| 9 | NOTES TO ITEM NO 01 (Contd...):-(2) Use of Departmental Stock(i) The Department already holds certain RRS materials. These materials must be utilized first for the execution of RRS exercises.(ii) Procurement of materials from outside sources shall be resorted to only after exhausting available departmental stock and as directed by the EIC or Air Force Authorities.(3) Stacking and Measurement(i) Materials shall be stacked separately item-wise on firm, level ground at locations directed.(ii) Stacks shall be regular in shape to facilitate accurate measurement.(iii) Measurements shall be jointly recorded before the materials are taken into use.(iv) The quoted rate shall be deemed for loose stacked aggregates inclusive of all voids; no deduction shall be made for voids.(v) Any subsequent shifting, re-handling, or movement of materials from stacks to work areas shall be carried out under Schedule-A (Part-II) / Schedule-B and shall not be payable under this item.(4) Material Accounting and Reporting(i) The Contractor shall maintain a proper item-wise material ledger indicating:=> Opening balance of departmental stock=> Quantities received from outside sources=> Quantities issued/consumed during each RRS exercise=> Balance remaining in hand(ii) The ledger shall be updated on a daily basis and jointly verified by the Air Force representative.(iii) Each Running Account Receipt (RAR) shall be accompanied by a detailed material statement, showing:=> Quantities used from departmental stock=> Quantities procured externally=> Balance remaining(iv) Payments shall be regulated based on the jointly verified material statements. contd.... |
| 10 | NOTES TO ITEM NO 01 (Contd...):-(5) Supply Schedule(i) At least 30% of the estimated total quantity under this item shall be supplied and stacked before the first RRS exercise.(ii) The balance quantity shall be supplied progressively as directed by the EIC/Air Force Authorities.(6) Penalties for Non-Supply(i) The Contractor shall ensure that all required quantities of materials are available and stacked at the site before the notified date and time of the RRS exercise.(ii) If the Contractor fails to supply any required quantity, the following penalties shall apply:(iii) 25% of the value of the short-supplied quantity for that RRS exercise.(iv) The Department may procure materials from an alternate source at the Contractor’s risk and cost, and all such costs shall be recoverable from Contractor’s dues, Performance Security, or any other payable amount.(v) The decision of the GE regarding assessment of short supply, penalties, and recovery of costs shall be final and binding.(7) Special Instructions(i) Measurements, stacking, and accounting must always be jointly verified with the JE.(ii) All materials must be handled carefully to avoid damage, loss, or contamination.(iii) Any additional handling, shifting, or use of materials beyond what is defined under this item shall be accounted in Schedule-A Part-II |

| 30 | NOTES TO ITEM NO 02:-(1) Deployment Priority(i) Departmental T&P shall be utilized as the first option.(ii) Contractor-supplied machines shall be deployed only after full utilization of departmental equipment.(iii) A minimum number of serviceable machines for each function (loading, digging, rolling, etc.) must be maintained by the Contractor at all times to ensure smooth execution of the RRS exercise.(2) Mobilization & Reporting(i) The Contractor shall be informed in advance via mobile, email, or other accepted communication channels regarding the required T&P for each Deployment Activity (DA).(ii) Wherever possible, at least 24 hours’ notice shall be provided. In short-notice cases, the Contractor shall make all reasonable efforts to mobilize the resources promptly.(iii) All machinery must report on site at least 3 hours before the designated time of the DA.(iv) Non-self-propelled, non-roadworthy, or heavy T&P shall be transported to/from site by the Contractor using suitable arrangements at their own risk and cost. Rates under Schedule-A Part-II are deemed inclusive of transportation, mobilization, demobilization, loading/unloading, cranage, permits, tolls, etc.(3) Serviceability & Maintenance(i) All T&P deployed must be fully serviceable, road-worthy, properly maintained, and fit for continuous operation under emergency conditions.(ii) Preventive maintenance, pre-deployment inspection, and necessary repairs are deemed included in the quoted rates.(iii) Defective, partially functional, or poorly maintained machinery shall not be deployed. | 31 | NOTES TO ITEM NO 02 (Contd...):-(4) Dual-Function Machines(i) Machines with combined functions (e.g., backhoe-loader) may be deployed for multiple items, but cannot perform multiple functions simultaneously.(ii) Measurement for each function shall be based strictly on actual productive working time. Standby or idle hours shall be recorded and billed separately.(5) Working Hours & Operations(i) RRS exercises may be conducted day or night, as directed by the GE/EIC.(ii) No claims shall be admissible for overtime or night operations.(iii) Designated routes and security protocols must be strictly followed during all operations.(6) Measurement & Billing(i) Machinery shall be measured and paid separately for each item as per actual use.(ii) Standby or idle time shall be measured and billed as per Schedule-A Part-II rates.(iii) The Contractor is responsible for arranging alternate machines promptly if any T&P goes off-road; failure will result in replacement by the Department at Contractor’s cost.(7) Penalties(i) Failure to supply any T&P/machinery/vehicle listed in the schedule as demanded by EIC shall attract a penalty of double the quoted rate for that item/exercise.(ii) Failure to complete the RRS exercise within stipulated time due to operator slackness shall attract a penalty of 50% of the quoted rate.(iii) Breakdown of T&P must be replaced within 1 hour; otherwise, a double-rate penalty applies.(iv) Any slack, idle, or inefficient use due to operator negligence, lack of supervision, or deliberate slow operation shall attract a 25% penalty of the quoted rate, in addition to any other applicable penalties.(v) Failure to provide required T&P at the notified date and time shall be treated as non-availability and subject to the above penalties.(vi) Decisions of the GE/EIC regarding non-availability, slack performance, and penalty imposition shall be final and binding.contd..... |
| 32 | NOTES TO ITEM NO 02 (Contd...):-(8) Deployment and Utilization(i) Inclusion of T&P items in Schedule-A Part-II does not guarantee deployment. Actual deployment is strictly per operational requirements and directions of the EIC/Air Force Authorities.(ii) Contractor-supplied T&P must be utilized for works as directed, even if functions differ from initial assignment, provided the machine operates within its safe capabilities.(iii) Wherever the BOQ specifies deployment of more than one unit, the Contractor shall arrange and deploy the specified number of units simultaneously. | 38 | GENERAL NOTES TO ITEM NO 03 (Contd...): (2) Working Hours and Day/Night Operations(i) RRS exercises may be conducted during day or night, as directed by the GE/EIC.(ii) The quoted rate includes day/night working, and no extra payment is admissible for night operations within the 8-hour exercise.(iii) Engagement beyond 8 hours shall be permitted only with prior approval of the GE. Payment for such extra hours shall be made on a pro-rata basis at the contract rate, calculated as:Pro-rata Payment = Contract Rate/8 × Actual Hours Worked Beyond 8 hours(3) Reporting and Continuous Availability(i) Labour shall report at the designated place and time as directed by the EIC.(ii) Labour must remain continuously available and fit for duty throughout the RRS exercise.(iii) Late reporting, absenteeism, or early withdrawal shall be treated as non-availability.(4) Fitness, Conduct, and Replacement(i) Labour deployed shall be physically fit, disciplined, and accustomed to the nature of work.(ii) Any labour found inefficient, indisciplined, or unsuitable shall be replaced immediately at the Contractor’s cost, without affecting the RRS exercise progress.(5) Measurement and Payment(i) Payment shall be made only for manpower actually present, jointly verified, and effectively engaged during the RRS exercise.(ii) Part-time presence shall be measured proportionately, as decided by the EIC.(iii) Extra hours beyond 8 (if approved) shall be paid on a pro-rata basis as described in Clause 2 above.(6) Penalties for Non-Availability(i) Failure to provide the required number or category of labour at the specified date and time shall attract a penalty of 25% of the contract rate / pro-rata rate of the affected labour item for that RRS exercise.(ii) In case of non-availability or short supply, the Department may engage labour from other sources at the Contractor’s risk and cost, in addition to the above penalty. contd..... |

| 40 | COMMON NOTES APPLICABLE TO SCHEDULE ‘A’ (PART I, II & III):-(1) Overall Supervision and Control(i) The entire Runway Rehabilitation Scheme (RRS) exercise shall be carried out under the overall supervision, direction, and control of Air Force Authorities and the Engineer-in-Charge (EIC).(ii) The Contractor shall strictly comply with all operational, safety, security, and procedural instructions issued by the Air Force Authorities and/or the EIC during mobilization, execution, and demobilization.(iii) No claim whatsoever shall be admissible on account of restrictions, sequencing of operations, stoppages, or working methods imposed due to operational, safety, or security requirements of the Air Force.(2) Overall Responsibility of the Contractor(i) Notwithstanding the overall supervision of Air Force Authorities/EIC, the Contractor shall be solely responsible for:(ii) Planning, coordination, deployment, and supervision of all manpower, T&P, materials, and logistics.(iii) Ensuring each RRS exercise is carried out smoothly, safely, and completed within the stipulated time.(iv) Adequate site supervision, sequencing of operations, and continuous availability of resources shall be arranged by the Contractor.contd..... |
| 41 | COMMON NOTES APPLICABLE TO SCHEDULE ‘A’ (PART I, II & III):-(3) Site Handover and Commencement of Time(i) The stipulated execution time for an RRS exercise shall start from the time the site is formally handed over free from obstructions and made available for uninterrupted execution by Air Force Authorities/EIC.(ii) Any delays due to site preparation, obstacles, or Air Force operational requirements shall not count against the Contractor.(4) Security and Access Compliance(i) All works shall be carried out in operational Air Force areas.(ii) The Contractor shall comply with all security regulations, entry procedures, movement control systems, and pass requirements.(iii) Responsibility for obtaining necessary passes for personnel, vehicles, and equipment lies with the Contractor.(iv) No claims shall be admissible due to restrictions or delays arising from security procedures.(5) Airfield Safety and FOD Control(i) The Contractor shall maintain strict airfield safety and Foreign Object Debris (FOD) control at all times.(ii) No loose material, tools, debris, or equipment shall be left on the runway or adjoining operational areas.(iii) The site shall remain safe for aircraft operations throughout the exercise.(6) Protection of Existing Installations(i) All existing pavements, shoulders, lighting systems, ducts, cables, fixtures, and Air Force property shall be protected from damage.(ii) Any damage caused due to Contractor operations shall be made good immediately at the Contractor’s risk and cost.contd..... |
| 42 | COMMON NOTES APPLICABLE TO SCHEDULE ‘A’ (PART I, II & III):-(7) Records, Reporting, and Post-Exercise Documentation(i) The Contractor shall maintain:=> Deployment sheets=> Attendance records=> Machinery logbooks=> Material statements=> Any other documents required for each RRS exercise(ii) A brief post-exercise statement of resources deployed and works carried out shall be submitted with each RAR.(8) Frequency and Contingency of RRS Exercises(i) RRS exercises are normally scheduled once every quarter.(ii) The Contractor’s quoted rates cover quarterly exercises, but the Air Force may require additional exercises.(iii) Contractor shall ensure availability of all manpower, T&P, and materials for such additional exercises, which will be paid according to contract rates / pro-rata rates.(iv) No extra claims shall be admissible for additional exercises beyond the quarterly schedule.(9) Validity and Firmness of Rates(i) The rates quoted by the Contractor shall remain firm and valid for 12 months.(ii) Rates apply to all RRS exercises, whether quarterly or additional.(iii) No claims shall be admissible on account of escalation of labour, fuel, materials, spares, transportation, inflation, or market fluctuations during the contract period.(10) Variability of Hours and Non-Guarantee of Minimum Utilization(i) Hours indicated in the BOQ for T&P and manpower are indicative only.(ii) Actual hours of deployment depend on site conditions, operational requirements, and EIC directions.(iii) Payment shall be made only for actual productive or standby hours, jointly verified.(iv) The Contractor shall have no claim for lesser hours, non-utilization, or reduced deployment.contd..... |
