9EFFLUENT TREATMENT PLANT (ETP)Design, Engineering, Procurement, Supply, Civil Construction, Fabrication, Erection, Installation, Testing, Commissioning of a fully functional Effluent Treatment Plant (ETP) of 300 KLD nominal design capacity at command hosiptal Chandimandir, Haryana. The Contractor shall be responsible for every element of the work from receipt of the Department's inputs to the regulatory-compliant, fully operational plant.A. DEPARTMENT'S INPUTS The Department shall furnish following inputs. (a) Site Plan: Approved site plan showing the physical boundaries of the area earmarked for the ETP, the inlet point (raw wastewater entry connection), and the outlet point (treated effluent discharge connection).(b) Nominal Design Flow: 300 KLD (Kilolitres per Day). The Contractor shall note that actual flow will vary seasonally and diurnally. The ETP shall be designed to remain fully functional and performance compliant at any flow between minimum flow (min 50%of nominal capacity) to the plant to peak flow (peak factor of 3)(c)Tentative Wastewater Characteristics: The Contractor shall conduct independent wastewater sampling and laboratory analysis and shall design the plant to treat the actual measured characteristics. However, a tentative wastewater characteristics for reference is provided in DBR.(d) Water Supply Take-off Point: Location and pipe size of the nearest departmental water supply connection available for plant use. Provision of water beyond this take-off point is the Contractor's responsibility.
10(e) Electrical Take-off Point: Location, voltage (415V, 3-phase, 50 Hz), and available capacity of the nearest departmental electrical supply point. Wiring, panels, earthing, and all electrical works from this take-off point onwards are the Contractor's full responsibility.B. INVESTIGATIONS & DESIGN to be done by the Contractor :-B-1. Site Investigation & Soil TestingThe Contractor shall carry out a complete geotechnical site investigation comprising a minimum of three (03) boreholes to a depth of not less than 6 metres or to hard strata, whichever is greater. A soil test report from a NABL-accredited laboratory shall be submitted. All foundation and civil designs shall be based on the actual soil bearing capacity and groundwater table data so determined. The Contractor bears full responsibility for foundation adequacyB-2. Independent Wastewater CharacterizationThe Contractor shall collect composite samples from various source points (eg Dialysis, Laundry, OT, Manhole etc, additional sample not mentioned but necessary for complete working design is deemed to be included) per day for one week. Samples shall be analysed by a NABL-accredited environmental laboratory for all parameters listed in DBR, any additional parameters the Contractor deems necessary for design. The Characterization Report shall be submitted to the Engineer-in-Charge. The Design shall be based on this actual data.
11B-3. Process Design & Technology SelectionThe Contractor shall prepare a complete Process Design based on the actual measured wastewater characteristics and the required treated effluent quality standards as given in DBR all as per guidelines of CPHEEO, CPCB, HSPCB, NGT and submit for the approval of Accepting Officer.B-4. Complete Engineering Design PackageThe Contractor shall prepare and submit a complete Engineering Design Package comprising following, as a minimum:(i) Process Design Calculations for all treatment units.(ii) Hydraulic Design: Complete hydraulic profile of the ETP from inlet to outlet under average daily flow (ADF), peak flow (peak factor of 3), and minimum flow (50% ADF) conditions. All pipe sizes, velocities, head losses, and free-board provisions to be shown on drawings. (iii) Structural Design: RCC design of all tanks and underground structures to IS 456:2000 and IS 3370:2009 (water-retaining structures). Foundation design based on actual soil data. All structural calculations and drawings to be included.(iv) Electrical Design: Load details, LT panels design, cables sizing, motor control center (MCC), earthing and lightning protection system, all in accordance with IE Rules 1956, IS 732, and IS 3043.(v) Instrumentation & Control Design: Instrument list, control philosophy, loop diagrams, and panel layout drawings.(vi) Drawings: Process Flow Diagram (PFD), Piping & Instrumentation Diagram (P&ID), Civil General Arrangement (GA) with all tank dimensions and invert levels, Electrical SLD, Instrument Location Diagram, Site layout with machinery positions -a minimum of 05 drawing Sets.
12(vii) Equipment Data Sheets: Technical data sheets for every major item of mechanical, electrical, and instrumentation equipment.(VIII) Design Report: A bound Design Report integrating all the above with executive summary, design basis, mass balance, and summary specificationsB-5. NIT / IIT Design Vetting — MandatoryThe complete Engineering Design Package (all processes, hydraulic, structural, civil, electrical, and instrumentation designs and drawings) including all calculations shall be vetted by NIT / IIT for further approval of Accepting Officer. The vetting shall be done in the capacity of institute. C. CONSTRUCTION & INSTALLATIONC-1. Civil WorksAll civil works including necessary earthwork, anti-termite treatment, RCC construction of the equalization tank (as per the approved design), all interconnecting channels, manholes, pipe trenches, and all civil finishing works up to and including the equalization tank.C-2. Mechanical & Process EquipmentSupply, install, align, and commissioning of all mechanical and process equipment as per the approved design including all piping, valves, fittings and accessories from process inlet to treated water outlet.C-3. Electrical WorksExternal Electrification Design and execute all LT electrical works from the MES designated take-off point including: LT power cabling, Motor Control Centre (MCC) with MCCB/MCB protection, Variable Frequency Drives (VFD) on all blowers permeate pumps, and feed pumps (mandatory for energy efficiency), sub-metering for each process area, earthing system per IS 3043, lightning protection per IS/IEC 62305 etc
13D. DESIGN PARAMETERS & PERFORMANCE GUARANTEED-1. Flow Range Design EnvelopeThe ETP shall be designed and shall operate in full compliance with all performance guarantees across the complete flow envelope as follows:(i) Minimum Sustained Flow (50% of nominal = 150 KLD): All processes must remain stable; treated effluent must remain within guaranteed limits.(ii) Average Design Flow (ADF = 100% nominal = 300 KLD): All treatment processes at rated design conditions.(iii) Peak Flow (peak factor of 3): The complete ETP including civil tanks, Mechanical Processess, pumps, blowers, and disinfection etc must be capable to handle peak factor of 3 for sustained periods (minimum 30 days) without capacity-related bypass, without any damage, and with full compliance with all the outlet standards.
