Selection of the bidder for the above project shall be carried out on the basis of the lowest quoted (L1) Grand Total Amount (Column-5) for Table (A+B). The Total Cost (Column-5) of the project shall be arrived at by summation of the “Total” amounts quoted against each respective work item in Table A and Table B. In case the “Total” amount quoted for any work item is found to be incorrectly calculated, the correctly computed amount based on the quoted unit rates shall be considered for the purpose of evaluation and determination of the Total Amount (Column-5).2. The rates for above work items shall be quoted by the bidders keeping all the requirements of the client in mind for successful execution of the said project.Note:2 • As per the understanding with the department, the approximate number of WhatsApp messages across Marketing, Utility, and Service categories is shared here for reference. Please note that Marketing messaging costs have been included, as per Meta’s policy, since in certain cases some Utility and Service message templates may also be categorized as Marketing messages.• The billing will be based on the actual usage of WhatsApp messages.• The WhatsApp Business Services are owned and controlled by Meta.• In this proposal, the cost of WhatsApp Business Services—covering Utility, Marketing, and Service messaging categories—has been included as per the applicable pricing structure for the Indian region (Annexure attached). The pricing of WhatsApp Business Services is determined by Meta based on specific parameters such as messaging category, user region, conversation window, and applicable regulations.• The Bidder shall quote the prices under Column 3-Meta Charges (Rs Message-Origin India) and Column 4-Service Provider Charges for the WhatsApp Messaging Services. The rates quoted under Column & shall remain fixed for the delivery of the specified services and may be revised only with the mutual consent of the Department Client and the selected Service Provider.• The cost indicated under Column 3-Meta Charges (Rs/Message-Origin: India) shall be subject to change in accordance with any revision in WhatsApp Messaging tariffs announced by Meta. Any such revision shall be duly applicable for billing and calculation of messaging charges on an actual usage basis. `
