| 2 | Design, supply installation testing, commissioning & integration of Advance Metering Infrastructure (AMI) for Bareilly station under GE (East) Bareilly comprising of Performing site survey and deciding the communication technology to ensure data availability/ connectivity of all the consumers. The design should be in such a way that it must include atleast three different makes of smart meters not more than 33% meters of each make must be installed at site: It will include the following components: |
| 3 | Supply installation testing & commissioning of Smart Prepaid Energy Meters, Complying to BIS-16444, ISI Marked in existing Meter Board/ Floor Panels, current range 10-60 Amp, 240 V, accuracy class 1.0 UC1 category and above along with in built load control switch, containing provision for TOD & RTC, capable to define mulgtiple gtanff slabs incl meter boxes for Bareilly station under GE (East) Bareilly complete all as specified and directed.(a) Single phase ,2 wire, AC Static Direct connected :1581(b) Three phase ,4 wire, AC Static Direct connected : 108Meter should support the following data:-(i) 15/30 min instantaneous data for voltage, current power factor, cumulative energy and frequency, daily and monthly billing survey for Cumulative Energy and Max Demand.(ii) Meter should have connect/ disconnect functionality operable for mdm/ billing software and prepaid features would be operable for MDM/ Billing end as per IS 15959 part 2.(iii) Meter should support communication protocol through RF/4G/NB IOT with the software all as required at site and directed. In case of RF communication, the cost of DCU and repeaters are deemed to be included in the rates quoted for meters.(iv) The meter should support open communication protocol DLMS with the software. |
| 4 | Note(i) The defect liability period will be 2 years from the date of completion of Phase-I.(ii) Any variaiton in quantity of Smart Prepaid Meter (AMI) will be paid and deducted as per the supplementary rate for single and 3 phase smart meter beyond the qunatity mentioned here-in-before as per rates given below:-(a) Single Phase meter - Rs 6838/- per meter.(b) Three phase meter Rs 8135/- per meter.(iii) The rent and water supply bill and any other charges or levy will be included in software as directed by GE. |
| 5 | Supply and configuration of the web based software for three phase 440 volt and single phase 220 volt smart prepaid meter with fwg modules:-(i) Meter Data Management ModuleThe meter data management module would be responsible for collecting the data from concentrator and make the data available to the billing system. the meter data management system would capture and provide the fwg data:-(a) Real Time Energy monitoring with 15-30 min instantaneous data from all the meters for seven parameters- Cumulative Energy, Cumulative Apparent Energy (as applicable), Power, Current, Voltage, Power Factor and Frequency.(b) Monthlybilling survey data for Cummulative energy and max demand.(ii) Postpaid/ Prepaid Billing moduleThe billing module would collect the data from the meter data management module, calculate the energy consumption, calculate billing determinant and make energy data/ billing data available to admin and end users. The biling module would include functionalities for tariff setup, bill format setup, bill adjustment, occupation billing and vacation billing. It would allow postpaid and prepaid functionality as required. |
| 6 | (iii) Occupation and Vacation Module:-The system would support occupation/ vacation and billing reports.The software would be collecting data from meter. The software would provide access to authorised MES rep as well as the occupant of the data.(iv) Web Site: There would be a dedicated website for the AGE and BSO team to view all the data and information. The designated users in MES would have the admin access to the application. The MES staff would also have the access fo the key information on an android mobiles app (for admin use).(v) Custumer Portal:The system would include a custumer portal for the resident/ occupant to log in and view their own energy/ billing data. There would be android and iOS moble apps for the user to monitor its own data and balance on regular basis. |
| 7 | (vi) Energy Accountig ModuleThe system would include features of energy accounting. The sysem would be able to account for total energy block wise facility wise and would also allow calculations of unaccounted energy in case totla energy meter is also available.(vii Communication Module:The system would provide communication of energy data and bills via print, email and sms methods.(viii) Meter Master Data:The system would support meter master data repository. The system would support meter replacement process.(ix) Excel Export:The system would support export of metering and billing data in excel format. |
| 8 | (x) Customer Care Module: The software would include a customer care module where the user would be log in any complaints. The service provider would monitor the complaints and carry out the necessary activities for the complaint resolution.(xi) Meter installation module: The software would include an app based meter installation module where the installation or change can be captured on the app itself and the readings may be demonstrated to the user if on the app itself. (xii) Activities Communication: The software should support communication of the various activities such as occupation, vacation meter change, personal detail change etc with the user as well as the departmental on email the software should be demonstrated to work in both RF and GPRS-based systems for future compatibility(xiii) Cyber security of software: The software provided for the smart prepaid meters shall be secure from cyber threats and shall be provided regular security patches ang updates including firewall and latest feature updates |
