Price Bid NATIONAL CAPITAL REGION TRANSPORT CORPORATION LTD Gatishakti Bhawan INA, New Delhi –110 023 PREAMBLE GENERAL Bid No. DM/MS/CPM-GZ/312: -Construction of Skywalk with travelators at Anand Vihar multimodal hub for seamlessly connectivity between Anand Vihar Railway Station to ISBT, Kuashambi with integrated access to Delhi-Meerut, Namo Bharat corridor and DMRC line 3 & Line 4 at Anand vihar including connecting FOB between paid to paid connectivity of Anand Vihar Namo Bharat station to DMRC Anand Vihar Station at Anand Vihar of Delhi-Ghaziabad-Meerut Namo Bharat Corridor. 1. The Price bid shall be read in conjunction with the Bidding Documents. 2. There are \\"04\\" Schedules in Finacial Bid as follows:(i) Schedule \\"A\\" (DSR 2023 Items) of the Price Bid comprises of various items of work.(ii) Schedule \\"B\\" (NDSR Items) of the Price Bid comprises of of various items of work.(iii) Schedule \\"C\\" of the Price Bid comprises of of various Misc. Works and Divided in Sch-C1 and C2 carrying Miscl. work and Lumpsump Provision considering rate only for Utlity shifting (if any). (iv) Schedule \\"D\\" of the Price Bid comprises of of various E&M Works.The bidder is required to quote separate percentage Excess (+) /less (-) / At par for the Schedule \\"A\\" Schedule \\"B\\", Schedule \\"C\\" and Schedule \\"D\\" in the \\"BOQ1\\" sheet with methodology of discount if any in Price Bid. The percentage rate in \\"BOQ1\\" and discount in \\"BOQ2\\" quoted by the Bidder will be applied on the individual rate mentioned in Schedule-A[i.e. \\"DSR Rate Excluding GST\\" (In INR)], Schedule-B, Schedule-C and Schedule-D for the purpose of payment to the Contractor. 3. The quantities for various items provided in the Price Bid are estimated quantities and are given to provide a common basis for Bidding. During the execution of works, the same may vary based upon \\"Good for Construction\\" (GFC) drawings approved by the Engineer and as per the site conditions. The basis of the payment will be the actual quantities of the work executed and accepted by the Engineer or quantities as per the GFC drawings whichever is less and shall be paid /valued as per the accepted rates. 4. The quoted rates for various items are for completed and finished items of work complete in all respects. It will be deemed to include all the cost involved in the execution of the items and shall include all duties, taxes [except Goods and Service Tax (GST)] royalties, cess, overheads, profit and other levies payable by the Bidder under the Contract, or for any other cause etc. The Bidder shall be required to consider this aspect while quoting rates. It shall include all general risks, liabilities and obligations set out or implied in the Contract shall and including remedy of any defects during the Defect Liability Period, unless otherwise provided in the Contract. The whole cost of complying with the provisions of the Contract shall be deemed to have been included in the quoted rates. GST as prevalent will be paid extra. 5. Bidder may please note that to perform this contract. nothing extra shall be payable on account of field constraints, non-availability of uninterrupted front, cost of project management, monitoring, coordination and supervision, cost of adhering to quality requirements (QA/QC), cost of adhering to SHE requirements, cost of preparing drawings and documents, as-built records and documentation, preparation of detailed scheme for taking necessary clearance and approval from the concerned authority and other local bodies etc. 6. Income Tax and any other statutory taxes to be deducted at source will be deducted by the Employer from the due payments of the contractor in accordance with the prevailing rules in force. 7. Bidder should not tamper the price Bid,. If the price bid is found to be modified by the Bidder , then the same will be treated as incomplete and non-responsive and may result in the rejection of the Bid. 8. Method of Quoting the Price in the Price Bid The Price Bid is in Excel Format and the Quoting the Price in the Price Bid should be as Follows: (i) Whole Excel Worksheet is Locked except the Cells which are highlighted in Blue. (ii) Bidders are required to fill these cells which are highlighted in Blue only. (iii) Bidder is required to quote a flat percentage Excess/Less/At par on 'Total Amount of each Schedule' in \\"BOQ1'' Sheet of Price Bid and further discount if any in Price Bid. (iv) All 'blanks' in the Pricing Document, where the Bidder is permitted to quote shall be filled in. (v) If some % is quoted inspite of marking 'At par' that % will not be considered and it will be taken as \\"At par\\" on basic amount. Failure to quote the % excess or % less or 'at par' for the \\"Total amount of each Schedule shall be treated as \\"At Par\\" irrespective of any Percentage (if indicated) and shall be evaluated accordingly. (vi) Bidder is required to quote Rates in INR only. 9. Error will be Corected by the Employer for any arthimetic errors in computation or Summation as per contract conditions. 10. For Calculation of rates (Excluding GST) of DSR 2023 items, following Methodology issued by CPWD vide office Memorandum (OM) dated 08.08.2024 have been adopted. As per CPWD OM the rates of Individual items of DSR 2023 has been multiply with correction factor on account of GST @ 0.973 to the existing rates of DSR 2023 items in order to achieve modified DSR rate and then reduced the corrected rate by 18% for making DSR item excluding GST.Note: The above Methodology shall be applicable for calculating the rate of Individual items of DSR 2023 in Schedule-A and items executed under \\"Any DSR items\\" in Schedule-A of DSR 2023 (to be executed under Lump sump amount). Based on the above methodology and the Price quoted by Bidder, the payment shall be made for the individual items of DSR 2023 and for the items executed under Lump sum amount of DSR 2023 in respective Schedule. |
