| 2 | Item No 01 : Taking down old Single /Three phase Energy Meter from any location and deposit to MES store all as specified and directed by Engineer-in-Charge. Note 1 :- The Quoted rate shall deemed to be inclusive of following parameters: -(a) Meter reading record shall be submitted before and after replacement duly signed by the rep of contractor, MES and indl user.(b) Old meters should be deposit to MES AGE E/M store yard. |
| 3 | (c) Any re-joining of wires /cables shall be done using suitable ferrule /cable connectors after removal of meter and cost of same shall be deemed to be included in the quoted rates. Note 2 :- Contractor shouldensure the following before taking down the existing meter:-(a) Cloud based vending portal management should be installed and proper functional.(b) Advanced metering sytem of meter for two way communication between utilities and consumers.(c) All system regarding function of smart meter should be installed and fuctional before taking down. |
| 4 | Design, supply, installation, testing, commissioning & integration of Advance Metering Infrastructure (AMI) comprising of performing site survey, setting up the communication network in such a way that service level agreement related to data availability/connectivity of the consumers are achieved. It shall include smart meters of different makes ( not more than 33% of a particular make to ensure interchangeability at a later date as per BIS 16444). It will include the following components:- |
| 5 | Item No 02 : Supply, installation, testing and commissioning single phase smart electric meter having applicable standard complying with BIS marked IS-16444 : 2015 (Reaffirmed 2020) for all requirement reference voltage 240 Volts, current rating 10-60 Amps, UC1, category, complying of IS 16444 Part-I to starting current, accuracy class 1.0, limits of error, frequency, influence quantities, power consumption of meter, current and voltage circuit running at no load, test output device, meter display , name plate and making meter display, LED/LCD indicators, measuring element, Alarm, Load control, status of load switch, programmability, communication, date exchange protocol, real time clock (RTC), data retention, first breath (power on) and last gap (power off) condition detection and communication to HES, data display facility. |
| 6 | Complying to IS 13779 for operatingtemperature range, humidity complying to IS-15959 part-II for parameters to be measured, max demand resetting, time of use registers, power quality information, load survey/ internal data, tamper / event recording, Alarm, remote firmware, RTC (Part-II also IS15959). Anti tamper feature as per IS-1959 Part-II. The meter shall be supplied with edequate battery backup for RTC, must have a dedicated sealable slot for accomodation plug-in type bi-directional communication modules which shall integrate the respective communication tech with smart meter, leading to easy adaptability for network interfaces (WAN/NAN). including transparent polycarbonate Meter box complying to IS-14772 suitable for single phase smart Meter having sealable optical port provision on the cover of the meter box conform to IP-54 protection with push fit and hinge type including fixing arrangement such as nut, bolt, washer etc. |
| 7 | Meter should support communication protocol through (RF/GPRS/Hybrid(GPRS+RF) ) with the software all as required at site and directed. In case of Cellular based meter,the meter shall accommodate SIM card of any service provider. Contractor have to bear the monthly rentals/ data charges for SIM/e-SIM using the network of Mobile service provider , mapping, vending portal charges etc for every meter for 2 Years in case. in case of RF meters cost of DCU, Signal boosters including network management and head end system for the project area shall also be included in this item and in case ofHybrid systemall hardware/software component also. The plug-in module shall be field swappable / replaceable. |
| 8 | The meter shall continue working under tamper condition and would log teh event and send alarm at HES (Head End System) after dedection of the defined tamper features. The minimum data display should include minimum of the following:-1. Data display shall be in two mades:-(a)Auto Scroll (b) Scroll with push button2. | 9 | 3.Scroll with push button : All parameters mentioned under autoscroll mode should be displayed additionally, the following parameters shall also be displayed:-(a) Internal diagnostic (display check)(b) meter serial number (c) last month commulative KWH with legends (d) Last month MD in KW with legends (e) currenct month average power factor (f) Last month average power factor.Further, the meter shall display high resolution energu values with resolution of 3 digit before decimal and 2 digit after decimal in push button mode. The meter display should return to default display mode (contineous auto scroll) if push button is not operated for more than 10 seconds. Meter display should go in sleep mode during power on condition in case the push button is not operated for more than 10 seconds |
| 10 | Notes(a) It would be possible to run the meter in both prepaid and postpaid mode.(b) The meters would carry 10 years warranty.(c) The meter should be suitable/run/operate with all approved software.Note : Any technical item missed out which is technically required forDesign, supply, installation, testing, commissioning & integration of Advance Metering Infrastructure (AMI) as per E-in-C Branch policy No 12/2023 issued by E-in- C\"s Branch letter No A/37696/Gen/Pol/E2W(PPC) dt 30 Aug 2023 (uploaded on MES website) during the execution of work without any extra cost. |

| 12 | Item No 04 : Supply and Configuration of the Web based Software to integrate /configurationof smart meter with following modules and hosting the system to GCC for management of supplied software application: (i) Meter Data Management Module :-The meter data management module would be responsible for collecting the data from the concentrator and make the data available to the billing system. The meter data management system would capture and provide the following data:(a) Real time energy monitoring with 30 min instantaneous data from all the meters for seven parameters – Cumulative Energy, Cumulative Apparent Energy (as applicable), Power, Current, Voltage, Power Factor and Frequency.(b) Monthly billing survey data for Cumulative energy and max demand(ii) Prepayment/Billing Module: The system should periodically monitor the energy consumption of prepaid consumers and decrease the available credit based on the consumption. |
| 13 | The system should allow online / digital recharging through consumer App (Android and IOS based) and Web portal. The configuration and necessary arrangement for payment gateway and E -MRO facility shall be deemed to be included in the quoted rate. The system should send connect/disconnect command on the basis of available credit. Low credit alarm: The system will give an alarm over the consumer App in case the credit in the meter goes down below a predefined limit. Emergency credit: The meter will work even when the credit falls down to zero to prevent disconnection. This limit shall be configurable. The system should support happy hours in order to prevent disconnection in non-working hours and on holidays. The Happy hours should be configurable.(iii) Occupation and Vacation Module: -The system would supportoccupation / vacation and billing reports.Note- The software to be integrated to work with configured software with other meters installed elsewhere under the CE Jabalpur Zone and the contractor is bound to integrate the software with other software for higher level monitoring up to E-in-C Br . |
| 14 | (iv) Web site: There would be a dedicated website for the AGE and BSO team to view all the data and information. The designated users in MES would have the admin access to the application. The MES staff would also have the access of the key information on an android / IOS mobiles app (for admin use).(v) Customer Portal:- The system would include a customer portal for the resident / to log in and view their own energy / billing data. There would be android and IOS mobile apps for the user to monitor its own data and balance on regular basis.(vi) Energy Accounting Module:- The system would include features of energy accounting. The system would be able to account for total energy block wise, facility wise and would also allow calculations of unaccounted energy in case total energy meter is also available.(vii) Communication Module:- The system would provide communication of energy data and bills via App notifications. |
| 15 | (viii) Meter Master Data:- The system would support meter master data repository. The system would support meter replacement process.(ix) Excel Export:- The system would support export of metering and billing data in excel format.(x) Customer Care Module :- the software would include a customer care module where the user would be log in any complaints. The service provider would monitor the complaints andcarry out the necessary activities for the complaints resolution.(xi) The software would be hosted on meity(Ministry of Electronics and Information Technology ) approvedGCC Cloud. All charges for taking cloud service shall deemed be included in the quoted rate |
| 16 | (xii) Cyber security of software:- The software provided for the smart prepaid meters shall be secure from cyber threats and shall be provided regular security patches and updates including firewall and latest feature updates.(xiii) The AMISP/contractor will be responsible for making the entire AMI system including the service provider immune to Cyber Attacks, while taking care of following guidelines.(a) All the hardware, OS and application software shall be hardened.(b) Application, scanning and hardware scanning tools shall be provided to identify vulnerability & security threats.(c) Date shall be encrypted at system/device/technology level.(d) While procuring cyber security items testing must be done and the system must be secure by design.(e) Residual information risk shall be calculated by contractor and same shall be submitted for perusal cyber audit teams.(f) Penetration & vulnerability assessment test from certified auditors during Field Acceptance Test (FAT). Site Acceptance test ( SAT) & operations and maintenance period. |
| 17 | (g)The system software of smart metering infrastructure may be designed to include prepayment mode recovery of license fee, hire charges for furniture , water charges etc and any other chargesin consultation with Stn HQ , local audit representative and CFA, such software should have necessary fields and administrative login access for local authority to update the recovery rate from time to time. |
| 18 | Notes (a) The software would contain two year defect liability including all operating expenses such as GPRS charges, hosting charges, sim chargesor any other charges etc.(b) Bank account details will be provided by respective GE. The cost of integration of payment gateway with software and bank account deemed be included in the quoted rates. No extra charges will be paid by MES on account of integration of payment gateway with bank aacount and software. |
| 19 | (c) The software would be scalable and expandable for meters and system of different make complying with IS16444.(d) The software should strictly adhere to IS 15959 standard & must be compatible with atleast 3 makes of smart meters that are to be finalised as per above. (e) The software must be audited by CERT India empaneled firm/CERT auditor of Armed Forces and documentary proof of same must be produced at the time of commissioning.(f) The contractor must arrange/produce a MoU between AMISP and concerned GEs before commencement of work, for technical support ( Upgrading/updating software, troublshooting any kind of problems related to meter/software/communication etc) for 10 years after date of physical completion of work |

| 22 | Note :(a) AMI software and associated equipment should be capable of handling 1500 Nos of meters of 03 different makes as per BIS 16444 with 25% expansion without any additional infrastructure and cost implication.(b) in case superior specification of server are required as per the requirement on ground, the contractor shall provide the same without any extra cost.(c) Cyber security clearance for server and software and any other instruction which has been missed out but technically required to be done by the contractor as per the policy No 12/2023 issued by E-in-C\"s Branch letter No A/37696/Gen/Pol/E2W(PPC) dt 30 Aug 2023 (Uploaded on MES web site) during the execution of work without any extra cost. |

| 34 | Item No 14 : PHASE- IIProvision for comprehensive operation including periodic charges of telecom operator, smart meter billing from completion of work till the completion of defect liability period of 02 years complete all as specified & directed. The duties shall also include the following:-(a) Managing vending Station activities like offline recharge in case of any bug in online recharge system, meter recharge, report/record generation etc. (b) Regular updation of tariff rate in the system as per govt policies. (c) Registering any problem that may occur in the network and co-ordinating for smooth functioning of the system. |
| 35 | (d) Deploying all measures for corrective actions as and when required (d) Acting as a link between users and the parent company providing the metering system. (e) Providing hands on training to the MES personnel as and when required. (f) Collecting cash in case of offline recharge, offline/online payment details etc and handing over to the MES rep. | 37 | Item No 15 : WORK UNDER PHASE-IIIComprehensive operation and maintenance of system including project implementation &management, all expenditure including periodic charges of telecom operator, smart meter billing and maintenance after completion of defect liability period (phase II) till completion for 08 years extendable to further 02 years after mutual agreement complete all as specified & directed. The following items are also deemed to be included:- |
| 38 | (a) Monthly sim/internet rental charges for the DCU/Gateway/ or any communication system . The contractor would ensure supply of appropriate SIMs to ensure necessary signal availability. The contractor would change the sim or sim provider as required. In case of network issues, the contractor would arrange broadband internet connection. (b) Recurring SMS charges. The SMS would be issued for the payments alerts, low balance alerts and disconnection / connection alerts.(c) Software AMC. This would include necessary upgradations in the software such as support to the chrome browser changes, android version changes , iOS version changes. These changes happen on frequent basis and the software would support all the changes.(d) Changes in the government tariff structure. The government tariff structure changes may require software upgrade. The same would be included in the AMC scope of work. |
| 39 | (e) Remote server admin support - Ensuring adequate database back up, upgradations in the operating system, anti virus updates, database upgrade etc.(f) Reports Development - The additional reports as needed for the success of the project would be developed(g) Software installation on any alternate / backup server if required(h) The communication network monitoring and support(i) Configuration of the repaired / replaced hardware in the system |
