| 1 | Providing and comprehensive consultancy services for carrying out detailed Electrical Safety Audit of all buildings including hospital blocks, utility services, medical areas and associated HT/LT electrical installations at Lal Bahadur Shastri Hospital, Khichripur, Delhi, in accordance with the latest CEA Safety Regulations-2023, NBC-2016 and relevant Indian Standards (IS 3043 for earthing, IS 5216 for electrical safety, IS 2309 for lightning protection, IS 7689, and NFPA 70B & 70E guidelines), to be carried out only through a BEE Accredited Auditor, using calibrated, traceable and periodically tested instruments, including detailed inspection, testing and evaluation of complete electrical infrastructure such as transformers, HT/LT panels, switchgear, cables, feeders, protection systems and overall distribution network; preparation and/or updating of Single Line Diagrams (SLD) and verification of system configuration; conducting thermographic survey through high-resolution thermal imaging of panels, busbars, cable terminations and feeders to identify hotspots; load assessment and power quality analysis using power analyzer to detect overloading, imbalance and harmonics; testing and evaluation of earthing and neutral grounding system including measurement of earth resistance of earth pits; carrying out insulation resistance and polarity tests on sample basis; assessment of adequacy, installation and condition of lightning protection system; identification, analysis and risk categorization of electrical hazards including fire, shock and arc flash risks; verification of statutory compliance with CEA regulations and Indian Electricity Rules; review of preventive maintenance practices, testing schedules, calibration records of meters and protective devices; assessment of safety procedures including lockout-tagout (LOTO), permit-to-work system and emergency response practices; evaluation of hazardous area classification (where applicable), electrostatic hazards and their control measures; checking adequacy and usage of personal protective equipment (PPE); assessment of competency, training and deployment of electrical personnel; analysis of past electrical accidents and near-miss incidents for root cause identification; and preparation and submission of a comprehensive, well-documented audit report including detailed observations, non-conformities, photographic evidences, risk prioritization matrix and practical recommendations for corrective and preventive actions for ensuring electrical safety and statutory compliance, complete in all respects as per direction of Engineer-in-Charge Please Enable Macros to View BoQ information |
