| 11 | Special Terms & Conditions (Lift Operation)Objective: The guiding philosophy of this contract shall be “Public Interest”, and all activities shall be carried out accordingly. The basic objective of this contract is to ensure safe, reliable, and efficient operation of lifts, including prompt and effective rescue operations in case of lift entrapment or malfunction. |
| 12 | Scope of Work:-A.1 Deployment of Lift Attendants Two categories of Lift Attendants shall be deployed depending on site requirements: A.1.1. Common Lift Attendant (Multiple Lift Monitoring): • One attendant may be assigned for 2–3 lifts located side-by-side. • The attendant shall be stationed outside the lift in a designated area.• Responsibilities include: o Monitoring lift movement and usage. o Responding to alarms, faults, or irregularities. o Rescue passengers when required. o Coordinating with Lift Maintenance Team, J.E./A.E. and Occupying authorities o Maintaining discipline and orderly use of lifts. o Operating Lift(s) at least once in each Shift Monitoring unusual sounds, jerks, or malfunctions. |
| 13 | A.1.2. Dedicated Lift Operator (Inside Lift Car): • One attendant shall be positioned inside the lift car. Responsible for: o Operating the lift manually where required. o Assisting passengers (especially elderly, disabled, or during peak hours). o Ensuring safe entry and exit of passengers. o Monitoring unusual sounds, jerks, or malfunctions. o Rescue passengers when required. o Coordinating with Lift Maintenance Team, J.E./A.E. and Occupying authorities A.1.3. Reliever Lift Operator (Inside Lift Car): Perform all activities as mentioned in A.1.2 as reliever of Dedicated Lift Operator Note: The role of the Lift Attendant—whether as a monitoring attendant or lift operator(Liftman) —shall be decided by the Occupying Authority based on operational requirements. |
| 14 | A.2 General Responsibilities • Ensure smooth and safe lift operations at all times. • Prevent overloading of lifts. • Maintain cleanliness and basic hygiene inside lift cars.• Report any technical fault immediately to Company’s Supervisor and concerned JE. • Mandatorily Participate in Refreshment Training organized by Department • Maintain a logbook of incidents, faults, and inspections as per proforma provided by the Department. • Check Functioning of ARD at the time of Maintenance by maintenance personnel and report to concerned JE in case ARD is found to be out of order/ malfunctioning. • Ensure free passage through all landing doors of the Lift and if any sorts of obstacles are noticed in front of any landing door, that should be brought into notice of the Co’s Supervisor and JE/AE. |
| 15 | A.3 Rescue Operation (Critical Component) In case of lift breakdown or passenger entrapment, the following procedures shall be strictly followed: A.3.1 Immediate Response • Respond to alarm or emergency call immediately. • Establish communication with trapped passengers and reassure them. • Inform Company’s Supervisor and concerned JE/ AE and designated authority immediately. • Evacuate all passengers safely. A.3.2 Post-Rescue Actions • Record the incident in the logbook. • Report detailed incident to the concerned JE/AE. • Ensure lift is not restarted until certified safe by maintenance personnel. A.4 Response &Rescue Timelines (Critical Component) • Alarm Response : Within 1 minute • Rescue Initiation : within 2 minutes • Evacuation : At the earliest opportunity . |

A.6 Cleaning & Housekeeping The lift enclosure, Lift Machine Room & lift Pit to be kept neat & clean regularly by the operator as or any of company staff at no extra cost per direction of EIC. A Logbook should be maintained wherein details of such cleaning activities should be recorded as per proforma provided by the Department. |

| 18 | A.6 Cleaning & Housekeeping The lift enclosure, Lift Machine Room & lift Pit to be kept neat & clean regularly by the operator as or any of company staff at no extra cost per direction of EIC. A.7 Materials & Consumables The agency shall Provide all consumables required for Lift operation & cleaning, including: • Duster, cleaning agents, Soaps etc. • All Logbooks and/ or Register as mentioned in this document. |
| 19 | A.7.1. Uniform and Safety Gear :- Ensure all staff use proper uniforms. Provide at least two sets of uniforms and safety gear (helmet, Umbrella, raincoat, gumboots, etc.) to each staff member. The color end embossing should be as per direction of EIC. A.7.2.Attendance & Monitoring • Provide biometric attendance system for agency deployed staffs (where deployment strength is Six per shift and above).• Maintain and monitor attendance records. • Maintain Registers and logbooks . |
| 20 | A.8 Asset Identification, Tagging & Register A.8.1 Preparation of Asset Register :-The agency shall prepare and maintain a comprehensive Lift Register covering all Lifts. The register shall include, but not be limited to, the following details: • Type of Lift (Passenger / Bed-cum-Passenger / Goods/ Car Lift) • Capacity (Floors Served, passenger carrying capacity) • Type (With Machine Room/ MRL, Central Opening / Telescopic /Collapsible Door) • Equipment No • Whether ARD is installed • Make • Date of Installation/ Approximate Age • Location (Building name) • History of Major Repairs (if applicable) The register should be authenticated by concerned Assistant Engineer and ensure availability at site for inspection. A soft copy of register in Excel format shall also be prepared and submitted to concern J.E.A.8.2 Updating of Asset Records :If a Lift Register already exists, the agency shall : • Verify, correct, and update the register • Fill in missing details • Ensure consistency with actual site conditions |
| 21 | B. Manpower Requirements B.1.1 General Conditions for Manpower • Lift Attendants should possess Lift Attendants License issued by Licensing Board, Directorate of Electricity, Govt. of West Bengal• Personnel should preferably be residents of West Bengal with valid ID (Aadhar Card). • Staff shall carry Photo identity cards at all times, issued by the agency. One copy of said card should be submitted to JE for record. • All attendants must be physically fit, trained, and in proper uniform. • Lift Attendants must be trained in o Basic Rescue procedure o Emergency Communication o Fire safety training o Passenger handling during distress. |
| 22 | B.1.2 Supervision The Supervisor shall: • Oversee all activities under scope of this contract. • Maintain, verify and authenticate logbooks by signing • Monitor staff attendance and performance • Keep constant Liaison with JE, AE and with occupying authorities, if required. |
| 23 | C. Workforce Management The agency shall C.1. Submit mandatorily the list of staffs mentioning their Name, contact Mobile No., category, along with photo copy of proper identity and address proof, valid Aadhaar Card. etc, attested by him, in writing to the concerned JE &AE before commencing the work and in case of midterm replacement. C.2. Provide Mobile Nos. of authorized Supervisor and all the Attendants deputed at worksite and such numbers should be intimated to the A.E. &J.E concerned, in writing. The telephone call should be responded without delay. C.3. Not be permitted for frequent changing of Attendants, deputed at site. If changing of manpower is inevitable, such replacement should be informed to the A.E well in advance after depositing the I.Card of the outgoing Person. |
| 24 | C.4. Prepare a Duty Roster of the attendants at the end of preceding month or prior to commencement of work, as the case may be, or as directed from time to time. A copy of the said Duty Roster, duly signed by all attendants, should be submitted to the concerned JE and one copy should be available at the call centre. C.5. maintain shift wise attendance register at call centre/ any other location as decided by The A.E, to record the attendance of the attendants on duty, besides digitally in Biometric Attendance system (wherever applicable). C.6. not depute any Attendant(s)in more than one consecutive shift. C.7. Provide suitable replacement attendant within one hour in case of absence of any attendant with intimation to concerned J.E./A.E. failing which, the charges for that day will be deducted from the bill of the agency on pro-rata basis. C.8. arrange adequate relief staff for weekly rest days and holidays, where necessary, at no extra cost. |
| 25 | D. Safety & Compliance The agency shall • Follow all electrical safety regulations and take required safety precautions while doing work. • Obey Institutional security rules including his staffs. • Maintain vigilance for faults or hazards • Comply with labor laws • Minimum wages as per existing Labor Act should be paid to the Technician(s) and Helper(s) and documentary evidence for the same should be submitted to the concerned JE/ AE. This contract shall also comply with The West Bengal Lift, Escalator and Revelatory Rules, 2022. |
| 26 | E. Liability & Responsibility The agency shall be responsible for: • Any loss or damage to the Lift or its accessories, caused due to improper and or careless handling or negligence of the Lift Attendant and any of staffs of agency, will be recovered from the Bill/Security Deposit of the Agency, as the case may be. • Conduct and behaviour of the Staff engaged / appointed by him- In case any report or complaint of irregularities and/ or misbehaviours against any staff(s), he/ they should be withdrawn. The Department shall be within its right to forbid the entry of such staffs at the site. However, in normal cases, frequent change of Staff will not be allowed. • In case of any Accident and or physical illness of the staff of the agency, while on duty, no claim will be entertained by this department and all responsibilities thereof should be shouldered by the agency only. |
| 27 | • any loss due to theft / pilferage and/or damage to the Govt. property and when such incidence is, in the opinion of the EIC, caused due to negligence, carelessness or any fault on the part of the Contractor or his Workmen / employees engaged for the services. The contractor shall ensure that the character and antecedents of the personnel engaged by him are duly verified before such engagement. • In case of any accident during the operation of the Lift, leading to injuries / damages to human beings / equipment, the agency will settle all claims and indemnify the department against any claims arising out of such accident, consequent damages to other system will however be not recoverable from the agency.• The liability of the agency, if any, under various laws is emphasized, in case the Department suffers in any manner due to non-compliance of any law on the part of the agency, the agency shall indemnify the Department in all respects. |
| 28 | F. Documentation & Reporting :- • Daily operation logs - Building wise registers / log books are to be maintained separately. Format of Logbooks/ Registers shall be provided by the Department. • Incident & rescue reports – all abnormal activities in a Lift must also be recorded in the Logbook with date & time and Lift Maintenance agency should be informed accordingly. During preventive maintenance of the Lift by the concerned agency, the operator should inform the previous instances of abnormal functioning as noted in Logbook. • All housekeeping/ Cleaning activities of the Lift cage/ Machine room must also be recorded in Logbook. • all records in the Logbooks/ Registers must be entered in real time and signed by respective Lift attendant (each record) authenticated by Supervisor and verified by JE / AE (periodically). • All data-filled Log-books/Registers shall be property of the Government. As such all the Logbooks/ Registers should be handed over to concerned A.E. on the expiry of the contract. |
| 29 | G. Payment Terms:-• Cost towards providing and/or execution of all items, mentioned above shall be borne by the agency at his own cost and responsibilities. No additional claim whatsoever shall be entertained in this regard. • Bills should be submitted quarterly with the certification of satisfactory performance of the concerned JE and AE. Photocopy of Logbook and Attendance Register should also accompany the Bill, if asked for by the EIC. • Bills should accompany Payment acquaintance of staffs, along with system generated EPF and ESI Contribution statement of staffs, working at site, up to date of last accounting month and such Contribution amount must be at par with the prevailing Wages. • No claim of payment against any telephone bill (Voice and/or Data) towards usage of agency staff, will be entertained by this department and shall be borne by the Agency. |
| 30 | H. Penalties & Deductions :-• Frequent absence and subsequent failure to provide reliever may attract penalty, the amount to be fixed up by EIC • If any kind of incapability & negligence are noticed in observing all the aforesaid terms & conditions causing inconveniences to public service, is subject to unilateral penalty, be it detected on the spot or thereafter (even after payment). This Department also reserves the right to deduct the cost from the bills of the contractor on pro-rate basis as determined by the Engineer –In Charge for any shortfall in observing above T&C. In that case, the above-said contract may be terminated without issuing any notice and Stringent & punishable action may be taken against the contractor. |
| 31 | • The TIA reserves the right to terminate the contract in case of repeated failure to abide by the Terms and conditions and to comply scope of Work, without showing further reason. I. General Conditions :-• Agency shall indemnify the department against legal liabilities • Himself/ his Supervisor visit the site / office once in a week and also as and when required. • No residential accommodation shall be provided by the Department. However, The space for sitting accommodation for the staffs of the agency inside worksite premises shall be provided. • The contract may be terminated with One month prior notice.
