| 9 | Technology/Type: - ESP (Electrostatic Precipitator), Wet Scrubbing, Diesel Oxides Catalyst a) Guaranteed specified Particulate matter (PM 2.5) b) Carbon Monoxide, Hydrocarbon reduction efficiencyc) Retrofit device is to be installed in place of existing silencer. d) No soot is to be collected in the retrofit device. e) The device including enclosure should include an Oxidation chamber and Passive Regeneration Trap. f) Maximum back pressure exerted by the Emission Control retrofit device at max prescribed load by DG OEM (as per the capacity of the DG set) should be under limit and display panel to be provided for Back pressure and exhaust temperature limit. (g) The Retrofit emission control device shall be with corrosion resistive and heat resistance paint.(h) Standard set of tools consisting of a set of 3 spanners, one screw driver, one standard plier and one nose plier of appropriate size shall be provided along with each Retrofit Emission Control Device (RECD).(Note : Retrofit Emission Control Device (RECD) shall comply all norms as per latest applicable CPCB guideline. |
| 10 | TEST REPORTS Certification :- Device should be ‘Type Approved’ as per the System and Procedure of Central Pollution Control Board for Emission Compliance Testing of Retro-fit Emission Control Devices (RECD) For Diesel Power Generating Set Engines, Dated 01/02/2022, wide Pollution Control Series PCLS/12/2021-22. Adhering to this, RECD to be ‘Type Tested’ for an equivalent kVA family as per the System and Procedure from any one of the Central Pollution Control Board, Govt, of India, recognized/approved test agencies/laboratories as givenas per HQ E-in-C Br policy letter No. A/37696/Gen/Pol/E2W (PPC) date 29 jun 2024 and bidder will submit RECD tested report from following CPCB recognized approved labs:- (a) Automotive Research Association of India (ARAI, Pune Maharastra)(b) International centre for automotive Testing (ICAT, Manesar)(c) Indian Oil corporation research and development centre faridabad haryana(d) Indian Institute of petroleum dehradun (UK)(e) Vehicle Research Development Establishment (VRDE, Ahmednagar)NOTE: It is mandatory to the Type approval certificate for suitable KVA RATINGS (ENGINE FAMILY) with registration number & date (from one of the CPCB recognized approved lab shall be produce before commence of the work. |
| 11 | General Technical Requirements (GTR) / Commissioning: - a) Emission Control retrofit device shall be complete with safety precautions to ensure no damage should be done to the DG set operations under any circumstances. The Emission Control retrofit device should be closely coupled with the DG exhaust to ensure 100% of the exhaust passes through the Emission Control retrofit device.b) Anti-Vibration mountings shall be provided for complete Emission Control retrofit device in case of flexible coupling with the diesel generator exhaust.c) Emission Control retrofit device should have protection against under voltage, over voltage, under frequency, over frequency, low battery voltage, over current, earth-fault, short circuit, phase sequence change etc.d) The Emission Control retrofit device shall be with corrosion resistive and HR paint.e) Unloading and placement of the Emission Control retrofit device at the time of delivery is in the scope of buyer. The consignee shall ensure that the site is located along a motorable way.f) The seller shall provide the trial run (Testing) of Emission Control retrofit device. The seller shall conduct trial run of the Emission Control retrofit device with the available electrical load at site. The trial run shall be for TWO hours. The electrical loading shall not be more than the rated capacity of the DG set.g) Exhaust piping, extra civil work, distribution board shall be provided by the seller |
| 12 | Scope of Installation: -a) Installation of Emission Control Retrofit Device when offered by the vendor is inclusive in the scope of supply and shall be done by the seller. | 14 | M & L for earthing complete with galvanised steel plate earth electrode 600 mm X 600 mm X 6 mm thick, buried directly in ground (earth pit not less than 2.25 metres deep below ground level) with top edge of the plate not less than 1.5 metres below normal ground level, connected to earthing lead of 25 mm X 4 mm galvanised iron steel strip by means of bolts, nuts, check nuts and washers of galvanised iron from earth plate to test point upto 7.5 metre including all as shown in electrical plate No. 3 of SSR Part I (2009) including necessary concrete chamber in cement concrete M15 (Nominal Mix) using 20 mm nominal size coarse aggregate, precast RCC cover slab in cement concrete M15 (Nominal mix) using 20 mm nominal size coarse aggregate of size 40 cm X 40 cm X 5 cm reinforced with 8 mm dia TMT bars @ 150 mm c/c with one handle for lifting made out of 8 mm dia bar or CI Cover, Gl funnel, Gl wire mesh filter, 20 mm dia Gl pipe medium grade for watering, 40 mm dia Gl pipe medium grade for protection of earthing lead, charcoal or coke and salt in alternate layers including necessary excavation and earth work in any type of soil/ strata and testing complete all as specified and as directed by the Engineer-in-charge. |
