Name of Work:- REPAIR TO RUNWAY SURFACE USING PME AND RUBBER AND MOSS REMOVAL AT INS HANSA UNDER GE (NW) VASCO
Sl. No. Item Description
1Removal of Rubber deposits on Runway surface using water blasting cum vacuuming system with suitable operating pressure so that the total rubber deposits/ materials are removed from runway both rigid and flexible surface by the method of water blasting cum vacuuming system with suitable water pressure water blasting technology without damaging to the existing surface.Total rubber deposits should be removed and the debris/ water to be vacuumed simultaneously leaving no FOD so that the runway is available for operation immediately. Friction test should be carried out before rubber removal and after rubber removel with application of emulsion of approved make all as specified and directed by Engineer in Charge.
2Note: (a) The surface of both concrete / bitumen (rigid/ flexible ) shall not get any kind of damage during the process of rubber removal nor to any adjoining areas, joint filling etc. Damages made if any, shall be made good by the contractor without any extra cost complete all as specified and as directed by Engr-in-Charge.(b) Work shall be carried out in phase manner as per availability of runways for maintanance.(c) The total rubber should be removed and debris/ water vacuumed simultaneously leaving no FOD so that the runway is available for operation immediately.(d) The machinary used shall be self-propelled, semi-trailer type system incorporating high pressure incorporating a high pressure water pump with a minimum water tank capacity of 22,700 liters, configured with an oscillation high pressure water spray bar. The operating pressure range shall be 350 kg/ cm2 and 700 kg/ cm2 strictly as per Para 8.3.1 of ICAO DOC 9137 Part 2. The technical specification of runway friction tester / Skidometer / Surface friction tester vehicle shall conform to para 5.7, 5.8 and 5.9 of DOC 9137 part 2 respectively
3(e) The rubber deposit debris should be in solid form when finally deposited(f)In any emergency condition the machine should exit from runway in less than two minutes without leaving any FOD.(g) Friction test should be carried out before and after rubber deposit removal operation.(h) After carrying out rubber removal operation on the runway, friction reading of the rubber removed segment should minimum 0.55µ runway friction testing vehicle or equivalent(j) The surface both concrete/ bitumen (rigid/ flexible) shall not get any kind of damages during during the process of rubber removal nor to any adjoining areas, joint filling etc. Damages made any shall be made good by the Contractor without any exta cost.(k) Observed productivity of high pressure water blasting during normal working condition indicates the rate of 278 sqm per hour per unit per cleaning, therefore one touch down zone would require appx 100 hrs per unit.
4(l) Pre Execution of Trial patch : Prior to full scale deployment of the machinery on the main runway, a trial patch shall be executed . This trial will test the operational efficiency of the equipment, verify that no structural damage occures to the pavement and allow for fine tuning/ modulation of operating pressure based on actual site observations. (m) The (µ) value for TDZ of both runways seperately along with overall runways, each shall be above 0.55 individually(n) Majority of the work to be carried out in night time accordingly bidder should arrange for illumination for execution of the work
5Material and Labour for cleaning the surface with wire brush , making the surface free from dust and apply of cold polymeric bitumen emulsion (PME), mopping of total cold liquid PME min 1.0 lit per sqm (undiluted) for two coats (intervel between two coats shall be 4 to 5 hrs), after diluting with 50 % water, each coat diluted in the ratio 1:1 (PME: WATER) and ensure uniform finish of runway complete all as per manufacurers instructions complete all as specified and directed by Engr-in-Charge
6Note: The tenderer shall take into consideration for the following points while quoting his rate for the item(a) No price adjustment shall be applicable if excess quantity of cold polymer bitumen emulsion PME is used under this item.(b) Work shall be carried out through authorized and qualified applicator of the manufacturer only.(c) Due care shall be taken for friction parameters during application of PME as per ICAO DOC 9137 Part 2 standard. For the value range of the coefficient of friction post application of Polymer modified Emulsion (PME) please ref to table No. 3.1 of ICAO DOC 9137 Part 2. (d) The work shall be carried out through authorized and qualified applicators of the manufacturer. The manufacturer of PME available in the market specifies exact mixing ratios of water and their respective compounds based on environmental criteria such as ambient temprature and the prescribed rate of application. These details are explicitly outlined in their technical data sheets. The bidder shall strictly conform to all such manufacturer criteria to achieve the optimum specified results.
7M&L for preparation of old black top surface by brushing with wire brushes for removing caked mud etc sweeping with brooms and finally fanning the cleaned surface with air blower to remove loose dirt etc. complete and apply cold polymer modified emulsion (PME) by using mechanical spraying of total cold liquid PME 1 ltr per sqm (undiluted) for two coats with mineral filler as recommended by manufacturer of PME (after diluting with water), each coat diluted in the ratio 1:1 (PME: WATER) and ensure uniform finish of applied flight strips complete all as per manufactcurer instructions all as specified and directed by Engr-in-Charge

9(c) Care shall be taken to fill gap/ cracks with 0.6 mm to 2.36 mm size coarse sand with mineral filler as per manufacturers instructions and quoated rate is deemed to included for repair of gap / cracks(d) A performance gurantee certificate for two years shall be submitted by the contractor to the GE on completion of the work specified.(e)No price adjustment shall be applicable if excess/ wastage quantity of bitumen emulsion than that mentioned above is used depending upon the surface to be treated.(f)Removel of dust/ FOD occured during cleaning shall be done as directed.
10Removel of conflict paint , markings on Apron & runway surface using water blasting cum vacuuming system with suitable operating pressure so that total paint removed from runway both (rigid & flexible) surfaces by the method of water blasting cum vacuuming system with suitable water pressure water blasting technology without damaging the existing surface using SH 5000 StripeHog machine or equivalent machine all as specified and as directed by Engr-in-Charge.
11Note: (a) The surface of both concrete / bitumen (rigid/ flexible ) shall not get any kind of damage during the process of paint removal nor to any adjoining areas, joint filling etc. Damages made if any, shall be made good by the contractor without any extra cost complete all as specified and as directed by Engr-in-Charge.(b) Work shall be carried out in phase manner as per availability of runways for maintanance.(c) Total paint should be removed and debris/ water acuumed simultaneously leaving no FOD so that the eunway is available for operation(d) The machinary used shall be self-propelled, semi-trailer type system incorporating high pressure incorporating a high pressure water pump with a minimum water tank capacity of 22,700 liters, configured with an oscillation high pressure water spray bar. The operating pressure range shall be 350 kg/ cm2 and 700 kg/ cm2 strictly as per Para 8.3.1 of ICAO DOC 9137 Part 2. 14Ruway friction coefficient measurement with car integrated friction testing machine like GFTE/ SARSYS @ 3 mter one run and 6 mtrs bothy (flexible and rigid) side of the entire runway centre line the other run. Friction testing should be done before rubber removal and after rubber removal as recommended by ICAO Airport service manual Doc 9137 part 2 Fourth edition 2002, Chapter 5 complete all specified and directed by Engr-in-Charge.
15Note: (a) Work will be carried out in phase manner as per availability of runways for maintenance. (b) In any emergency condition the machine should exit from the runway in less than two minutes without leaving FOD. (c) Friction should be carried out before and after rubber deposite removal operation. (d) After carrying out rubber removal operation on the runway, friction reading of the rubber removed segment the (µ) value for TDZ of both runways seperately alongwith overall runways, each shall be above 0.55 individually. (j) The surface of both concrete/ bitumen (rigid/flexible) shall not get any kind of damages during the process of Friction coefficient measurement nor to any adjoining areas, joint filling etc. Damages made if any, shall be made good by contractor without any extra cost.
16Removal of Moss/Algae deposits on Apron and Runway surface using water blasting cum vacuuming system with suitable operating pressure using suitable machinary complete all as specified and directed by Engineer in Charge.
17Note: (a) The surface of both concrete / bitumen (rigid/flexible) shall not get any kind of damages during the process of paint removal nor to any adjoining areas, joint filling etc. Damages made if any, shall be made good by the contractor without any extra cost complete all as specified and directed by Engineer-in-Charge. (b) Work will be carried out in phase manner as per availability of runways for maintenance. (c) Total moss/Algae should be removed and debris/water acuumed simultaneously leaving no FOD so that the runway is available for operation immediately.

(g) The work shall be commenced within 45 days of request by user and shall be completed within 60 days of intimation.
