2Design, installation, testing, commissioning, integrate and maintaining the Advanced Metering Infrastructure (AMI) for 8446 Nos of single phase Smart Meter 10-60 amps, 240 volts with scope of 25% future expansion including various analysing equipment for smart meter supply system including B/R and E/M services complete and 1% of 8446 meters will be kept exclusively for department as replacement meters for utilization as per direction of department and old meters shall be deposited by contractor to MES store yard, complete all as specified and directed.
3Design, installation, testing, commissioning, integrate and maintain the advanced metering infrastructure (AMI) for 27 Nos of three phase Smart Meter 10-60 amps, 415 volts with scope of 25% future expansion including various analysing equipment for smart meter supply system including B/R and E/M services complete and 1% of 27 meters will be kept exclusively for department as replacement meters for utilization as per direction of department and old meters shall be deposited by contractor to MES store yard, complete all as specified and directed.
4Notes for Srl item No. 01 and 02 Above :- Srl item No. 01 and 02 shall comprise the followings :-(a). Supply, installation, testing and commissioning of smart meter of different makes.(b). Supply/planning, set up, tunning of GPRS/RF canopy/Hybrid (RF+GPRS)/ any other advance technology as per CEA/TRAI regulations, cyber security certificate by meter data management and associated integration, back end requirements, operation and maint. RF communication infrastructure including network management system and Head End system for the project area.AMI software and associated equipment should be capable of handling at least 8446 numbers of single phase meters and 27 Nos three phase meters of different/any make as per BIS 16444 with 25% expansion without any additionla infrastructure and cost implication in future.(c). Supply and set up of meter data management (MDM) system and perform site survey and deciding the communication technology to ensure data availability of all the consumers. (d). Integration of different devices of different makes/equipments/softwares covered in scope of this project with each other as per functional requirement including electricity charges, water charges, furniture charges and licensee fee etc. Software shall also be configured so as to calculate the electricity subsidy as per norms of govt and credit it to consumer's account on or before the day as directed.(e). Providing/establishment of meter data management system having sofware application compatible with different makes of smart meters that stores, validates, edits and analyses meter reading data prior to releasing it for forecasting and outage management. (f). Interfaces and integration system providing appplication to handle the automated meter reading information of different makes and building interfaces between applications to support utilitie's end to end processes smart meters of different makes. (g). Integration/interface of the AMI system with application system like metering/billing/collection. Interface has to be provided in the proposed solution to upload and process meter data from these systems. (h). Providing communication technology including GPRS/RF canopy/Hybrid (RF+GPRS)/ any other advance technology as per CEA/TRAI regulations, cyber security certificate by meter data management and associated integration, back end requirements, operation and maintenance. (j). Deploy meter of data web based application on server/Govt based community cloud for meter data acquisition, meter data, analysis, meter data management, report generation, integration with MES billing and other IT system and dissemination of information on web portal/web application and mobile portal App.
5(k). System shall have adequate redundancies to have no single point of failure and should consist minimum of two nodes clustered on a fail-over configuration forth critical component like web, application and data base server/Govt community cloud and on failure of primary data base server, the other server shall continue seamlessly.(l). Planning, development and tuning of communication system including cellullar network (if required) to meet the performance requirement.(m) Business intelligence, analytics and reporting.(n). Recording the current/latest KWH reading of each existing meter before taking down it from it's original position, preparing location wise data for each old/existing meter and return/depositing dismantled materials to MES store yard.(o). Imparting training to MES personel regarding complete system and transfer of knowledge pertaining to smart metering system and infrastructure. Deploy required manpower for repair and maintenance, replacement, updating, change management system of the system covering metering infrastructure, IT infrastructure, hosting & software solutions etc. (p). All expenditure including periodic charges of telecom operators, internet and telecom, SIM, stationary, electronic equipment such as LCD screen, PCs, printers PoS machines and other materials for cleaning and maint of centralized server/control room etc from installation till completion.(q). Cost of meter includes copper cables/wires of required size upto 10 meters of two run each for incoming and outgoing for single phase meters and three run each for incoming and outgoing for three phase meters including PVC conduit pipe rigid/flexible and other accessories and earth wire etc. Existing energy meter shall be re-located to outside of room, if meter is fixed/installed inside and cost of sub main wire/cables for shifting of meter shall be deemed to be included in unit rates of meter complete all as specified and directed at site by Engineer-in-Charge. (r). To ensure and provide security features to prevent unauthorized access to infrastructure including smart meter and meter data etc and authentication of all elements by govt approved CERT auditors. IT infrastructure will also have multiple security layers to secure the infrastructure from threats and proposed system will have provision of dedicated internal firewalls to secure the critical data base and application environment.(s). The defect liability period for entire project shall be for 2 years from date of physical completion of work of Ph-I and guarantee period for defective meters shall be for 08 years from date of physical completion of work of Ph-II.
6(t). Not more than 33% of a particular make to ensure interchangeability at a later date for BIS 16444 with communication technology including GPRS/RF/Hybrid (RF+GPRS)/any other advanced technology as per CEA/TRAI regulations.(u). The contractor shall set up an online service centre which will operate in full round the clock on all days including sundays and guzetted holidays for emergency situations.(v). 24 Hours online maintenance call back service facilitty and one computer operator cum service coordinator in two shifts from 0600 Hrs to 2200 Hrs except on Sundays and holidays shall be provided by the contractor during installation of meters and maintenance period without any extra cost.(w). The contractor shall attend all complaints/break downs within 04 hours after receipt of message/call from maint cell/service centre/GE/Engr-in-Charge/user. (x). The contractor shall provide a guarntee to replace the meter upto a period of 10 years.(y). The contractor shall specify and deliver the system that supports the collection and storage of data for meeting the performance level (8473 Nos of consumers/smart meter) with facility of 25% future expansion.
7Supply, installation, testing and commissioning of polycarbonate smart meter box, transperant type having covered port/opening for taking KWH reading for different makes of single phase smart meter including provision for sealing the meter box with proper sealing material at minimum two places, complete all as specified and directed.

10Comprehensive maintenance and operation of AMI System of prepaid smart meters system (8446 Nos single phase and 27 Nos three phase) installed, configured, integrated with softwares and commissioned under Phase-I and making the system functional at all time by deploying adequate skilled manpower from 0900 Hrs to 1700 Hrs at HQ CWE Delhi Cantt (ref Schedule A Notes for bifurcation of Area / Locality / GE) and management all expenditure including periodic charges of telecom operator, Government Community Cloud (GCC) hosting charge, management of supplied software application & charges of audit of smart meteres and AMI system by CERT-IN empaneled firm/CERT Auditor of Armed forces as per Govt policies for smart meter biling, for 1st (First) Year after completion of Phase - I. Penalty for non rectifying / replacing of meter within a day / non working of AMI system will be levied on contractor @ Rs 100 per meter per day till rectification / replacement of meter / AMI system and same shall be recovered from contractors due by GE. Notes : Charges shall also be inclusive of following in scope of this item :-(a) Software AMC: This would include necessary up-gradations in the software such as support to the chrome browser changes, android version changes, iOS version changes. These changes happen on frequent basis and the software would support all the changes. (b) Recurring sim charges for DCU and Meter as required. (c) Ensuring adequate database backup, up-gradations in the operating system, anti-virus updates, data base upgrade etc.(d) Reports development: The additional reports as needed for the success of the project would be developed.(e) Software hosting on GCC. Software + B2B installation on any alternate standby server in case of breakdown of GCC server. (f) The communication network monitoring and support.(g) Configuration of the repaired/ replaced hardware (meter/dcu/repeater) in the system.(h) Trouble shooting and necessary actions to run the system as required.(j) Software bug fixing as and when required.(k) During this period any defective work including defective meters noticed shall be rectified/ replaced free of cost by the contractor (Being Defect Liability period of 2 (two) Years of Phase -I).(l) Any additional meters added and configured in the system during these period shall also be run by the contractor under this item without any extra cost to department.(m) One customer care executive for each Station shall be available from 9.00 AM to 5.00 PM on all days including sunday and holiday. The activities of executive shall include following :- (aa) Support to BSO for billing, occupation / vacation, payment entry etc. (ab) Resolution of customer queries and Trouble shooting (ac) Liaison with remote support team, users and administrators as a back end support for AMI system. (ad) Registering and management of Complaint received from all users and administrators.

The activities of executive shall include following :- (aa) Support to BSO for billing, occupation / vacation, payment entry etc. (ab) Resolution of customer queries and Trouble shooting (ac) Liaison with remote support team, users and administrators as a back end support for AMI system. (ad) Registering and management of Complaint received from all users and administrators.
19Comprehensive maintenance and operation of AMI System of prepaid smart meters system (8446 Nos single phase and 27 Nos three phase) installed, configured, integrated with softwares and commissioned under Phase-I and making the system functional at all time by deploying adequate skilled manpower from 0900 Hrs to 1700 Hrs at HQ CWE Delhi Cantt (ref Schedule A Note No 45 for bifurcation of Area /Locality/ GE) and management all expenditure including periodic charges of telecom operator, Government Community Cloud (GCC) hosting charge, management of supplied software application & charges of audit of smart meteres and AMI system by CERT-IN empaneled firm/CERT Auditor of Armed forces as per Govt policies for smart meter biling, for 7th (Seventh) Year after completion of Phase - II. Penalty for non rectifying / replacing of meter within a day / non working of AMI system will be levied on contractor @ Rs 100 per meter per day till rectification / replacement of meter / AMI system and same shall be recovered from contractors due. Notes : Charges shall also be inclusive of following in scope of this item by GE :-(a) Software AMC: This would include necessary up-gradations in the software such as support to the chrome browser changes, android version changes, iOS version changes. These changes happen on frequent basis and the software would support all the changes. (b) Recurring sim charges for DCU and Meter as required. (c) Ensuring adequate database backup, up-gradations in the operating system, anti-virus updates, data base upgrade etc.(d) Reports development: The additional reports as needed for the success of the project would be developed.(e) Software hosting on GCC. Software + B2B installation on any alternate standby server in case of breakdown of GCC server. (f) The communication network monitoring and support.(g) Configuration of the repaired/ replaced hardware (meter/dcu/repeater) in the system.(h) Trouble shooting and necessary actions to run the system as required.(j) Software bug fixing as and when required.(k) Any additional meters added and configured in the system during these period shall also be run by the contractor under this item without any extra cost to department.(l) One customer care executive for each Station shall be available from 9.00 AM to 5.00 PM on all days including sunday and holiday.
