2Design, supply, erection, installation, commissioning and testing of Roof Top solar photovoltaic power plant (ON-GRID) on existing building at Dwaraka of capacity totalling to 75 KW fixed tilt type, and power evacuation at 415V 3 phase system all as per guidelines/ norms issued by MNRE & Indian metrological Deptt approved solar radiation data viz direct normal irradiance, global horizontal irradiance etc and complete comprising with the following as refer under srl No 2.01 to 2.64. Note :- 1. Totaling to 75 KW solar SPV plants to be installed at Domestic and Tech area of Dwaraka stn .Quoted rate is deemed to be inclusive of carrying out shadow analysis prior to installation work at Dwarka station all as directed by Engr-in-Charge. Contractor has to get prior approval of Schematic Solar design by GE.2. The cost is deemed to be inclusive of providing Energy meter , invereter cables, inverters, array junction box, ACs DBs and LT cables from inverter to ACDB etc all is associated accessories for Tech and Domestic area . 3. The size and quantity of inverters shall be worked out as pe approved shadow anlalysis report and the same shall be submitted and approved by Engr-in-Charge prior to installation works.4. The contractor shall submit the scheme with clearly indicating the number of panels installed at roof top, array junction box capacity and number of inverters to be installed as per shdow analysis and availability of space, DC DB's ACDBs alongwith all connected cables etc, before execution of work.

4Roof Top Solar Photovoltaic plants shall be comprising with the following as under at srl no 2.01 to 2.64 :- (A) Solar PV modules :- Solar PV modules capable for total power plant capacity of Solar PV Array shall be totalling to 75 KW electricity at 415V 3 Phase system with PV Module capacity not less than 545Wp. Make- make of SPV shall be as per approved list of module manufacturers from MNRE (Made in India).
5Cell type : 125x125/156x156 mm Mono Crystalline silicon, frame Anodized aluminum, module efficacy – 13.7/14.1/14.4/14.7/16, nominal cell operating temperature 46 degree. The solar cells shall have surface anti-reflective coating to help to absorb more light in all weather condition.
6The PV modules must conform to the latest edition of any of the following IEC/equivalent BIS Standards for PV module design qualification and type approval: Mono/ Equivalent IS (if available as on last date of receipt of tender) In addition, the modules must conform to IEC 61701 Salt mist corrosion testing, IEC 62804- Certification for PID resistance ,IEC61730 Part1-requirements for construction & Part2-requirements for testing, for safety qualification or Equivalent IS.
7The net rated and certified capacity of solar PV array capacity at Standard Testing Conditions (STC) should not be less than allocated capacity KWP i.e 75 KWP DC and should comprise of solar crystalline modules of minimum 545Wp and above wattage. Module capacity less than minimum 545 watts shall not be accepted.
8Protective devices against surges at the PV module shall be provided. Low voltage drop bypass diodes shall be provided.
9To connect the solar modules interconnection cable shall be provided. Photoelectric conversion module-efficiency shall be greater than 16.0%. Modules shall be made of hight transmittivity glass front surface giving high encapsulation gain and silicon rubber edge sealant for module protection and mechanical support. PV Module shall be interconnected by MC-4 connector. The interconnection cable of PV Module must confirm NEC standard \\"USE-2 or RHW-2\\".
10It shall perform satisfactory in relative humidity upto 85% and temperture between 0 to 60 degrees. It shall be able to withstand wind gusts as per the relevant wind code applicable for site condition.
11PV modules used in solar power plants/ systems must be designed for their output peak watt capacity, which should not be less than 90% at the end of 10 years and 80% at the end of 25 years. PV modules shall have product warranty of 10 years after completion of work Contrator shall obtain the warranty certificate from the manufacturer. Mono Crystalline silicon SPV cells shall be used in the Solar Photo voltaic module. SPV modules should be essentially indigenously manufactured (manufactured in India). The make of SPV shall be as per approved list of module manufacturers from MNRE (Made in India)
12Each PV module must use a RF identification tag(RFID),which must contain the following information:(i) Name of the manufacturer of PV Module (ii) Name of the Manufacturer of Solar cells(iii) Month and year of the manufacture(separately for solar cells and module) (iv) Country of origin (separately for solar cells and module)(v) I-V curve for the module(vi) Peak Wattage, Im, Vm and FF for the module(vii) Unique Serial No and Model No of the module(viii)Date and year of obtaining IEC PV module qualification certificate (ix) Name of the test lab issuing IEC certificate (x) Other relevant information on traceability of module as per ISO 9000 series. Note: RFID shall be mandatorily placed inside the module laminate.
13(B) - Array Structure :-
14Hot dip galvanised MS mounting structures of minimum 80 microns may be used for mounting the modules/ panels/ arrays. Each structure should have angle of inclination as per the site conditions to take maximum insolation, However to accommodate more capacity the angle inclination may be reduced until the plant meets the specified performance ratio requirements. The array structuring must be done in consultation with PGVCL. The mounting structure steel shall be as per latest IS 2062: 1992 and galvanization of the mounting structure shall be in compliance of latest IS 4759.
15The mounting structure shall be co-designed to withstand the speed for the wind zone of the location where a PV system is proposed to be installed (like Dwaraka/Khambaliya-wind speed of 150 km/ hour). Suitable mounting foundation arrangement with removable concrete ballast made of pre-fabricated PCC (1:2:4), M15 should be provided to secure the installation against the specific wind speed. The structures shall be designed for simple mechanical on-site installation. There shall be no requirement of welding or complex machinery at the installation site.
16Structural material shall be corrosion resistant and electrolytic alloy compatible with the materials used in the module frame, its fastners, and nuts and bolts. Aluminium structures also can be used which can withstand the wind speed of respective wind zone. Necessary protection towards rusting need to be provided either by coating or anodization.
17The fasteners used should be made up of stainless steel. The structures shall be designed to allow easy replacement of any module. The array structure shall be so designed that it will occupy minimum space without sacrificing the output from the SPV panels.
18Regarding civil structures the bidder need to take care of the load bearing capcity of the roof and need to arrange suitable structures based on the quality of roof.
19Cable tray shall be used to properly hold the cables/ wires on the backside of PV modules, GI/PVC pipe with appropriate size shall be used to guide cables from PV array to JB to Inverter. The minmum height between cable guide and ground shall be 6 inch and the cable guide shall be supported on ground/ wall at appropriate locations so as to avoid any bending of the guide.
20The bidder should design the structure height to retain and increase aesthetics of the building. The mimimum clearance between the lower edge of the module and the ground / roof shall be minimum 6 inch over the terrace ground leval/ roof structure. Contractor shall take care of the ease of movement of manpower for cleaning and maintenance purpose. Further, contractor shall also consider all shading factors including parapet wall, overhead tanks, antenna, hardings etc. to offer better plant performance.
21(C)-JUNCTION BOXES - (i) the junction boxes are to be provided in the PV array for termination of connecting cables. The junction boxes shall be made of GRP/ FRP/Powder coated Aluminium / cast aluminium alloy with full dust, water & vermin proof arrangement. All wire, cables must be terminated through cable lugs. The JBs shall be such that input & output termination can be made through suitable cable glands.
22(ii) Copper bus bars/ terminal blocks housed in the junction box with suitable termination threads conforming to IP65 standard and IEC 62208. The Hinged door shall be provided with EPDM rubber gasket to prevent water entry and single compression cable glands.
23(iii) Each junction box shall have high quality suitable capacity metal Oxide Varistor (MOVs)/ surge arrestor, suitbale reserve blocking diodes. The juncton boxes shall have suitable arragement for monitoring and disconnection for each of the group.
24(D) DC Distribtuion Board or DC Junction Box :- (i) DC Distribution Panel to receive the DC output from the array field. DC DPBs shall have sheet from enclosure of dust & vermin proof conform to IP 65 protection. The bus bars are made of copper of desired size. Suitable capacity MCBs/ MCCB shall be provided for controlling the DC power output to the PCU along with necessary surge arrestors.
25(E) AC Distribution Board or AC Junction Box : (i) AC Distribution Panel Board (ACDB) shall control the AC power from PCU/ inverter, and should have necessary protective devices such as Suitable incoming & outgoing MCB/MCCBs, generating meter complete with CT operated, proteciton fuses, surge protection devices interconnection from ACDB to mains at LT Bus bar while in grid tied mode. All switches and the circuit breakers, connectors should conform to IEC 60947, Part-I, II and III. the change-over switches, cabling work should be undertaken by the bidder as part of the project.
26(F) GRID TIED INVERTER FOR PV MODULES. (i) Installation, Testing & commissioning Grid connected solar inverter should be microprocessor based as per roof top solar photo voltaic or next higher capacity as mentioned with following specifications as SPV array produces direct current electricity, it is necessary to convert this direct current into alternating current and adjust the voltage levels to match the grid voltage. Conversion shall be achieved using an electronic inverter and the associated control and protection devices. All these components of the system are termed the \\"Power Conditioning Unit (PCU)\\". In addition, the PCU shall also house MPPT ( Maximum Power Point Tracker), an inteface between solar PV array & the inverer, to the power conditioning unit/ inverter should also be DG set interactive. If necessary, inverter output should be compatible with the grid frequency. Typical technical features of the inverter shall be as follows :-
27(a) Ambient temp : 4° C to 60° C.
28(b) Relative humidity : 0-100 % non-condensing.
29(c) Environmental condition: outdoor, wet location.
30(d) Protection degree : IP-65
31(e) Pollution degree : IV
32(f) Safety class : Class I metal enclosure.

36(k) Total Harmonic distortion shall be less than 3%.
37(l) Power factor shall be more than 90% at any load.
38(m) Inverter Efficiency >93% (In case of 10 KW or above with inbuilt galvanic isolation) >97% (In case of 10 KW or above without inbuilt galvanic isolation) >90% (In case of less than10 KW).
39(n) External communication: RS-485 Port.
40(o) Grid frequency Tolerance range +3 or more.
41(p) No load losses less than 1%.
42(q) Protection against DG set run & grid isolation.
43Note:- Inverter shall be capable of synchronization with grid supply and DG Set supply. Make (DELTA,STRUDER, Schnider, ABB) DG set synchronization of Solar System shall be done by installing DG set synchronizer. The capacity of inverter at Dwarka location both technical and domestice area to be worked out as per SPV capacity installed at each location and the same shall be indicated on the scheme which is to be got approved from GE before execution of work.
44(r) Inverter should have following protections :-
45(i) Anti islanding.
46(ii) Over voltage protection.
47(iii) Over current protection.
48(iv) Over temperature protection.
49(v) Reverse polarity Protection.
50(vi) Surge protection.
51(vii) Short Circuit
52(viii) Frequency.
53(ii) Three phase PCU/ inverter shall be used with each power plant system . PCU/ Inverter shall be capable of complete automatic operation including wake-up, synchronization & shutdown.
54(iii) Built-in-meter and data logger to monitor plant performance through external computer shall be provided at each area of the Dwarka (Tech & Domestic) & Khambhaliya..
55(iv) The Power conditioning Units/ inverters should comply with applicable IEC/ equivalents BIS standard for efficiency measurement and environmental test as per standard codes IEC 61683/ IS 61683 and IEC 60068- 2(1,2,14,30)/ Equivalent BIS std.
56(G) INTEGRATON OF PV POWER WITH GRID : The output power from SPV would be fed to the inverter which converts DC produced by SPV array to AC and feed it into the main electricity grid after synchronization. Incase of grid failure, or low or high voltge, solar PV system shall be out of synchronization and shall be disconnected from the grid. The syncronization panel if required as per site the same shall be included in the quoted rate.
57(H) METERING : The bi-directional electronic energy meter (0.5 Class accurcy) of suitable current capacity of any reputed make acceptable to company shall be installed for the measurement of import/ Export of energy. Meter must be provided with the necessary data cables. The meter to be supplied must be tested from any of the NABL/ BIS Accredited Testing Calibration Laboratories / authorised by local state bodies. it shall also comply with the requirement of CEA Regulations on \\"Installation and Operation of Meter\\". The energy meter shall be installed at the incoming of the grid. No and type of energy meter will be according to the approved shadow analysis carried out by the contractor.
58(J) PROTECTIONS : The system should be provided with all necessary protections like Earthing, Lightning, and surge protection as per MES standard.
59(K) CABLES : Supply and lying and testing required qty of Module to AJB-4.0/6.0 Sq.mm 1 core Cu able, AJB to inverter- 16.0/25 Sq.mm 4 Core Cu Cable, Inverter to ACDB/ LtP - 50/70 Sq.mm 4 Core AI cable as per confirming to relevant IS, weather proof UV resistant with operting temperature unto 120 degrees, minimum rated voltage 1100V for inter connection of SPV modules including suitable size of cable lugs, male & female MC4 connectors & joints etc The size of cables may be changed as per site condition based on voltage drop, but the cost of cables/ wires from module to AC DBs are inclusive to the quoted rate. Make - Havells/ Finolex/ Polycab.
60(L) WARRANTY : (i) The warranty for complete system shall be for 05 years from the date of installation.
61(M) HT/ LT CT OPERATED TRIVECTOR METER. Supply, Engineering, Installation, Integration and Testing of LT CT operated Trivector Meter for LT bulk billing/gross solar generation with the following specifications:- a) Meter Type: LT 3 Phase 4 Wire Electronic Tri vector Meter. b) Standard: IS IS 14697, IEC 62052-11, IEC 62053-22, IS 15959. c) Accuracy: Class 0.5. (d) Voltage and Current rating:- i) Reference Voltage - 415V (L-L) and 240V (L-N) (ii) Basic Current (Ib) - 5 A. (iii) Maximum continuous current (Imax) - 10 A. e) Rated Frequency (variation) - 50Hz (±5%). (f) Power consumption:- (i) Voltage circuit. Less than 1.5 W and 10 VA per Phase at reference voltage, reference temperature and reference frequency. (ii) Current circuit. Less than 1 VA per phase at basic current, reference frequency and reference temperature (g) Display type: 8 digit 7 segment backlit LCD display, not less than 10 mm character height. 63NOTE : FOR ITEM NO 1 A TO N (i) CABLES & WIRES:- Quoted rate is deemed to be inclusive of all cables and wire upto ACDB/ACJB required to make the system fully functional with adequate reserves. The laying of wires will be as per standards including mild steel conduct etc. (a) Conductor material: Annealed tinned flexible copper conductor(b) Max. PV system voltage (D.C):1800 Volts(c) Ambient temperature range : -40 deg c to +90 deg c(d) Max. conductor Temperature at termination of short circuit:250 deg c(e) Type of conductor: As per Class 5 according to EN 60228/ IEC 60228(f) Insulation material: Chemically cross linked XLPO(g) Type of insulation: According IEC 60502-1, EN-50363-1(h) Nominal thickness of insulation : 0.80mm(j) Outer sheathed material: Chemically cross linked XLPO(ii) Feasiblity clearance from state electricity board: Rate quoted by bidder is inclusive charges for feasiblity clearance and laising with the state electricity board for in-time progress of the job. Contractor is bound to submit all the relevant documents as required for feasibily clearance from PGVCL.
64(iii) SPV registration: Rate quoted by bidder is inclusive charges for SPV registration through offline / online in PGVCL website with all connected documents.Contractor is bound to submit (offline/online) all the relevant documents as required for Solar Power Generation system registration in PGVCL. (iv) Solar meter & Bi-directional meter: Supply HT/LT Net meter/ Bi-directional meter & solar meter and deposite to PGVCL div for testing and calibration and taken back to site for installation. Note: Contractor will resposible for deposite the bi-directional meter (as per existing capacity) in PGVCL divison alongwith authority getting from MES and deposite testing fees to PGVCL NO extra payment will be made in this effect. (v) Inspection of SEB electrical Inspector: Rate quoted by bidder is inclusive Electrical inspactrate inspection charges to State electricity department by Sr Electrical Inspector. Contractor is bound to arrange all the documents/ inspection reports/ test sheets in prescribed formate byPGVCL on thier official website & pay charges for inspection after successfully installation of the solar power generation systems. No extra payment will be made in this effects.Note : After successfully installation of system, Contractor will submit inspection reports duly signed by Chief Electrical Inspector of PGVCL to MES . If the Power will not generted at a correct level /limit , a panelty will be charged against contractor decided by accepting officer
65(vi) GENERAL NOTES : The items of work mentioned in item 1 to 2.61 of this schedule shall be executed as per following:-(a) The above item shall be quoted and executed on roof top based on Contractor’s own design on Performance Guarantee Basis. The Performance Guarantee is related to achieving the totalling to 75 KWp generation with specified efficiency and efficacies. The Contractor shall also be responsible for desired operational efficiency and desired efficacies of the System during its life cycle of minimum fifteen years. (b) The design shall be got vetted from any one of the following agencies(Approved Agencies):-(i) National Institute of Solar Energy (NISE). (ii) Sardar Swarn Singh National Institute of renewable energy (iii) Solar energy corporation of India(SECI). (iv) The indian renewable energy development agency (c) The successful Contractor shall submit the following document duly vetted by any one of the approved agency, within Four weeks of placement of work order for approval of Accepting Officer.(i) Design Calculations : The tenderer should work out design based on the conditions prevalent at Air Force Station Dwarka and Khambaliya ground situation and site conditions as existing. (ii) This shall be self contained and self explanatory representation of layout of equipments and sub-system. The dimensioned drawing of the site of work cleary marked with all subsystems components etc shall be submitted.
66(iii) Schematic Diagram of the electrical system: This shall contain specifications, sizes, current, voltage and fault levels rating of all cables, switch gears and instrumentation & control systems and all metering and interlocking etc. (iv) The installed capacity of PV Panels shall be 10% more than the planned capacity keeping view of losses.(v) The design drawings and other technical details submitted by the successful contractor, along with all calculations, drawings, technical write ups etc shall become department property. Department may use these subsequently as deemed necessary. The contractor shall have no claim on these document and their subsequent use by the department.(d) During execution the contractor must engage experienced engineer in the same field for supervision, monitoring and execution. The contractor shall certify that execution of the work has been done satisfactorily. The contractor shall certify that the work has been executed in accordance with vetted and approved design. All cost and charges for engagement of consultant shall be born by the contractor.(e) Department will give completion of the work to the contractor only on the basis of basis of completion report submitted by the consultant engaged by the contractor for design.(f) After Execution of project the contractors will verify generation of electricity as per vetted design in the PVSYST/PVSOL report submitted and connection of the same with existing power supply network.(g) The contractor shall ensure suitable ligtning arrangement for solar PV panels.\\"
67(h) contractor should provide solar power generation monitoring system by suitable PC, 5 KVA UPS and printer with netwroking system at Dwarka and Khambhaliya all as per directed by Engr in Charge. (j) The contractor should provide weather monitoring system complete all including LA system at each location and remote monitoring system all as directed.Note:- Contractor must ensure solar installation company must having a office up to 50Km radius of Khambhaliya and Dwaraka due to extreme weather condition for sea shore area for routine check and minor repair up to DLP period for 2 years. The quoted rate deemed to be inclusive of maintenance of plant to achieve desired output during DLP period.
