The percentage rate quoted shall be the basis for determining the ‘L1’ bidder; in the event of a tie among multiple bidders at the L1 rate, the contract shall be awarded to the bidder with the highest average annual turnover (Rs. 30 Lakhs) calculating over the immediately preceding ‘5’ completed financial years.3. Service charges for one year may be quoted. The same rate is applicable for two more years. 4. Quoting negative percentages to the estimated amount will not be considered. 5.
