| 4 | (xvii) Complete electric supply and lighting to the yard, substation and its surroundings.(xviii) Updating all safety measures and safety kits of the substation as well as the operators(xix) Making or replace all charts, safety tips, SOPs time to time as per the direction of the Engg in charge(xx) Ensure the lay out and connections of all type of control cables and UG cable in the 110KV yard and substation and kept it in a presentable manner in all time including providing complete single line diagramm and site plan showing complete 110KV and 11 KV line switch gears, transformer etc all as per the direction of the Engg in charge(xxi) Keep the fire extinguisher system and equipment of the 110KV yard and substation functional at any point of time. If any fire fighting equipment is found unsv/ non functional the contractor shall replace immediately,failing which a penalty of Rs.5000.00 per day shall be imposed.(xxii) Recording the reading of all earthing once in six month for each equipments, 110KV EHT switch gears, 11 KV HT switch gears, LT panel boards, 11/0.433 transformer etc the report /register of the earth value shall be submitted by the contractor to the Engg in Charge duly signed. |
| 5 | (xxiii) The following maintenance shall be carried out on 110 KV EHT y installations and 11 KV installation by the contractor during the comprehensive manit period through OEM The general servicing/maint of the 110 KV yard and in house installation as per the schedule mentioned in PS of CA shall be carried out by authorized rep of OEM having a valid license in the respective field only.The test reports of triping, closing times and Insulation resistances of all the 110 KV and 11 KV switchgear shall be submitted duly signed by the contractor, OEM rep and Engineer-in-charge. (xxiv) De-hydration/ filtration of transformer oil by employing on line filtration plant to achieve di-electric strength not less than minimum 50 KV including following work services: (a) Removal of all suspended particles such as dust, rust, scales, collided Carbone oxidation sludge, etc upto < 1 microne. (b) De-hydration of transformer oil under vacuum. (c) Circulation of heated oil and filling of treated oil in transformer tank. (d) Top up the transformer oil upto the level (e) Clean the transformer.(xxv) Preventive/periodical maintenance of 110 KV Yard installations, such as Isolators, CT/PT, Hybrid breakers, Lightening arrestors, Busbar, transformers inclusive of repairs/replacement works at MES 110 KV yard such as replacement of defective post top insulators, busbars etc(xxvi) Preventive maintanence of SCADA system, updation of the antivirus of the systems to the latest version of the GE approved OEM(xxvii) Testing of Nitrogen injection fire protection system of 110 KV transformer by carrying out practical drill by removing the existing system from transformers and checking the functionality of the system and carrying out repairs to the system if required including re filling and making operational of the complete system -for three Nos of transformer |
| 6 | (xxviii) Periodical maintenance/servicing of HT 11 KV VCB panels, 11 KV APFC panels, control panels and replacement of Tripping coils, closing coils, spring charging motors, gear assemblies, REF relays, IED relays, TNC switches, Local/Remote switches, Ammeters, voltmeters, LED indicators, push buttons, rack in rack out handles, spring charging handles, control wiring of VCB panels and Hybrid breakers, Capacitor Banks, APFC relay, Power contactors etc as required and as per OEM recommendation complete all as directed(xxix) Ensuring the settings of 11 KV VCB and 110 KV Hybrid breaker relays are adjusted correctly for overcurrent and earth faults. It is also to be ensured that the relays of 110 KV hybrid incomer breaker are adjusted such that the breaker gets tripped if the load exceeds the Contract Maximum Demand to avoid penalty by KSEB.(xxx) The daily inspection for the functionality of internal fittings such as fans, lights, street lights, flood lights, batteries, battery charger, UPS etc. and carying out repairs/replacement works as required and all as directed.(xxxi) The general manitanence and cleanliness of the 110 KV yard, substation Bldgs, electrical equipments, physical hygine at inside and outside premises of the Substation building and 110 KV Yard by employing sufficient cleaning staff all as directed |
| 7 | Notes for item No: 01 (1) to (xxxi)(i) To monitor the serviceability of all equipments and to have overall supervision comprehensive maint as elaborated above a Highly skilled Supervisor having minimum 5 years experience in the field of 110 KV substation having \"A\" grade licence issued by KSEB for operation of HT and EHT Substations shall be provided(ii) The Qty of items required to be maintained may vary at site due to site requirment , hence the contractor is requested to visit the site and all the installations inside the Substation bldg and 110 KV yard and quote the rate accordingly to ensure efficient running of the substation.(iii) The rate quoted shall be inclusive of operation in round the clock servicing, carrying out repair/replacement works and up keeping of all the documents and equipments mentioned above all as directed by the Engineer-in charge.(iv) Contractor shall use the vehicle mounted filtration plant with new suitable size heavy duty hose pipe.(v) The transformer oil required for replacing/top up shall be approved by GE.(vi) Contractor shall Conduct the field testing of di-electric strength of the transformer oil before and after filtration. The contractor shall submit the certificate and reports for dehydration and filtration showing initial and final BDV of oil, tan delta, PPM etc. |
| 8 | (xxxii) The following items shall be replaced by the contractor as per the required qty on site and as and when required on site. The rate quoted shall be included the rate of the items mentioned below:-(a) Cable indoor termination joint kit for 11 KV (Earthed) grade cable, heat shrink type joint complete with jointing material and accessories suitable for XLPE armoured aluminium conductor cable of size 240 sqmm to 300 sqmm x 3 core complete all as directed.(b) 50 X 10 mm Gl earth mat in the switch yard at a depth of 0.6m from ground level, made up of Gl strip of following sizes for the mesh as well as risers including bracing the strips and applying anticorrosive paints at the joints, after excavating the switch yard before the equipment foundation and concrete works, testing and commissioning and interconnection to equipments, to yard fencing complete all as specified(c) Straight through jointing kit suitable for 110kV (E), 300 sqmm, single core XLPE insulated cable including all necessary clamps, fasterners and other accessories including making all the necessary arrangements for making straight through joint kit at site all as specified and as directed.(d) 110 kV (E), 300 sqmm, single core, annealed plain stranded circular aluminium conductor, semi conducting tapes (separator over conductor) conductor screened by semi conducting layer, XLPE insulated, insulation screening by extruded semi-conducting layer followed by water swellable semi conducting tape, extruded lead alloy (E) sheathed or aluminium sheathed, concentric copper wires applied helically with gap, annealed plain copper tape (open helix) & overall extruded PE type ST-7 sheathed and graphite coated cable generally to IEC-60502-2 for construction & IEC-60840 for testing. etc complete all as specified and directed. |
| 9 | (e) Insulated mats for HT VCB Panels/RMU panels of sizes 1m x 2m ISI marked for voltage upto 11 kv for electrical purpose as per IS 15652-2006, (superseding IS 5424) suitable for electrical shock safety all as directed(f) Transformer oil having die electric strength not less than 50 KV complete for top up of transformer and OLTC all as specified and directed.(g) Numeric relay and other spares for the VCB PanelsNote for Item No: (xxxii)(i) The oil shall be of latest manufactured and drum shall be in sealed condition.(ii) The oil shall be procured only within a week of schedule of the dehydration/filtration of transformer oil.(iii) The breakdown of the power supply shall be attended immedeately and shall be restored the power supply with out any delay. Any defective items to be replaced with in two days and restore the power supply, failing which a penalty of 1000/- per day will be imposed till defect rectification(iv) The following tools and equipments shall be available a site in ready use condition:-(a) Multimeter (bi) Tong Tester of suitable capacity (c) Insulation testers 12000 volt =01 Nos. (d) Insulation testers 500 volt-01 Nos (e) phase tester =08Nos (f) Spanner set = 01 set (g) screw driver set 3 set (h) cutting plier of different size = 03 set (j) Allenkey all size 01 set (k) crimping tool with dies of size 2.5 Sqmm to 165qmm=02set (1) crimping tool with dies of size25 Sqmm to 630 Sqmm=01 set. |
| 10 | Providing the staff for carrying out maintenance and operation activities of MES 110KV Substation all the activities as mentioned in 01 item above and all as directed by the Engineer-in-charge:-(a). Three Numbers Highly Skilled Operators one in each shift of 08 hours having qualification of ITI in Electrical and minimum 5 years experience in operation of 110 KV Substation and 11 KV HT lines and having valid electrical license to operate 11 KV HT equipments including SCADA monitoring and operation of 110KV/11KV feeders.(b). Three Numbers Skilled Technicians one in each shift of 08 hours having ITI qualification and 02 years in maintenance of 110KV and 11KV installations.Note: If any of staff is absent in any shift a penal recovery of Rs.2500/- per shift per operator/technician shall be imposed. |
