(This BOQ template must not be modified/replaced by the bidder and the same should be uploaded after filling the relevant columns, else the bidder is liable to be rejected for this tender. Bidders are allowed to enter the Bidder Name and Values only )2. The bidder shall quote the Service Charge in Indian Rupees (₹) in the prescribed Financial Bid format at Sr. No. 1 of Annexure-A. The quoted Service Charge shall apply per Passenger Air-Ticket Booking, for both Domestic and International Air-Ticket Bookings.3. For the purpose of this Financial Bid, one \\"Passenger Air-Ticket Booking\\" shall mean a booking made for one passenger itinerary against one approved travel request, whether one-way or round-trip. The Service Charge shall be payable once per passenger booking, irrespective of the number of sectors or legs forming part of such itinerary.4. The bidder quoting the Lowest Service Charge under Sr. No. 1 of Annexure-A shall be ranked L1, subject to fulfillment of all other terms and conditions of the Tender.5. In the event of a tie between two or more technically qualified bidders quoting the same lowest Service Charge (including ₹0/-), such bidders shall be treated as tied L1 bidders. To break the tie and determine the final L1 bidder, ESG shall evaluate the discounts quoted at Sr. Nos. 2 and 3 of Annexure-A based on the historical booking value proportions of Domestic and International Air-Ticket Bookings, rounded to 25% Domestic and 75% International, using the following weighted formula:Weighted Discount Score (%) = (0.25 x D_domestic) + (0.75 x D_International) Where D_domestic is the flat percentage discount offered on Domestic Air Tickets (Sr. No. 2 of Annexure-A), and D_International is the flat percentage discount offered on International Air Tickets (Sr. No. 3 of Annexure-A).6. The tied bidder offering the Highest Weighted Discount Score (%) shall be ranked higher and declared as the successful L1 bidder. 7. The Service Charge quoted under Annexure-A shall remain firm and fixed for the entire Contract Period of three (3) years and shall apply to all Domestic and International Air-Ticket Bookings made by ESG, including those relating to the 57th, 58th and 59th IFFI and other travel requirements of ESG.8. The discounts quoted at Sr. Nos. 2 and 3 of Annexure-A shall remain firm and applicable throughout the Contract Period and shall be applied on the Base Fare of the respective Domestic and International Air Tickets, as specified in the Financial Bid.9. The actual number of bookings shall be as per the operational requirements of ESG and selection of the Bidder shall not constitute any commitment, guarantee, or minimum quantity of work/business to the selected bidder.10. The Service Charge quoted under Annexure-A shall be inclusive of all taxes and duties applicable to the Service Charge, including GST. The bidder shall not claim any additional or hidden booking, processing, transaction, convenience, handling, or similar charge, except those charges expressly permitted under the Tender Document.11. The rates quoted under Annexure-B shall not be considered for determining L1 and shall be payable only when the respective services are specifically availed by ESG during the Contract Period.12. For the purpose of this Tender, \\"Base Fare\\" shall mean the basic fare component of the air ticket as reflected in the fare break-up issued/generated by the concerned Airline or authorized reservation system, excluding GST, airport charges, statutory taxes, fees, levies, and other non-fare components.13. The 25% Domestic and 75% International weightages have been determined with reference to ESG's historical Domestic and International Air-Ticket booking expenditure/value and are intended to broadly reflect the relative financial significance of the two categories for ESG.14. The Financial Bid shall be quoted without any condition, qualification, assumption, escalation, or deviation. Negative Service Charge or negative Discount shall not be permitted. ESG reserves the right to seek clarification or justification for any abnormally low or high Service Charge; however, no change in the quoted rate shall be permitted.
