| 15 | Design, Supply, install, testing and commissioning of ground based solar power generating system without battery of 800 kWp Installed capacity of panels to be connected to 33 KV Internal grid through appropriate inverter capacity and Step up transformer , grid tied solar photo voltaic system complete with the components specified below:-I. SPV Modules as per specification given below:-(a) Solar Mono crystalline/perovskite-silicon tandem/topcon/perc (whichever is best as per latest trend) C-Si PERC Module of minimum rating 545 Wp, min efficiency 20 % with DCR as per MNRE guidelines, the IS/IEC (latest) applicable at the time of design approval and contractor shall provide the copy of relevent IS/ IEC (latest) at the time of design approval. | 16 | Note:-(i) Design shall be done as per latest IS code, latest MNRE guidelines and as specified in tender. Design shall be vetted by Minisry of New and Renewable Energy (MNRE) approved firms eligible for making of DPR of Solar Project. String Combination box, ACDB, DCDB, overall inverter and transformer etc Capacity shall not be less than the installed capacity of panels. Panel minimum Capacity shall be 545 Wp & efficiency not less than 20% conforming to standard applicable as per MNRE. Capacity Utilization Factor (CUF) of solar plant as per MNRE guidelines at Energy meter level shall be approved by the department at the time of design approval.(ii) Solar Modules and solar cells therein should be of make Made in India and complying DCR norms(Domestic content requirement). | 17 | (iii) Solar PV Modules shall be warranted for a minimum period of 25 years. PV modules shall be warranted for their output peak watt capacity, which shall not be less than 90% at the end of 10 years and 80% at the end of 25 years. PV modules shall be warranted for any manufacturing defect or bad workmanship for a period of 25 years from the date of completion of Phase-I of the work. The contractor shall submit necessary warranty certificate for 25 years to GE. (iv) The capacity of different items of complete solar plant given are min and further any variation shall be approved by GE considering design aspect. | 18 | (vi) An amount equal to Rs 5,00,000 (Rupees Five Lakh Only) shall be retained from the contractor's bill against the warranty for a period of 25 years from date of completion of job. In case energy generation less than agreed generation yearwise recovery shall be made from retained amount at the time of releasing of retained amount. Recovery calculation shall be at the electricity unit rate to the department of that particular year. (vii) Contractor shall submit complete DPR with study of Shadow analysis and amount of energy generation for 5 years, capacity of different items alongwith cost benefit analysis i.e breakdown period.(viii) During the period of warranty of modules, the contractor shall remain liable to replace any defective parts that become defective in the plant.(ix) Overall capacity of all inverters, transformers, string combiner box,ACDB, DCDB etc shall not be less than the installed capacity of panels. | 22 | (x) Suitable communication device to communicate with SCADA for monitoring parameters like P, PF, V, I, Approximate time delay, insufficient solar power output.(xi) Insufficient solar power input: when the power available from the PV array is insufficient to supply the losses of the inverter, the inverter shall go to standby/shut down mode. The inverter control shall prevent excessive cycling during rightly shut down or extended periods of insufficient solar radiations. (xii) Utility grid over/under voltage/frequency : the inverter shall restart after an over/under voltage/frequency shut down, when the utility grid voltage/frequency returns to within limits for a minimum of two minute. | 23 | Note:-(i) Power conditioning Units (PCU) PCUs shall be warranted (replacement) for minimum period provided by the manufacturer but not less than 5 years. PCUs shall be warranted (replacement) for any manufacturing defects or bad workmanship for a minimum period of 05 years from the date of completion of Phase-I of the work. (ii) During the period of Warranty the contractor shall remain liable to replace any defective parts that become defective in the plant under the conditions provided by the contract and arising solely from faulty materials of workmanship, provided such defective parts are not repairable at site. | 25 | Note:- All data shall be recorded chronologically date wise. The data file shall be MS Excel compatible. The data logger shall have internal reliable battery backup to record all sorts old data simultaneously round the clock. All data shall be stored in a common work sheet chronologically. Representation of monitored data shall be in graphics mode and/or in tabulation form. Energy generation shall be monitored at the output of inverter only and shall be compared with theoretical calculated energy generation based on weather report received through weather sensing equipments on SCADA. | 26 | (g) Lightening protection system of Early Streamer Emission type Lightening Spike with 107m protection at level 3 for protection (duly supported by tech literature) against lightning strikes with GI mast of 8.5mrs long - (i) Qty of lightening arrester shall not be less than 5qty including suitable size of copper earthing plate with strip from pit to LA. The system shall include Network Video Recorder (NVR) with adequate storage capacity, display monitor, and all necessary accessories for continuous monitoring. Connectivity shall be provided through a secured Wi-Fi network ensuring online visibility from remote locations.
