| 3 | The consultancy shall include carrying out detailed Topographical Survey using Electronic Total Station (ETS), DGPS/RTK GPS and Drone Survey (where required), utility mapping, preparation of Digital Terrain Model (DTM), contour survey, benchmark establishment, existing utility survey, site grading, cross-sections, longitudinal sections and preparation of all survey drawings required for planning and detailed engineering. |
| 4 | The existing Soil Investigation Report shall be provided by the GE Office for design purposes. The Consultant shall critically review, verify and assess the adequacy of the geotechnical investigation for all proposed structures. If, in the opinion of the Consultant, additional boreholes, field investigations, laboratory testing or confirmatory geotechnical investigations are required for safe, economical and code-compliant design, the Consultant shall recommend, plan, supervise, interpret and incorporate such investigations into the final design. The Consultant shall remain fully responsible for the adequacy and safety of the foundation design based on the verified geotechnical parameters. |

| 7 | (b) Construction of 50 MTR Water Work-Up Station measuring 50.00 M × 6.00 M × 6.00 M, complete with permanent RCC structure, diving board, side walk, overflow gutter, pool deck, ladders, underwater lighting, lane markings, embedded fixtures, stainless steel accessories and all associated civil, structural, architectural, hydraulic, electrical and mechanical services. |

| 14 | (i) Preparation of Architectural Planning, Civil Foundation Interface Drawings, External Development Drawings and Tender Drawings Pre Engineered Building (PEB) Warehouse measuring 85.00 M × 50.00 M (4250 Sqm) having centre height 15.00 M and side wall height 3.00 M, complete with turbo ventilators, side ventilation, rolling shutters and associated external services. The detailed structural design, structural analysis, fabrication drawings, shop drawings, connection design, proof checking, supply, erection, testing, commissioning and structural stability certification of the PEB shall be carried out by the execution Contractor. The Consultant shall coordinate the architectural planning, DBR, foundation interface, external services and tender provisions with the EXECUTION design. |

The Consultant shall carry out complete hydraulic modelling of the swimming pool circulation and filtration system, including turnover period calculations, hydraulic network analysis, pump head calculations, pipe sizing, balancing tank sizing, filtration rate calculations, overflow gutter design, inlet and outlet design, backwash system, water balance calculations, equipment sizing, Piping & Instrumentation Diagrams (P&ID), PLC/SCADA-based automation and control philosophy, chemical dosing system, underwater lighting control, instrumentation and preparation of detailed drawings, BOQs and technical specifications. |
| 17 | The Consultant shall prepare complete Electrical, Mechanical and Plumbing (MEP) designs including HT/LT distribution, substation, internal and external electrification, street lighting, earthing, lightning protection, power distribution, pump house, filtration plant, plumbing, water supply, drainage, instrumentation, automation, PLC-based control system, electrical load calculations, single line diagrams, equipment layouts, control panel drawings, technical specifications, BOQs, detailed estimates and construction-stage engineering support. |
| 18 | The consultancy shall further include preparation of Design Basis Reports (DBR), structural design calculations, preparation of Good for Construction (GFC) drawings, detailed estimates based on the latest MES Schedule of Rates (SSR)/DSR and prevailing market rates, preparation of BOQs, yardsticks, market rate analysis, technical specifications, draft tender documents, approved makes list, quantity take-offs and value engineering recommendations. The consultancy shall further include preparation and Architectural Visualisation and Presentation Documents for the entire project. The Consultant shall prepare detailed 3D digital models, high-resolution photorealistic rendered views (interior and exterior), day and night perspectives, master plan bird's-eye views, and animated walkthrough presentations of minimum five (05) minutes duration covering all major buildings, structures and external development works. The Consultant shall also prepare and submit one physical 3D architectural model of the complete project at an appropriate scale (not exceeding 1:100) showing all proposed buildings, Water Work-Up Station, Change Room Complex, Filtration Plant Building, Substation Building, RCC Balancing Tank, RCC Underground Sump, PEB Warehouse, stepped seating gallery, internal roads, parking areas, landscaping, boundary wall, entrance gates, utility corridors and all major external infrastructure. The 3D models and presentation documents shall be used for concept approval, design review and technical presentations before the User, AGE, GE, CWE, HQ CE (Navy) Mumbai and other approving authorities. |
| 19 | The Consultant shall revise the 3D models, rendered views, physical model and walkthrough presentations as required until final approval is obtained, without any additional financial implication to the Government. All designs shall conform to the latest BIS Codes, NBC-2026, MES Specifications, Engineer-in-Chief Technical Instructions, CPHEEO Manual, CFEES Guidelines and relevant statutory provisions. Design parameters such as Wind Speed, Seismic Zone, Importance Factor, Soil Parameters, Loading Criteria, Exposure Category, Fire Design Criteria, Hydraulic Criteria and Electrical Design Criteria shall be established through approved Design Basis Reports (DBR). |
| 20 | The Consultant shall coordinate with the User, AGE, GE, CWE, CE, HQ CE (Navy) Mumbai, Director E2 (Planning), Director E2 (Design), Director E3, Director E4, Director E6, Director E8, IIT/NIT (where proof checking is required) and all statutory authorities.
