Name of Work:- Shifting of Existing 1 MVA Transformer from NS Building to HRBC Substation Building including Servicing, Overhauling, Testing & Commissioning, Enhancement of LT Panel, LT Cabling, Earthing, Temporary DG Supply during Execution and Payment of CESC Load Extension Charges in connection with Renovation of HRBC Bhawan at Munshi Prem Chand Sarani, Kolkata – 700021 during the year 2026–2027.

1Supply and installation of L.T. cubical type fully compartmentalized distribution panel board, having rigid and self supporting structure fabricated with 14 SWG CRCA sheet with M.S. angle iron frame (main frame with 50 x 50 x 6 mm angle and each vertical compartment with 40 x 40 x 6 mm MS angle iron). The base of panel should be made with 75mm x 40mm x 4.4 mm M.S. channel. (Main LT Panel Board) [Manufacturer/Fabricator having Test Certificates from CPRI]. An Auto Cad Drawing of the panel has to approved by EIC before making of panel.

3Construction Details :- All incoming & outgoing switches are to be housed in respective compartments hinged and gasket doors at the front. All doors should have panel locking arrangement in such a fashion that it can not be on unless the feeder remains in off position. The rear panel should gasketed wire net guard for ventilation arrangement will be made of easy accessibility to each compartment by providing rear panel doors with locking system . The panel is to be properly gasketed to prevent the dust & vermin. All vertical bus bar chambers is to properly arrange and all electrical equipments are to be fixed by nuts and bolts on suitable Hylam board / porcelain insulators of adequate size and dimension. The outgoing feeder connection from respective switches are to be made at rear side of panel by means of busbar, copper multi core cables, to be terminated on bolted type terminals for cable connection or on bush insulators for bus bar connection. Each compartment will be providing with DMC/FRP board at back side.
4Incoming Arrangement :-i) 415 V, 1600A, 50 kA 4(four) pole electrically draw- out type A.C.B. with Microprocessor-based protection release. (Make – L & T, Cat no.- SL96075 or equivalent model of SIEMENS/ABB) ------3 nos.
5Bus bar Section :-500V, 2000 Amp capacity 99.9% – 99.5% electrolytic tinned 4 bar copper bus bar [size of flat- 3x 100 mm x 12 mm + 1x 100mm x 12 mm] mounted on non-hygroscopic porcelain insulator / hylam sheet having sufficient di-electric strength duly wrapped with colour PVC tapes (Red, yellow, blue & black) for phases & neutral identification - 1 set
6The busbar is to be rigidly supported on suitable non-hygroscopic insulating materials of robust ration to with stand electromechanical stress in the event of earth fault. All connection to bus to made by suitable nuts & bolts. The busbar is too wrapped with coloured PVC (Red, Yellow, Blue & Black) for colour identifications.

18Interconnection :-
19All interconnection between incoming main to Busbar are to be made with suitable size electrolytic tinned copper bars or equivalent flexible pvc insulated multistranded single core Cu cable and the same between busbar to all outgoing mains i.e., 630A, 400A, 320A, FP MCCB are to be made by 4 x 80mm x 5mm, 4 x 50mm x 5mm, 4 x 40mm x 5mm Cu bars respectively and also for metering arrangements are to be made by suitable size of Copper wire with proper socketing of the end of each wire leads.
20Earthing :-A separate continuous aluminum earth busbar of appropriate size is to be painted at the inside bottom of the panel and run across the full load of the panel board. All electrical equipment are to be properly earthed with suitable size G.I. wire.
21The complete panel board is to be spray painted after required surface treatment by 7 tanks process / sand blasting with 2 coat of red oxide primer & 2 coat of finished paint over dried or powder coating.
22Installation :-The complete panel board is to be installed on suitable brick padestal as directed by the E.I.C. All incoming/outgoing switches is to be properly lebeled on Acrylic sheet as per direction of EIC.

52Making necessary internal connection from Transformer winding temperature relay to VCB WT Relay and Power DB to VCB including making connection etc. complete by expert HT Personal including testing, commissioning etc.
53Supply & drawing 1.1 KV grade 2core 2.5 sq mm stranded armoured insulated copper control cable from power DB to HV panel, transformer's marshalling box.
54Hiring charges of 440V, 500kVA Three phase DG set with required cable of appropriate size to be supplied by the Contractor including 1 no. Electrician and 1 no. Operator per shift basis in each day to ensure supply of un-interrupted power at Court Building during execution of the job of Sub-station Augmentation and dismantling the same after completion of the work.The execution of the job for Sub-station Augmentation must be completed in all aspects within a maximum period of 02(Two) days considering shutdown period of 8(eight) hours in each day, otherwise for extra duration, hiring charges for 1 no. 500kVA DG sets incl. cost of fuel oil should be borne by the executing agency.
55Carrying charges of the afore-said DG set incl. all materials, fuel oil from workshop to site & storage and also back to workshop after completion of the said job & Cost of running Diesel cum Fuel consumption for operation of the above-said DG set during period of execution of the job of Sub-station Augmentation.
56Providing & Earthing of Generator Neutral & Body on hire basis with 50 mm dia GI Pipe 2.5 to 3 mtrs. Long and 6/8 SWG GI wire with galvanized nuts and bolts waster etc. below ground level on hire basis and dismantling the same after completion on the said job.
57Providing on hire basis incl. supply/drawing 1.1 KV grade 3.5/4 core 150 & 240sq.mm. PVC Copper cable.
58Providing on hire basis incl. installation of LT electrical panel with suitable size of bus-bar, Incoming & outgoing Main Switches, cables etc. as per existing/actual site/Hospital load requirement for connecting all the existing outgoing lines of the Hospital Building with hired DG set for feeding power and connecting through suitable size Change over Switch with DG sets including all inter connection by copper cable.

74Secure breakdown, typing down, and transport via flatbed trailer from the Origin site to the service centre. Includes all necessary transit insurance and permits.
75At service site removal of transformer enclosure panels to access the core and coils.
76Removal of accumulated dust, dirt and carbon soot using an industrial vacuum cleaner and low-pressure dry compressed air ( less than 2bar to avoid winding damage).
77Cleaning of 1000KVA Transformer cast resin surfaces, support blocks, and insulators using lint-free cloths moistened with an approved, fast-evaporating electronic cleaning solvent or isopropyl Alcohol(IPA).
78Deployment of external infrared (IR) heating lamps, space heaters, or a temporary hot-air blower system inside the enclouser.
79Windings will be heated gradully to a target temperature of 80 Degree© to 90Degree©. Temperature will be strictly monitored via thermal imaging and the Transformers internal RTDs to prevent overheating.(under Observation)
80Maintaing the stable temperature for 12 to 24 hours (depending on maoisture severity) to allow the moisture to evaporate completely.
81Mobilization of crane /Hydra and expert rigging crew to safely lift the off-condition unit from its Service centre to HRBC Bhawan.

83Erection / Installation of 6/0.415 KV 1000 KVA Power Transformer including carriage within a lead of 30 Mtr. by placing in position & fixing after levelling, fitting & checking up instruments & relay set. & instrument test of all instruments and obtain final approval from the Inspector of Directorate of Authority required for making Electrical Structure & commissioning complete .
84Visual Inspection and checking by HT Expert supervisor of existing ICOG panel for structural integrity, distortion, cracks in insulation, or signs of tracking and overheating.
85Throughly Serving and removal of all contaminated grease using safe dielectric solvents, through cleaning of the breaker truck framework of ICOG Panel. Apply fresh, manufacturer-specified high-temperature lubricant to all gears, linkages, Trip/Close latches, and pivot points.
86Checking the rack-in/rach-out aligment, emergency manual trip operations, and cradle safety interlocks.
87Making testing arrangement & submitting the test report for high voltage testing of specified voltage incl.checking & testing of all HT / LT equipmens (vector group, magnetizing balance, magnetizing current, Ratio Test, Routine tests etc) as per requirement of Directorate of Electricity and commissioning the installation after obtaining the approval of Directorate of Electricity.
88Carrying out High Voltage Pressure Test of the Transformer, H.T. VCB and H.T.cables seperately at required D.C. voltges (rectified A.C.) for ONE minute for the transformer,VCB, and also per phase of the cable with own tools and tackles as per standard safety measure and as per direction of EIC.
89Testing the overload and earth fault tripping coils of the H.T. ICOG Panel switch Board by Paimary/secondary injection RelayTesting Set incld. making necessary calibration for proper tripping according to full load current of the transformers incld. carrying the Relay Testing set to and from site with own tools and tackles as per standard safety measure and as per direction of EIC.
90Physically shifting the CT secendary connections to the desired ratio tap at the CT terminal Block/ VCB Panel. And then Updating the CT Ratio (CTR) parameters inside the nummerical protection relay. Must be recalculating and adjusting the Overcurrent and Earth fault pick-up currents based on the new ratio and load requirements.
91Cost of running Diesel cum Fuel consumption for operation of the above-said DG set during period of execution of the job of Sub-station Augmentation.
92Add. G.S.T.@ 18% on total value.
