| 2 | District magistrate NOC for the propsoed Plant: Extending support to obtain District Magistrate (DM) NOC from DM Cachar District for the proposed LPG Plant at Silchar (Assam). The scope includes preparation and submission of proposals to the office of the District Magistrate for obtaining the final DM NOC. It also includes obtaining all prerequisite NOCs and approvals from concerned departments/agencies such as Police Department, Fire Department, Revenue Department, Electricity Department, National Highways (NH), and any other statutory authority as required for securing the final DM NOC. The successful bidder shall coordinate with all concerned offices, prepare and submit documents, attend meetings, provide clarifications, and complete all activities necessary for obtaining the final DM NOC in accordance with the NIT, Tender Document, GCC/GPC and applicable statutory requirements. All incidental expenses, liaisoning costs, documentation charges, travel expenses, and other related costs shall be borne by the successful bidder. | 3 | Obtaining District Magistrate (DM) NOC for Lease Registration and Execution of Lease Deed : Providing complete liaisoning, documentation, coordination, and statutory support services for obtaining DM NOC from the office of the District Magistrate, Cachar District, Assam, required for execution and registration of lease deed between BPCL and AIDC for the proposed project land. The scope shall include preparation, compilation, vetting, and submission of applications, affidavits, declarations, land documents, statutory forms, drawings, and all related documents; coordination and follow-up with District Administration, Sub-Registrar Office, Revenue Department, Circle Office, Sub Reg office and other concerned authorities; obtaining prerequisite approvals/NOCs; obtaining demand note for stamp duty and registration charges; liaisoning with Govt departments; arranging advocate/legal assistance during lease execution and registration; and providing all manpower, transportation, logistics, printing, photocopying, and incidental services required for completion of the assignment. Government statutory fees, stamp duty, registration charges, and official payments made to Government authorities shall be reimbursed separately by BPCL on actual basis against submission of supporting documents/ receipts.
