| 1 | Operation and maintenance of Sewage Treatment Plant for boys hostel at CUSAT. 1. Scope of Work -(1.1) The work shall comprise complete operation and routine maintenance of the 120 CMD Sewage Treatment Plant in compliance with Pollution Control Board norms. (1.2) The work includes mechanical, electrical, civil accessories, piping, pumps, blowers, aeration systems, control panels, instrumentation, sludge handling, housekeeping, and reporting 2. Operation - (2.1) Daily operation of pumps, blowers, aerators, valves, panels, and associated equipments (2.2) Continuous monitoring of flow, sludge levels, and treatment efficiency (2.3) Maintaining inlet and outlet water quality as per prescribed standards (2.4) Preventing overflow, odour nuisance, or untreated discharge (2.5) Log book maintenance (daily) 3. Maintenance - (3.1) Preventive and corrective maintenance of all mechanical and electrical components (3.2) Lubrication, tightening, alignment, and minor repairs (3.3) Regular oil changing in pumps, reactors, and gear boxes (3.4) Any damage during execution shall be rectified by the contractor at his own risk and cost (except replacement of irreparable pumps, which shall be the responsibility of the University) 4. Manpower Deployment - (4.1) One trained STP operator (full-time) (4.2) One helper (part-time) (4.3) Operator shall be adequately trained and experienced in STP operation (4.4) Absence of operator without approval shall attract penalty 5. Consumables & Chemicals - (5.1) Supply, storage, and dosing of all required chemicals (5.2) Minor consumables for proper functioning (5.3) Daily chemical dosing for 120 CMD STP: (a) Lime - 3.5 kg/day (b) Alum - 2.0 kg/day (c) PAC -1.5 kg/day (d) Activated Carbon - 1.5 kg/day (e) Polyelectrolyte - 300 g/day (f) Sodium Hypochlorite - 2.5 litres/day (5.4) Chemicals shall be added at equal intervals with special care during peak hours to avoid overflow 6. Sludge Handling - (6.1) Regular cleaning, disposal of screenings, washing of bar screens and grit channels (6.2)Washing sludge layers from the walls using pressure pump should be done every month (6.3) Desilting of all tanks once a year before expiry of the agreement (6.4) Fine screens should be free from all obstructions, sludge from the sump be regularly cleaned and the smell of the sludge should not be foul. The final effluent should be free from foul smell or odour (6.5) Periodic sludge removal, drying, and safe disposal within campus or authorised locations (6.6) Debris and sludge shall be removed daily and shall not be exposed to the atmosphere 7. Housekeeping & Vegetation Control - (7.1) Good housekeeping of the entire STP premises (7.2) Clearing overgrowth of vegetation in STP compound every month (7.3) Maintaining odour-free and hygienic plant surroundings 8. Records & Reporting - The contractor shall maintain: (8.1)Daily log book (8.2) Chemical consumption register (to be verified by overseer) (8.3) Maintenance records 9. Performance Standards - (9.1) The treated effluent shall comply with the norms prescribed by the Central Pollution Control Board /State Pollution Control Board, as applicable : (9.2) Indicative parameters:- (a) BOD less than or equal to 10 mg/L (less than or equal to 6 mg/L if discharged to public drain) (b)COD less than or equal to 50 mg/L (less than or equal to 25 mg/L if discharged into drain) (c)TSS less than or equal to 20 mg/L (d)Oil & Grease less than or equal to 10 mg/L (e)Total Nitrogen less than or equal to 10 mg/L (f)Total Phosphorus less than or equal to 1 mg/L (g) Faecal Coliform less than 100 MPN/100 mL (9.3)The STP shall be operated to ensure : (a) minimum 95% uptime of the STP (b) No overflow, odour nuisance, or untreated discharge 10. Payment Terms - (10.1) Payments shall be made monthly by cheque only after satisfactory performance of the following. (a) obtaining positive test results of the treated sample from the laboratories of School of Environmental Studies/STIC at the cost of the contractor. (b) back washing of the filter media with the treated water in the presence of Engineering staff and processing of sludge. (c) clearing vegetation keeping the premises clean and the attendance of the operational staff to the satisfaction of the engineers. (d) maintaining the stock of the chemicals and proper upkeeping of log book to the satisfaction of the engineers. (e) Final payment shall be released only after ensuring clause 6.3 of the schedule 11. Penalty Clause (Liquidated Damages) (11.1) Non-compliance of effluent quality (a) Rs. 2,000/day for treated water not meeting prescribed standards (b) Maximum penalty limited to 10% of the annual AMC value (11.2) STP breakdown / non-operation (a) Rs.1,500/day for downtime beyond permissible limits (11.3) Manpower default (a) Rs.1,000/day for non-deployment of operator (11.4) Poor housekeeping / odour complaints (a) Rs.500 per instance after written warning (b) Repeated violations (greater than or equal to 3 times) may lead to termination 12. Termination of Contractor (12.1) The institute may terminate the AMC with 30 days notice in case of (a) Persistant poor performance (b) Repeated statutory violations (c) Breach of contract terms (12.2) Immediate termination may be affected without notice in case of : (a) Environmental violations (b) Abandonment of the work 13. General Conditions (a) Subletting is not permitted without written approval (b) All safety norms should be strictly followed (c) All T&P shall be arranged by the contractor (d) University reserves the right to inspect the STP at any time.
