| 3 | The tenderers are advised to visit the site of work & its surroundings, with prior permission of Engineer-in-charge/authorised representative, to acquaint themselves about the location of work, accessibility to the site, level of sub-soil water, drainage facility for dewatering and any other matter relating to availability and carriage of construction materials, nature of work etc., and satisfy themself and then quote the rates accordingly. A Tenderer shall be deemed to have full knowledge of the site whether he inspects it or not and NO extra charges consequent on any misunderstanding or otherwise shall be allowed. |
| 4 | Tenderers shall visit the site of work, at their own cost. The request email for site visit shall be sent well in advance (preferably three working days before) for preparation of visitor pass, fixing suitable & mutually agreed date & time for site visit. The email ID for site visit is mentioned in tender documents. |
| 5 | Contractor is fully responsible for making payment of Minimum wages & Bonus to labourers, EPF & ESI to statutory Authorities timely and submission of challans and documentary proof to EIC for release of payment of Running Account / Final Bill. Otherwise, bill will not be forwarded by EIC to Accounts for payment. EIC should ensure that all necessary documents are submitted by Agency for release of payment. No Running Account / Final Bill shall be paid for the work till the applicable labour license, registration and challans with EPFO, ESIC and BOCW (Building and Other Construction Workers) Welfare Board, whatever applicable, are submitted by the Contractor to the Engineer-in-Charge.) |
| 6 | Contractor shall take a Contractor’s All Risk (CAR) Insurance Policy in respect of entire scope of work and a Janata insurance policy to cover the compensation claims arising out of Workmen's Compensation Act-1923. The Insurance policy shall be taken for entire period of contract and copy of the same shall be submitted to the Engineer-in-Charge before commencement of the work. The insurance policy shall be taken before commencement of the work and shall be renewed during the construction period till actual completion of work. The charges for issue & renewal of insurance policy shall be borne by Contractor. In event of failure of the Contractor to obtain Insurance Policy, Running Account Payments of the Contractor shall not be released till such time the same is obtained by the Contractor & submitted to the Engineer-in-Charge. In case, Insurance Policy has validity period not matching with contract period (either due to policy start date later than actual date of start of work or policy end date earlier than actual date of completion), then penalty for gap in period shall be levied at one and half times the rate of Insurance Policy premium including GST, to be computed on per day basis. All the workers engaged on the work shall required to be insured as per Government norms at the cost of contractor. |
| 7 | The Contractor shall submit with every Running Account / Final Bill, a certificate of employment/deployment of the Technical representative(s) as per Clause 36 (i) in Schedule 'F' of \\" Salient Governing Features of the Tender\\", after certifying by Engineer-in-Charge. | 13 | Regarding Classification of Earthwork, Rock with average Uniaxial Compressive Strength (UCS) > 10 N/mm2 Or Rock Quality Designation (RQD) > 25% Or Core Recovery Ratio (CRR) > 0.5, shall be considered as Hard Rock. Minimum One sample for every 50 cum or part thereof for hard rock quantity shall be tested (One sample consist of minimum 3 specimens). Further, the contractor shall carry out above test at his own cost and as directed by Engineer-in-Charge. |
| 14 | The Contractor shall follow the DAE safety rules strictly. All safety & security regulations shall be followed strictly as per specifications & conditions of contract. |
| 15 | The following Security regulations shall be followed strictly while movement of labourers/ workers/ contractor's personnel including transportation of the materials etc. i) The Workers, Engineers and Supervisors will be provided vigil passes (for entry into Premises) on submission of application forms in prescribed formats supported by documentary proof like Aadhar card, Voter ID card and Ration Card / Driving Licence / PAN card etc. Police Verification Certificate (PVC) is mandatory for Engineers and Supervisors (wherever desired by department). You are requested to obtain immediately Police Verification Certificate (PVC) of your regular staff deployed at site(s) in respect of works and submit the same along with necessary application to allow them to enter in premises to carry out the assigned work. ii) The Contractor shall obtain special permission for working on extended hours of working days including Saturday, Sunday and holidays etc. iii) Workers shall be escorted from the main gate of campus/premises upto the site by designated supervisors of the contractor and they are not allowed to roam around inside the premises. iv) Transport vehicles of the contractor are allowed to enter the premises for transportation of construction materials. Drivers must have valid driving license of Heavy Vehicle. v) The following Security regulations shall also be followed strictly while movement of labourers/ workers/ contractor's personnel etc. (a) The Contractor shall issue I-Cards to his workers deployed on regular basis. (b) The Supervisor of the contractor having photo pass can bring daily wage workers/ casual workers inside campus for work. He should prepare list of such workers in duplicate. The original copy shall be handed over to the representative of the Engineer-In-Charge at the gate and endorsement obtained on duplicate copy on daily basis. (c) The Contractor's personnel including daily wage workers shall be in uniform with proper identification for ease in identification of such persons at unauthorised places. (d) The daily wage workers/ casual workers employed by the contractor must wear florescence vis-a-vis wear without fail during their presence inside Campus/premises. The contractor shall provide a sleeveless Jacket to the workers in pattern, colour showing name of contractor with address and telephone number as approved by the Engineer-in-charge. All the workers must wear the same while on duty. (e) The Contractor's personnel shall follow all safety rules & security procedure that are in vogue and applicable during execution of work. Contractor shall verify the character and antecedents of the labourers employed, through local address proof issued by competent authorities such as Aadhar card, Voter ID card and ration card / driving license /electricity bills /telephone bill /gas connection document etc. The nationality of contract labourers also needs due verification. |
| 16 | Vehicular movement shall abide by the regulations imposed by the concerned authorities. The contractor shall abide by the security rules & regulations of the Department. The approach roads should be kept clean & free from obstruction for smooth functioning of existing traffic and damages caused, if any, to be made good without any extra cost to the department. Contractor may make provision for entry of vehicles by providing alternate road/ route for entry & exit during the construction work, if required, at his own cost without extra cost to the department. |
| 17 | While transporting materials from site and disposal of surplus materials, the spilled over materials/ earth/ debris etc. on the road should be got cleaned by the contractor after the day's work is over. |
| 18 | Royalty for excavation, transportation, filling of earthwork etc. including obtaining permission from Statutory authority, if any, shall be borne by the contractor. |
| 19 | Regarding disposal of Construction waste from site of work, the agency has to abide by the guidelines of Construction and Demolition (C&D) waste management plan as approved by BMC/Local Municipal Authority and any other regulations issued by Statutory authorities in the matter from time to time and Department is not responsible in any way in this regard. i) Contractor shall strictly follow the Statutory rules and regulations of the Construction and Demolition Debris Management Plan for project site. ii) Surplus Excavated materials and construction debris shall be disposed from construction site at approved disposal ground of BMC/Local Municipal Authority including cost of necessary Statutory charges, as applicable. iii) Contractor shall submit acknowledgement of challan for each trip for unloading of Construction and Demolition waste material as per the standard format. iv) Contractor shall be responsible and liable for penalty, if any, as prescribed by the Local Authority in case of non-fulfilment of the procedure laid down in the Construction and Demolition Debris Management Plan. v) Contractor shall submit irrevocable Bank Guarantee for the amount as insisted by BMC/Local Municipal Authority for the purpose of ensuing compliance of the Waste Management Plan/Debris Management Plan approved by the Local Municipal Corporation from time to time, till the grant /issuance of the Occupation Certificate and charges for same will be borne by Contractor. NOC from C&D Waste Management Department of BMC/Local Municipal Authority shall be submitted by the agency. |
| 20 | Agency should pay necessary charges to BMC/Local Municipal Authority to get done periodical pest control / anti-larva treatment / Insecticide treatment at Construction site. The charges for same will be borne by Contractor. |
| 21 | The Agency shall take care of existing services and other department properties while carrying out job. |
| 22 | Protection of work: The Contractor shall be responsible for the protection of the work during progress. He shall also provide and maintain any other temporary substitute and material for this purpose. He shall take all the necessary precautions to prevent damage to all the works till its handing over. |
| 23 | Since the work has to be carried out inside/ near occupied residential/office building, the work shall be executed with least disturbance to occupants of buildings. |
| 24 | No labour shall be permitted to stay inside campus/premises/site. |
| 25 | Suitable area near site of work shall be allocated to the contractor for storing construction materials, for site office etc. Optimum care shall be taken by the contractor to avoid disturbing the traffic and road around the building etc. The contractor shall have to maintain proper co-ordination with the fellow agencies working simultaneously in the vicinity of subject work in order to avoid delays in any of the works going on in and around the premises. |
| 26 | Guidelines for Air Pollution mitigation(i) The charges for the Air Pollution mitigation measures shall be borne by the contractor without any extra cost to the department.(ii) Contractor shall follow the directions for Dust and Pollution Control measures in construction as notified by MoEF&CC / MoHUA / CPWD / BMC or any other statutory authority.(iii) All precautionary measures for control of Air Pollution due to Building Construction Activity shall be taken as per Local Statutory/ Municipal Authority Air Pollution Mitigation Plan. (iv) Mandatory Form for Building Construction activity to control Air Pollution along with supporting documents and site photographs shall be submitted to concerened authority or uploaded on online portal. (v) Tarpaulin / Green cloth / Jute sheet to be mandatorily used to cover the floor where any construction activity is in progress. Further, regular cleaning of Tarpaulin / Jute sheet to be undertaken. (vi) Water sprinkling shall be continuously carried out so that the debris shall remain in wet condition.(vii) Vehicle tyre washing facility shall be provided at all exit points of construction sites.(viii) All vehicles carrying construction materials/waste/debris shall have valid PUC certificates and the same shall be produced as when asked for by competent authorities.(ix) Construction workers should mandatorily use PPE (Personal Protective Equipment) i.e. Mask, Goggles etc. |
| 27 | The contractor shall display proper information/cautionary signage boards at site for the safety of the workers and public in general in the surrounding areas. |
| 28 | Contractor has to provide sign board at site with detailed name of project, name of client, name with contact number of contractor and minimum wages category wise at entrance of project/site without any extra cost to the department. |
| 29 | All Soil investigation work must be carried out in conformity with latest relevant Indian Standard Codes for Classification & identification of soils (IS:1498), Subsurface investigations (IS:1892), Methods of test for soils (IS:2720), Guide for core drilling observations (IS:5313), Diamond core drilling for site investigations (IS:6926), Standard Penetration Test for soils (IS:2131), Dynamic Cone Penetration Test (IS:4968), Cyclic Plate Load Test (IS:5249), Laboratory determination of CBR (IS:2720-part 16), Unconfined Compressive Strength (UCS) of rock (IS:9143), Pile foundations (IS:2911, IS:14593, IRC:78), Raft foundations (IS:2950), determination of Bearing capacity of Shallow foundations (IS:6403) and various other standard specifications for Sampling, tests and recommendations. |
| 30 | Soil Investigation Agency shall ensure that all equipments / instruments are properly calibrated before commencement of work. Agency shall arrange calibration of instruments at approved lab in presence of department representative & test report shall be submitted to Engineer-in-charge. All necessary cost on account of same shall be borne by agency. |
| 31 | Scope of Geotechnical Investigation work shall definitely include but shall not be limited to the following: |
| 32 | Drilling of Bore holes below the existing ground level upto suitable depth as per drawing or as directed by Engineer-in-charge & collecting representative disturbed and undisturbed samples (using thin wall tube sampler in cohesive soil) at 1.5m intervals in depth or every change of strata, whichever is earlier and recording Standard Penetration Test results upto refusal. Boreholes shall be stabilized, whenever required, against caving of the sides and heaving of the bottom of the hole, especially where the hole is carried below the ground water level, by use of casing or by bentonite or other suitable methods. The rates quoted shall also include backfilling of Boreholes digged with 1:1 cement-bentonite grout as per directions of Engineer-in-charge to make the borehole site as per the original conditions and no extra will be paid for stabilization and backfilling of boreholes. |
| 33 | Frequency of Disturbed and Undisturbed soil samples shall be at every 1.5m and 3.0m interval respectively and at every identifiable change of stratum. All Samples shall be clearly labelled indicating date of sampling, bore hole or trial pit no., depth of sampling, etc. Also, arrow shall be marked pointing towards top surface of undisturbed soil sample. All Samples shall be suitably packed in sturdy good quality wooden boxes using sand, saw dust, etc. all around the samples before transporting to the laboratory for testing. Sampling tubes containing undisturbed samples shall not be exposed to direct sun and shall be kept in shade covered with wet gunny bags. Precaution shall be taken to ensure that there shall not be any change in moisture content of the soil samples. Each Rock core sample recovered in drilling shall be numbered serially with good quality enamel paint and arranged sequentially in core boxes from top downwards. Further, core boxes shall be conforming to IS:4078. All unused and excess soil / rock samples after testing shall be retained and properly stored by contractor for three months after the end of submission of the Final Geotechnical report and thereafter shall be handed over to department as directed by Engineer-in-charge. Detailed chronological record of drilling and sampling operations shall be maintained in the field log and should be submitted to department after completion of boring work at site. Field log should contain at least the following information: a) Reference information like borehole no., test no., location, datum, existing ground level, inclination of boring, etc. b) Sample type (Disturbed / Undisturbed), number, sampler dimension, depth at start and completion of sampling, length of sampling, core recovery ratio, RQD and complete visual description of each sample in \\"as retrieved state\\" c) Number of blows for each 150 mm penetration d) Depth at which casing required e) Ground water information f) Elevation at top and bottom of borehole and top of rock g) Date and time of all operations and delays with reasons h) Miscellaneous information to aid interpretation of subsurface conditions Final log shall be condensation of field log refined on basis of field and laboratory tests and it should present a clear, concise and accurate picture of subsurface conditions. |
| 34 | Carrying out Laboratory tests on samples collected to determine Engineering properties of Soil/ Rock as directed by the Engineer-in-charge. |
| 35 | Carrying out Chemical analysis on samples of Ground water and Soil to determine Chloride content, Sulphate content, pH value including assessing their effect on concrete and indicate corrective measures. The qualitative analysis shall clearly indicate the suitability of water for concreting as required by IS:456 and for human consumption. |
| 36 | Soil investigation agency shall give complete calculations showing the basis of the recommendations on field and laboratory tests. For all recommendations, formulas in Indian Standards shall be used or any established literature can be consulted. The criteria for determination of quality of acceptable rock / starta shall be clearly defined in manner which will assist the supervisory staff of the department at site during the progress of work. |
| 37 | Soil Investigation Agency shall study, analyse and comment on the possibility of liquefaction of soil at the site during earthquake along with supporting calculations. |
| 38 | Location of all boreholes and field tests, along with levels of the existing ground at such locations with reference to datum as specified by Engineer-in-charge shall be established by the contractor at his own cost. Making bench mark pillar(s), whatever required for the work, and maintaining them upto the completion of work shall be the responsibility of the contractor without any extra cost whatsoever. |
| 39 | Location, extent and depth of boreholes and field tests / areas indicated in drawing no. DCSEM / SDS / MUM / UGC-DAE-CSR / Geotech / 01 / 9905 is tentative only and subject to change that may be necessary during actual execution of work as directed by Engineer-in-charge. |

| 43 | The quoted rates shall be inclusive of Mobilisation of necessary equipments, instruments, tools, hoists, scaffolding, material, labour etc. to the project site including making access, cutting & filling etc., required for smooth execution and completion of geotechnical investigation. No extra amount will be paid for mobilisation of equipments, personnel, materials required for work including dismantling / removal / demobilisation of same after completion of all the field works, etc. Also, no extra charges will be paid for lead / lift, loading / unloading, handling / rehandling, stacking of materials etc. at site. |
| 44 | Contractor shall strictly abide by the local statutory regulations imposed by the Department / Police authorities regarding any equipment, operation, drainage, security, etc., wherever applicable. |
| 45 | The Contractor shall ensure the safety of all personnel involved in the execution of geotechnical investigation works. This includes, but is not limited to, the provision and enforcement of the use of appropriate personal protective equipment (PPE), such as safety shoes, gloves, safety helmets, high-visibility vests, safety goggles, hearing protection, and any other gear deemed necessary for specific site conditions. |

| 74 | Cyclic Plate Load Test :Cyclic Plate load test shall be conducted as per IS:5249 to obtain elastic rebound of plate corresponding to each intensity of loading, from which load intensity vs elastic rebound shall be plotted and coefficient of Elastic uniform compression shall be calculated. Also, determine the bearing capacity and load / settlement characteristics of soil / weathered rock at shallow depth by loading a plane and levelled steel plate kept at the desired depth and measuring the settlement under different loads upto 1000 kN/sqm as test pressure or until desired settlement takes place or till failure occurs, whichever is earlier.a) Specification of equipment and accessories required for conducting the test and their assembling shall conform to IS:1888 and Test procedure, field observations, reporting & analysis of results, etc. shall conform to IS:5249. b) Size of Test pit shall not be less than five times the plate size. Location of the Test pit and depth below existing ground level shall be as per drawing or as directed by Engineer-in-charge.
