If no percentage is offered, Nil shall be deemed to be quoted and such other rates as may be fixed under the provn of condition 62 and further agreed to refer all disputes as required by condition 70 to the sole arbitrator an Engineer Officer to be appointed by HQ Chief Engineer Western Command or in the absence the officer officiating as HQ Chief Engineer Western Command whose decision shall be final, conclusive and binding.
