| 2 | Site survey, planning, Design, Supply, Install, integrate, testing, commissioning, demonstration for acceptance of the Advance Metering Infrastructure (AMI) for End-to-End Smart Metering solution with pre- payment & post payment features to enable complete energy accounting with zero manual intervention & thus to facilitate seamless operation of utility businesses in conformity to particular specifications at Chennai area including training to the users and MES Manpower for operating, developing system and administrative training to selective persons for running system and supply, install & commissioning of any software updates, upgrades, patches released after support period till completion of contract under scope of agreement / PO / RC. The AMI system shall be comparising of the following:- |
| 3 | (a) Supply, Installation, Testing & Commissioning of ( GE STM- 998 Nos & GE Chennai-660 Nos ) Total-1658 Nos AC whole current, Single phase, Two wire, tamper proof, Smart Energy Meters of four different makes as per the list of Makes mentioned in Particular Specifications with prepaid and postpaid facility along with meter box, 240 Volts, 50 HZ, 10-60 Amps; with plug and play type and field swappable communication module with LED/LCD Data display, manufactured confirming to IS 16444 & with BIS identification mark on Name Plate with sealing arrangement as per relevant IS, Transparent Meter Box; with standard sealing material as required at site. |
| 4 | (b) Supply, Installation, Testing & Commissioning of ( GE STM-199 Nos & GE Chennai-131 Nos) Total-330 Nos AC whole current, Three phase, Four wire, tamper proof, Smart Energy Meters of four different makes as per the list of Makes mentioned in Particular Specifications with prepaid and postpaid facility alongwith meter box, 415 Volts, 50 HZ, 10-60 Amps; with plug and play type and field swappable communication module; with LED/LCD Data display, manufactured confirming to IS 16444 & with BIS identification mark on Name Plate, with sealing arrangement as per relevant IS, Transparent Meter Box with standard sealing material as required at site. Notes for Sl Item No. 1.00 (a) & (b):1. Smart Meters shall be selected of four different makes and only 23-27% of total quantity of smart meters of a particular make shall be provided to ensure interchangeability at later date as per IS : 16444. |
| 5 | (c) Supply/Planning/Setup/Tuning of Communication Infrastructure (CI) in the Project at Chennai area. Communication technologies for AMI need to be decided based on field condition, and most suitable communication technologies in that area shall be selected for Two way communication with Smart meters and associated AMI nodes. Selected communication technologies should either be out of RF/ RF-Mesh network/ cellular network (4G/5G with fallback on 2G/3G) or combination of these or any other advanced technology all as per CEA/TRAI regulations. The CI shall mainly include the following including associated Equipments, Hardware, Softwares and other accessories:- |
| 6 | Network Management System(NMS) including its network protection and security, Gateway /router /Access Points based on selected communication tecnology. If required, The system shall consist of Outdoor DCUs for long range to cover entire area of various pockets covered under the scope work and suitable to communicate with the Remote server for data Exchange between Server and Smart meter.(d) Head End System (HES) to acquire meter data automatically avoiding any human intervention and monitor parameters acquired from meters. (e) Meter Data Management System (MDM) is to be set up to support storage, archiving, retrieval & analysis of meter data and various other operational systems along with validation & verification algorithms.(f) Utility(MES) User Interface and Consumer Web Portal and Mobile Application shall be provided to facilitate self service capabilities & these shall be OS agnostic.(g) Setting up Network Operations and Monitoring Centre (NOMC) in a Room(s) provided by CWE/GE at a safe location in the station. Well illuminated room with equipment power supply at a point in the room shall be provided by the CWE/GE. Required Air Condintioning of the room(s), Aluminum partions/Table/Chairs/modular work stations etc. as per need for smooth functioning of NOMC is to be provided and maintained by the contractor. |
| 7 | (h) All the NOMC network equipments, softwares, routers, firewalls, Desktops, work stations with monitors, Laser printers, UPSs and any Balance of items are to be provided by the contractor to make NOMC functional. 4 Nos. of Work station with accessories as mentioned in P.S. Clause 7.13 along with internet connection shall be provided as detailed below:-For GE St. Thomous mount formation at stm - 01Nos.For GE Chennai formation at Fort st Georg - 1No. |
| 8 | (j) (i) All the support software including operating system of all the equipments, AMI applications shall be provided & these shall be of latest version released upto six months prior to FAT. (ii) Local Dedicated Server at NOMC for Hosting and management of complete AMI System along with standby server. As an alternative the AMI system can also be hosted on Government of India Cloud (such as MeghRaj etc.) (iii) Cyber security is to be established/ensured as per Global security standards and Indian Standards developed by NIST and DietY. CERT audit of AMI softwares is to be carried out by CERT-India empanelled firm and CERT auditors of Armed Forces.(k) Integration of Differnet Devices of different makes, equipments and softwares of all AMI deliverables such as MDM, HES, NMS, various Field devices, Applications, Billing Modules, Occupation/Vacancy Modules etc. all as per MES functional requirments including water charges, furniture and license fee etc. |
| 9 | (l) Consumer Indexing, Meter Installation, Provison of SIM Cards and their management as per SOP prepared by contractor & approved by GE.(m) Provision of various modules such as Billing Module, Occupation/Vacancy Module compatible to MES needs/formats/Billing Software if any.(n) All the AMI software and associated equipments should be capable of handling at-least approximately 2200 Nos of Smart Meters of different makes as per BIS 16444 with 25% expansion capacity without any additional infrastructure and cost implication to MES. |
| 10 | (o) Analysis capability such as energy audit reports as per desired formats and various other periodic report generation shall by feasible from the MDM. (p) Training to MES Manpower(q) Taking down old Energy Meters from the Shops/ houses as per SOP & other dismantalled material and deposited to respective GE's MES yards all as specified and directed.(r) All expenditures including periodic charges of telecom operator, cloud hosting charges, software licensing fees and any other incidental charges from installation till completion.
