The description of buildings, swimming pool, sump and balancing tank etc are as under and as specified in tender documents. | 2 | SOIL INVESTIGATION :-(B) Mobilization of necessary equipment & manpower at site of work to carry out plate load test at a depth of 2 mtr , 3.5 mtr (for swimming pool) , 5 mtr (for diving area for swimming pool ), 4.0 mtr for (balancing tank)for determination of \"K\" value (Moduless of subgrade reaction) of soil in the field in accordance to IS 9214-1979, complete in all respect as specified & directed with & including floowing operations :- (a) Digging out pit of desired size & depth . (b) Placing & arranging the load platform, loading & unloading platform by sand bags of any other approved weights, as per requirement & recording the settlement data with 3 Nos of dial gauge in horizontal plain placed at 120 degree , using hydraulic jack providing ring & dial gauge of least count 0.002 mm & submission of report in sextuplicate determing modulus of subgrade reaction \"K\" value . |
| 3 | (C) Prepration, submission andfinalization of Detailed Estimates , Yardsticks and Market rate analysis (on prescribed format for the same used in MES) for buildings, swimming pooland services based ondrawings prepared and approvedas per para 1 to 1.20 above. The estimates shall be based on rates given in SSR 2020 Part-II, if rate of any Item is not availaible in SSR 2020 Part-II the same should be applied based on Market rate of the Item reduced/enhanced to SSR 2020 level by applying market variation percentage as per percentage over SSR for the relevent quarter circulated by HQ CE 31 Zone. All these documents can be obtained from the office of CE31 Zone on any working Day.The above mentioned documents shall be prepared in consultation/supervision of Contract section officers of HQ CE 31 Zone (E-8 Section ) and will have to approved by Accepting Officer before Finalization. |
| 4 | NOTES:-(i) The Architectural drawings shall be provided by E6 Section of HQ CE 31 Zone. Any correction suggested during structural design shall be incorporated in arch drgs with prior approval from E6 section of this HQ.(ii) While preparing drawings the consultant shall adhere to design parameters given in Tender documents,scales of Accomodation , Scales of Furniture for built in furniture, Zonal specifications, IS Codes, NBC Codes, Local Bye laws and BPs and AE-II of the subject work. All these documents can be obtained from the office of HQCE31 Zone on any working Day. In case of any discrepancy beteween these documents the decision of accepting officer will be obtained before finalizing the drawings.,All these documents can be obtained from the office ofHQ CE31 Zone on any working Day.The above mentioned drawings shall be prepared in consultation/supervision of Design section officers of HQ CE 31 Zone (E-2 Design Section ) and will have to approved by Accepting Officer before Finalization.(iii) The structural design will have to be got vetted from any IIT after obtaining go ahead fromE-2 Design Sec of HQ CE 31 Zone and the same will be submitted for final approval of accepting officer after vetting of IIT.The cost of vetting of design from IIT shall deem to be included in quoted rates of consultant and nothing extra shall be paid for the same. (iv) Reinforcement steel shall Fe-500D grade TMT bars. The grade of concrete shall be M-30 (Design mix) .(v) Seismic Zone – V and Snow Zone 3/4 (As per IS 875 Part 4)(vi) The rates quoted by the consultant shall deem to be inclusive of at least 12 visits ie 04 visits Each for Architectural, Structural and Services drawingsto office of HQ CE 31 Zone, Srinagar including theproject site , Each visit shall be consisting ofOne Week Maximum , including Lodging , boarding, Transportand food of consultant team to borne by consultant himself. and after every visit consultant or his rep will obtain a visit certificate from Adm Officer of CE 31 Zone indicating dates and number of days of visit. The Liasioning Officer in case of any difficulty will be SSW HQ CE 31 Zone. (vii) The unit \" Each Job\" mentionedin the BOQ Item no 1.00 shall consist offull and final completion of all the processes and requirements mentioned in Item No 1.00, 1.10, 1.20 and 1.30to 1.60 above |
| 5 | (viii) The consultant Shall be liable to carry out any amendments/modification/ revision/additions /alterations in drawings as propposed by Accepting officer before finalization of the drawings. (x)The Structure is single/double/triple/multi storey building& swimming pool ,balancing tank & UG Sump above and below the ground..Any other relevant detail requiredshall be taken from Dir (Des)/Sr.SO1(Des)/Arch of HQ CE SRINAGAR ZONE.(xi) The foundation of change room , store , rest room , chlorination room , plant room , CHS system , Spectators gallary is designed for gross SBC of 10.00 T/sqm at 2 metre depth (D) below the natural ground level of bldg. It shall be simultaneously ensured that at no point the foundationlevel is less than 2 mtr dep below the natural GL . In case any variation the matter shall be referred to this office for further direction . the foundation shall not rest on treacherous , organic or filled up soil . (xii) Supply of 01 set of original tracing hard copy (A1 size on 100micron laser film) on Gateway / Nova Cad brand tracing paper along with a soft copy (02CD) in AutoCAD of Drawings, as directed. The Design prepared by one Designer shall be checked by another Designer and both the persons shall sign the Design calculations and drawings along with date. (xiii) The supplier/bidder shall give free of cost clarification, if any, during acceptance at tender & complete execution period of the building.(xiv) Any amendment required during execution shall be made by the Consultant and requisite copies of amended sheets shall be submitted free of cost.(xv) \"The Consultant/Designer shall discuss the preliminary design & Drgs for finalizing Structural Design & Drawings with Dir (Des)/ Sr.SO1 (Des) of HQ CE SRINAGAR ZONE by sending a designer rep in situ. The consultant shall provide hard copies (In A2 size white sheet print out) of all tentative design /drawings for scrutiny by E2 (Design) Section, E6 Section and E4 Section (where applicable) prior to vetting out by the vetting out Agency/Institution. Necessary resubmission of the white sheets shall be done until approval is accorded. |
| 6 | (xvi) The responsibility for the Structural Design & Drawings prepared rests with the supplier/bidder. In case of any defect/ damage detected in the designed structure during, its Design life and the same is attributed to faulty Drawing/ Design, the supplier/bidder will be liable for penalty of 10% of the total project cost. (xvii) Third party vetting/ proof checking. The supplier/bidder shall be responsible for third party vetting / proof checking from IIT/NIT\"s as per policy duly signed by authorized signatory Structural Designer on behalf of the institute and not from a professor/ individual of the institute in his personal capacity (both signatory stamp & institutation stamp required on each drawings sheet. The third party vetting the Designs, Drawings shall also be liable for ensuring that the Designs & Drawings are in compliance as per the laid down standards, latest codes, regulations, adherence to NBC norms and sound Engineering practices. The supplier/bidder is responsible for obtaining clarification from the vetting agency till the completion of project.(xviii) A certificate that all details have been thoroughly checked and are in compliance to standards, codes, regulations in respect of safety, soundness and economy shall be obtained from the vetting agency.(xix)The vetting agency will also be liable and answerable for any design deficiencies detected during design life of the building and may be called upon to address such issues if any.(xx) The supplier/bidder on being issued the Job Order shall send his design team to HQ CE SRINAGAR ZONE to liaise with the E2 Design and E6 Section to discuss and finalize the design parameters and obtain clarifications on any Architectural and Design issues. The date of visit of the supplier /bidder’s Design team shall be decided in consultation with the E2 Design Section of HQ CE SRINAGAR ZONE.(xxi) On preparation of the design folder and preliminary structural drawings, the supplier/bidder shall send his design team to make a detailed power point presentation of the structural design and drawings to the E2 (Design) and E6 Section of HQ CE SRINAGAR ZONE. The date of presentation by the bidder’s design team shall be decided in consultation with the E2 Design Section. |
| 7 | (xxii) The final structural drawings duly vetted by authorities as mentioned in the BOQ shall be submitted to the E2 Design Section by the bidder’s Design team for final approval and the bidder’s team should come prepared to make any corrections/ amendments to the same if required in consultation with E2 Design Section.(xxiii) The supplier/bidder’s Design team shall have to visit the HQ CE SRINAGAR ZONE at work site any time during the planning and execution of the work if required, on being intimated in writing by E2 Design Section of HQ CE SRINAGAR ZONE.(xxiv) Nothing extra shall be payable for the above visits of bidder/bidder’s design team to HQ CE SRINAGAR ZONE.(xxiv) The depth of swimming pool at various locations/levels of poolto be endorsed in design details by the consultant. (xxv) The entire infrastructure as stated above including swimming pool is to be constructed under covered space area as stated and consultant has to submit the detail design for this space area frame structure in accordance with indicative arch drgs. |
