| 4 | TERMS AND CONDITIONS FOR EI MAINTENANCE:- |
| 5 | ObjectiveThe guiding philosophy of this contract shall be “Public Interest”, and all activities shall be carried out accordingly. The objective of preventive and corrective maintenance is: To prevent fire hazards due to electrical short circuits or faults To ensure safety of occupants and the general public To minimize electrical breakdowns and associated downtimeAny incident such as fire hazards, falling of ceiling fans/luminaries & suspended/pendent Electrical fittings, or similar occurrences due to lack of maintenance shall be viewed seriously, and the agency shall be held responsible. |
| 6 | A. Scope of WorkThe scope includes routine, preventive, corrective and Breakdown maintenance of the entire electrical installation within the premises, including but not limited to:i. Distribution Substations including HT gear, Transformers (performing different safety and performance tests and overhauling of substation equipments as detailed under A.2.ii. LT distribution networks and panels including Power and control cablesiii. Electrical wiring for all buildings (residential and non-residential)iv. Distribution Boards (DBs), LT panels, feeder pillars, AMF panelsv. Switchboards, sockets, Computer Points, Fittings & Fixturesvi. Electrical Power outlets for air-conditioning systems, sound systems, PA systems, etc.vii. Compound lighting including high mastviii. All type of signboards e.g. Glow-sign, Metal Signage, LED signageix. Electrical installations up to switchboards/panels for lift machine rooms & pump roomsx. Timers for AC, Air-Curtain & compound lighting (operation, configuration, repair/replacement where supplied departmentally)xi. Fire detection system resetting/switching off as and when directed by EIC / AE / JExii. Lightning Conductor Installations including it’s Earthingsxiii. Operation of DG sets |
| 7 | A.1 General RequirementsThe agency shall:A.1.1 Materials & ConsumablesProvide all consumables required for maintenance, including: Cotton waste, insulation tape, grease, battery water, fuse wires, CTC and other cleaning agents, Soaps etc. Cable Tie, Split pin and Jam Nuts of Ceiling Fans in sufficient quantity, nuts/bolts, Ferrules & lugs and other minor accessories All Logbooks and/ or Register as mentioned in this document.A.1.2 Tools & InstrumentsProvide and maintain calibrated tools and instruments, including: Digital multimeter, Digital clamp on Ammeter, Megger (500V & 5000V) Continuity Tester, Earth tester Complete set of screwdrivers (flat, star, insulated) and Line Tester Combination pliers& Long Nose Pliers, Wire stripper Pipe wrench, Ring and open-end spanner set and Socket wrench set Electric Drill machine, Double Test Lamp, Hackshaw & Hammer, Torch Crimping tools upto 400 Sq.mm, Sockets of some common sizes Insulated ladder etc. |
| 8 | A.1.3 Safety & Equipment Provide caution boards such as “Men on Line”, “Don’t Switch On”, etc. Ensure all staff use proper uniforms Follow all provisions of the Central Electricity Authority Safety Regulations (2023) and ensure any non-compliant installations are corrected immediately. Adhere strictly to BIS Code 5216:1982 for electrical safety practices. Keep electrical areas (substations, switch rooms, DG rooms, cable shafts) clean and free from storage or waste. Store inflammable materials only in designated rooms built as per legal requirements. Provide proper safety gear (gloves, earthing rods, belts, resuscitation equipment) to staff. Maintain accessible first-aid boxes with standard supplies. Before electrical work: disconnect power, display warning signs, secure fuses, and obtain a “Permit to Work.” Ensure high-tension lines are fully discharged and earthed. After work: remove tools, ensure no personnel remain inside, restore normal connections, and officially close the permit before re-energizing. In case of electrical accidents: immediately switch off power, safely remove the victim using non-conductive materials, move them to safety, and provide continuous artificial respiration. |
| 9 | A.1.4 Uniform and Safety GearProvide at least two sets of uniforms and safety gear (helmet, Insulated hand gloves,Umbrella, raincoat, gumboots, etc.) to each staff member.The color end embossing should be as per direction of EIC. |
| 10 | A.1.5 Surveillance SystemTo be installed at the Call Center or at any other location where sitting arrangement would be provided for agency deployed staffs, as per direction of EIC Provide SIM-based, Standalone, IP surveillance camera (at least 2 MP) system with recording facility in Memory Card and should be capable of monitoring through multiple mobile phones, as decided by E.I.C. Provide at least 2 Memory Card for the Camera each of capacity sufficient for holding at least 1 month footage. Provide External Harddisk/ SSD for taking backup from Memory Card to ensure at least 1 year footage is available with the department. Maintain and back up footage as required Submit footage to AE at contract completion (precondition towards releasing Final Bill).N.B. - The Camera including accessories would be handed over to the agency after expiry of contract. |

| 13 | A.2 Preventive MaintenanceThe agency shall carry out the following: Periodic Checking of all electrical installations as mentioned under A.i to A.xi Setting/ Resetting of Relays and Meters of H.T./ L.T panel – Yearly once Performing all relevant Electrical safety and Performance test e.g. BDV Test (for both Vegetable and Mineral Oil type), IR value of Transformer and submitting report – Yearly Once Servicing and overhauling of complete HT & LT Panels Tightening of termination screws of all electrical equipments and LT Panels, DBs etc – Bi-annually Cleaning of installations at least once every three months Cleaning and Housekeeping of substations, DG Room, panel rooms, Electrical shafts, etc. once in 3 months and ensuring that inflammable substances are not stored in them.Page 3 of 7 Cleaning of H.T. and L.T. switchgear contacts, Starter and Relay contacts using appropriate materials Checking of Exhaust Fans, Ceiling fans (especially split pins and Jam Nut), Light Fittings and other hanging Electrical Items every 3 months to prevent unwanted falling of Ceiling Fans, failing which responsibility will be fixed up upon the agency.New Split Pins must be used once existing Split Pin is removed. Conduct Earth Testing and Insulation Resistance Testing annually and submit Test Report |
| 14 | Measure electrical parameters (current, voltage, temperature) as follows:o Panels/transformers: Daily or as per direction of EIC / AE / JEo DBs: Weekly Use thermal imaging for detecting abnormalities, submit reports with image and preserve indexed image. Checking of all Lightning Conductor systems once a year – preferably before onset of Monsoon and submit report. Operate lighting and electrical systems as per direction of A.E. to prevent unnecessary usage beyond working hours DG set operation including checking of fuel level of DG Set, carrying & pouring of Fuel if necessary Monthly test runs, as per direction of EIC / AE / JE and recording details in respective Log Book Periodic Operation of Switch Gears, Starters etc. as per direction of AE Maintain all required logbooks and registers keeping records of all aforementioned activities. |
| 15 | A.3 Corrective / Breakdown MaintenanceThe agency shall: Attend and rectify all electrical faults within the scope of work with absolute promptness. Rectification of any abnormality noticed during Preventive maintenance. Repair all types of light fittings and fixtures, all types of fans (excluding rewinding) Replace defective Fans, Fittings & Fixtures and any other Electrical/ Electro-mechanical Items using department-supplied materialsincluding dismantling/ taking down and re-fixing of the same. Replacement of materials either consumable or non-consumable such as fluorescent tubes, lamps, chokes, starters, holders, HRC fuse links, MCB's, isolators, switches, sockets, cable connections & terminations etc. All minors repairs, adjustment of relays, timer etc. Restore power supply in case of breakdowns using available or temporary arrangements, till completion of restoration work. Maintain records of faults, repairs, and restoration time Respond promptly to all complaints and instructions from EIC / AE / JE |

| 21 | B.2 General Conditions for Manpower Personnel should have valid ID (Aadhar Card) and should fulfill Mandatory Requirement as shown in above chart. Staff shall carry Photo identity cards at all times, issued by the agency. One copy of said card should be submitted to JE for record. Suitable manpower should be deputed at the Call center provided by the agency, during the entire period under scope of maintenance, who will be responsible for recording maintenance/ breakdown calls from authorities as well as departmental officers in call register manually or in Software Database through PC, if any, and forward the calls to respective maintenance staffs (including AC, Lift and all type of utility), duly recorded in Soft/ Hard Register. He should also be responsible for maintaining liaison among Supervisor of the agency & maintenance staffs and departmental officers as well. For DG Sets, Operator should be experienced and skilled, who will be responsible for Test Run of DG, manual operation of DG when and wherever required, maintenance of Log Book and all DG related jobs. |

| 23 | C. Workforce ManagementThe agency shall Submit mandatorily the list of staffs mentioning their Name, contact Mobile No., category, along with photo copy of Valid Workman Permit, proper identity and address proof valid Aadhaar Card. etc, attested by him, in writing to the concerned JE &AE before commencing the work and in case of mid-term replacement. Not be permitted for frequent changing of Maintenance personnel, deputed at site. If changing of manpower is inevitable, such replacement should be informed to the A.E well in advance after depositing the I. Card of the outgoing Person. Prepare a Duty Roster of the Maintenance Staffs at the end of preceding month or prior to commencement of work, as the case may be, or as directed from time to time. A copy of the said Duty Roster, duly signed by all staffs, should be submitted to the concerned JE and one copy should be available at the call center. maintain shift wise attendance register at call center/ any other location as decided by The A.E, to record the attendance of the staffs on duty, besides digitally in Biometric Attendance system. not depute any maintenance staff in more than one consecutive shifts. Provide suitable replacement staff within one hour in case of absence of any Maintenance Staffs, with intimation to JE, failing which, the charges for that day will be deducted from the bill of the agency on pro-rata basis. arrange adequate relief staff for weekly rest days and holidays at no extra cost. |
| 24 | provide one dedicated GPS activated smart phone to the call center for attending phone calls by attending call center attendant, on duty. The cost of the handset and running cost i.e. phone bills have to be borne by the agency. Provide Mobile Nos. of authorized Supervisor and all the electricians deputed at worksite and such numbers should be intimated to the A.E. &J.E concerned, in writing. The telephone call should be responded without delay. |
| 25 | D. Material Management Materials required as replacement during maintenance of electrical installations e.g. Lamps, SFUs, SPNDB, TPNDB, Wires, Cables etc. will be supplied by the Department for which requisition ofPage 5 of 7Materials, signed by the Supervisor/ authorized representative of the agency, should be submitted to the concerned JE (Electrical) well in advance. A separate material stock register should be maintained by the agency where entries related to Issue, Consumption & present stock position of Materials should be made. Consumable and petty materials shall be supplied by Agency as mentioned in A 1.1 The agency shall have to deposit Defective/ partly defective, dismantled materials such as fused lamps, defective condensers, starters, and timers, MCBs etc. to the concerned Section Office or any other locations within worksite premises by its own laborers / arrangements / tools and tackles as per the direction of the Assistant Engineer/ JE concerned. Fresh materials will be issued against respective defective materials. No materials should be taken out of the maintenance site without the permission and necessary challan of the site-in-charge/JE. Sufficient frequently used Tools & Tackles must be available at site. |
| 26 | E. Operations & CoordinationThe agency shall himself or his supervisor/ Engineer/ authorized representative shall Coordinate with CESC authority/ other power supply authorities, as the case may be, during outages. Operate interconnections and load management systems as required in consultation with concerned Junior Engineers & Assistant Engineer during such outage and as and when required. Maintain communication with EIC / AE / JE at all times Cooperate with other agencies working at site. |
| 27 | F. Safety & ComplianceThe agency shall Follow all electrical safety regulations and take required safety precautions while doing work on the equipments. observe Local security rules including his staffs. have proper & constant vigilance and check that, there is no sign of heating-up, burning smell, discoloration or sparking at any of BDBs, panel boards, rising main etc. due to overloading or loose termination. Care should be taken to check any highly unbalance in loading at any point. Maintain vigilance for faults or hazards Comply with labor laws Minimum wages as per existing Labor Act should be paid to the Electrician(s) and Helper(s) and documentary evidence for the same should be submitted to the concerned JE/ AE. |
| 28 | G. Liability & ResponsibilityThe agency shall be responsible for: any damage in the installation due to negligence, mishandling or mal-operation by its staffs and shall be liable for rectification / replacement, as the case may be, of the damaged installation/ equipment within time frame to be fixed by concerned A.E. and at own cost, failing which the said rectification/ replacement of affected equipment/ installation would be executed by external agency and the cost thereof would be recovered from the bill/ Security Deposit. conduct and behavior of the Staff engaged / appointed by him. In case any report or complaint of irregularities and/ or misbehaviors against any staff(s), he/ they should be withdrawn. The Department shall be within its right to forbid the entry of such staffs at the site. However, in normal cases, frequent change of Maintenance Staffs will not be allowed.Page 6 of 7 In case of any Accident and or physical illness of the staffs of the agency, while on duty, no claim will be entertained by this department and all responsibilities thereof should be shouldered by the agency only. any loss due to theft / pilferage and/or damage to the Govt. property and when such incidence is, in the opinion of the EIC, caused due to negligence, carelessness or any fault on the part of the Contractor or his Workmen / employees engaged for the services. The contractor shall ensure that the character and antecedents of the personnel engaged by him are duly verified before such engagement. |
| 29 | In case of any accident during the operation and/or maintenance of the Electrical Installations, leading to injuries / damages to human beings / equipment, the agency will settle all claims and indemnify the department against any claims arising out of such accident, consequent damages to other system will however be not recoverable from the agency. The liability of the agency, if any, under various laws is emphasized, in case the Department suffers in any manner due to non-compliance of any law on the part of the agency, the agency shall indemnify the Department in all respects. |
| 30 | H. Documentation & Reporting Building wise registers / log books (For Fans, DBs, UPSs, Timers, Daily Breakdown records, Sub Station Records, Power Monitoring Records, LPS test record, Call entry records, attendance register, shift wise manpower allocation duty roaster, DG Operation Logbook (containing Time of Start, Time of Stop, Current, Voltage, Frequency, Fuel level at the time of start and stop, Fuel issue and consumption record etc.), Fan register are to be maintained. Format of Logbooks/ Registers shall be provided by the Department. all records in the Logbooks/ Registers must be entered in real time and signed by respective staffs (each record) authenticated by Supervisor/ Engineer and verified by JE / AE (periodically). Bi-Annual/ Annual, as the case may be, Test Certificate of Electrical Installations, including LC, issued by Supervisor and authenticated by the agency must be submitted to EIC/AE/JE. Such Test certificates may also required to be submitted as and when required. Footage of Surveillance Camera should be submitted to concerned JE and AE monthly, who will check the footage and acknowledgement of receipt should be obtained. All data-filled Log-books shall be property of the Government. As such all the Logbooks should be handed over to concerned A.E. on the expiry of the contract. |
| 31 | I. Payment Terms Cost towards providing and/or execution of all items, mentioned above under ‘Scope of Work” shall be borne by the Bidder at his own cost and responsibilities. No additional claim whatsoever shall be entertained in this regard. Bills should be submitted quarterly with the certification of satisfactory performance of the concerned JE and AE. Photocopy of Logbook and Attendance Register should also accompany the Bill, if asked for by the EIC. Bills should accompany Payment acquittance of staffs, along with system generated EPF and ESI Contribution statement of staffs, working at site, up to date of last accounting month and such Contribution amount must be at par with the prevailing Wages. No claim of payment against any telephone bill (Voice and/or Data) towards usage of agency staff, Call Center Mobile, SIM used in Surveillance Camera will be entertained by this department. Final Bill shall be drawn subject to:o Completion of annual activities eg. Annual Tests and submission of report e.g. Comprehensive Test reports of Transformers including IR value, BDV test report (if applicable), Reports on overhauling and maintenance of HT & LT Panel and all relevant Electrical Safety and Performance test reports as per applicable Standards and regulation etc.o Submission of surveillance footage during his entire period of contract. |
| 32 | J. Penalties & Deductions frequent absence and subsequent failure to provide reliever may attract penalty, the amount to be fixed up by EIC If any kind of incapability & negligence are noticed in observing all the aforesaid terms & conditions causing inconveniences to public service, is subject to unilateral penalty, be it detected on the spot or thereafter (even after payment). This Department also reserves the right to deduct the cost from the bills of the contractor on pro-rate basis as determined by the Engineer –In-Charge for any shortfall in observing above T&C. In that case, the above-said contract may be terminated without issuing any notice and Stringent & punishable action may be taken against the contractor. The TIA reserves the right to terminate the contract in case of repeated failure to abide by the Terms and conditions and to comply scope of Work, without showing further reason. |
| 33 | K. General Conditions Agency shall indemnify the department against legal liabilities Himself/ his Engineer visit the site / office once in a week and also as and when required. No residential accommodation shall be provided by the Department. However, The space for sitting accommodation for the staffs of the agency inside worksite premises shall be provided. Weekly site inspection by Agency and/or his Engineer are mandatory.
