| 3 | SITE FOR EXECUTION OF WORK:Tenderer shall note that entire work shall be executed at Runway / taxi track/ Tarmac & around airfield area. |
| 4 | Due to continuous Flying commitment at Sulur Station, site for execution of work will be available only on Saturday, Sunday, Holiday and non flying days as decided by the ATS authorities. |
| 5 | The tenderer has to arrange his working schedule accordingly. |
| 6 | The tenderer has to liaise with the ATS authorities two days prior to the scheduled day of works accordingly. |
| 7 | No claim on account of non-availability the entire site after award of work or handing over the site in piecemeal manner shall not be entertained by the department at any stage. |
| 8 | The tenderer shall adhere to time frame as per the user’s requirement and as per demand. The demand and the location of work will be intimated either by the rep of user/ MES rep well in advance. In case of failure to attend the demand in time penalty will be levied for each day @ Rs 500/ for non-completing the requirement till completion of work. The nature of the work related to Airfield maintenance, hence the delay is not acceptable. |
| 9 | The quoted rate shall be deemed to be considered for First Aid and necessary safety arrangements equipment’s to be provided by the tenderer for workman. |
| 10 | The quoted rates shall be deemed to be inclusive of above all mentioned aspects. |
| 11 | Material and labour for preparing of old black top surfaces by brushing with wire brushes for removing caked mud etc, sweeping with brooms and finally fanning the cleaned surfaces using air blowers to remove all loose dirt etc and applying one coat of cold Polymer Modified bitumen Emulsion (PME) Rejuvenator by spraying with mineral filler as recommended by manufacturer of PME (after diluting with water), each coat diluted in the ratio 1:1 (PME : Water) and ensure uniform finish of PME on Runway surface. PME shall be applied using mechanically operated pump with compressor and nozzle arrangement at uniform pressure and rate, all as per manufacturer instruction complete all as specified and as directed by Engineer-in-charge. |
| 12 | Note: While quoting the rate for above item, the tenderer shall take the following points into consideration: (a) Due care shall be taken for friction parameters during application of PME as per ICAO standard and friction test shall be carried out on newly PME applied surface by skid resistance test (SRT) using british pendulum SRT device. |
| 13 | (b) It shall be the responsibility of the tenderer to arrange british pendulum SRT device and carry out necessary testing as directed without any extra cost to Govt.(c) Material shall be procured from the authorised manufacturer only. |
| 14 | (d) The work shall be carried out through authorized and qualified applicators of the manufacturer only in presence of departmental and user representative. |
| 15 | (e) Two year warranty of material performance and application performance shall be obtained by the tenderer from the authorized manufacturer of PME and the same shall be submitted to Engineer-in-Charge on completion of work as specified. Warranty includes the fact that the structure will remain water tight and no further cracks will be formed, excluding damage caused by natural calamities. Permeability test (ASTM D 2434) to be conducted on the surface prior and after to application of treatment. |
| 16 | (f) A sum of 2% of the quoted amount shall be retained out of the final bill amount as security deposit and the same shall be released to the contractor after satisfactory expiry of two years performance guarantee period. A performance guarantee certificate for two years shall be submitted by the tenderer to GE on completion of work as specified. |
| 17 | (g) Care shall be taken to fill gaps/ cracks up-to 3mm size with mineral filler as per manufacturer's instructions. (h) Mineral filler (fibrous cum quartz powder) shall be added as per manufacturers instructions. (j) Electric supply shall be arranged by the tenderer at its own arrangements and rate shall be deemed to be included in quoted rate |
| 18 | (k) Any number of trials patches of dimensions 15m x 15m at selected places for application of PME as directed by the GE will be undertaken before commencement of treatment. Qty will be measured and paid under the relevant items of first coat and second coat of PME showing the changes. Friction parameters, permeability parameters to ensure Zero porosity penetration of PME after application of both coats and micro textures will be determined through relevant testing method as directed by GE. |
| 19 | (l) The tenderer shall adhere to time frame as per the user's requirement and as per demand. The demand and the location of work will be intimated to the tenderer either by rep of User/ MES rep well in advance. In case of failure to attend the demand in time, penalty will be levied for each day @ Rs. 1000/-per day for non completing the requirement till completion of particular work. This penalty is exclusively other than condition 56 of IAFW-2249 and shall be treated as interim condition of the contract. |
| 20 | (m) The decision of the Accepting Officer in this regard shall be final and binding. (n) The nature of work is related to Flight safety. Hence no delay is acceptable. (o) Minus price adjustment shall be applicable if quantity of PME using less than specified and the rate shall be worked out based on paid voucher and market enquiry. (p) Plus price adjustment shall be not applicable if quantity of PME Applied more than specified as per surface conditon is required. |

| 22 | Note:(i) Moorum/red bajri required shall be brought from outside MD land.(ii) Compaction of moorum filling shall be carried out under optimum moisture conditions up to the standard proctor density not less than 98 percent. (iii) Measurements shall be taken after consolidation earth and 5% deduction shall be made for payments. |
