The prefixed running charge for per km run of each vehicle excluding GST = 7.70 [Rate of fuel is to be taken on day before publication of NIT]. Average KM run of vehicle per litre of Diesel Consumption (KMPL for Light Vehicle) as 14 km per litre. Pre-fixed running charges per km = {(Rate of fuel per litre/Average KMPL) *1.1} General Notes: a) Bidders to note that the usage of services shall be monitored using GPS data. ONGC reserves the right to utilize the GPS data to verify monthly payment in addition to user certification. b) Bidders will have to quote Fixed daily hiring charges per Vehicle with zero Km run for 24 hrs duty in a day at Sl No. 1 along with GST rates and amount as applicable. RCM provisions of GST act, if applicable, shall apply for the subject services and the bidders shall provide to ONGC requisite documents/declarations/undertakings towards the same. However, the bidders are to submit their offers inclusive of applicable rate of GST. In case the GST is not quoted explicitly in the offer, the offer will be considered as inclusive of GST as per BEC clause C.2 c) The above per KM charges will be adjusted during currency of contract for escalation/de-escalation of Fuel prices after opening of Techno- Commercial bid @ 14 KMPL for Diesel on production of documentary proof from M/S IOC Ltd as per clause no. 11.0 of SCC. d) There will be no guaranteed billing under the contract. The estimated run of 6000 kms/ month is taken for the evaluation purpose only, which may increase or decrease depending upon the operational requirement. e) The services of the Vehicle shall be utilized for 24 hrs duty per day for which contractor shall provide drivers on the vehicle as per prevailing labour rules. f) Night halt charges shall be payable at the rate of Rs. 500/- (excluding GST) per night towards drivers’ incidental expenses; in case the vehicle is detained overnight for ONGC’s operational requirement at any station beyond the operational field of Mehsana Asset and no overtime charges shall be paid in such cases. However, in case the vehicle is detained due to barricade, stuck up or such other condition, night halt charges for subsequent night shall not be paid. h) Benefits of the Fair Wage Policy will be extended only to those contract labourers who were receiving benefits under the Fair Wage Policy through contractors on ONGC premises up to 28.07.2025. Refer clause 14.0 Fair Wage Policy for complete details.Any new contract labour deployed by contractors after this date will not be eligible for Fair Wage Policy benefits. However, they will be paid as per applicable minimum wage.Bidder to quote the rate in price format considering that all workers deployed are to be paid minimum wages as on date of techno commercial bid opening. Minimum wage rates for \\"construction or maintenance of roads or building operations, etc.\\" shall be taken as the base wage as per Ministry of Labour & Employment, as amended from time to time and category of Driver shall be considered as skilled and category of helper / cleaner shall be considered as unskilled. However, if contractor deployed a contract worker who is covered under Fair Wage Policy of ONGC (i.e. contract labourers who were receiving benefits under the Fair Wage Policy through contractors on ONGC premises up to 28.07.2025), additional fair wage component (35% of minimum wages per day x Actual duty days per month) per worker per month will be reimbursed subject to documentary evidence of payment of fair wage to the deployed worker. Consequent upon revision of rates of VDA/Minimum Wages by Govt. Notification or amendments in Labour Laws, coming into effect after submission of price bid or revised price bid, if any, and during the currency of the contract, the contractor shall be reimbursed by ONGC for additional expenditure due to such change, and also consequential change in all other component of fair wages (wherever applicable) only on the additional component. Such re-imbursement by ONGC shall be subject to production of documentary evidence by the contractor of making such payment to the contract labour and depositing with the statutory authorities wherever required, to the specification of ONGC and to the extent where such payment is directly attributed to change in VDA/Minimum wage and all social security benefits by Govt.
