Staff will not be allowed. • In case of any Accident and or physical illness of the staff of the agency, while on duty, no claim will be entertained by this department and all responsibilities thereof should be shouldered by the agency only.
100• any loss due to theft / pilferage and/or damage to the Govt. property and when such incidence is, in the opinion of the EIC, caused due to negligence, carelessness or any fault on the part of the Contractor or his Workmen / employees engaged for the services. The contractor shall ensure that the character and antecedents of the personnel engaged by him are duly verified before such engagement. • In case of any accident during the operation of the Lift, leading to injuries / damages to human beings / equipment, the agency will settle all claims and indemnify the department against any claims arising out of such accident, consequent damages to other system will however be not recoverable from the agency. • The liability of the agency, if any, under various laws is emphasized, in case the Department suffers in any manner due to non-compliance of any law on the part of the agency, the agency shall indemnify the Department in all respects.
101F. Documentation & Reporting • Daily operation logs - Building wise registers / log books are to be maintained separately. Format of Logbooks/ Registers shall be provided by the Department. • Incident & rescue reports – all abnormal activities in a Lift must also be recorded in the Logbook with date & time and Lift Maintenance agency should be informed accordingly. During preventive maintenance of the Lift by the concerned agency, the operator should inform the previous instances of abnormal functioning as noted in Logbook. • All housekeeping/ Cleaning activities of the Lift cage/ Machine room must also be recorded in Logbook. • all records in the Logbooks/ Registers must be entered in real time and signed by respective Lift attendant (each record) authenticated by Supervisorand verified by JE / AE (periodically). • All data-filled Log-books/Registers shall be property of the Government. As such all the Logbooks/ Registers should be handed over to concerned A.E. on the expiry of the contract.
102G. Payment Terms • Cost towards providing and/or execution of all items, mentioned above shall be borne by the agency at his own cost and responsibilities. No additional claim whatsoever shall be entertained in this regard. • Bills should be submitted quarterly with the certification of satisfactory performance of the concerned JE and AE. Photocopy of Logbook and Attendance Register should also accompany the Bill, if asked for by the EIC. • Bills should accompany Payment acquittance of staffs, along with system generated EPF and ESI Contribution statement of staffs, working at site, up to date of last accounting month and such Contribution amount must be at par with the prevailing Wages. • No claim of payment against any telephone bill (Voice and/or Data) towards usage of agency staff, will be entertained by this department and shall be borne by the Agency.
103H. Penalties & Deductions • Frequent absence and subsequent failure to provide reliever may attract penalty, the amount to be fixed up by EIC • If any kind of incapability & negligence are noticed in observing all the aforesaid terms & conditions causing inconveniences to public service, is subject to unilateral penalty, be it detected on the spot or thereafter (even after payment). This Department also reserves the right to deduct the cost from the bills of the contractor on pro-rate basis as determined by the Engineer –In-Charge for any shortfall in observing above T&C. In that case, the above-said contract may be terminated without issuing any notice and Stringent & punishable action may be taken against the contractor. • The TIA reserves the right to terminate the contract in case of repeated failure to abide by the Terms and conditions and to comply scope of Work, without showing further reason.
104I. General Conditions • Agency shall indemnify the department against legal liabilities • Himself/ his Supervisor visit the site / office once in a week and also as and when required. • No residential accommodation shall be provided by the Department. However, The space for sitting accommodation for the staffs of the agency inside worksite premises shall be provided. • The contract may be terminated with One month prior notice.
