| 1 | Supplying, installation, testing & commissioning of Retrofit Emission Control Device (RECD) on existing Diesel Generator Set of capacity 100 KVA of any make, model and vintage at GE (Inf) School by making necessary modification, welding of suitable size angle and pipe for support structure and suitable size ladder including cutting of old silencer/muffler without damaging diesel generator set to reduce guaranteed specification particulate matter (PM 2.5) Carbon Monoxide, Hydrocarbon reduction efficiency : Minimum 70% for all DG Sets, emission tested as per D2, 5 mode test cycle as specified in ISO-8178-Part 4 complete all as specified and as directed by Engineer-in-Charge with following Specification:- |
| 2 | (a) Purification Technology: No filters, No solvents, No Chemicals(b) Pollution Captured: PM 2.5 to PM 10 (c) Electric Supply: 220 Volts AC(d) Material: Mild Steel (e) Reported PM Reduction: 80% to 90% (f) By Product: Soot Particles. (g) Disposal: No burning or dumping of captured partured particles. (h) Collection of captured Particles: Once in 02 Months. (j) Capturing Chamber Material: Stainless Steel.(k) Mechanical Pressure Release valve (PRV) should be available. (l) Sensors (Temp & Pressure) should be available.(m) Automatic bypass System should be available. (n) The Retrofit Emission Control Device (RECD) should be closely coupled with the DG exhaust to ensure 100% of the exhaust passes through the Retrofit Emission Control Device (RECD). (o) 02 year warranty including manufacturing defects on sensors, back pressure and leakage.(p) Technology: ESP (Electrostatic Precipitator). Device must be made of stainless steel. The output result of Retrofit Emission Control Device (RECD) should be as per CPCB II norms.(q) Maximum back pressure of 01 KPa exertd by the Emission Control retrofit device at max prescribed load by DG OEM (as per the capacity of the DG set). Necessary precaution to be taken in Exhaust scheme design to avoid condensate/steam back entry to DG sets which is/are not in operation. |
| 3 | (r) The Retrofit emission control device shall be with corrosion resistive and heat resistance paint.(s) Standard set of tools consisting of a set of 3 spanners, one screw driver, one standard plier and one nose plier of appropriate size shall be provided along with each Retrofit Emission Control Device (RECD). (t) The RECD shall be of No manual cleaning, No choking, low maintenance, No filter replacement, No chemical or solvent usage.(u) The RECD should be of class I, which is intended to control particulate matter emissions only and which does not increase direct NO2 emissions (v) RECD shall be equipped with a monitoring device that detects incorrect operation or removal of the RECD and that triggers an audible and/or visual alarm to the operator. For reagent based particulate reduction RECD the monitoring device may interrupt theinput of any reagent or additive, if necessary. The warning system can be based, for example on the continuous measurement of the engine exhaust back-pressure as an example.(w) The RECD family includes a year of manufacture, for which the RECD is approved, including, where applicable, a marking to identify if the RECD is suitable for fitting to an engine & family that is equipped with an on-board diagnostic (OBD) system. (x) The instruction manual for the retrofit installation (y) The end-user service manual includes maintenance instructions.Make of Retrofit Emission Control Device (RECD):-(i) M/s Chakr Shield Innovation Pvt Ltd(ii) M/s Brooks Enviro Engineering Pvt Ltd (BEE)(iii) Cummins India Limited(iv) EO Energy or any other make approved by E-in-C\"s Branch during currency of Work /Any make approved by CPCB. (Note: Retrofit Emission Control Device (RECD) shall comply all norms as per latest applicable CPCB guideline. |
| 4 | Note for Serial Item No 1.00:- (a) Device should be ‘Type Approved’ as per the System and Procedure of Central Pollution Control Board for Emission Compliance Testing of Retro-fit Emission Control Devices (RECD). For Diesel Power Generating Set Engines, Dated 01/02/2022, wide Pollution Control Series PCLS/12/2021-22. Adhering to this, RECD to be ‘Type Tested’ for an equivalent kVA family as per the System and Procedure from any one of the fourCentral Pollution Control Board, Govt of India, recognized/approved test agencies/laboratories as given below: Test report and Type approval certificate of the Retrofit Emission Control Device will be from one of the following CPCB recognised / approved Laboratories shall be produced before installtion:-(i) Automotive Research Association of India, Pune (Maharashtra). (ii) International Centre for Automotive Technology, Manesar (Haryana)(iii) Indian Oil Corporation, Research and Development Centra, Faridabad (Haryana)(iv) Indian Institute of Petroleum, Dehradun (Uttarakhand) (v) Vehicle Research (Maharastra) Developement Establishment, Ahmednagar(b) Number of preventive maintenance visits in a year during warranty period 2 visit.(c) The contractor shall provide the trail run (testing) of Retrofit Emission Control Device (RECD). The trial run shall be for two hours and The electrical loading shall not be more than the rated capacityof the DG Set.(d) Any other necessary/ essential activity like Exhaust piping of suitable size, Civil work, Copper wire etc required at site to make the Retrofit Emission Control Device (RECD) fitment will be provided by the contractor without any extra cost to the Govt & no additional payment will be made on this account. |
| 5 | Note:1. Necessary foundation for fixing RECD as recommended by the OEM is deemed to be included in the quoted rate.2. The Contractor must get approved the Make, Technology and Drawings by the GE before commencement of the work.3. The contractor must submit all documents as specified in the PS.4. Necessary pipes, fittings and fixtures for the installation of RECD are deemed to be included in the quoted rate. General Technical Requirements (GTR) / Commissioning :-(a) Retrofit emission Control device shall be complete with safety precautions to ensure no damage should be done to the DG set operations under any circumstances. The Emission Control retrofit device should be closely coupled with the DG exhaust to ensure 100% of the exhaust passes through the Emission Control retrofit device.(b) Anti-Vibration mountings shall be provided for complete Emission Control retrofit devices in case of flexible coupling with the diesel generator exhaust.(c) Emission Control retrofit devices should have protection against under voltage, over voltage, under frequency, over frequency, low battery voltage, over current, earth-fault, short circuit, phase sequence change, etc.(d) The Emission Control retrofit device shall be with corrosion resistive and HR paint (e) The Contractor shall provide the trial run (Testing) of retrofit Emission Control device along with trial run with the available electrical load at site. The trial run shall be for TWO hours. The electrical loading shall not be more than the rated capacity of theDG set.(f) Exhaust pipe, extra civil work, and distribution board as per the OEM recommendations is deemed to be included in the quoted rate. |
