Supply, installation , testing, commissioning of smart meters of different makes (not more than 33% of individual make) as per BIS16444. Smart RF Single Phase AC Meter Tamper Proof, Static Meter of Class 1.0, 215 V, 50 Hz, 10 A-60 A conforming to IS-16444: 2015 (Re affirmed 2020) and relevant IEC standards with inbuilt cellular/ inbuilt 865-867 MHz Radio Frequency communication facility with self healing Mesh network with default and on demand display, billing data generation facility, anti-tamper features, Microprocessor and LED/LCD based circuitry. Meter Should support sending the following data : 15 min instantaneous data for voltage, current, power factor, power, cumulative energy and frequency, monthly billing survey for Cumulative Energy and Max Demand to software Meter should have connect / disconnect functionality operable from mdm/billing software and prepaid features would be MDM / Billing end as per IS 15959 Part 2. The meter should support open communication protocol DLMS with the software.

Notes for Ser No 1 & 2 :(a) The contractor shall be responsible for removing the existing meter, noting down the reading and depositing it with GE. It shall be possible to integrate meter and DCU of any make as approved by GE with software as being provided.(b) It should be possible to run the meter in both prepaid and postpaid mode(c) The meters would carry 10 year Guarantee.(d) OEM shall share the Authentication / Encryption keys of the meters along with relevant protocol details with GE. Software for the meters to be installed to be comman i.e same DCU software and cloud server.(e) Tentative qty of smart meters and communication instruments is as follows. However, actual quantity shall be worked out by contractor after field survey report and same shall be approved by GE before execution. (i) Single phase RF meter/cellularmeter-260 (ii) Three Phase RF meter/cellularmeter-10 (iii) DCU/ Gateway- as per technical requirement (iv) Repeater- as per technical requirement(f) The meter cost includes the cost of DCU and repeaters as required.(g) The cost of the cellular meter would include 2 years recurring telecom charges. For RF meters DCU telecom charges during the defect liability period are included in overall cost quoted.

(h) All RF meters shall be based on MESH \\"TECHNOLOGY\\"(j) OEM will share meter authentication & encryption passwords for integration with third party software. (k) 2 No. DCU and 01 No. repeater shall be supplied as \\"SPARE\\" within overall cost quoted. (l) DCU shall have folllowing features:- (i) IP-67 protection compatible for remote Automatic Metering Infrastructure (AMI) solution and capable of communicating with the smart energy Meter in the corresponding frequency band and with the data server through GPRS/Ethernet. It would have internal memory to store data of at least 200 modules. It shall have inbuilt battery back-up. It shall support auto discovery of the meters and self healing mechanism for the breaks in the RF network. (ii) It shall be able to configure the communication with underlying nodes / meters (iii) It should be able to pull data at configurable frequency from the nodes / meters. It shall be able to prioritize control commands. (iv) DCU would support on demand data from nodes. (v) DCU would support data transfer via cellular / optical fibre communication. In case of cellular communication, it would support dynamic IP sim from any telecom service provider (minimum 4G and fallback to 2G). (vi) DCU would be able to communicate to the nearest meters directly. For farther meters, it would allow communication through existing meters via mesh or other formation. (m) Bidder shall enter into MOU with any firm, which is AMISP or any other vendors with experience of smart metering infrastructure are also eligible to particpate.
