2The site is situated at Navghar at Mulund, Mumbai.
3The tenderers are advised to visit the site of work & its surroundings, with prior permission of Engineer-in-charge/authorised representative, to acquaint themselves about the location of work, accessibility to the site, level of sub-soil water, drainage facility for dewatering and any other matter relating to availability and carriage of construction materials, nature of work etc., and satisfy themself and then quote the rates accordingly. A Tenderer shall be deemed to have full knowledge of the site whether he inspects it or not and NO extra charges consequent on any misunderstanding or otherwise shall be allowed.
4Tenderers shall visit the site of work, at their own cost. The request email for site visit shall be sent well in advance (preferably three working days before) for preparation of visitor pass, fixing suitable & mutually agreed date & time for site visit. The email ID for site visit is mentioned in tender documents.
5Contractor is fully responsible for making payment of Minimum wages & Bonus to labourers, EPF & ESI to statutory Authorities timely and submission of challans and documentary proof to EIC for release of payment of Running Account / Final Bill. Otherwise, bill will not be forwarded by EIC to Accounts for payment. EIC should ensure that all necessary documents are submitted by Agency for release of payment. No Running Account / Final Bill shall be paid for the work till the applicable labour license, registration and challans with EPFO, ESIC and BOCW (Building and Other Construction Workers) Welfare Board, whatever applicable, are submitted by the Contractor to the Engineer-in-Charge.)
6Contractor shall take a Contractor’s All Risk (CAR) Insurance Policy in respect of entire scope of work and a Janata insurance policy to cover the compensation claims arising out of Workmen's Compensation Act-1923. The Insurance policy shall be taken for entire period of contract and copy of the same shall be submitted to the Engineer-in-Charge before commencement of the work. The insurance policy shall be taken before commencement of the work and shall be renewed during the construction period till actual completion of work. The charges for issue & renewal of insurance policy shall be borne by Contractor. In event of failure of the Contractor to obtain Insurance Policy, Running Account Payments of the Contractor shall not be released till such time the same is obtained by the Contractor & submitted to the Engineer-in-Charge. In case, Insurance Policy has validity period not matching with contract period (either due to policy start date later than actual date of start of work or policy end date earlier than actual date of completion), then penalty for gap in period shall be levied at one and half times the rate of Insurance Policy premium including GST, to be computed on per day basis. All the workers engaged on the work shall required to be insured as per Government norms at the cost of contractor.
7The Contractor shall submit with every Running Account / Final Bill, a certificate of employment/deployment of the Technical representative(s) as per Clause 36 (i) in Schedule 'F' of \\" Salient Governing Features of the Tender\\", after certifying by Engineer-in-Charge. In the event of not fulfilling the above provisions of Clause 36(i), recovery shall be made from the contractor as per Schedule 'F'.
8Arrangement of Electricity : as per Schedule -BThe contractor shall arrange electricity, lighting etc. required for the construction work at his own cost. Necessary permission from Statutory Authority, if required, shall be obtained by the Contractor.
9Arrangement of Water : as per Schedule -BThe contractor shall arrange water required for the work at his own cost. Necessary permission from Statutory Authority, if required, shall be obtained by the Contractor.
10Obtaining permission as per Ground Water Regulation for dewatering, from Central Ground Water Authority (CGWA) / respective statutory authority: The Contractor shall obtain necessary permission from relevant statutory authority related to Ground Water Regulation for dewatering, maintaining & submitting respective data. The applicable necessary statutory charges, penalties (due to environmental compensation arising from unauthorized pumping, non-compliance etc.) shall be borne by Contractor, without any extra cost to department.
11The drawings issued for Tender purpose are preliminary and indicative only. The Working drawings as applicable shall be issued in phased manner at the time of execution. Nothing extra shall be entertained towards revision in drawings. Drawing shall not be taken outside campus/site/premises without Gate Pass issued by EIC.
12All the items of sub-structure include the cost of dewatering and shoring, wherever necessary, during the progress of work, till its completion without any extra cost to the Department.
13Regarding Classification of Earthwork, Rock with average Uniaxial Compressive Strength (UCS) > 10 N/mm2 Or Rock Quality Designation (RQD) > 25% Or Core Recovery Ratio (CRR) > 0.5, shall be considered as Hard Rock. Minimum One sample for every 50 cum or part thereof for hard rock quantity shall be tested (One sample consist of minimum 3 specimens). Further, the contractor shall carry out above test at his own cost and as directed by Engineer-in-Charge.
14The Schedule of Quantities include contingent works for other services (PHE, Electrical, Mechanical etc.) which shall be paid under relevant Civil items. Accordingly, the Contractor shall carry out all related works such as making cut outs, nitches, pipe sleeves, foundation pockets for embedded plate, bolts, parts etc. in concrete/ brick works as and when required by Engineer-in-charge without any extra cost to the Department.
15PPC/ Blended cement of recommended brand shall only be used for all masonry and finishing works unless noted otherwise. Only Fully treated dry, well graded sand conforming to IS 383 shall be used.
16Only Ready Mix Mortar of approved make shall be used. The ready mix mortar shall be manufactured by preferred manufacturers, using cement-sand in required proportion.
17The size and thickness of natural stones/ tiles mentioned for flooring dado, skirting etc. are approximate and subject to the availability in market during execution. If the required size and thickness is not available, the next higher size and thickness of tiles/ stones shall be used without any extra cost to the Department. The contractor may quote the rates accordingly.
18Quoted rate shall hold good for plain/ curved/ any other geometric shapes & sizes of all structural/ RCC members including formworks, masonry, flooring, doors & windows, plastering, painting etc. at all leads, levels, lifts and floors including scaffolding, bracing, multilevel staging etc., unless noted otherwise. Nothing extra shall be entertained towards wastages of materials, additional labours/ tools & plants etc. to achieve the required shapes & sizes etc.
19The Contractor shall follow the DAE safety rules strictly. All safety & security regulations shall be followed strictly as per specifications & conditions of contract.
20The following Security regulations shall be followed strictly while movement of labourers/ workers/ contractor's personnel including transportation of the materials etc. i) The Workers, Engineers and Supervisors will be provided vigil passes (for entry into Premises) on submission of application forms in prescribed formats supported by documentary proof like Aadhar card, Voter ID card and Ration Card / Driving Licence / PAN card etc. Police Verification Certificate (PVC) is mandatory for Engineers and Supervisors (wherever desired by department). You are requested to obtain immediately Police Verification Certificate (PVC) of your regular staff deployed at site(s) in respect of works and submit the same along with necessary application to allow them to enter in premises to carry out the assigned work. ii) The Contractor shall obtain special permission for working on extended hours of working days including Saturday, Sunday and holidays etc. iii) Workers shall be escorted from the main gate of campus/premises upto the site by designated supervisors of the contractor and they are not allowed to roam around inside the premises. iv) Transport vehicles of the contractor are allowed to enter the premises for transportation of construction materials. Drivers must have valid driving license of Heavy Vehicle. v) The following Security regulations shall also be followed strictly while movement of labourers/ workers/ contractor's personnel etc. (a) The Contractor shall issue I-Cards to his workers deployed on regular basis. (b) The Supervisor of the contractor having photo pass can bring daily wage workers/ casual workers inside campus for work. He should prepare list of such workers in duplicate. The original copy shall be handed over to the representative of the Engineer-In-Charge at the gate and endorsement obtained on duplicate copy on daily basis. (c) The Contractor's personnel including daily wage workers shall be in uniform with proper identification for ease in identification of such persons at unauthorised places. (d) The daily wage workers/ casual workers employed by the contractor must wear florescence vis-a-vis wear without fail during their presence inside Campus/premises. The contractor shall provide a sleeveless Jacket to the workers in pattern, colour showing name of contractor with address and telephone number as approved by the Engineer-in-charge. All the workers must wear the same while on duty. (e) The Contractor's personnel shall follow all safety rules & security procedure that are in vogue and applicable during execution of work. Contractor shall verify the character and antecedents of the labourers employed, through local address proof issued by competent authorities such as Aadhar card, Voter ID card and ration card / driving license /electricity bills /telephone bill /gas connection document etc. The nationality of contract labourers also needs due verification.
21Vehicular movement shall abide by the regulations imposed by the concerned authorities. The contractor shall abide by the security rules & regulations of the Department. The approach roads should be kept clean & free from obstruction for smooth functioning of existing traffic and damages caused, if any, to be made good without any extra cost to the department. Contractor may make provision for entry of vehicles by providing alternate road/ route for entry & exit during the construction work, if required, at his own cost without extra cost to the department.
22While transporting materials from site and disposal of surplus materials, the spilled over materials/ earth/ debris etc. on the road should be got cleaned by the contractor after the day's work is over.
23Royalty for excavation, transportation, filling of earthwork etc. including obtaining permission from Statutory authority, if any, shall be borne by the contractor.
24Regarding disposal of Construction waste from site of work, the agency has to abide by the guidelines of Construction and Demolition (C&D) waste management plan as approved by BMC/Local Municipal Authority and any other regulations issued by Statutory authorities in the matter from time to time and Department is not responsible in any way in this regard. i) Contractor shall strictly follow the Statutory rules and regulations of the Construction and Demolition Debris Management Plan for project site. ii) Surplus Excavated materials and construction debris shall be disposed from construction site at approved disposal ground of BMC/Local Municipal Authority including cost of necessary Statutory charges, as applicable. iii) Contractor shall submit acknowledgement of challan for each trip for unloading of Construction and Demolition waste material as per the standard format. iv) Contractor shall be responsible and liable for penalty, if any, as prescribed by the Local Authority in case of non-fulfilment of the procedure laid down in the Construction and Demolition Debris Management Plan. v) Contractor shall submit irrevocable Bank Guarantee for the amount as insisted by BMC/Local Municipal Authority for the purpose of ensuing compliance of the Waste Management Plan/Debris Management Plan approved by the Local Municipal Corporation from time to time, till the grant /issuance of the Occupation Certificate and charges for same will be borne by Contractor. NOC from C&D Waste Management Department of BMC/Local Municipal Authority shall be submitted by the agency.
25Agency should pay necessary charges to BMC/Local Municipal Authority to get done periodical pest control / anti-larva treatment / Insecticide treatment at Construction site. After the completion of work, necessary NOC shall be obtained from BMC /Local Municipal Authority and shall be submitted to Department. The charges for same will be borne by Contractor.
26The Agency shall take care of existing services and other department properties while carrying out job. All dismantling, demolishing and excavation work shall be done with most careful manner and with prior written approval of the Engineer-in-charge, without damaging the existing structures, services, finishes, etc. Agency shall take all precautions to cover all furniture, fixtures, glass and window panes to prevent damage. Damage, if any shall be repaired/replaced by agency at his own cost.
27Protection of work: The Contractor shall be responsible for the protection of the work during progress. He shall also provide and maintain any other temporary substitute and material for this purpose. He shall take all the necessary precautions to prevent damage to all the works till its handing over.
28Wherever old material/works are replaced with new one, quoted rate includes removing/dismantling the existing one and depositing the serviceable material at departmental store and disposing off debris outside the campus/ premises/ colony.
29Since the work has to be carried out inside/ near occupied residential/office building, the work shall be executed with least disturbance to occupants of buildings.
30Approved Samples of Materials: The Contractor shall submit samples of all materials to be incorporated in the work, without any extra cost to Department, at least 30 days before he places bulk order for the materials and shall obtain approval of samples in writing from the Engineer-In-charge.
31Shop drawings for Aluminium work, Structural steel, Stainless steel, Structural glazing, ACP cladding, etc. shall be submitted by Contractor for the approval of Engineer-in-Charge, at least 30 days in advance prior to taking of work.
32No labour shall be permitted to stay inside campus/premises/site.
33Suitable area near site of work shall be allocated to the contractor for storing construction materials, for site office etc. Optimum care shall be taken by the contractor to avoid disturbing the traffic and road around the building etc. The contractor shall have to maintain proper co-ordination with the fellow agencies working simultaneously in the vicinity of subject work in order to avoid delays in any of the works going on in and around the premises.
34Piling Work Agency: The financial and technical suitability of the proposed piling work agency will be assessed / verified by the department through inspection of the similar works carried out by proposed agency and verification of their credentials by technical evaluation committee of experts to be constituted by the department for this purpose. If the proposed agency is found suitable, necessary approval from the department shall be communicated for execution of piling work. No other agency shall be accepted after Pre Bid clarification.
35Guidelines for Air Pollution mitigation(i) The charges for the Air Pollution mitigation measures shall be borne by the contractor without any extra cost to the department.(ii) Contractor shall follow the directions for Dust and Pollution Control measures in construction as notified by MoEF&CC / MoHUA / CPWD / BMC or any other statutory authority.(iii) All precautionary measures for control of Air Pollution due to Building Construction Activity shall be taken as per Local Statutory/ Municipal Authority Air Pollution Mitigation Plan. (iv) Mandatory Form for Building Construction activity to control Air Pollution along with supporting documents and site photographs shall be submitted to concerened authority or uploaded on online portal.(v) Projects attracting Environmental Clearance shall carry out Third Party Ambient Air Monitoring every fortnightly from NABL / MoEF&CC laboratory. (vi) Construction projects shall mandatorily install sensor-based air quality monitor for measuring PM concentration (PM2.5 and PM10), relative humidity, temperature and display real time AQI data through LED display board (width 1220mm x height 915mm, screen resolution 320 x 192 pixel) at the construction site. Further, installation must be completed within 15 days of issue of Work order or commencement of work. The Contractor shall submit a certificate for completion of installation of air quality monitor and LED display board, after certifying by Engineer-In-charge, along with 1st RA bill for releasing the payment.(vii) The air quality data must be accessible at the site and made available for inspection by Local Municipal Authority/ Competent Authority.(viii) Construction layouts having area more than 01 (one) acre or Height more than 70m, shall have continuous dust or wind breaking tin / metal sheet erected of minimum height 35 feet around periphery of the construction project site and for construction site, less than 01 (one) acre, the tin / metal sheet height shall be 25 feet minimum.(ix) Tarpaulin / Green cloth / Jute sheet to be mandatorily used to cover the floor where any construction activity is in progress and two floors below it and also on scaffolding covering an entire area under demolition structure. Further, regular cleaning of Tarpaulin / Jute sheet to be undertaken. (x) Water sprinkling shall be continuously carried out so that the debris shall remain in wet condition.(xi) Contractor shall install CCTV cameras along the periphery of their construction work site to ensure that vehicles are plying after cleaning tyres and are not overloaded. Vehicle tyre washing facility shall be provided at all exit points of construction sites.(xii) All vehicles carrying construction materials/waste/debris shall have valid PUC certificates and the same shall be produced as when asked for by competent authorities.(xiii) Construction workers should mandatorily use PPE (Personal Protective Equipment) i.e. Mask, Goggles etc.
36The quoted rate shall be inclusive of providing and erecting temporary barricading of height as per above 'Guidelines for Air Pollution mitigation' (but minimum 10 feet height) using structural steel (MS Pipes or angle iron frame work etc.), covered with tin / GI sheets of approved colour & shade, Struts, MS Clamps, Bracing etc. and shall have wicket gate & material gate and including writing and painting of direction & instructions, providing glow lamps, reflective signs, marking, flags, caution tape etc. Prior written approval of Engineer-in-Charge of the sketch/ drawing showing details of barricading shall be obtained by the contractor. The barricading shall be provided and retained in position at site continuously during the execution of the entire work till its completion. Rate include its maintenance for damages, painting, all incidentals, labour, materials, equipments and works required to execute the job such as earth work, concrete, welding etc. After completion of work, Contractor shall remove and take away the barricading at his own cost with the prior approval of Engineer-In-Charge. The entire work shall be executed as per direction of Engineer-In-Charge. No work shall be allowed unless the barricading is completed to the satisfaction of the Engineer-in-Charge. The Contractor shall submit a certificate for completion of barricading along with 1st RA bill after certifying by Engineer-in-Charge for releasing the payment.
37The contractor shall display proper information/cautionary signage boards at site for the safety of the workers and public in general in the surrounding areas.
38Contractor has to provide sign board at site with detailed name of project, name of client, name with contact number of contractor and minimum wages category wise at entrance of project/site without any extra cost to the department.
39Guidelines for Scaffolding works - Quoted rates shall include all scaffolding works without any extra cost to the department.(i) Design of scaffolding for carrying out work shall be as per relevant IS Codes & specification. The contractor has to observe all safety procedure while working on heights as per IS: 3696 (Part-I) (Safety Code for Scaffolds). (ii) All working platform must be of minimum 600 mm wide, made of M.S pipe and must have guard rails as per specification. Further, Overhead protection should be provided on the scaffolds to protect workers on lower platform against falling objects from higher level.(iii) Necessary ladder shall be provided at required locations to enable Departmental Staff for supervision of works.(iv) Labours working on the scaffolding should be with safety belts, helmets, goggles and other safety gears.(v) Horizontal Safety Net : Nylon net with a mesh size of 25mm shall be provided at 4.0 meter height from the ground level around the buildings upto a distance of minimum 3.0 meter from the edge of the building on all sides to catch any falling objects.(vi) Vertical Safety Net: Green cloth net shall be provided to the full height of scaffolding / building and securely tied to protect falling material coming out during the progress of work.
40Maintaining L1 position During execution of the contract, if tender structure changes due to variation in quantities (i.e Work order quantities, Substituted items quantities including quantities within deviation limit specified in Clause 12 of Schedule ‘F’ in “Salient Governing Features of the Tender”), Contractor has to give suitable discount to remain in L1 position.
41The quoted rates shall be inclusive of wastage of labour & material, installation, testing, commissioning, transportation, loading, unloading, lifting etc. and also includes provision of all necessary manpower, tools, machinery, equipment, hoists etc. for carrying out the work in effective manner as per specifications and as directed by Engineer-In-Charge.
42The quoted rates shall be inclusive of all Taxes, GST, Cess, Levy, duty etc.
43Refer Prebid clarifications, minutes of meeting & corrigendum for revisions, if any, for updates. NIT No. :- DCSEM/CQD/QSA/TMC-Plot-5,16&17/26-27/NIT/05 dt.14.07.2026 GENERAL NOTES : PUBLIC HEALTH ENGINEERING WORKS Sr. No. Details / Description of Notes 1) Tenderers are advised to visit the site of work, acquaint themselves about the levels of sub soil water, drainage facility for dewatering, accessibility to site etc. and quote the rates accordingly. 2) All PH materials, water supply, sewer, sanitary wares & CP brass fittings & fixtures, etc., shall be of first quality with ISI mark (unless otherwise specified) and shall be of the make as per the latest approved list of manufacturers of DCSEM as well as shall be of make as per the latest approved list of materials of local Statutory body if required. They shall be got approved by the Engineer- in- charge before incorporating in the work. 3) All sanitaryware shall be provided from same brand. 4) All CP fittings / Fixtures shall be provided from same brand. 5) All the items of work which are to be carried out below the ground level involving earthwork excavation, the contractor shall bear the cost of Shoring / dewatering during the progress and till the completion of work. 6) The rate for the items such as sanitary wares, CP brass fittings, GI / CI / PE / PPR / CPVC / uPVC / SWR pipes which are to be fixed on the walls / dado, floors etc. includes the cost of fixing materials and matching colour cement required for reinstating the surface to the entire satisfaction of the EIC. 7) All the items include testing after completion of the Work. 8) In case of any item, in spite of its non - availability in the tender is required to be operated under a particular part of schedule of quantities, the same shall be paid under the similar / relevant item of any other part. 9) Concealed / underground GI pipe line is to be wrapped with Pypekote corrosion protection tape. 10) The excavated / transported materials shall be stacked at convenient places before spreading, filling & compacting at required locations. 11) Specification for Bricks shall be read as class designation 35. 12) Support pedestals at terrace will be paid under relevant civil item. 13) All thermoplastic piping at terrace after completion, testing and commissioning of work shall be painted with water-based distemper to avoid direct exposure to sunlight. No extra charges will be paid for the same. Contractor shall arrange all temporary material hoists / workmen hoists required for execution of the work during the entire construction period at no extra cost to the department.2. The scope shall include design, supply, erection, testing, commissioning, operation, maintenance and dismantling of temporary hoists complete in all respects as per site requirement and instructions of Engineer-in-Charge.3. Hoists shall be of adequate capacity and suitable for transportation of construction materials, labour, tools, equipment and related items for building height as applicable at site.4. The contractor shall provide all accessories including mast sections, supports, tie arrangements, guide rails, safety arrangements, limit switches, interlocks, braking system, power/control cabling, earthing and all associated components required for safe operation.5. All civil supports, anchoring arrangements, structural strengthening (if required), statutory approvals, inspections, operator deployment, maintenance, greasing, safety checks and consumables shall be in the contractor’s scope.6. Arrangement of electrical power supply from temporary construction DB to hoist panel including cabling, protection and earthing shall be carried out by the contractor.7. The hoists shall comply with all applicable safety standards, labour safety regulations and statutory requirements and shall be operated only after approval of Engineer-in-Charge / Safety Officer.8. The rates quoted in the BOQ shall be deemed to include all costs towards installation, operation, maintenance, shifting (if required), dismantling, transportation, manpower, T&P, scaffolding, taxes, duties and all incidental works required for satisfactory completion of work. 2) General Notes for Fire Lift:i) Walls enclosing lift shafts shall have two hours fire resistance.ii) The shafts shall have permanent vent equal 0.2 sq.mtr. clear area under the Lift Machine room.iii) Landing doors and lift car doors shall be of steel shuttered type with one hour fire resistance. No collapsible shutters shall be provided.iv) To enable fire services personnel to reach the upper floor with the minimum delay, one fire lift shall be provided and shall be available for the exclusive use of the firemen in an emergency and the directly accessible to every dwelling of each floor.v) The lift shall have a floor area of not less than 1.4 sq. mtrs. with a minimum dimension of 1.12 mtrs. It shall have loading capacity of not less than 545 k.g. (8 persons lift) with automatic closing doors.vi) There shall be an alternate electric supply of an adequate capacity apart from the normal electric supply the building and the cables run in a route safe from fire, i.e. within the lift shaft. In case of failure normal electric supply, it shall automatically trip over to alternate supply.vii) The operation of fire lift should be by a simple toggle or two button switch situated in glass-fronted box adjacent to the lift at the entrance level. When the switch is on, landing call points will become inoperative and the lift will be on car control only or on priority control device. When the switch is off, the lift will return to normal working. This lift can be used by the occupants in normal times.viii) The words ‘Fire lift’ shall be conspicuously displayed in florescent paint on the lift landing door at each floor level & Threshold of non combustible material shall be provided at the entrance of each landing door. 3) General Notes for Fire Evacuation Lift :a. Capacity of Fireman Evacuation Lift shall be of 1000 kgs. /15 persons and it shall be terminated on ground floor where facility of assembly or evacuation is available in case of emergency.b. Fire Evacuation Lift shall be housed in a separate core having smoke check lobby with opening on each floor and shall be connected with one of the staircases and required access to the staircase on each landing through fire resistance of two hours rating. The emergency operation switch shall also be provided in the ground floor lobby. f. The backup electric supply shall be through UPS for at least 30 min and it shall be supported online by another regular and alternate emergency supply.g. Two-way communication systems shall be provided in Fireman Evacuation Lift car as well as at every landing level including lobby at ground floor.h. All the electrical cable shall be fire retardant with low smoke hazard complying relevant BIS standards.i. Fire Evacuation Lift car shall be of made of non-combustible material including interior having minimum two hours resistance.j. Fire Evacuation Lift and the staircase attached to it shall be clearly marked mentioning FIRE ESCAPE LIFT/STAIRCASE at each landing door at each floor level.l. The smoke check lobby with evacuation lift shall have positive level difference of minimum 75 mm with respect to staircase landing or mid landing level to avoid ingress of water in fireman lift shaft. 350Meter Room Work:Supply, installation, testing and commissioning of complete meter room upgradation work comprising suitable capacity incoming main switch / switch-disconnector in CRCA/MS sheet steel, powder coated enclosure, for receiving supply from Distribution Company, connected to wall-mounted horizontal TPN meter room busbar running along meter room walls, complete with tinned copper busbars, insulators, removable bolted covers/lids, tap-off arrangement for individual energy meters,insulators and supports etc. , meter mounting cubicles made by PVC ducts, wiring from busbar chamber to meters and from meters to respective outgoing MCB boxes, cable dressing with FRLS wires, PVC/GI conduits/ducts, lugs, ferrules, glands, earthing, labelling, supports, hardware, danger plates, minor civil finishing, testing and commissioning, complete as per site requirement and as directed by Engineer-in-Charge.Note:1.) The busbar chamber shall be provided with removable bolted covers throughout its length for inspection, maintenance and future tapping, and shall be suitably supported on meter room walls.2.) The engine shall be 4 stroke and shall include flywheel to suit rigid coupling with guard, stainless steel bellow, air cleaner, fuel pump, electronic variable speed governor complete with all accessories fuel filter, lub oil filter & pump, dynamo, Lead acid type battery of capacity as suggested by manufacturer, battery stand, battery cable, engine controller along with fuel tank hand pump and complete as required comprising of switch with key, 990 ltrs. day oil tank (as per Item No. 2.0 of this Section), fuel piping from day tank to DG Set, residential silencer etc. as required. The alternator shall be separately excited PMG / AREP principle, self-regulated and continuously rated as below suitable for 3 phase 415 volts 50 cycles, 0.8 pf,4 wire system suitable for operation at 50 degree C ambient , accordingly derating shall be considered and shall be provided with brushless excitation unit, Alternator insulation shall be class 'H' suitable to withstand tropical conditions and shall generally comply with BS 5000 and IS 4722 and suitable for working on Synchronisation Panels complete with Droop CT's etc. as required. The overload capacity shall not be less than 110% of rated capacity for 1 hour in every 12 hours.
355The terminal box shall be suitable for termination of 2 nos of 3.5Cx 300sqmm Aluminium armoured cables The DG set shall be mounted on a fabricated rigid common base frame with resilient anti-vibration mountings to provide 70% vibration isolation or better. The DG set shall include all accessories, fittings and instrument complete as per specifications and as required. The entire D.G. Set shall be housed in Sound & Weatherproof acoustic enclosure, suitable for indoor duty, as per Central Pollution Control Board latest norms and as per details given in Technical Specifications. An additional hot air duct shall be provided on the top of enclosure at radiator end for directional dissipation of radiator exhaust outside DG room. The scope includes obtaining approval of erection of D.G. Sets from latest CPCB/ PWD / State Government & other statutory bodies as applicable.
356Rates for above activities, shall be inclusive of :a) Preparation of layout drawings, follow up of necessary applications , liason with all Govt. bodies for approvals etc. The Payment towards fees/registration charges shall be made by DCSEM/DAE and receipt shall got prepared in the favour of authorities making payments.b) Testing of assembled DG set at factory works & at site. The pump shall have C.I casing, Stainless Steel Shaft, Standard Fittings, Bronze/SS Impeller and factory fitted with manufacturer's recommended metallic coupling along with coupling guard and SS mechanical seal and anti vibration sheet. Motor shall be of IE-3 efficiency, TEFC, Squirrel Cage Induction type suitably rated, with synchronous speed not exceeding 3000 rpm, it’s electrical insulation shall be of Class-F and ingress protection rating shall be IP-55 and motor shall operate at 415 v +/- 10%, 50 Hz +/- 3%, 3 phase AC supply. The motor along with the pump shall be supplied by the pump manufacturer in assembled and balanced condition. The Pumpset shall be with MS common base frame and the pumpset along with the common base frame shall be of red colour only. The pumpset shall be installed on a suitable reinforced cement concrete foundation, which shall be sized as per the Departments's recommendation and approved drawing. All works shall be as per the tender documents, approved drawings and the instructions of Engineer In Charge.

Motor shall be of IE-3 efficiency, TEFC, Squirrel Cage Induction type suitably rated, with synchronous speed not exceeding 3000 rpm, it’s electrical insulation shall be of Class-F and ingress protection rating shall be IP-55 and motor shall operate at 415 v +/- 10%, 50 Hz +/- 3%, 3 phase AC supply. The motor along with the pump shall be supplied by the pump manufacturer in assembled and balanced condition. CRCA sheets with proper MS frame supports, Diesel tank level gauge with valve, and heavy class GI fuel supply pipe laid between tank and engine, exhaust piping facricated using 100 NB M.S Seamless class pipe with 50mm thick glass insulation and 1 mm thick aluminium cladding over it, including supply of bends and metallic expansion bellow upto the building terrace or as per instructions the of Engineer-In-charge.
398The pump and diesel engine shall be supplied by the pump manufacturer in assembled and balanced condition. The Pumpset shall be with MS common base frame and the pumpset along with the common base frame shall be of red colour only. The pumpset shall be installed on a suitable reinforced cement concrete foundation, which shall be sized as per the Departments's recommendation and approved drawing. Supply of the required first charge of lubricants, fuel, distilled water for battery and other consumables related to diesel engine shall be included in this item's rate. The pump offered shall be of fire fighting duty and its characteristics shall be as per TAC and also as per IS 12469-1988 or its latest edition. The entire job shall be carried out as per relevant standards, specifications and drawings, site conditions and as per instructions of Engineer In Charge. 451M.S Fabrication: Supply and fabrication of mild steel (MS) supports for above-ground firefighting pipes, including those installed on the outside walls of the building and MS seamless pipes in the pump room, with all works following the tender documents, approved drawings, and instructions from the Engineer In Charge (EIC); the item rate includes SS screw anchor fasteners (for installing supports on outside walls), plastic screw plugs, GI anchor fasteners (for installing supports on the pump room's floor), GI U-clamps, and GI nuts & 2 mm Thk. G.I washers & 2 mm Thk. washers, and no separate payment shall be made for the same. For pipes on outside building walls, supports shall be fabricated from 50 mm x 50 mm x 6 mm MS angles shaped as an 'L'(agency shall submit design and drawings of supports for approval of EIC before fabrication), these supports shall be mounted on walls using 3 nos. of M10 size SS screw anchor fasteners and plastic screw plugs of at least 100 mm length and maximum spacing between consecutive supports shall be 2 meters, and pipes shall be secured on these supports using GI U-clamps with a 10 mm C/S and GI nuts & 2 mm Thk. G.I washers & 2 mm Thk. washers .
452For pipes in the pump room, supports shall be fabricated from MS ISMC 150/ISMC 100 channels or ISMB 150/ISMC 100 I-beams (agency shall submit design and drawings of supports for approval of EIC before fabrication) with MS base plates of 250 mm x 250 mm x 10 mm thickness, the base plates shall be fastened to the floor using 4 nos. of M10 size GI anchor fasteners of at least 80 mm length, spacing between two consecutive supports shall be as per EIC instructions, and the seamless pipes shall be secured on the M.S supports using GI U-clamps with a 12 mm (C/S) and G.I nuts & 2 mm Thk. G.I washers & 2 mm Thk. washers. All the supports shall be painted with two coats of primer and two coats of black paint. The items' rate is inclusive of the M.S angles, fabrication, SS Screw anchor fasteners, screw plugs, G.I anchor fasteners, G.I U-clamps, G.I nuts & 2 mm Thk. G.I washers & 2 mm Thk. washers and painting of the M.S supports and no separate/extra payment shall be made for the same.
453PCC Pedestal: Providing PCC pedestals /thrust /anchor block of required sizes for terrace pipes, underground pipes, fire hose boxes for yard hydrants etc. and specials with cement concrete 1:2:4 at required intervals including form work, curing, finishing etc. complete in all respect as as per standard specifications and as instructed by Engineer-In-Charge.
454Water Curtain System: Supply, installation, testing, and commissioning works of water curtain system that shall include the following; water curtain nozzle, Min. PN 16 rated 100 NB solenoid-operated deluge valve, Min. PN 16 rated flow switch (flow sensitivity range from 4 to 10 GPM), deluge valve local control panel (DVLCP), deluge valve trim consisting of solenoid valve/actuator for DV operation, test and alarm trim, drip and drain trim and DVLCP’s integration with the fire alarm control panel (FACP) given under electrical works of this tender, communication cables between the flow switches & DVLCP and also between FACP & DVLCP, solenoid releasing circuit cables between the DVLCP and DV (2-core 2.5 sq.mm stranded copper FRLS type), and associated fittings, flanges, manual release and shutoff mechanisms, switched-mode power supply (SMPS), standby batteries, and enclosure hardware.This system shall operate as a deluge valve-operated double-interlock arrangement. Water curtain nozzles shall be constructed from stainless steel. The deluge valve shall have a body made of ductile iron and shall feature corrosion-resistant trim. Deluge valve shall also include a manual release mechanism,
455a manual shutoff, and a 24 VDC solenoid operator rated for 0.5 to 1.0 A, with the solenoid receiving its 24 VDC power from the DVLCP and it shall incorporate earthing for its metallic housing using 8 SWG G.I. wire (approximately 4.06 mm diameter, equivalent to 13 sq.mm cross-section) connected to the DVLCP earthing terminal and the building's main earthing system via bolted or crimped terminations with anti-corrosion coatings, ensuring protection against electrical faults and shocks. The DVLCP shall incorporate a reliable switched-mode power supply (SMPS) to convert the primary 230 VAC supply to DC, ensuring stable operation. The flow switch shall be a UL/FM listed vane or suitable type, installed on 150 NB pipelines, with a retard of 50 seconds and dry contacts rated at 15 A @ 125/250 VAC or 2 A @ 30 VDC. The detailed system integration shall involve establishing a connection between the DVLCP and the FACP (provided under electrical works), where the DVLCP shall receive a fire/smoke signal valve from the FACP upon fire detection and it shall energise the solenoid of deluge valve to open the valve. The activation of the DVLCP shall employ ‘AND’ logic, requiring signals directly from both the flow switch (indicating water flow with a 50-second retard) and the FACP (indicating fire detection or smoke detection) before energizing the solenoid to open the deluge valve.
456Where two fire shafts are present inside one building there the DVLCP shall be capable of accepting and processing input signals from two independent flow switches corresponding to two sprinkler shafts/zones. The DVLCP shall include power supply monitoring, valve open feedback, manual open and reset controls, and volt-free contacts for reporting status back to the FACP. For personnel and equipment safety, the DVLCP shall incorporate essential features such as proper earthing connections using 8 SWG G.I. wire from the enclosure, SMPS chassis, and metallic components to a dedicated earthing pit or the building's main earthing system via supports and terminations as given under electrical works of this tender, with anti-corrosion coatings and to prevent electrical shocks and ensure safe dissipation of fault currents, overvoltage and overcurrent protection in the SMPS to safeguard against power surges or shorts. Standby batteries with automatic switchover from main supply to battery supply upon loss of power and back to main supply when it is restored shall also be included. Work shall also include low-battery alarms for uninterrupted operation during mains failure (providing at least 24 hours of backup), ground fault monitoring to detect wiring issues, tamper-evident seals and keyed switches on manual controls to prevent unauthorized access, temperature monitoring to avoid overheating, self-diagnostic indicators
457(e.g., LEDs or displays) for real-time fault detection. The DVLCP enclosure shall be IP55 rated and powered from 230 VAC at 50 Hz sourced from the main electrical distribution panel / fire protection panel via 3-core (live, neutral, earth) 2.5 sq.mm multi-strand armoured, copper FRLS cables with insulated tinned copper lug terminations, SS glanding, and a 6-10 A MCB for overload protection to ensure minimal voltage drop (<3%) and equipped with SMPS. The cable from the DVLCP to the DV for releasing the solenoid shall employ 3-core 2.5 sq.mm stranded copper FRLS cable along with terminations and SS glanding. The system shall undergo hydrostatic testing at 1.5 times the working pressure, functional testing to verify the double-interlock logic and integration between components, and water flow tests to confirm the nozzle discharge pattern and complete curtain coverage. All panel indications, alarm reporting to the FACP, and overall system performance shall be verified and documented. Along with supply, installation, testing and commissioning of the D.I Deluge Valve with various trim parts, DVLCP, water motor gong bell, and the flow switch and their integrations as described above this item rate also includes supply, installation, testing and commissioning of SMPS system, back up batteries, and any other equipment that is required for putting this system into operation,
458whether such an item has been explicitly included under this item or not, and no separate payment shall be made for them. Communication cable along with their end terminations etc. between the FACP and DVLCPs, and between DVLCPs and respective flow switches, shall be laid as per the relevant item under electrical works that pertains to connecting the smoke/heat detectors with the FACP in a loop, and payment for this shall be made under the same item under electrical works.
