Bidders are allowed to enter the Bidder Name and Values only )1. Bidder has to quote in plus (+) or (-) percentage of the estimated rates given in this tender. The band in this case is (+/-) 5%. Bidders quoting beyond this band will be summarily rejected. Bidders must ensure not to copy or paste figures/ text from other excel sheets/ cells in Price Bid/ BoQ, else the bid will be summarily rejected2. The quoted percentage applies to all the rates given in the schedule3. Transportation Charges in (Rs/MT or Rs/MT/KM) whichever is higher for the same volume of product transported shall be payable and applicable from the loading location. In other words Rs/MT/KM rate become applicable beyond the point where Rs/MT & Rs/MT/KM become equal.4. The rates finalized shall be valid for the entire period of the contract subject to escalation/ de-escalation as per formula given in Schedule A & B5. The estimated rates are inculsive of all taxes (except GST), loading/ unloading at both ends6. Bidder has to either opt for 5% GST and will not avail the input credit (RCM) (GST will be paid by IOC) (RCM - Reverse Charge Mechanism) or Bidder has to opt for 18% GST and avail the inpur credit FCM - (GST will be claimed by the transporter and claimed from IOC) FCM - Forward Charge Mechanism. IOC will be getting full input tax credit under this arrangement7. In case the bidder does not give any category decalration, they shall be re-evaluated and categorized as per RCM of 5% by IOCL, which will be binding on the bidder. In case of change in admissibility of Input Credit to IOCL during the contractual period, the finalized rate in the tender would be negotiated to such an extent that there will be no additonal financial outgo to the corporation in view of amendment in Input Tax Credit Provisions, i.e. FInalized rate + applicable GST - Input Credit = Revised Rate + applicable GST.
