Name of Work:- Sub work for Cadastral Surveying, Digital Mapping, Demarcation of boundaries by fixing boundary stones and Asset mapping in Aliyar dam, office and quarters premises of WRD under the jurisdiction of Contour Canal sub division at Aliyar nagar in Anaimalai Taluk of Coimbatore District.(Slices from 2 works)

1SLICE - 1 ALIYAR DAMCollection and Conversion of FMB Sketches to Digital Format and KML File: Collection of Field FMB Sketches and A-Register from Revenue Department for the existing Canal Line with reference to the Topo Map of all Villages that the canal flow through. Once, FMB sketches are collected, all the individual FMB sketches shall be clubbed with respect to the available Ladder Measurements using AutoCAD Software for the existing Canal Line and Field. In accordance to that, Tolerance Limit shall be applied as per prevailing Survey norms. Once, the FMB Sketches are clubbed and digitalized, FMB Sketches shall be converted into KML file, by conducting Surveying using DGPS equipment in collecting the co-ordinates of available Base Stones at every 2km interval for the existing site and as directed by the departmental officers.
2Cadastral Surveying of Existing Boundary: Towards the charges for conducting Cadastral Surveying using DGPS and Total Station equipment for identifying the existing boundary of existing Canal Field over entire stretch. Also, observing and obtaining the limit of Canal Field / Land that have been encroached by the adjacent land owners (in case). Collection of base stones co-ordinates as per Revenue Norms on the Canal Field using DGPS and Total Station for precisely identifying the Boundary. Preparation of detailed drawings of existing Canal Boundary, encroached land details and encroached land owners’ details. The DGPS/GPS/GNSS should support multi constellations and support L1 and L2 of the multi constellations and using them give solution for RTK and PPK. Support for IRNSS, the Indian region DGPS correction services. All Accessories of the GNSS/DGPS/GPS and Data controller should be from the same brand and should be OEM make. There should be a service centre in Tamil Nadu with permanent GPS fixed and be able to open the GNSS and do required service and as directed by the departmental officers.
3Drone Surveying: Conducting Drone Surveying using Fixed Wing UAV equipped with 42 MP Payload of Type C Certification and Unique Number along the boundary of existing Canal Line wherever necessary by preparation of drone flight plan by establishing suitable numbers of GCP using DGPS, Aerial Survey through execution of drone flight over the area of interest i.e., project site to capture the GCP for generation of ortho image through implementation of Photogrammetric processing.Deliverables:1. Physical feature map of appropriate readable scale in soft copies (GDB format)2. Deliverable of DEM, DSM and DTM with aerial drone images through Photogrammetric processing.3. Deliverable of Base Map for the project site in (CAD & GDB file format) with the following details.a. Site boundary of canal with FMB sketches in ortho imagesb. Existing Road Networkc. Existing physical features in ortho images such as water bodies, streams, hills/hillocks, rocky areas etc.,d. Administrative boundary of villages that the canal passes through and as directed by the departmental officers.
4Process of Geo-referencing and Marking of Boundaries: Towards the charges for marking of boundary points and encroachment lands in the canal field in accordance with the surveyed data and Geo-referenced FMB sketches. All these co-ordinates shall be tabulated and submitted to the Department for future reference. In case, any boundary stone has been misplaced, these detailed shall be reckoned to replace. Bench mark co-ordinates that are randomly fixed on the canal field shall be given as drawing and statement for future reference. Print: Submission of Drawings, Statements and related documents – 3 set hard copies and as directed by the departmental officers.
5Supplying and fixing in position of demarcation R.C.C. pre cast post in Cement concrete of grade M 15 with well graded aggregates and the nominal maximum size of coarse aggregate of size 20 mm of size 0.12 x 0.12 x 1.20 m and 0.45 x 0.20 x 0.30 m base fixing the post 30 Cm depth below ground level, the post includes using 4 numbers of 12 mm RTS main rod to a length of 1.20 m, using 8 mm MS @ 15 cm spacing as strips with steel centering and painting the post with enamel paint allround the post etc. complete and conveying the post to the site of demarcation boundary such as canal bund/water spread area etc including earth work excavation for foundation in HSC having the base plain cement concrete of 15 cm of grade M 7.5 with well graded aggregates and the nominal maximum size of coarse aggregate of 40 mm, and the post embedded by using Cement concrete of grade M15 with well graded aggregates and the nominal maximum size of coarse aggregate of 20 mm as per the drawing enclosed including cost of earth work, concrete, moulding charges, steel reinforcement, finishing, watering, curing, painting them and marking at top of post, etc .complete complying with standard specifications and as directed by the departmental officers
6Asset Mapping: The collection of asset details shall be carried out using Differential Global Positioning System (DGPS) and Total Station instruments to ensure high positional accuracy. DGPS observations shall be conducted by connecting the rover unit with reference to the Continuously Operating Reference Stations (CORS) established and maintained by the Survey of India, thereby achieving precise geospatial coordinates in accordance with national geodetic standards.For assets located in areas where satellite visibility is restricted, such as built-up zones or dense vegetation, Total Station survey methods shall be adopted to capture accurate positional data by establishing control points derived from DGPS observations.Each and every asset identified in the field shall be recorded with complete attribute information, including asset type, dimensions, condition, and other relevant parameters. All assets shall be supported with geo-tagged photographs, captured at the time of survey, clearly displaying the asset location with embedded latitude, longitude, date, and time details.The collected spatial and attribute data shall be subjected to quality checking and validation before processing. Subsequently, the verified data shall be integrated and mapped using ArcGIS software, enabling the creation of spatial layers, thematic maps, and a structured geodatabase. The final GIS outputs shall include accurate asset mapping, standardized symbology, and attribute tables compatible with departmental GIS requirements.The complete deliverables shall be prepared in accordance with prescribed technical specifications and shall be capable of integration with existing web-based GIS platforms or asset management systems, wherever required.Essential Asset Details1. General dam information including location, classification, purpose, and year of construction.2. Land and boundary details including survey particulars, property extent, reservoir water spread area, and boundary features.3. Dam structural details including dimensions, type of construction, crest details, and physical condition.4. Reservoir and storage characteristics including FRL, MWL, storage capacities, and siltation status.5. Spillway structures including bays, dimensions, discharge capacity, and structural condition.6. Gates, hoisting arrangements, and outlet structures including operational status and condition assessment.7. Canal systems and water conveyance structures associated with the dam.8. Mechanical and electrical installations including pumps, motors, transformers, control panels, lighting systems, and related infrastructure.9. Dam instrumentation and monitoring systems including gauges, piezometers, benchmarks, and safety monitoring devices.10. Safety and security infrastructure including fencing, gates, warning systems, CCTV, and other safety installations.11. Access roads, crest roads, inspection paths, bridges, culverts, and related infrastructure.12. Buildings and ancillary facilities including offices, inspection bungalows, staff quarters, stores, workshops, and control rooms.13. Geo-spatial data collection including DGPS coordinates, geo-tagged photographs, drone survey data, GIS asset mapping, and compilation of available drawings and records.The rate quoted shall be inclusive of six months O&M period after completion of the final task and a payment of 3% of total contract value will be retained for this O&M period.

12Asset Mapping and Development of Web Application: Comprehensive field asset survey, GIS database creation and development of a GIS-based Web Application for effective monitoring, maintenance and management of all Staff Quarters and associated infrastructure. The field survey shall be carried out using DGPS (CORS Enabled) and Total Station instruments to obtain highly accurate positional data. DGPS observations shall be referenced to the Survey of India CORS Network, while Total Station survey methods shall be adopted in locations where satellite visibility is restricted. Each Staff Quarter and associated asset shall be uniquely identified and assigned an Asset Identification Number. The survey shall capture accurate coordinates, land and boundary details, survey number, subdivision details, FMB reference, land extent, building footprint, plinth area, built-up area, number of floors, construction type, year of construction, occupancy status, quarter type, room configuration, roof condition, flooring, wall condition, doors, windows, ventilators, electrical installations, EB service connection, lighting fixtures, fans, water supply system, borewell, pumps, overhead tanks, internal plumbing, sewer lines, septic tanks, soak pits, storm water drains, waste water disposal systems, compound walls, gates, fencing, internal roads, pathways, parking areas, fire safety equipment, CCTV, lightning arrestors, rainwater harvesting structures, trees, green areas, open spaces, office buildings, store rooms, solid waste collection points, name boards, utility services and all other permanent infrastructure available within the premises. Each asset shall be recorded with complete attribute information, present physical condition, maintenance status and geo-tagged photographs containing latitude, longitude, date and time. Defects such as damaged buildings, cracks, leakages, broken doors or windows, damaged roads, drainage issues, electrical faults and any other maintenance requirements shall also be documented during the survey. The collected field data shall undergo quality checking and validation before being processed using GIS software to create a structured GIS database comprising spatial layers, thematic maps, standardized asset inventory and attribute tables in accordance with departmental GIS standards. Based on the verified GIS database, a secure GIS-Based Web Application shall be designed and developed for centralized asset management. The application shall enable users to visualize all surveyed assets on an interactive GIS map, search and filter assets, access detailed asset information and geo-tagged photographs, monitor asset condition, record inspection details, schedule preventive and corrective maintenance activities, update maintenance history, manage asset documents, generate dashboards, analytical reports and Management Information System (MIS) reports. The application shall support role-based user access, web browser compatibility and seamless integration with existing or future departmental GIS platforms and Asset Management Systems. The completed system shall provide a centralized digital platform for efficient asset inventory management, condition assessment, maintenance planning, decision support, infrastructure monitoring and long-term lifecycle management of all Staff Quarters and associated assets in accordance with the prescribed technical specifications and as directed by the departmental officers.The rate quoted shall be inclusive of six months O&M period after completion of the final task and a payment of 3% of total contract value will be retained for this O&M period.
